According to Stepan Safaryan, Azerbaijan no longer is able to “curb”

Minister Edward Nalbandyan and Defense Minister Seyran Ohanyan in 2009
in Strasbourg-Kehl, in 2010 in Lisbon and in 2012 in Chicago. In these
summits, declarations were adopted that NATO shall respect
Azerbaijan’s, Georgia’s, and Moldova’s territorial integrity. Nothing
was mention in the documents about the right to self-determination.
Official Yerevan has expressed its resentment on this. To the question
of Aravot about what the reason was that President Serzh Sargsyan
ignored the previous resentments, Stepan Safaryan responded, “I assume
that Armenia is aware that this time the NATO summit would not offer
such a surprise, nor especially it would be offered to spoiled
backdrop relations between Azerbaijan and the West. It seems to me
that Serzh Sargsyan is confident that there are no wordings in the
final document of the summit to be worried about, and at least the
balance is maintained. But if this is not the case, if Armenia could
not determine it, and the president had gone, then it becomes a theme
of another talk”. Serzh Sargsyan’s participation in the NATO summit,
according to our interlocutor, enables also to ensure the meeting with

Armenia solely should take steps aimed at it. Armenia should use all
opportunities to make the preservation of the ceasefire regime more
precise,” said Stepan Safaryan. In the CSTO, Armenia’s ally Russia,
especially in recent period, is in escalating contradictions with
leading countries of NATO. A few months ago, even the CSTO Secretary
General, Nikolay Bordyuzha, announced that CSTO intends to cease the
attempts to establish a dialogue with NATO. And yesterday, prior to
the beginning of the summit, NATO Secretary General, Anders Fogh
Rasmussen, said that “Russia has attack on Ukraine” and keeps
destabilizing the situation in eastern Ukraine. Referring to the calls
for establishing a ceasefire voiced by Russia’s President Vladimir
Putin, the NATO Secretary General said that it is not important what
Russia says on Ukraine but what it does. In the interview with
journalists, the NATO Secretary General state about adopting a
“preparedness action plan”. This assumes deployment of armed forces of
the Alliance by rotation manner in the member states located in
eastern borders of NATO. Stepan Safaryan thinks that Armenia need to
make its contribution so that impermissibility to resolve the
conflicts militarily are clearly defined in the resolution of the
summit. “There are factors that Armenia can use to reinforce the
current fragile peace, to make Azerbaijan more restrained and to bring
Azerbaijan to a more accountable arena with the help of international
role-players and instruments. In this context, participation in the
summit at the presidential level is justified, regardless of Russia’s
sentiment to it.” In fact, in his speech at the summit, according to
the information conveyed by the Presidential Press Service, Serzh
Sargsyan had said that those in Armenia appreciate the value of both
peace and security for which our country struggle for both almost
every day. “Tomorrow here, in this same hall, a document will be
adopted that will be related to the security of my people and peace in
our region. There are two options. Either it will adopt the language
of the OSCE Minsk Group, which is the only specialized international
structure dealing with the Nagorno-Karabakh problem, a language that
was proposed and supported by the Co-Chair countries that are
represented here by France and the United States of America, or upon
the lobbying of another member State it will pass again with an aim to
save the face of our tyrant neighbor vis-a-vis his own people. Believe
me it will not lead to any positive results. Either the common sense
and the strive for peace will have the upper hand, or the silent
encouragement of xenophobia will go deepening, the war rhetoric and
the deadly provocations, so easily provoked by Azerbaijan, which does
not care about its soldiers’ lives and gets enthusiastic with papers
like that, will continue ahead,” concluded Serzh Sargsyan.

September 30 is the deadline for Armenia’s authorities to meet the 12
demands by the non-coalition forces, Spokesman for the Prosperous
Armenia party Tigran Urikhanyan told Tert.am.

Prosperous Armenia party Chairman Gagik Tsarukyan is coordinating the
Prosperous Armenia parliamentary group’s activities, he said.

“Of course, all the steps facilitate the resolution of Armenian
citizens’ problems. I think Armenian citizens’ primary concern is
political forces’ activities to improve citizens’ life,” Mr Urikhanyan
said.

With respect to the 12 demands, he said that September 30 is the
deadline set by the non-coalition forces.

“Theoretically, no steps may be made. Nevertheless, the four forces
stated their intention to wait until September 30. Adequate steps will
be made afterwards.”

Former Prosperous Armenia Party MP, economist Vardan Bostanjyan said
the former governor of the Armenian province of Syunik Vahe Hakobyan
is a balanced, serious personality and his all changes may bring to
just positive moves.

