Une British Business School va s’ouvrir en Armeni a annonce le ministre
de l’education et des sciences Armen Ashotyan.

L’Armenie a decide de fournir un terrain dans l’un des bâtiments de
l’Universite d’Etat de l’Economie.

Ce sera l’une des premières ecoles de commerce dans le pays, fonde
par l’Universite d’Etat armenienne de l’economie, une ecole superieure
britannique et le gouvernement d’Armenie.

La British Business School a ete fondee le 5 Decembre 2013, par Globe
Education (GB) LTD (51%), l’Universite d’Etat de l’economie (44%) et
le gouvernement d’Armenie (5%). L’ecole devrait offrir des programmes
du niveau de master international, non seulement pour l’Armenie,
mais aussi pour les citoyens etrangers.

So, a trilateral meeting of the Presidents of Armenia, Russia,
and Azerbaijan took place in Sochi on August 10, during which the
Karabakh conflict settlement process was discussed. As you know,
recently, due to the provocative actions of Azerbaijan expressed in
the intensification of the sniper war and sabotage acts, which led to
casualties on both sides, the risk of the situation’s getting out of
control has extremely increased. It should be noted that before the
current initiative of the Russian party to hold a trilateral meeting
in Sochi, President of France Francois Hollande made a proposal to
organize a dialogue between the Armenian and Azerbaijani Presidents
inParis.

Later, it was also talked about a possible meeting between Sargsyan
and Aliyev in Vienna or New York.However, after the sharp escalation
of the situation, Russian Foreign Minister Sergei Lavrov stated that
the Russian President was ready to meet in Sochi with the heads of
the two states both individually and in a trilateral format. Whatever
it was, but the fact is that the meeting without the participation of
the OSCE Minsk Group Co-Chairmen was held in Sochi, and therefore, we
can say that Moscow has decided to seize the initiative and thus make
it clear to its Western partners that it has much more opportunities
to influence the course of events in the region.

Currently, given the crisis in Russian-Ukrainian relations and
the sanctions imposed by the West,Russia is experiencing hard
times. However, even in such a situation, the Kremlin could not
afford to remain aside from the processes in our region, which it
considers a traditional sphere of own interests. In other words,
Moscow once again, as it was exactly six years ago, during the
Georgian-South Ossetian war in August 2008, wished to show who’s
the boss, inviting the Presidents of Armenia and Azerbaijan to a
dialogue. As Vladimir Putin stated, Russia respects the international
formats of the Nagorno-Karabakh conflict resolution, but it plans
to use the special character of bilateral relations with Armeniaand
Azerbaijan to resolve the situation.

Surely, it was impossible to seriously count on a diplomatic
breakthrough in Sochi, and experts were unanimous in their opinion
that no progress in the meeting could be expected. Surely, it was
realized also by the participants themselves. The most that could
be hoped for was certain reduction of tension in the conflict zone
and resumption of the negotiation process. It was important for the
President of Russia to prevent further transition of the situation
into a full-scale war and to get his two Transcaucasian colleagues’
guarantees of non-resumption of hostilities and assurances of
commitment to the peaceful settlement of the conflict. And I must say
that the Presidents of Armenia and Azerbaijanspoke in favor of the
soonest resolution of the conflict, expressing hope for Russia’s help.

In fact, the similarity of the positions of the Armenian and
Azerbaijani parties does not end with this. At the meeting, Aliyev
actually criticized the OSCE Minsk Group Co-Chairmen, noting that
“they try to reconcile the parties, but they are not quite successful
in this”. He expressed hope that with the assistance of Russia,
“in the nearest future, we will achieve a peaceful resolution through
negotiations, which will meet the norms and principles of international
law and the justice”. We believe there is no need to explain what
justice in Azerbaijani is. However, noteworthy is the fact that,
in accordance with the Azerbaijani false conception, Aliyev referred
to… four UN Security Council resolutions as a legal basis for the
settlement of the conflict, which, according to him, call for the
immediate and unconditional withdrawal of Armenian forces from the
territory of Azerbaijan.

In turn, Serzh Sargsyan, presenting the position of the Armenian party,
stressed that “in fact, the conflict can be resolved and should be
resolved on a compromise basis and on the principles offered by the
Minsk Group Co-Chairs”. Bu, he wasn’t limited with this. The Armenian
President gave a decisive rebuff to Aliyev, pointing to the failure
of the permanent reference of the Azerbaijani party to the four UN
resolutions. “I have a question for Mr. Aliyev: which provision of
these resolutions hasAzerbaijan fulfilled? It was only Armenia that
fulfilled the provisions of the resolutions, using its influence to
cease the hostilities”, said Serzh Sargsyan. Here is a remarkable
detail: Vladimir Putin, albeit indirectly, but also confirmed that the
threat to peace in the region was coming from Azerbaijan. The Russian
President noted that he was pleased to state that the Azerbaijani
President also (!!!) drew the attention to the necessity of solving
the issue peacefully, “This is really the most important thing”.

