stated the aforesaid at the postgame press conference, as he commented

NUCLEAR “POWDER KEG” OF THE SOUTH CAUCASUS WILL LAST ANOTHER 5 YEARS

Baku/05.06.14/Turan: The South Caucasus another 5 years will be
“sitting on a powder keg.” Yesterday the Armenian commission on
regulation of public services decided to extend the license of CJSC
“Armenian nuclear power plant” until June 10, 2019. In this part
(funding) the Russian side is not yet confirmed.

The Russian media report that of the two units of the first stage (the
second has not been started after the Chernobyl disaster) only one
works, with an annual output of about 2.2 billion kWh of electricity.

Recall, the Armenian government in March this year approved a program
of extending the life of units of the NPP to 2016. In September last
year , Russian President Vladimir Putin said after talks with Armenian
President Serzh Sargsyan there is a possibility of extending the life
of units of the NPP for 10 years – until 2026 with the involvement
of the Russian side of $ 300 million.

ANPP license is issued for 30 years – until September 1, 2016. In 2010,
both countries agreed to build a new nuclear power plant unit with
VVER 1,060 MW capacity , but due to lack of funding, no promotion .

Said power plant commissioned in 1980 and stopped in March 1989 after
the Spitak earthquake in December 1988. Two power stations are equipped
with Russian VVER-440 reactors of the first generation. The first block
is currently stopped. Second unit capacity of 407.5 MW generates an
average of about 40% of all electricity produced in Armenia.

EU insists on the preservation of the station and it is ready to
allocate 200 million euros (data talks Euratom – Armenian Ministry
of Energy, 2007). The problem is the lack of alternative sources and
determining the timing of closure of the station. The Armenian side
believes that they should build a new nuclear power plant with an
estimated value of $ 5 billion. – 17D-

Two Armenian troops died on Thursday in a fresh clash with Azerbaijani
forces on the volatile border between the two countries, Armenia’s
defence ministry said.

“Sergeant Andranik Egoyan, 26, and private Boris Gasparyan, 22, were
mortally wounded by the Azerbaijani forces on the south-western sector
of the Armenia-Azerbaijan border,” the ministry said in a statement.

The two countries are locked in a decades-long conflict over the
disputed Nagorny Karabakh region.

There has been an increase in violence in recent months along the
border and at the Karabakh frontline, with both sides regularly
accusing the other of tit-for-tat raids.

At least 14 soldiers from both sides have been killed so far this year.

Armenia-backed separatists seized Nagorny Karabakh from Azerbaijan in
a 1990s war that killed 30,000 people. Despite years of negotiations
since a 1994 ceasefire, the two sides have yet to sign a peace deal.

Azerbaijan has threatened to take back the disputed region by force
if negotiations do not yield results, while Armenia has vowed to
retaliate against any military action.

US AGAIN EXPRESSED CONCERN OVER STATE OF HUMAN RIGHTS IN AZERBAIJAN

The United States continue expressing concern over state of human
rights in Azerbaijan.

Political Counselor Christopher Robinson addressed the OSCE Permanent
Council, pointing at ongoing violations of human rights in Azerbaijan.

“We urge the Government of Azerbaijan to live up to its international
commitments to respect freedom of association and assembly, freedom
of expression and freedom of conscience,” he said in a statement.

The United States is deeply disturbed by the May 26 sentencing of Mr.

Anar Mammadli on questionable charges ranging from tax evasion and
illegal entrepreneurship to abuse of office and over seizure of the
passports of Institute for Peace and Democracy Director Leyla Yunus
and her husband.

“The investigation launched against her and another advocate of people
to people efforts, journalist Rauf Mirkadirov, also has a chilling
effect on civil society in Azerbaijan, especially those seeking to
promote a peaceful resolution of the Nagorno-Karabakh conflict,”
the statement reads.

“As Azerbaijan assumes greater responsibility in the international
community, such as through its current chairmanship of the Council of
Europe, the United States remains committed to working with Azerbaijan
to advance democratic development and to protect human rights and
fundamental freedoms. Regretfully, however, the space within which
civil society can operate in Azerbaijan continues to be constricted by
the Government of Azerbaijan. And the trend, unfortunately, is getting
worse. This is a threat to comprehensive security across the region”.