As to whether Hakobyan will manage to solve the irrigation water
issue, one of the most complicated one, Bostanjyan said it demands
modern irrigation systems and skilled management. “I want to believe
that Hakobyan will settle many issues connected with the irrigation
water system,” he said.
Speaking about possible return of former Syunik governor Surik
Khachatryan, Bostanjyan said he cannot tell it. “It will be good if
Syunik’s new governor brings stable development to the region. It is
important not only for Syunik but the whole country as well,” he said.
Asked how they can tolerate the return of person engaged in criminal
cases, Bostanjyan said, “Not we but the authorities tolerate them,
they need such people.”

YEREVAN, September 8. / ARKA /. Austria is ready to contribute to a
peaceful settlement of the Nagorno-Karabakh conflict, Austria’s
visiting foreign minister Sebastian Kurtz said today during a joint
press conference with Armenian foreign minister Edward Nalbandian.

“We hope for a peaceful settlement of the Karabakh conflict and
Austria for its part is ready to assist the parties to the conflict,”
said Kurtz.

He expressed hope that dialogue will prevail in the Karabakh peace
process ‘that will help reach a final settlement.”
The minister also expressed concern over the human rights situation in
Azerbaijan, saying he is going to discuss this problem during his
visit to Baku later this week.

“For us the issue of the protection of human rights, especially when
it comes to political prisoners in Azerbaijan is very important,” said
Kurtz.

The Nagorno-Karabakh conflict erupted into armed clashes after the
collapse of the Soviet Union in the early 1990s as the predominantly
Armenian-populated enclave of Azerbaijan, sought to secede from
Azerbaijan and declared its independence backed by succeeding
referendum. A truce was brokered by Russia in 1994, although no
permanent peace agreement has been signed.

Since then, Nagorno-Karabakh and several adjacent regions have been
under the control of Armenian forces of Karabakh. Nagorno-Karabakh is
the longest-running post-Soviet era conflict and has continued to
simmer despite the relative peace of the past two decades, with
snipers causing tens of deaths a year. -0-

American expert Thomas de Waal, who has been studying the Nagorno
Karabakh issue for years, has several proposals, which should be used
in the negotiations, if the parties want to succeed.

According to the expert, what happened at the Armenian-Azerbaijani
border and the line of contact in early August was a simple “show of
power.” He does not exclude, however, that similar actions in, let’s
say, five years could grow into new military conflict and considers
that this is the most unwanted possible scenario of development.

Having followed the negotiation process for years, Thomas de Waal
declared today: “The parties should finally proceed to more serious
work.”

“What’s taking place today has all external expressions of
negotiations, but there are no talks as such; no strategic issues like
concessions are being discussed during those meetings,” the senior
associate at the Carnegie Endowment, expert Thomas de Vaal told
reporters in Yerevan.

According to him, judging from what Azerbaijan understands under
concessions, one can assert we have not come a step closer to the
final solution.

“Azerbaijan is not interested in resolving the conflict now,” said
Shahin Rzayev the Head of the Baku Office of the Institute for War and
Peace Reporting, who joined the discussion through Internet.

“Imagine that tomorrow the Armenians of Karabakh demand protection of
their rights, democratic elections. This is a headache. In reality,
the settlement of the Karabakh issue is not a priority not only for
the US and the European Union, but also Azerbaijan and Armenia. This
is the reason the problem is unsolved,” Shahin Rzayev said.

According to him, personal relations between the Presidents of the two
countries are another reason. “Aliyev and Sargsyan do not like each
other,” he said.

Speaking about the future plans, Thomas de Wall said: “The confidence
level is so low that it is necessary to expand the framework of
experts. There are 2-3 people from each side engaged in the issue.”
According to him, there are so many issues, which should be addressed
by separate groups. These include the refugee rights, the issue of
Lachin, security issues, and, most importantly, the status of
Karabakh.

That’s why Thomas de Waal supports the proposal of the Swiss party to
change the format of negotiations and take the meetings from the
presidential level to different platforms. The expert still connects
hopes with future meetings, but says those are formal unless some
minor issues are unsolved.

The American expert also considers that the Armenian and Azerbaijani
Presidents should have advisers on issues of Nagorno Karabakh, who
will seriously engage in the process and will meet more frequently
than the leaders.

criminalization of the denial of the Armenian Genocide at the Greek
parliament will promote the discussions within the European Union,
Specialist of Turkish studies Artak Shakaryan told Armenpress.

`After the adoption of the bill at the Greek parliament, Armenian
historians and diplomats should carry out serious work. They should
take care that other EU countries not only recognize the Armenian
Genocide but also work out a bill criminalizing its denial. The
adoption of the bill should also be a signal for the Armenian
parliament and make them think of recognizing the genocide of the
Pontic Greeks.

