Assassination attempt made against Turkey PM

An assassination attempt was made against Turkish Prime Minister Recep
Tayyip Erdogan, and during the official opening of a Municipality
building in Istanbul.

Turkish media have disseminated the aforesaid information.

Following the official ceremony, when the PM’s motorcade was moving
slowly through the crowd, the security service agents noticed an armed
man.

Seeing that the police were moving toward him to neutralize him, the
unidentified person threw a gun in the direction of Erdogan’s service
vehicle. But shortly thereafter he was detained and taken to a police
station.

It is reported that the 32-year-old suspect is not associated with any
organization.

During interrogation, he said that did not want to kill, but rather to
scare the PM.

HKK first secretary Tachat Sargsyan condemns Kazakhstan President
Nursultan Nazarbaev’s announcement on May 29 in Astana that Armenia
can only join the Eurasian Union with borders recognized by the UNO,
that is without Nagorno Karabakh.

“Nazarbayev violated all kinds of norms, broke ethics rules,”- noted Sargsyan.

“According to him, that issue has been discussed for years and put in
membership of Armenia in the Customs Union. But it isn’t mentioned
Armenia together with Karabakh.

“We haven’t recognized Karabakh independence, but we are a guarantor
of its independence,”- he reminds and adds, that Armenia must be
there, where Russia is, and where Armenia is, there is the NKR.

Tachat Sargsyan thinks that today we can’t force that Armenia is fixed
as the CC member together with Karabakh.

“As there are general rules, but Russia must solve this problem,”-
summed up HKK first secretary.

West Bromwich reportedly in talks with Spartak over Yura Movsisyan

West Bromwich Albion have opened talks with Spartak Moscow over the
£9million transfer or striker Yura Movsisyan, according to Sports
Mole.

The Armenia international caught the eye of several Premier League
clubs with 16 goals last season.

Despite their failure to secure a replacement for sacked manager Pepe
Mel, the Hawthorns outfit have identified Movsisyan as a top target
this summer.

The report also suggests that funds will be available for a new
manager, though how much could depend on whether or not sought-after
midfielder Youssouf Mulumbu leaves the club.

Movsisyan has two years left on his contract, though is said to be
keen to play in England after a disappointing season for Spartak.

Baku. Rashad Suleymanov – APA. Azerbaijani soldiers killed two Armenian
servicemen on the border of Nakhcivan Autonomous Republic with Armenia,
APA reports quoting news.am website.

The Armenian Defense Ministry made public the soldiers’ names.

The soldiers are the 26 year-old Andranik Samvelovich Yegoyan and
22-year-old Boris Benikovich Gasparyan.

A few days ago one Azerbaijani soldier was shot dead by Armenians on
the border of Nakhcivan Autonomous Republic with Armenia.

At the meeting held by Defense Minister, Colonel-General Zakir
Hasanov with the commander staff during the large-scale exercises
on frontline, the Minister gave a task to the servicemen on the
frontline to be more ruthless and more decisive against the enemy,
to adequately respond to all steps of the opposite side.

Dear Baroness Ashton,

>From the very beginning of the civil war in Syria, the Armenian
Community in Aleppo has suffered, big losses in lives, injuries and
properties, being in the center of the battleground between the Army
and the opposition forces. The situation has been deteriorated in the
last period, from the moment that in the area the main forces fighting
against the army are the Al Qaeda affiliated forces.

There is no doubt that those extremist opposition forces, are armed by
Turkey and entering from there, do not fight against the armed forces,
but basically their attacks are aimed against the population in the
cities and villages. Recently, they attacked the Armenian populated
town of Kessab, entering from Turkey, forcing the entire population to
evacuate the town and find shelter in the city of Latakia. During the
last days those forces entering again from Turkey are attacking
Aleppo, targeting basically the Armenian populated neighborhoods and
especially Nor Kyough.

As reported by news agencies as well, incessant rocket fire against
the Nor Kyough neighborhood, from the Al Qaeda affiliated forces, are
endangering the lives of the population and are causing massive
destruction. Armenian churches, schools, institutions, houses and
stores are in complete or partial destruction, making life unbearable
for the citizens of the town, thus causing a new wave of evacuation
towards Latakia, which is already overflowing with displaced Armenians
from the insurgence of the terrorist groups in Kessab early this
spring.