06.06.14Commenting on the Thursday incident on the Line of
Contact, Armenian Minister of Defense Seyran Ohanyan told Tert.am
that the Azerbaijani side fires on the Armenian troops’ positions in
that section of the Line of Contact several times a year. However,
the Armenian side retaliates.Mr Ohanyan, has any shooting
been reported in the Nakhijevan section since the Armenian-Azerbaijani
ceasefire agreement was reached? What is your opinion of yesterday’s
incident?The Nakhijevan section has always been relatively
calm. But during the recent years, throughout the ceasefire period,
several violations have been reported every year. I think in military
service, especially in many cases of battle duty in a tense situation,
the commanders and servicemen are often extremely nervous and
violations take place. Unfortunately, the enemy has committed numerous
violations during the recent period, and we are concerned over that.

We will do our best to maintain relative peace in the Nakhijevan
section.I have had a meeting with Ambassador Andrzej
Kasprzyk, Personal Representative of the OSCE Chairperson-in-Office,
today and urged him to do his best for the enemy to realize that
the ceasefire must be respected and that reaching a peaceful
settlement of the conflict requires an atmosphere of confidence
rather than provocations. We cannot succeed without an atmosphere of
confidence.The threat of war and the relative peace were
repeatedly addressed in the past, however, hasn’t the likelihood of
war increased after yesterday’s events?The threat of war
always exists; the shoot-outs from Nakichevan allow us to demonstrate
to the rival that we are present there too [our troops are stationed
on the Azerbaijani border – ed.] and can deliver a rebuff to them. All
that is undoubtedly controlled by our armed forces; we have always
implemented both preventive and counteractive measures.Are
you aware of any mercenaries’ presence in the Nakichevan section,
apart from Azerbaijanis?The Nakichevan section is of unique importance
for the Azerbaijani armed forces, as it has a separate combined
army. And while it was being formed, we repeatedly had reports on
the Turkish assistance, and the presence of mercenaries and small
subdivisions there.In their speeches, the co-chairs of
the OSCE Minsk Group, as well as [Personal Representative of the OSCE
Chairperson in Office] Andrzey Kaspzyk always point out to violations
of ceasefire. Don’t the same organizations have, after all, the chance
to figure out which side commits the violations?The
conduct of an independent international investigation is among the
confidence-building measures adopted in the recent years. We agree to
all the elements of confidence building and also say that we support
an international investigation. The problem here has to do with the
lack of corresponding maintenance specialists and logisticians. But
if the powerful co-chairing countries cannot secure that, what
then can be the issue? We do certainly support an independent
international investigation to find out which side violates the
ceasefire.

France is sensitive to the distressful situation the Armenians of
Kessab have occurred in, says French Foreign Minister Laurent Fabius in
response to French Senator Philippe Kaltenbach’s request. The French
minister said France follows the situation and will be thoughtful
for the Armenians of Kessab, according to Nouvelles d’Armenie.

The situation in the region is alarming. France is sensitive to the
distressful situations of the people that had to flee their town under
shelling. France condemns violations of the International Humanitarian
Law and the human rights in Syria and urges the conflicting parties,
and the regime, first of all, to protect their citizens, Minister
Fabius says.

He urged everyone to differentiate the moderate opposition, which is
supported by France and the terrorist groups that are condemned by
France. France has come out for including the Islamic front into the
list of the UN sanctions against Al-Qaeda in May 2013, Laurent Fabious
says. According to him, France continues to mobilize in support of
the Syrian people and the Armenians, specifically. Although there
is lack of reliable information, he says, France keeps following the
developments in Kessab with utmost attention and will be thoughtful
for the fate of Armenians of Syria.

Earlier, French Senator Philippe Kaltenbach appealed to the Foreign
Minister Fabious requesting support of the world community to the
population of Kessab, Syria, to save them from repressions by the
Islamist group Jabhat al-Nusra.

To recall, Islamist group Jabhat al-Nusra and the Islamic Front
attacked the Armenian-populated Kessab from the territory of Turkey
and nearly entirely occupied the town with the support of Turkey. The
groups are replenished mainly by Turks. Meanwhile, on 25 March, the
Syrian army partially liberated the town from the radicals. President
of Armenia Serzh Sargsyan and Catholicos of the Great House of
Cilicia Aram

I urged the Syrian authorities and the world community to save Kessab
and give an adequate assessment of what is happening in Syria.

import of energy resources, Vadim Gigin, chief editor of Belorusskaya
Dumka magazine, said on Friday in Novosti International Press Center.

“Russia and Kazakhstan are oil-exporting countries, while we and
Armenia are importers, and after Armenia joins the union interests
will balance out – there will be two large resource-based economies
and two importers,” he said.

Armenian President Serzh Sargsyan, speaking at a session of the

YEREVAN. – The need for Armenia’s joining Customs Union and Eurasian
Economic Union cannot be questioned, leader of Communist party Tachat
Sargsyan said.