They should speak of the genocides of the Assyrian people and Greek
not only for establishing justice but also for denying the Turkish
thesis, according to which the Armenians were murdered at the
beginning of the 20th century because they cooperated with the Russian
army. Speaking of the genocide of the Greeks, Yezidis and Assyrians,
Armenia will first deny that thesis and will prove that there was a
clear plan in Turkey of exterminating the Christian peoples,’ stressed
Artak Shakaryan.

The adoption of the bill in Greece will also prompt The European Court
of Human Rights both related to the case of Turkish nationalist DoÄ?u
Perinçek and other subsequent cases, so that the custody for denying
the genocide is not looked upon as restriction of freedom of speech.

The voting of the Genocide denial criminalizing bill at the Greek
Parliament will take place on September 9 at 19:00 Greece time. The
bill entitled `Fight against Xenophobia’ envisages bringing to
criminal account for denial of the genocides of not only the Jews, but
also Armenians and Pontus Greeks on the territory of Greece. The bill
provides big money fines and imprisonment for the people, who publicly
humiliate and deny the genocides ` crime against the humanity `
recognized by the international courts and the Greek Parliament. In
case 51 deputies of the Parliament out of 101 vote for the bill, it
will be adopted.

forward to building strong business relations with Armenian peers, the
visiting foreign minister of Austria, Sebastian Kurtz, said on Monday
during a joint press conference with his Armenian counterpart Edward
Nalbandian.

Sebastian Kurtz has arrived in Armenia today on an official two-day
visit at the invitation of Edward Nalbandian.

“For me it was important to visit Armenia, which is interesting in
several aspects – political, economic and trade,” said Kurtz.

He said the countries have ample opportunities to further their
economic relations.

“Austrian entrepreneurs are showing strong interest in Armenia, as
evidenced by a representative delegation that has come together with
me, and which includes representatives from the Chamber of Commerce
and the ministry of economy, as well as a group of businessmen,’ he
said.

In Yerevan Kurtz will attend the opening of the office of the Austrian
Development Agency, meant to strengthen bilateral economic ties.

Kurtz is to hold meetings also with Armenian president Serzh Sargsyan
and will visit the Tsitsernakaberd Genocide Memorial to remember the

La chaude géopolitique du mois d’août ouvre la voie à un automne
mouvementé en Arménie

Août 2014 s’est avéré être un mois chaud, non seulement dans le sens
de la sécheresse sans précédent, mais aussi sur le plan géopolitique.
L’Arménie est entrée dans le mois de Septembre avec un grand corps de
questions cruciales qui exigent des solutions immédiates.

Tout d’abord, il s’agit du règlement du conflit du Haut-Karabagh.
L’escalade de la situation dans la zone du conflit du Karabagh et à la
frontière arméno-azerbaïdjanais à la fin de Juillet-début Août a
continué jusqu’à ce que les forces arméniennes aient réussi à livrer
des contre-attaques puissantes. Des experts arméniens, cité par les
experts russes ont écrit que la dernière escalade des tensions a été
inspirée par la Russie dans le but d’introduire des troupes dans la
région. Par exemple, un membre de la Chambre publique pour les droits
de l’homme auprès du Président de la Russie Maxim Shevchenko a écrit
que les tensions au Karabagh étaient de montrer à l’Europe que la
Russie a tous les leviers d’influence sur la situation au
Haut-Karabagh.

Le côté arménien, au niveau du ministre de la Défense, a déclaré qu’il
n’a pas besoin de gardiens de la paix, et il a considéré comme de la
prévention les tentatives de la Russie de “monopoliser” le règlement
du Karabagh. Le fait que Moscou n’ait pas réussi à atteindre cet
objectif présumé a également été démontrée par la réunion des
présidents de la Russie, de l’Arménie et de l’Azerbaïdjan qui a eu
lieu à Sotchi le 10 Août et au cours de laquelle aucune résolution n’a
été émise et aucune autre mesure n’a été exposée.

Cependant, en tant que co-président américain du Groupe de Minsk James
Warlick a déclaré à la fin du mois, que les présidents de l’Arménie et
de l’Azerbaïdjan ont accepté l’invitation du président français
François Hollande de se réunir à Paris à la fin Octobre. Mais avant
cela, ils pourraient se voir au Pays de Galles, en marge d’un sommet
de l’OTAN.

C’est la deuxième question que l’Arménie devra résoudre – si le
président Serge Sarkissian se déplace pour assister au sommet de
l’OTAN ou non. Cette question est particulièrement importante dans le
contexte de tensions entre l’Occident et la Russie. Moscou n’a pas été
invité au sommet, et un voyage à Cardiff par Serge Sarkissian pourrait
être mal perçu par Moscou. Toutefois, les experts disent que le refus
du Sarkissian de faire le voyage sera une renonciation à de plus
grandes possibilités.