It is obvious that in addition to the forecasts about the prospects
of development of the political processes in the region after the
Sochi Summit, the most important question that occupies the minds
of political scientists and ordinary people in the region is: can
the situation be stabilized? Many experts agree that the situation
will hardly grow into a war, but effective measures are needed to
prevent further bloody incidents. Much will depend on how sincere
Aliyev was, speaking to Putin about the need for a peaceful solution
to the issue. Most likely, as it has repeatedly happened, Aliyev’s
peaceful assurances will be of declarative and temporary character,
and the President of Azerbaijan will once again confirm his reputation
as an unscrupulous, irresponsible, and unreliable politician.

It would be rather strangely if Moscow began “brushing out” the
institutes that somehow ensure the status quo around the Karabakh
conflict. That is why in Sochi the presidents did not mention any
fundamentally new approach to the NK conflict’s resolution that would
somehow ran contrary to the renovated Madrid Principles. The remarks
came from Sergey Markedonov, Associate Professor at the Russian State
Humanitarian University, well-known political analyst, in an interview
with ArmInfo.

To recall, the trilateral meeting Sargsyan-Aliyev-Putin in Sochi on
10 August was the initiative of the Russian leader. The sides agreed
to continue the peace talks and defuse tensions in the conflict zone.

“Anyway, the Russian president’s rhetoric that reaffirmed the
importance and inalterability of the existing international formats
of the NK peace process means that Moscow does not seek to replay
the Karabakh “game” in a radically new way. In the given case, it
was nothing but pragmatism, considering that new formats may be very
unpredictable. Considering the ongoing Ukrainian crisis, Russia is
not interested in new challenges along its borders, the analyst said.

Markedonov explains Moscow’s efforts to minimize new risks with a
desire to suspend the situation in Eurasia. According to him, Moscow
starts ‘revamping’ only when it feels a threat of being ousted from
the fields and regions of its interests, like it happened in Ossetia
and Abkhazia. The West, specifically the USA, could easily use the
Karabakh conflict as a precedent for other regions in Eurasia, if
they viewed the Sochi meeting outcome in the sense of pragmatism.

“Although it is difficult to say if the tripartite mediating body
on the NK conflict will become permanent or not, it is obvious that
the given format is again demanded, hardly replaceable and extremely
needed,” the analyst said for conclusion.

Since 1992 the OSCE Minsk Group represented by co-chairs from Russia,
U.S. and France has been mediating in resolution of the conflict
unleashed by Azerbaijan in 1988. At present the peace process is
based on the Madrid Principles suggested by the OSCE MG in 2007 in
Madrid and renovated in 2009.

People living in Armenia and diaspora always support and extend a
helping hand to the Syrian-Armenians settled in our country. The
Aleppo Compatriotic Charitable Non-Governmental Organization (ACCO),
together with “Diaspo Arts” artists’ group from France, as well as a
number of other artists from Armenia and Syria, organizes a charity
exhibition and sale in the Museum of Modern Art. All proceeds from
the “Stop in Yerevan” exhibition will be transferred to the Aleppo
Compatriotic Charitable Non-Governmental Organization to support the
families affected by the Syrian crisis.

The Aleppo Compatriotic Charitable Non-Governmental Organization had
planned that it would last only seven days, but taking into account
the interest of the people, the exhibition will continue until August
22. “This is already the seventh “stop” of “Diaspo Arts”, this time
in Yerevan.

104 works of 29 artists are displayed. Works by Armenian, French,
Syrian-Armenian artists are represented. “Aleppo” will use the sales
proceeds for construction of accommodation for the Syrian-Armenians.

We have a housing program, which is under development. The program
supposes construction of accommodation for needy families. Offices
will be on the first floor and residential areas will occupy the
other floors. We will try to keep the Syrian-Armenian families in
Armenia, so that they do not leave the country, and avoid emigration,”

was stated by the member of the Aleppo Compatriotic Charitable Non-

Afghan Army.

The international Oboronexpo 2014 military technology exhibition is
taking place in Zhukovsky, Moscow Region, from August 13 to 17. The
event is expected to see in attendance 250 Russian firms and 11 foreign
companies from Algeria, Armenia, Belarus, Germany, India, China, the
United States of America, France, the Czech Republic, and Switzerland.

The expo provides an opportunity for discussions and cooperation
among industry players. The equipment and hardware showcased at
the exhibition can also be seen in action at a range located at the
exhibition site.

Stagnation De La Production Industrielle

STAGNATION DE LA PRODUCTION INDUSTRIELLE

Un nouveau signe prouve que la croissance economique est plus lente que
prevue : la production industrielle en Armenie n’a pas augmente dans la
première moitie de cette annee, selon les statistiques du gouvernement.