The Communist party of Armenia and the Progressive United Communist
Party of Armenia expressed their positive opinion in connection with
a statement made by President Serzh Sargysan after his meeting with
Vladimir Putin in Moscow last September.

“Our expectations from this union are as follows: the security will
be more guaranteed, close economic ties will be restored and new ones
will be developed,” Sargsyan said.

He believes even of there is single currency, this will be advantageous
for Armenia.

According to recent press reports, the deputy chief of police of
Yerevan Valery Osipyan will be a victim in Shant Harutiunyan’s case.
Note that on 5 November 2013 the participants of Shant Harutiunyan’s
action of protest clashed with the police. Soon the trial will start,
and Shant and his supporters will be tried for hooliganism.

Note that Shant went on protest to shatter the “prostitute reality”
for the sake of the Republic of Armenia. Shant knew they are many and
he is alone.

Shant’s protest followed the outrageous decision of September 3 and
preceded the December treaty on capitulation and colonization of
Armenia.

Now they want to try him as a hooligan to distort the truth about the
issues that he brought up. In the Soviet Union too, people of ideas
were labeled either hooligan or insane.

In order to do this they need victims, witnesses, in this case
policemen because there was nobody else on Mashtots Avenue. And Valery
Osipyan’s circumstance is highly interesting in this case.

In the night of June 1 his nephew stabbed Vanush Alexanyan, 22. The
nephew was charged with deliberate harming of a person’s health which
envisages a sentence of imprisonment from three to seven years. On
June 3 the Court of Supreme Jurisdiction of Erebuni and Nubarashen
warranted his arrest but Osipyan’s nephew is a fugitive.

The reaction of the deputy chief of police of Yerevan to this incident
was also interesting. First he denied publicly than the offender is
his nephew. Later he publicly confirmed this and was surprised at the
decision of the court.

“My brother’s son has a father, call him and ask him. Will you be
responsible if one of your relatives does such a thing? In any case,
everyone is equal before law,” he said.

We are obviously dealing with the traditional Armenian “judicial
practice”. After committing a crime relatives of officials flee until
the given official solves the problem. Then an accelerated trial
follows or not, and relatives of officials are set free.

However, the given official must first do a significant favor.
Apparently, Valery Osipyan who “specializes” in civil actions is
expected to act as a victim in Shant Harutiunyan’s case. He must make
a testimony that Shant has beaten him and he will be sentenced for
hooliganism.

In a “prostitute reality” killing a person is allowed whereas fighting
for the homeland is not.

Valery Osipyan has an exceptional chance to avoid involvement in
marred processes – Shant’s trial and his nephew’s clearance. Of
course, he may be stabbed for that but he will at least create a
precedent. For the sake of the Republic of Armenia!

YEREVAN. – KazakhstanPresident Nursultan Nazarbayev violated all norms
and, by making use of the opportunity, he provided “lip service” for
Azerbaijan.

Communist Party of Armenia (CPA) Central Committee First Secretary
Tachat Sargsyan stated the aforementioned at a press conference on
Saturday.

But as per Sargsyan, this is not the first time when Nazarbayev
“assumes”Azerbaijan’s and Turkey’s backing and speaks for the
protection of their interests.

“The issue was set in a way that Armenia, and not Armenia together
with Nagorno-Karabakh [NK], is becoming a member in the Customs Union
[CU]. We [Armenia] say that NK is an independent republic yet act as
the guarantor of NKR’s security. I am of the view that Armenia should
be whereRussia is, and Karabakh, where Armenia is,” the CPU leader
noted.

He stressed, however, that under the created conditions Armenia cannot
demand that Karabakh be registered together with Armenia as a Eurasian
Union member, since Armenia and Karabakh are not considered one
country.

“It seems to me that there will be problems associated with it in the
future, but they are solvable, and Russia is obligated to
appropriately resolve these problems,” Tachat Sargsyan added.

The treaty on the establishment of the Eurasian Economic Union (EaEU)
was signed, in the Kazakh capital city Astana on May 29, by the
leaders of Russia, Belarus, and Kazakhstan. In addition, Armenia
President Serzh Sargsyan participated in the meeting of the Supreme
Eurasian Economic Council and offered to sign a treaty on Armenia’s
Union accession by no later than June 15. In response, Kazakhstan
President Nursultan Nazarbayev spoke about the letter by
AzerbaijanPresident Ilham Aliyev calling to accept Armenia into the
Eurasian Union only within the limits of the country’s internationally
recognized borders, and not including Nagorno-Karabakh. But Russian
President Vladimir Putin, for his part, stressed the need to sign a
respective document with Armeniain the shortest period of time.