Il est à noter qu’il y a quelques jours, le Sénat californien a adopté
une résolution en faveur de l’indépendance et du développement du
Haut-Karabagh. Il existe des preuves que les États-Unis considèrent la
possibilité de reconnaître l’indépendance de la NKR au niveau fédéral.
Et l’échec de Sarkissian d’ assister au sommet de l’OTAN pourrait être
interprété comme une renonciation de cette >.

La transformation de Serge Sarkissian de > à > est
considérée par l’Occident et l’Iran voisin comme l’absence d’une
politique étrangère souveraine en Arménie. En conséquence, les chefs
d’Etat, qui sont invités à Erevan le 24 Avril 2015 pour les
manifestations commémoratives à l’occasion du 100e anniversaire du
génocide arménien, hésiteront d’accepter l’invitation ou non.

Par ailleurs, le ministre arménien des Affaires étrangères Edouard
Nalbandian le 28 Août a assisté à l’investiture du président turc
nouvellement élu Recep Tayyip Erdogan et lui a remis une invitation
officielle. La réponse de M. Erdogan n’est pas encore connue – le plus
probable est qu’elle dépendra aussi de savoir si l’Arménie est en
mesure de mener une politique étrangère souveraine ou continuera à
être dans la gamme de la politique russe.

La réponse à cette question pourrait être déjà donnée en Octobre.
Comme l’a dit le président du Kazakhstan Noursoultan Nazarbaïev, la
question de l’adhésion de l’Arménie à l’Union eurasienne sera résolue
le 10 Octobre et le président Sarkissian a reconnu que tous les
membres de l’Union eurasienne étaient heureux de l’adhésion de
l’Arménie. Il y a aussi beaucoup de problèmes techniques, en
particulier, ceux qui sont liés au fait que la Géorgie pourrait
reconsidérer son régime de libre-échange avec l’Arménie, ne permettant
pas le passage en franchise de droits de marchandises entre l’Arménie
et la Russie.

Apparemment, cette question n’est toujours pas résolue. Ce n’est pas
sans raison que la visite du Premier ministre russe Dmitri Medvedev en
Arménie a annoncé pour le 8 Septembre semble avoir été reportée. Lors
de la visite, M. Medvedev devait confirmer que toutes les conditions
pour l’adhésion de l’Arménie à l’Union eurasienne étaient créés. Mais,
apparemment, un accord avec la Géorgie a échoué.

À cet égard, il semble logique que Serge Sarkissian ait décidé de
convoquer la réunion du conseil d’administration du Parti Républicain
d’Arménie le 6 Septembre et les questions d’une importance cruciale
pour l’Arménie sont susceptibles d’être à l’ordre du jour, y compris
les relations avec les autres forces politiques de l’Arménie, qui plus
tôt dans l’été ont fait une série de demandes au gouvernement,
menaçant d’un “automne chaud”.

La coalition minoritaire informel connu sous le nom des >
cependant, n’a pas encore mis au point un programme commun. Néanmoins,
le deuxième président de l’Arménie Robert Kotcharian, qui est
officieusement considéré comme le > de l’opposition
modérée en Arménie, a donné une interview dans laquelle il a de
nouveau critiqué la politique du président Sarkissian. Dans la presse
arménienne, cela a été évalué comme presque un appel d’offres ouvert
pour revenir à la politique active.

GELENDZHIK, September 7 (RIA Novosti) – Russian reconnaissance and
strike drone “Chirok” will begin tests in 2015, the CEO of the Moscow
Research Radio Engineering Institute Yuri Nevzorov told RIA Novosti on
Sunday.

“After the new year , we will launch the test. We have three models of
the aircraft in total,” said Nevzorov during the 10th Anniversary of
the International Gidroaviasalon exhibition in Gelendzhik, Russia.

He also noted that “Chirok” will perform test flights in 2015 during
the International Aviation and Space Salon (MAKS) in Zhukovsky a city
in Moscow Oblast.

Nevzorov claimed that the drone will be used as a carrier for
electronic warfare systems.

The aircraft was presented to the United instrument Corporation (UIC),
a member of the corporation, Rostec, during the global trade fair,
INNOPROM, held in Ekaterinburg from July 9 to 12.

In ordinary life, Chirok can be used to observe and assess different
situations – to monitor the threat of fire in forests, disaster areas
and road and traffic conditions, as well as for patrol. As for
military utility, Chirok is intended for reconnaissance and can also
be used as an offensive operations drone, capable of carrying weapons.

Chirok’s maximum takeoff weight is up to 700 kilograms, the payload
weight limit is up to 300 kilograms. The UAV can carry opto-electronic
devices for various types of monitoring, and the transport of bombs,
rockets and high-precision missiles. The drone can rise to a height of
6,000 meters (approximately 19,600 feet), with a range of up to 2,500
kilometers (approximately 1,550 miles).