In view of this terribly inhuman situation the Emergency Relief Body
of Syrian Armenians (ERBSA) has declared the Armenian Nor Kyough
neighborhood in Aleppo a DISASTER ZONE.

Your Excellency,

Recently, on the 21st of March 2014, the Al Qaeda affiliated groups
attacked the town of Kessab on the borders of the Turkey and Syria,
thus forcing the entire population to evacuate it and find shelter in
the city of Latakia. Today they are attacking the Armenian populated
neighborhoods of Aleppo and sspecially Nor Kyough. If Turkey would not
encourage and even provoke those attacks, it would be very easy to
secure the borders and forbid the free circulation of these extremist
groups. On behalf also of our compatriots, citizens of the European
Union, we urge you, as the Head of the exterior relations of the
European Union, to take the necessary steps in pressuring those
countries that are encouraging those Al Qaeda affiliated groups to
stop providing them with arms and money. Especially Turkey, which arms
and allows if not even provoke the free circulation of those groups,
despite its fake assurances about the contrary. The evidences are more
than obvious.

Armenian Prime Minister Ovik Abramyan has had a telephone conversation
with Maksim Sokolov, the Russian minister for transportation and
co-chair of the Armenian-Russian inter-governmental commission for
economic cooperation, and discussed reconstruction of the Verkhny
Lars Customs Office, News Armenia reports.

Abramyan said that the sides need a program to improve the
infrastructure of the office and expand roads with the highest
avalanche risks. Sokolov responded that a working group will be formed
to carry out research next month.

Verkhny Lars is located on the Russian-Georgian border. It is the
only land route from Armenia to Russia.

Thirty-eight-year-old Anush Nazarian still remembers the night several
years ago that a neighbor, distraught over her husband’s gambling
losses, jumped to her death from her 10th-floor apartment.

“The whole neighborhood was shocked. None of us ever thought that
one day gambling may come so close to us,” recollected Nazarian,
who lives in a large suburb of the Armenian capital, Yerevan.

During the Soviet era, casinos or gaming parlors did not exist in
Armenia: gamblers had to roll the dice on the sly. Today, gambling
opportunities are everywhere in this poverty-stricken South-Caucasus
state; and addiction to games of chance is wreaking financial havoc
among many families.

Ten casinos and 100 gaming parlors now exist in Yerevan’s outskirts One
of the biggest, Shangri-La, even provides customers with the business
cards of psychologists who can assist problem-gamblers. “The number
of gamblers has increased 10 times during the past five years,”
estimated Samvel Khudoian, a professor of psychology at Armenian
State Pedagogical University with extensive clinical and research
experience in this area. “The reasons vary from stressful [personal]
situations to disappointed expectations.”

A lack of adequate-paying jobs is one of the largest sources of
disillusionment for many Armenians. Officially, unemployment stands
at 17.3 percent , but independent estimates are much higher. Over a
third of the country’s population of just over 3 million people lives
in poverty, according to government statistics. Average monthly wages
amount to only about 113,163 drams, or $273.53. Many Armenians feel
compelled to head abroad as labor migrants, in order to support their
loved ones.

Against this backdrop, Yerevan’s brightly illuminated casinos
exert a powerful attraction, creating the illusion of a respite
from everyday concerns. Ads hint that savvy gamblers can attain a
luxurious lifestyle straight out of Hollywood. “People go to casinos
and gaming parlors because they fancy they will have luck and get
rich,” Khudoian commented. A similar phenomenon exists in Armenia’s
economically hard-pressed northern neighbor, Georgia.

Now, two Armenian MPs are trying to address the social consequences
of problem gambling by developing legislation that would restrict
access to casinos. A set of proposed amendments to Armenia’s gambling
law would ban people under the age of 21 from entering a casino and
allow for court orders to ban individuals whose gambling can be shown
to cause financial hardship to their families. A third measure would
allow casinos to deny entrance to individuals at the gamblers’ own
request. Restrictions could last from six months to three years, and
would apply to all casinos in Armenia. The amendments are expected to
be submitted to parliament’s Economic Affairs Committee for discussion
during the National Assembly’s June 9-12 session.

