“Today, Armenia still continues to stay striving, but not reaching the
Customs Union,” said NSU leader Paruyr Hayrikyan to allegation of the
President of Armenia, Serzh Sargsyan, that “going madly to the CU” id
due to us rather than by someone’s desire or allegations. According to
him, the initiative of becoming a member of the Customs Union was a
failure, and if the CU member states, which did not want Armenia’s
membership, change their mind and treat Armenia’s accession positive,
a greater failure will occur. Mr. Hayrikyan reiterated his earlier
expressed idea that “MM in the coming months or years will become a
headache first of all for Putin,” then commented that Serzh Sargsyan
by saying that entering into the CU is due to us meant by his whim.
“It is evident that accession to the Customs Union is his whim, and
since he did not meet any objections on this issue in Armenia’s
political supporters’ circles, thereby it became obvious that he and
his teammates are far from democracy.” Mr. Hayrikyan claims that the
decision of joining the CU is not in conformity with Serzh Sargsyan’s
non-campaign promises, nor pre-sentiments and campaign commitments.
“I’m not talking about the quality of the elections because it was my
request that the high-level European diplomats annulled the election.
Especially, the French MPs were asking me, Do you want us to consider
the elections invalid, when one of the candidates is shot at and taken
out of the way. I asked to speculate on everything, but if you talk
and give estimations on the death attempt, then you’re pouring water
on the terrorism supporters’ mill.” NSU leader also said that prior to
the elections, Serzh Sargsyan had promised the then EPP President,
Wilfried Martens, that Armenia is going to Europe. “Now, I’m opening
my cards, Serzh Sargsyan promised, but when the elections went
smoothly, strayed from the path. In fact, he had promised another
thing and receive the position of the president based on this promise,
but is doing a different thing. This is obvious deception against your
own people.”

The recent events in the Middle East hint that the essence of motives
and the geopolitical goals have changed. The situation will inevitably
affect the large Armenian communities formed in the Middle East after
the Armenian genocide, but all this is not directed against Armenians,
editor-in-chief of the Beirut based Aztag daily Shahan Kandaharian and
editor of the Los-Angeles-based Asbarez Daily Editor Apo Boghigian
told reporters in Yerevan.

The ongoing instability and new developments in Middle Eat countries
with large Armenian communities are of strategic importance for
Armenians both in Armenia and Diaspora, they said.

According to Shahan Kandaharian, the trend of events has considerably
changed and has grown into struggle for resources.

“The Arab Spring has now changed its face, and the radical expressions
of Islamism constitute the major threat today both for the region and
the world,” he said.

Kandaharian said the situation in Lebanon is relatively calm as
compared to the neighboring countries. He believes Lebanon will not
engage in this global war. He considers, however, that hard days are
awaiting the Armenians in the Middle East. The question refers to the
migration of Armenians, who are leaving mostly in two directions –
Lebanon or Armenia. Whether they move permanently or temporarily is a
different question, he added.

Speaking about the American Armenian Diaspora, editor of Asbarez daily
Apo Boghigian said, in part: “We should create a situation, where we
can turn the loss into some gain. The US is an environment, where
there is an issue of survival. The problems of assimilation and
maintenance of the Armenian organizations can no longer remain
unsolved. We need to search for new ways, new methods.”

Thus, the new situation is a challenge to Armenia, and particularly
the Ministry of Diaspora. The major problems are the preservation of
the language and provision of authentic information to avoid
unnecessary panic. As an unsuccessful example of media coverage, Apo
Boghigian pointed to the Kessab events.

d’avion de 30 pour cent

Les prix des billets d’avion vers certaines destinations, en
particulier vers la Russie, ont chuté de 30% après la décision du
gouvernement arménien de se tourner vers la politique de ciel ouvert a
déclaré le ministre de l’Economie Karen Chshmarityan.

S’exprimant lors d’une discussion parlementaire sur la mise en oeuvre
du budget de l’année dernière, il a dit que la politique de ciel
ouvert devrait stimuler le transport de passagers aériens de 20 à 25
pour cent.

Athènes : Un projet de loi anti-racisme pénalisant la négation du
génocide arménien

Une nouvelle loi qui prévoit des peines plus sévères pour les
individus et les les partis politiques qui se livrent à du racisme ou
incitent à la violence raciste devrait être discutée au Parlement le
26 Août, après des mois de retards.

Le projet de loi anti-racisme a été soumis au Parlement en Novembre
mais les objections à l’époque du secrétaire du cabinet Panayiotis
Baltakos a forcé le gouvernement à retirer le projet de loi.

Maintenant, une nouvelle version du projet de loi vient d’être déposé
dans le but de mettre la législation anti-racisme de la Grèce qui
existe depuis 1979 à jour.

