RA NA Chairman to pay an official visit to Russian Federation

At the invitation of the Chairman of the State Duma of the Russian
Federation, Sergey Narishkin, RA National Assembly (NA) delegation
headed by the Chairman Galust Sahakyan will pay an official visit to
Russian Federation (RF) on July 6.

In Moscow Armenian official delegation will have meetings with the
Chairman of the State Duma, Sergey Narishkin, the Chairman of the
Federation Council, Valentina Matvienko. The meetings are scheduled
also with the diplomatic staff of RA Embassy in Moscow, as well as
with representatives of RA Governmental structures accredited in RF
and members of Armenian community organizations.

The delegation headed by NA Chairman will return to Yerevan on July 7.

Ukraine has stirred up the layer of the old problems accumulated
between the world force centers. Today they have been seriously
discussing a problem of a unique border running through its territory
and of the geo-political split between the West and Russia. What are
these borders?

New processes have been developing at the territory of the former
USSR, within the frames of which some republics understand the
statements by the Russian leaders “concerned about the problems of the
Russian-language population in other countries”, of the so-called
“big Russian world”, like a warning. On the one hand, it is normal
that Moscow is concerned about these problems. But on the other hand,
how much Russia may support these communities of the “Russian world”.
The problem goes out of the CIS frames. There are 1,5 million
Russian-language population living in Israel. However, this does not
at all mean that Russia may suddenly be concerned about the problems
of the Russian-language population of Israel. Fortunately, Moscow does
not think about it, and I hope Russia will never do that Ukraine has
risen many old problems accumulated between the world force centers,
and it is hard to predict how further events will develop in Ukraine,
and between Russia, Ukraine, the USA, Europe and other CIS countries.
I can only say that the events in Ukraine have stirred up all the
problems between the above mentioned countries. Moreover, the attitude
of the USA and EU to this issue is absolutely different. If the events
in Ukraine directly concern Europe, they concern the USA indirectly.
Just for this reason, unlike the Europeans, the Americans are more
categorical in their statements and requirements.

I think that in that case Israel’s answer will be short…

The time will come when the peoples of Russia and Ukraine will think
not about their difference but equality. A new word expression
appeared today .
This word expression really reflects the situation and the short-tern
prospect. I have never seen such a true information war at all the
levels, and in mass media first of all. I think no mass media as such
have remained in Ukraine and Russia. They have quickly turned into the
propaganda bodies.

I have got an impression that today people have simply turned into
zombie by this multi-level propaganda. And the situation will not
recover, until these people themselves will not understand that they
can make friends. By the way, today Georgia and Russia have been
gradually establishing relations, though after the war 08.08.08. it
was practically impossible. I think that the time will also come when
the peoples of Russia and Ukraine will think not about their
difference but equality. Not everything is simple there. As for the
purely political reaction of the EU at the events in Central Europe,
here we have a strict system of dual standards.

Do you agree to the viewpoint that the USA and Russia have again found
themselves in a “cold war”?

The Americans and the Russians have called the relations
establishing between them for the last years as “restart”. But at the
symbolic button they accidentally wrote the word “overload”, and
actually just the overloading has taken place. Today the cold war
again started between these countries. The relations level being
established today between Russia, the EU and the USA is like a new
cold war. Moreover, some people say even about the danger of the third
world war. For this reason, today there is no smile in the relations
between the USA and Russia, and I think they will not smile to each
other for a long period of time. Both parties may be blamed for that.
I think that all the ideas of President Barack Obama, for which he
was given the Nobel Prize, were not brought to life. His only merit is
withdrawal of troops from Afghanistan. As for the situation in
Ukraine, the expert thinks that Obama’s administration has been acting
not so much far-sightedly, as it is better to talk than to threat with
sanctions and weapon.

And what about Putin?

Today’s Vladimir Putin differs very much from Putin which came at the
beginning of the 2000s. When he appointed Medvedev as a premier, the
conception of his foreign policy sharply changed, to be correct, its
paradigm changed. And the empire statements often voiced by him for
the last period of time, will unavoidably lead to bigger changes. I
think that the radicals’ wing in his surrounding and in the Russian
policy strongly pushes him to that. Today this wing says about the
necessity of bringing Russian troops into Ukraine, which is very much
dangerous. Taking into consideration the fact that the leadership of
NATO seems to be eager of that, it is a very much dangerous trend. The
talks that the third world war will save the world economy from a
theoretical research has transformed into a theory which may be
implemented in practice. I hope that the radical wing of the Russian
policy will not gain a victory, but he does not want to predict
further development of the situation conditioned by the latest trends
in the global politics. Nevertheless, one thing may be said for sure –
“the cold war” period has again become reality today.