Les chiffres detailles publies par le Service statistique national
(SSN) montrent que la production industrielle est reste stable a près
de 580 milliards de drams (1,4 milliards de dollars) durant cette
periode. Le ralentissement de l’exploitation minière et la production
d’electricite semblent avoir joue un rôle dans la croissance zero.

En particulier, le SSN a enregistre une baisse de 9 % dans la première
demi-production de minerais metalliques et de concentres de minerai
d’une valeur totale de 92,5 milliards de drams. C’etait apparemment
en raison de plus de 10 % de baisse des prix internationaux du cuivre,
un produit d’exportation cle pour l’Armenie.

Cela n’a pas empeche le secteur de la metallurgie, etroitement lie
a l’exploitation minière, de connaître une expansion de près de 10
% pour atteindre 82 milliards de drams. En revanche, la production
d’electricite dans le pays a retreci de 3,4 % sur un an a 85 milliards
de drams, selon le SSN.

Le ministère armenien de l’Economie a minimise hier ces donnees
industrielles pires que prevu. “Selon nos previsions, il y aura une
certaine croissance et la production industrielle se remettra sur
les rails dans la seconde moitie de l’annee”, a declare Yeganian,
haut fonctionnaire du ministère de l’Economie. Le gouvernement prevoit
specifiquement des phases d’expansion dans les secteurs des mines et
de la transformation des aliments, a t-il dit.

Le secteur manufacturier a ete un moteur essentiel de la croissance
economique en Armenie depuis la crise financière mondiale de
2008-2009. L’economie armenienne a progresse a des taux a deux chiffres
jusque-la grâce a un boom de la construction.

Les autorites d’Erevan ont maintes fois promis le soutien du
gouvernement pour l’industrie, en disant que son developpement regulier
est essentiel pour la diversification de l’economie et que c’est ce
qui le rend moins vulnerable aux chocs externes. Hayk Gevorgian,
specialiste de l’economie pour le quotidien d’opposition Haykakan
Zhamanak, a declare que les gouvernements des Premiers ministres
Hovik Abrahamian et Tigran Sarkissian n’ont pas reussi a tenir leurs
promesses. Gevorgian a souligne des problèmes persistants avec la
primaute du droit et de la concurrence loyale entre les entreprises.

Summing up the outcome of the summit in Sochi, experts, including
Russian ones, draw the following conclusions. First, Russia wanted
to demonstrate that it controls the Caucasus and can influence the
conflict sides. This is the most important thing, considering that
Moscow has actually failed its foreign policy in almost all its
aspects. And the Armenian-Azerbaijani topic is still the only one
regarding which Russia could be adequate to international politics.

The other conclusion is that Putin has saved Aliyev and his regime.

The “three day” war in August ended in Azerbaijan’s significant defeat
after which it was clear that the billions spent on the defense sector
were useless. It also became known that if the military actions
continue, Aliyev’s regime may appear on the verge of collapse, and
he badly needed a pause.

Russian experts say that Azerbaijan is unable to defeat the Armenians
despite its quantitative advantage.

This circumstance favors Russia because it has acted as Azerbaijan’s
“redeemer”. Besides, it got a chance to continue to supply weapons
to Azerbaijan. During the “three-day war” Russia was supplying new
weapons to Baku.

During the “summit” in Sochi Putin and Aliyev continued to refer to
the Minsk Group, admitting the failure of attempts to withdraw the
Karabakh settlement from this international format.

For his part, the Armenian side actually saved Putin’s face with
its actions as a real strategic partner against the background of
Russia’s recent outrageous failures and a behavior towards Armenia
which is not adequate of an ally.

One may think that the “ceasefire” will not last long because the
Russian policy has not thought of any new mechanisms in the South
Caucasus besides arming Azerbaijanis and pushing them towards
aggression against Armenians given the difficult domestic and
international situation and inability to conduct a more or less
effective policy.

In this situation the Armenian army will continue to strike aiming
to create a security area for the border villages, as well as taking
under control the utilities and facilities of strategic importance.

GIS To Be Installed At Khosrov Preserve In Armenia – Minister

GIS TO BE INSTALLED AT KHOSROV PRESERVE IN ARMENIA – MINISTER

YEREVAN, August 13. /ARKA/. Armenia’s ministry of environment is
planning to install GIS in Khosrov Preserve, head of the ministry
Aramayis Grigoryan said in summarizing the results of his first 100
days as a minister.

The system will allow to watch closely the status of the preserve
while comparing the real situation with the database, Grigoryan said.

The ministry intends to involve international donors for the project,
he said. No exact amount was specified yet.

Khosrov Preserve was established back in IV century by Armenian king
Khosrov. It is located in the southern part of Geghama Range in Ararat
region and was granted a preserve status in 1958. About 70 Red List
threatened species from the live today in Khosrov forest. The preserve
is of both great natural and historical value. -0–