Le projet de loi contient des dispositions qui signifient que les
partis ou les associations qui favorisent le racisme ne bénéficieront
plus de financement de l’Etat de toute nature entre un et six mois. Le
ministre de la justice aura également le droit d’infliger des amendes
aux personnes impliquées dans de tels actes d’un montant de 10000 à
100000 euros.

Les personnes se livrant à des actes racistes risquent des peines de
trois mois à trois ans de prison. Ils seront également passibles
d’amendes de 5000 à 20000 euros. Si leurs actions conduisent à un
autre crime commis, la peine de prison minimale sera de six mois.

Des peines de prison de trois mois à trois ans seront également
données à toute personne qui loue ou refuse

Une statue pour commémorer les victimes du génocide arménien à Florence

Du 1er au 30 Août le cimetière de la Miséricorde de Florence abrite le
travail réalisé par le sculpteur arménien Vighen Avetis, une oeuvre
créé pour commémorer le génocide d’un million et demi Arméniens qui a
eu lieu en 1915.

La statue de bronze (de 2 mètres à 2,35) représente une mère qui
protège ses enfants les tenant à la main.

Vighen Avetis est né à Erevan le 25 Janvier 1968 et fréquente
l’Académie des Beaux-Arts en Arménie dans la section de la Culture. En
1997, il est diplômé en sculpture à l’Académie des Beaux-Arts à
Poznan, en Pologne.

L’année suivante, il s’inscrit à l’Académie de Florence, la ville où
il vit et travaille actuellement.

Georgia’s breakaway province of Abkhazia elected opposition leader
Raul Khadzhimba as president on Sunday, Reuters report, citing the
head of the region’s election commission.

Commission head Batal Tabagua told journalists that Khadzimba received
50.57 percent of the vote, while his main rival Aslan Bzhania received
35.91 percent.

According to Russia’s Itar-Tass news agency all four candidates are
proponents of closer relations with Russia, but none advocates the
region becomes part of Russia.

Former leader Alexander Ankvab was forced to resign over allegations
of corruption and misrule. Protesters broke into the presidential
administration building in the main city, Sukhumi, in May.

Abkhazia, a province in the Black Sea region, together with another
Georgian region, South Ossetia, had been the focal point of a war
between Georgia and Russia in 2008. Now Abkhazia relies on Moscow’s
financial and political assistance.

Georgia considers elections in Abkhazia illegal, Interfax news agency
quoted Georgia’s Foreign Ministry as saying earlier on Sunday.

Georgian Prime Minister Irakli Garibashvili’s visit to Yerevan takes
place amid ongoing discussion about the prospects of Georgian-Armenian
relations, which started after on June 27 Georgia signed the
Association Agreement with the European Union and Armenia voiced its
desire to join the Eurasian Economic Union. There many questions
concerning their bilateral relations. For instance, no one knows how
Georgia will react to the proposal of Armenian President Serzh
Sargsyan to take advantage of Armenia’s Eurasian integration and to
enter the large Eurasian market, it is not clear what Georgia thinks
about the idea of Sargsyan, according to which Georgia could become a
springboard for Armenian businessmen to enter the European market.

Observers have expressed the view that the current situation may lead
to alienation between Armenia and Georgia. Thus, according to an
analyst from the Internet media agency 1in.am, Aram Amatuni, due to
its intention to join the Eurasian Economic Union, Armenia becames a
target for the West and that’s the reason for introduction of the visa
regime between Armenia and Georgia. “In this situation, the “hammer”
of the West, of course, is not a fatal blow, but the hand of Georgia
will appear periodically over Armenia. Moreover, it is not just a fad,
or revenge for cheating on 3 September. The fact is that the West is
going to hit the Russian support positions in the region,” he wrote

During the visit of Serzh Sargsyan to Georgia on June 25, both
presidents said that Armenia’s accession to the Eurasian Economic Uion
and Georgia’s decision to sign a free trade agreement with the
European Union will not undermine the economic cooperation between the
two countries. “A good test for Armenian-Georgian relations was the
war of 2008, Armenia’s accession to the Eurasian Union may not be a
problem,” said the head of the Center for Political and Legal Studies,
an expert on Georgia, Johnny Melikyan. According to him, Armenia and
Georgia are useful to each other, especially from an economic point of
view: “The importance of Georgia for Armenia is obvious – due to the
problems with Iran, we are only able to enter the world’s market via
the territory of Georgia. On the other hand, Georgia, due to its
uneasy relations with Russia, is interested in Armenia as a bridge to
the market of the Customs Union. The sides shall make every effort to
deepen bilateral economic integration, since it is based on the
interests of both Armenia and Georgia,” the expert said.

According to the head of the Armenian Government Staff, David
Harutyunyan, the Eurasian and European destinations may even
complement each other and the parties should try to use this
opportunity to stimulate the economy.