In its aspiration “to gather the Russian lands” Moscow has been
imposing pressure upon the potential participants in its Eurasian
projects. What does it hinder Russia to economic levers for raising of
the true interests of the South Caucasus states, including Azerbaijan
, in the Eurasian Economic Union? I mean, for instance, unblocking of
the Abkhazian sector of the railway.

I have got an impression that by every attempt of the Russians to
restore any commonwealth, not the USSR, which is unreal, less
beneficiary countries remain. So, I think that such an approach is
wrong. The economic tie of the countries with Russia is the best
scenario for integration. And although it is not so much modern in
Armenia, I treat Armenia’s joining the Customs Union rather calmly. By
the way, Israel seriously revises the idea of cooperation with
Eurasian Union. I think that in Armenia as well as in Ukraine this
issue is very much politicized. Whereas, in Israel only big
businessmen and governmental structures were aware of signing the
Association Agreement with the EU, all the rest population were not
interested in this issue at all.

Maybe, because there was not an opposite pole to pull Israel to its side?

Yes, of course. At present we have been cooperating with Eurasian
structures, but the EU does not even try to say that having an
Association agreement with the EU, Israel should not have similar
economic relations with another structure. So, economy is the best
machinery for being interested in integration. At the same time, I am
not sure that if Moscow decides to involve an issue of unblocking of
the Abkhazian sector of the railway in its integration machinery, it
will be easily resolved, as it is not an economic problem. I am
confident that when Georgia revises the problem of letting trains run
through the territory which it thinks is an occupied one, it is not an
economy any more but politics. In this context, I think that it is
very much possible that the problem of the Abkhazian railway may be
resolved only grounding on the economy but not politics. Incidentally,
the Georgians have several times come to that. However, the politics
always became an obstacle.

And what about Israel?

In general, taking into account the level of relations between
Armenia and its natural partner Iran, Israel is quite alert to the
idea of restoration of the North-South communications. I think that
opening of the Abkhazian sector of the railway would extend the
economic ties of Armenia much. If Russia took the issue of other CIS
countries’ participation in its economic projects on the basis of
equal partnership, it would gain much more, at least, it would not
lose the friends which it loses today. I think that Kazakhstan,
taking into consideration the fact that numerous Russian-language
people have been living at its territory, should worry that one day,
when its relations with Russia worsen, Russia may take this trump
card. I think that the trend of readiness of the Kremlin to protect
the “Big Russian world” is dangerous for Russia, first of all. And one
should take it very much carefully. Any country does not have friends
forever, there are only everlasting interests. What is happening today
between Russia and Armenia may be explained just by coincidence of
economic and in a certain sense regional interests of Russia with the
interests of Armenia.

The Armenian authorities are said to have remained alone amid the
constitutional reforms and concerned that the opposition won’t join
their public debates considering the proposed amendments.

The paper says that the Armenian Revolutionary
Federation-Dashnaksutyun (ARF-D), which initially backed the reforms,
now demonstrates a somewhat strange behavior. According to the paper,
the authorities are even ready to hear the opposition’s ‘no’ but they
seek to see its presence at the meetings.

As for the parliamentary leadership, the paper says it now relies on
Gagik Jhangiryan, an opposition MP from the Armenian National
Congress, who, however, restricts himself with occasional gestures in
response to the calls for cooperation.

Armenian political analyst Levon Shirinyan calls upon the authorities
to be frank enough with the population to clearly state why the
country’s accession to the Eurasian Economic Union is being delayed.

“In terms of the timeframes, the Government must clearly say why [the
process] is being protracted. It is necessary to put an end to this
practice in Armenia; the authorities must be open with the people,”
Levon Shirinyan told Tert.am.

The expert said he expects the deal to be completed until the end of
this year, with Russia being interested in Armenia’s membership. He
said Armenia’s value is high at least for Russia which treats the
country as its strategic ally, attaching a great importance to its
geopolitical position. “Armenia’s wedge is important in that stream. I
suppose that Armenia is a balancing element for Russia in the Eurasian
Economic Union, which has pan-Turkism as one of its elements,” he
added.