Independent MP Edmon Marukian, one of the amendments’ sponsors,
says appeals for help from numerous families afflicted by gambling
addictions prompted him, along with opposition MP Alexander Arzumanian,
to push for changes. Marukian called the problem “very urgent.”

Media accounts often attribute reported suicides — up by 3.8 percent
in 2013 to 768 cases, according to official statistics — to gambling
losses. No studies have been done to substantiate such claims.

The potential impact of the new gambling-related legislation is not
straightforward, given that gaming has become a significant source of
revenue for the government. In 2013, Armenia’s state budget received
“7-8 billion drams” ($16.9 – $19.3 million) in tax revenues and
license fees from gambling establishments. Even while deploring
gambling addictions, few politicians are likely to want to see that
revenue stream dry up.

The representative of one casino, however, expressed approval of
the proposed changes. “In many countries, visiting a casino is
entertainment, while in Armenia, and perhaps the whole Caucasus, it
is linked with passion [for a better life] and gambling [to earn a
living],” said the individual, who requested anonymity. “People will
be more protected if there is relevant legislation.”

Looking to problem-gamblers to cut themselves off from casinos might
also appear a risky bet. Here, though, the powerful pressure Armenian
families can exert on relatives is expected to have an effect.

Aharon Adibekian, a sociologist, contends that restrictions on entering
casinos will just prompt gamblers to go elsewhere to gamble – turning
the perennial outdoor games of backgammon into money-based events,
for instance, or relying on the state-run lottery. “Every third
person in Armenia is poor, and people want to buy a lottery ticket
and become rich immediately,” he elaborated. “It is not by chance
that many lottery games emerged when we had bad living conditions
[in the 1990s].”

MP Marukian said the result of self-exclusion restrictions for casinos
in “progressive countries” such as Singapore and the US “has always
been positive.”

Psychologist Khudoian agrees. “It will work in Armenia as well,”
he said.

In response, Adibekian drily recalled an Armenian proverb: “Don’t
play heads or tails with destiny. You’ll lose either way.”

Newly Instated Senate President Pro Tempore Kevin De Leon Leads Effort
to Pass Resolution

SACRAMENTO–The California State Senate on Thursday unanimously passed
a resolution honoring and commending the extraordinary service of
the Near East Relief and the American people who helped save over
132,000 orphans and provided humanitarian aid to the victims of the
Armenian Genocide, reported the Armenian National Committee of America
– Western Region (ANCA-WR). AJR 41wasled by Senate President Pro Tem
Kevin De Leon a day after the Democratic Caucus voted for him to be
the next president pro tem of the Senate.

“We congratulate Senate Pro Tem Kevin De Leon on his new position
and sincerely thank him for his leadership in ensuring the prompt
consideration and passage of AJR 41,” stated ANCA WR Chair Nora
Hovsepian. “On the heels of the State Assembly’s passage of AJR 41,
California’s acknowledgement of Near East Relief’s rescue of over one
million Armenian orphans and refugees from Genocide as an important
part of American history is now complete,” added Hovsepian.

Specifically, the resolution recognizes the Near East Relief
organization and the unprecedented response by the United States to
the Armenian Genocide of 1915 at the behest of President Woodrow
Wilson and the United States State Department by instituting the
first congressionally sanctioned American philanthropic effort
created exclusively to rescue the Armenian nation and other Christian
minorities from annihilation. AJR 41 also calls on the Chief Clerk of
the CA Assembly to transmit copies of this resolution to the President
and Vice President of the United States, the Speaker of the House of
Representatives, the Minority Leader of the House of Representatives,
the Majority Leader of the United States Senate, the Minority Leader
of the United States Senate, and to each Senator and Representative
from California in the Congress of the United States.

The work of the Near East Relief began with U.S. Ambassador Henry
Morgenthau and the formation of a committee and the launching of
an unprecedented humanitarian effort to prevent the annihilation of
the Armenian population in Turkey. Due to the efforts of Americans,
including many Californians, thousands of orphans were rescued and
cared for. It is an effort that we can all be proud of – a glorious
page in our nation’s history and one that we should not forget.