Since the early 1990s, good-neighbourly relations between Armenia and
Georgia have been based on different geopolitical poles. Since gaining
independence, Armenia has taken the path of integration with
post-Soviet structures, while Georgia has chosen the European path of
development. Despite this, in over 20 years the relationship has
remained smooth and stable. Georgia, in the economic development of
which Turkey and Azerbaijan play an important role, is trying to take
a neutral position in the Nagorno-Karabakh conflict. Although some
Armenian experts believe that the “Mimino syndrome” is affecting
Armenian-Georgian relations, this syndrome prevents the solution of
existing problems, though both countries have so far been able to
discuss and resolve issues concerning in particular the work of the
Georgian Patriarchate of the Armenian Apostolic Church and the
problems of the Armenian community in Georgia.

“Our countries will not allow themselves the luxury of having a bad
relationship with each other. Armenian-Georgian relations have not
changed over the past 10-15 years, and will not change in the next
10-15 years,” said the director of the Caucasus Institute, Alexander
Iskandaryan.

In the framework of Armenia’s upcoming accession to the Eurasian
Union, the parties plan to review the existing Free Trade Agreement
and other documents, but they will try to make this process less
painful. Despite the reports of some Georgian media, the introduction
on September 1 of a visa regime for those foreigners (including
citizens of Armenia) who will be staying for more than 90 days was not
discussed during the visit of Garibashvili. Meanwhile, some Armenian
observers expressed confidence in Georgia’s intention to tighten the
visa regime with Armenia in the framework of the Association Agreement
with the European Union. It is possible that this question can be
adjusted to a lower level.

CHICAGO–Fine arts professor at Brendeis University Talinn Grigor has
authored “Contemporary Iranian Art: From the Street to the Studio,”
which will be released on October 3 from Reaktion Book and is being
distributed by the University of Chicago Press in North America.

Grigor is Associate Professor in the Department of Fine Arts at
Brandeis University, Boston. She is the author of “Identity Politics
in Irano-Indian Modern Architecture” (2013) and “Building Iran:
Modernism, Architecture, and National Heritage under the Pahlavi
Monarchs” (2009).

The art world has recently witnessed a surge of interest in
contemporary Iranian art, but what is the background to Iran’s vibrant
art scene? This is the first comprehensive book on Iranian art and
visual culture since the 1979 revolution. Divided into three
parts–street, studio and exile–it covers official art sponsored by
the Islamic Republic, the culture of avant-garde art created in the
studio and its display in galleries and museums, and the art of the
Iranian diaspora within the Western art scene.

Grigor argues that these different areas of artistic production cannot
be fully understood independently, for it is not despite censorship
and exile that we are witnessing a boom in Iranian art today, as many
have argued, but because of them. Moving between subversive and daring
art produced in private to propaganda art made in the public view,
this book offers an artistic mirror of the socio-political turmoil
that has marked Iran’s recent history.

The author explores the world of galleries, museums, curators and art
critics alongside a discussion of artists and their work, ranging from
propaganda murals and martyrdom paraphernalia to avant-garde paintings
and museum interiors. Grigor raises such topics as the
cross-pollination of kitsch and avant-garde, the art market, state
censorship, public-private domains, the political implications of art
and artistic identity in exile.

Providing an astute analysis of the workings of artistic production in
relation to the institutions of power in the Islamic Republic,
Contemporary Iranian Art is essential reading for anyone interested in
art today and in Iran’s recent history.

“This book is a brave venture, a pioneering act of service to a broad
readership. Iran counts as among the most dynamic and charismatic
phenomena in the field of contemporary art and to learn about it one
has had to rely largely on vacuous marketing ploys of this lucrative

L’Arménie et la Géorgie vont construire un nouveau pont à un poste frontalier

L’Arménie et la Géorgie vont construire un nouveau pont à leur
principal point de passage pour faciliter le commerce bilatéral et les
voyages ont annoncé jeudi les premiers ministres des deux pays après
des entretiens à Erevan.

Le Premier ministre géorgien Irakli Gharibashvili a rencontré son
homologue arménien Hovik Abrahamian le premier jour de sa visite
officielle en Arménie. “Nous avons convenu d’approfondir la
coopération étroite entre la Géorgie et l’Arménie et ma visite va
servir à cette fin >>, a-t-il déclaré par la suite.

“Je tiens également à souligner que nous avons convenu que l’Arménie
et la Géorgie vont conjointement construire un pont”, a ajouté
Gharibashvili. “Nous nous sommes entendus aujourd’hui sur une
proposition intéressante pour le nommer Pont de l’amitié et nous avons
volontiers accepté cette proposition.”

Hovik Abrahamian a précisé que le pont sera construit à l’intersection
de la frontière situé près du village arménien de Bagratashen et du
village géorgien Sadakhlo. Le poste frontalier dispose actuellement
d’un seul pont étroit construit sur la rivière Debed à l’époque
soviétique.

Aucune information n’a été donnée de dates pour le projet de
construction ou sur son coût.