As for the other EaEU members, Kazakhstan and Belarus, Shirinyan said
he doesn’t think their interest is of high importance against the
backdrop of Russia’s influence.

Asked whether the Azerbaijani factor could have any influence at all,
the expert replied, “I see [the country’s influence] to an extent that
the pan-Turkism question may be raised.”

But Shirinyan warned against overestimating Armenia’s role, noting
that the country’s largely relies on Russian transfers. “It is
important to understand that nobody goes crazy for Armenia. The West
doesn’t at all, with the East going crazy only very little, So the
process continues,” he added.

Nana Muradyan (pictured, left), mother of military conscript Valery
Muradyan who died during his army service under non-combat conditions,
at a meeting with RA Minister of Defense Seyran Ohanyan (pictured,
right) tried to find out how much her family received from the ministry
— a matter that Margarita Khachatryan through various people recently
brought up and, according to Muradyan, with which she tried to publicly
discredit her. In conversation with Epress.am, Muradyan said that after
her son’s death, funds to cover the funeral expenses were allocated
to her from the state, which was confirmed by the defense minister.

On June 26, Muradyan told the Epress.am correspondent that she was
approached by a woman who introduced herself as Ano of the Armenian
National Army who told her that on the day of her son Valeriy
Muradyan’s funeral, Chair of Zinvor (“soldier”) Association of NGOs,
mother of a deceased soldier Margarita Khachatryan (known by the
nickname “Maroz”) asked the Ministry of Defense to transfer money to
the Muradyan family not only to cover funeral expenses, but also to
purchase an apartment, to which the family, according to Ano, agreed.

Muradyan believes this was said to discredit her, as she claims she
didn’t receive an apartment.

“[At the meeting,] I told Ohanyan, first, who asked you to kill
my child, then give money for the funeral? When I asked how much
money did you give me, he said, Mrs. Nana, don’t say such a thing,
that is allocated to you, nothing illegal was done — you received
the amount legally allocated to you. He also told me not to pay
attention to such talk, and I said, how can I not pay attention, if
those people came purposefully to embarrass and disgrace me? I have
nothing to be embarrassed about: I’m a parent whose child was killed
in the Nagorno-Karabakh army, and if money was allocated to me for
the funeral, I don’t have to declare it to the whole world,” she said.

According to Muradyan, the minister promised to talk about this issue
also with Margarita Khachatryan.

“We asked Ohanyan to organize a meeting with the president and to
intervene to create a commission in the National Assembly, so that
the cases can be submitted for public discussion. He promised, and
we wrote a letter, which we will now deliver and wait,” she concluded.

Over Thousand Of Armenian Economic Entities On List Of Risky Compani

OVER THOUSAND OF ARMENIAN ECONOMIC ENTITIES ON LIST OF RISKY COMPANIES WITH ‘SHADOW’

YEREVAN, July 4. /ARKA/. More than a thousand of economic entities
have been included in the list of risky companies with ‘shadow’
turnover, Armenia’s first deputy minister of finance Armen Alaverdyan
told reporters on Thursday.

In mid May Armenia’s premier Hovik Abrahamyan set a deadline (by
1st of July) for businessmen and bankers to come out f the ‘shadow’,
otherwise, the government will use its instruments for solving the
problems it faces.

Some economic entities admitted the violations found and are ready
to make the required changes, but the other part does not agree and
see no shortcomings in their reports, Alaverdyan said.

The deputy minister said they focused on importers and producers in
their inspections and found about 1,200-1,300 companies are willing
to revise their turnover, staffing and pay indicators. Some 600-700
companies oppose the results of the monitoring and the ministry of
finance is going to prove there are violations.

Alaverdyan said the ministry is currently working with both types of
companies. Respective sanctions will be applied to offenders by the
end of this year, he said.

According to Armenia’s ombudsman, ‘shadow’ economy is about 35-40%

Le president armenien Serge Sarkissian a rencontre les membres de la
Commission speciale sur les reformes constitutionnelles.

Le service de presse de la presidence indique que le processus
de discussions publiques sur le projet de concept de reformes
constitutionnelles et les resultats intermediaires ont ete discutes
lors de la reunion.

Le chef de la Commission, le president de la Cour constitutionnelle
Gagik Harutyunyan a exprime sa satisfaction au sujet du processus et
du contenu de discussions publiques, notant que le public prend un
grand interet a participer au processus de reformes constitutionnelles
et que les participants sont actifs, comme cela etait prevu.