‘America, We Thank You,’ An Armenian Tribute to Near East Relief

Previously on the solemn day of April 24, 2014, 72 CA Assemblymembers
joined in as co-authors of the AJR 41 then moved to unanimously pass
the resolution. The vote was followed by a floor introduction of ANCA
Western Region Executive Director Elen Asatryan, ANCA Western Region’s
“America, We Thank You: An Armenian Tribute to Near East Relief”
Committee Co-Chair Hermineh Pakhanians and Committee Member Arsho
Beylerian for the organization’s efforts in spearheading the campaign.

The ANCA-WR launched the America, We Thank You campaign in March
2014, timed for the centennial of the Armenian Genocide. Since then,
the project has taken center-stage at two high-profile Genocide
commemoration events, the first at the California State Capitol
which included an exhibit of posters and memorabilia prepared by
the America, We Thank You Campaign at the Capitol Rotunda and the
second at Los Angeles City Hall, when on Wednesday, April 23, led by
Councilmember Paul Krekorian, the Los Angeles City Council, during its
annual commemoration of the Armenian Genocide, commended the ANCA-WR’s
efforts and honored the “America We Thank You” members for their
dedication in highlighting this chapter of American history. During
the City Hall ceremony, the City Council also presented a proclamation
to Keith Coogan, the grandson of actor Jackie Coogan, who was active
in Near East Relief efforts and used his celebrity to raise awareness
and funds for Armenian Genocide victims.

women and children who were victims of the Genocide.

A number of Premier League clubs are tracking Spartak Moscow forward
Yura Movsisyan, Sky Sports reports.

The 26-year-old is one of the hottest properties in Europe after
scoring 20 goals in just 35 matches for Spartak over the last 18
months.

The Armenia international has also impressed on the international
stage and his form has alerted clubs from England, Germany and Italy
with the player meeting the criteria for a work permit as he is a
regular for his country.

A number of Premier League scouts are expected to cast an eye over
Movsisyan on Friday when Armenia take on Germany in Mainz in the hosts’
final warm-up game ahead of the World Cup.

Spartak do not want to lose Movsisyan with the forward establishing
himself as one of the key members of their squad since his arrival
from FC Krasnodar in December 2012, but they could find their resolve
to keep him tested by the player’s suitors this summer.

Movsisyan is aware of the growing interest in his services and admits
he would like to test himself at the highest level.

The likes of Everton, West Bromwich Albion and Tottenham have all
been active in the Russian transfer market over the last 12 months.

I’ve heard there may be some interested teams in England and Germany,”
Movsisyan told Sky Sports. “Let’s see if that is serious or not.

“I’ve proven I can score goals wherever I have played and I have been
lucky to do so again this year with Spartak.

“It wasn’t the season that we wanted but we have a quality group. I’m
up for a challenge and always want to test myself against the best.

“If an offer is made for me, I can’t control the outcome. Spartak
know my ambition and all parties need to be satisfied.

“Either way, I want success on the field,” Movsisyan said.

– Was the statement of Nazarbayev a surprise for the Armenian side,
or they knew beforehand about it?

– It is not significant whether they knew or not, the Armenian side
should have been ready as the issue was many times discussed after
September 3, 2013. Moreover, the Armenian side should have been ready
for worse questions than voiced by Nazarbayev in Astana.

– Do you share the opinion of some ruling party figures that the
silence was the best response as each response would have harmed the
interests of Armenia and Nagorno Karabakh?

– Of course I do not, I am glad that some political figures and
political analysts forwarded few possible answers. Each of them would
have been proper and would not harm the interests of Armenia.

– Does it stem from interests of Armenia and NKR to become member
of the Eurasian Economic Union without Karabakh and officially state
about it?

– The NK issue must not be discussed in an open format at such like
meetings but in case it is done Armenia has one response, it must
state that it is the political and economic security guarantor of
the NKR and the conflict settlement has no other format but within
the framework of the Minsk Group.