Harutyunyan a hautement apprecie l’aide fournie par le Bureau de l’OSCE
a Erevan, la delegation de l’UE en Armenie, l’USAID et l’entreprise
GIZ (Allemagne) dans l’organisation des audiences.

Selon le president de la Cour constitutionnelle et president de la
Commission, des propositions ont ete faites au cours des debats afin
de poursuivre les discussions publiques sur le projet dans differents
formats, y compris des discussions dans les provinces, et de resumer
les resultats avec les organisations internationales specialisees.

Les membres de la commission ont parle de la demande du public
de developper le format et la geographie des consultations
supplementaires. Dans le meme temps, compte tenu de la large gamme des
diverses questions soulevees au cours des discussions, de l’importance
de leur examen attentif, et de la necessite d’organiser des debats
publics supplementaires, une proposition a ete faite pour prolonger
la duree des debats publics d’au moins trois mois .

Le president Sarkissian a declare que les discussions publiques sur
le projet servent l’objectif. Il a souligne la necessite d’un examen
approfondi de toutes les questions mentionnees dans le projet et de la
tenue de discussions sur toutes les questions d’importance vitale pour
l’Armenie. Il a approuve les propositions presentees par la Commission.

His Holiness Aram I receives the General Secretary of the Middle East
Council of churches (MECC)

Antelias – On Sunday 29 June 2014 MECC General Secretary, Dr Michel Jalkh,
met with his Holiness Aram I in his office. As one of the Presidents of the
Council, the Catholicos was briefed by Dr Jalkh on the activities of the
MECC and on the recent ecumenical meeting with partners held in Amman
Jordan.

Following discussion, Catholicos Aram I proposed the following three
urgent steps to help member churches in the region: To organize a meeting of
the Executive Committee of the MECC, to prepare a plan of action to help
Christian refugees and channel humanitarian assistance through the church
institutions, and to hold a meeting of the religious heads of Middle East
Churches.

The Middle East Council of Churches is the only ecumenical body in the
region and brings together four church families: The Eastern Orthodox
(Chalcedonian) churches, The Oriental Orthodox (non Chalcedonian churches),
the Catholics and the Protestants.

Representatives of the Catholicosate of Cilicia will attend the meetings
of the Governing Bodies of the World Council of Churches (WCC)

Antelias – The Central Committee of the WCC will meet in Geneva 2-8 July
2014. This is the first meeting of the Committee that was elected during the
10th Assembly in Busan South Korea in 2013. It will adopt the post-Assembly
vision statement and set priorities for the next seven years. The Executive
Committee will meet on 9 July, following the meeting of the Central
Committee.

The Catholicosate of Cilicia will be represented on the governing bodies
of the Council by Archbishop Nareg Alemezian and Ms Teny Simonian.

RFE/RL relève que le Gouvernement n’a pas exclu une telle possibilite,
alors que la vente de la centrale pour un coût de 250 M USD avait ete
officiellement annoncee en janvier. Armen Movsissian, conseiller de
Serge Sarkissian et ancien Ministre de l’Energie, a declare a RFE/RL
que l’ex-gouvernement (dont il etait membre) aurait peut-etre fait une
erreur lorsqu’il a decide cette cession. RFE/RL rappelle qu’en vertu
de l’accord signe le 29 janvier, le groupe base a New York Contour
Global devait verser 180 M USD pour acquerir les trois entreprises
qui composent la centrale de Vorotan et investir 70 M USD dans leur
modernisation au cours des six prochaines annees. L’accord intervient
après environ deux ans de negociations entre le Gouvernement et la
societe americaine. RFE/RL rappelle qu’initialement, la vente devait
avoir lieu a la mi-avril, cependant la partie armenienne aurait
demande des modifications dans les termes de la transaction, donnant
lieu a des speculations selon lesquelles l’Armenie aurait l’intention
de renoncer a celle-ci. Citant des sources gouvernementales anonymes,
Haykakan Jamanak rapporte que l’administration presidentielle serait
sur le point d’annuler l’accord pour des raisons geopolitiques afin
d’eviter toute reaction negative de la part de la Russie, cette
dernière etant susceptible de voir d’un mauvais oeil la cession d’une
infrastructure energetique importante a une societe americaine…

Selon l’ex-Ministre de l’Energie, qui avait personnellement negocie
avec la partie americaine, , dans la mesure où elle
aurait ete faite en grave violation de la legislation armenienne,
sans l’avis du Parlement et ignorant les interets de la RA.
