SERBIAN PRESIDENT VISITS YEREVAN BRANDY COMPANY

YEREVAN, October 13. / ARKA /. Before wrapping up a two-day official
visit to Armenia, the president of Serbia, Tomislav Nikolic and his
entourage were hosted October 12 by the French-owned Yerevan Brandy
Company in Yerevan.

The Serbian delegation toured around the factory and were told about
its history and achievements.

President Nikolic was introduced to the “Barrel of Peace,” a cask
containing brandy from 1994, when Armenia and Azerbaijan agreed to
a cease-fire.

The cask was sealed in 2001, when the US, Russian and French
chairpersons of the Organization for Security and Cooperation in
Europe’s Minsk Group, the body overseeing the Karabakh talks, visited
Yerevan and toured the factory. The brandy-makers vowed to open the
barrel when the Karabakh conflict is resolved.

Also a barrel was filled with brandy in the honor of president
Nikolic. He is the 27th president to have a personal barrel of brandy
at Yerevan Brandy Company. The Serbian president was given a gift,
an exclusive bottle of Ararat brandy prepared from the oldest spirit
held at the factory.

The Yerevan Brandy Company is the exclusive producer of ARARAT
Brandies and the direct successor of Armenian brandy-making traditions,
established in 1887. Yerevan Brandy Company is the biggest taxpayer
of the field and the biggest grape buyer.

In 1999 Yerevan Brandy Company joined the Pernod Ricard Group, the
world co-leader of the Wine & Spirits industry, which unites such
brands as Chivas, Absolut, Martell, Jameson and others.-0-

Armenia Has To Pursue Flexible And Cautious Foreign Policy – Premier

ARMENIA HAS TO PURSUE FLEXIBLE AND CAUTIOUS FOREIGN POLICY – PREMIER

YEREVAN, October 13./ARKA/. Armenia has to follow a flexible and
cautious foreign policy, Armenian premier Hovik Abrahamyan said at
his meeting with the Armenian community in Washington.

The Karabakh problem has not been solved yet, he said.

“Azerbaijan is pursuing a militaristic policy, having launched an
arms race using its petrodollars. Turkey has taken an extremely
biased stance and blockaded Armenia”, the premier said as quoted by
the government press office.

“All these factors make us be flexible and cautious in our foreign
policy. The Republic of Armenia is committed to a peaceful settlement
of the Kaparabakh problem, but is ready to give a Roland for an Oliver
if a war is imposed, to protect the Armenian people and its borders”,
Abrahamyan said.

The premier also said Armenia’s government is doing its best to solve
problems faced by compatriots living in Syria and Iraq.

In speaking about the measures to observe the centennial of the
Armenian Genocide in 2015, Abrahamyan said the country will continue
its consolidated efforts to reach a worldwide acknowledgment and
condemnation of the genocide.

“Our stance is simple: a crime against the Armenian people is a crime
against humanity”, he said adding condemnation is the best way to
prevent future genocides.

Abrahamyan emphasized Armenian-American relations are rapidly
developing and stressed the role of the diaspora in it.

Today deepening of the economic ties is a priority, he said.

The premier praised the role of the US Armenian community in protection
of interests of Armenia and Nagorno-Karabakh.

“Today we offer the community members to establish partnership and are
ready to provide them with an opportunity of making investments. We
are creating systems that allow them to run a profitable business in
the homeland. The government of Armenia provides such guarantees”,
the premier said.

The modern times show challenges can be overcome only through joint
efforts of Armenia, Artsakh and the Diaspora, the premier said. -0–

“We are the last of the Mohicans,” says Leila Alieva. “First the
government weakened the opposition, then targeted independent media,
and now us – the NGOs.”

Her research institute, the Centre for National and International
Studies in Azerbaijan. is one of dozens of pro-democracy
non-governmental organisations under investigation by the Azeri
authorities.

And the crackdown is taking place as oil-rich Azerbaijan chairs
Europe’s leading pro-democracy institution, the Council of Europe.

In most cases the authorities have frozen bank accounts or launched
tax inspections, forcing NGOs that received foreign grants to suspend
projects.

Other organisations include Transparency International, Irex, National
Endowment for Democracy and Oxfam.

So far Ms Alieva has managed to escape prosecution. But many of her
peers have been less fortunate.

Azerbaijan is a key European energy partner and Western oil companies

In recent months, the pressure on the government’s critics has
intensified.

Two prominent human rights activists, Leyla Yunus and Rasul Jafarov,
were arrested in late July. They had been compiling a list of
Azerbaijan’s political prisoners.

Their names have since been added to the document.

The list records 98 individuals in detention, among them human rights
activists, opposition members, journalists and bloggers.

The charges against them range from espionage and drugs and weapons
possession to hooliganism and tax evasion.

Mrs Yunus, a veteran human rights campaigner and an advocate of
reconciliation with neighbouring Armenia, won one of France’s most
prestigious awards, the Legion of Honour, last year.

Her husband, Arif Yunus, is a respected historian.

Both were charged with high treason.

“After 36 years of living together we are in different cells in
different prisons,” Mrs Yunus wrote in a letter to her husband in
late August.

“We just never would have predicted that the 21st Century would bring
the repression of the 1930s,” she said.

neighbouring Armenia

Human Rights Watch has described the charges against the couple as
“completely bogus”.

“These are the towering figures of civil society, who we felt were
more or less untouchable. But apparently no-one is untouchable in
Azerbaijan. At this stage all critical civil society is pretty much
exterminated,” says Georgi Gogia, the group’s senior researcher in
the Caucasus.

The Azeri government denies the charges are politically motivated.

“The rule of law is guaranteed in Azerbaijan. The case of any
individual relates to the specific criminal offences and has nothing
to do with their political and human rights-related activities,”
said Azerbaijan’s Foreign Ministry spokesman Hikmet Hajiyev, in a
written statement to the BBC.

Critics have frequently been targeted since pro-democracy protests
in 2011 erupted on the streets of Baku, inspired by the so-called
Arab Spring.

But with Azerbaijan chairing the Council of Europe, questions have
been raised about its ability to respect the 47-nation organisation’s
founding principles.

“It’s shocking that the chairman is basically a dictatorship using its
chairmanship period this summer to arrest literally every three days
all the critical minds that defend the very value of the institution,”
says Gerald Knauss, who heads the Berlin-based European Stability
Initiative (ESI).

Azerbaijan’s chairmanship may have hurt the Council’s reputation,
the secretary-general’s spokesman Daniel Holtgen concedes.

However, he says: “Our member states want us to engage and not
disengage with Azerbaijan. None of the member states asked to postpone
or cancel Azerbaijan’s chairmanship.”

The reluctance of Council of Europe members to sanction Azerbaijan may
in part be down to Europe’s relationship with the oil-rich nation as
a key energy supplier and trade partner, and to multi-billion-dollar
investments by Western oil companies, which have helped boost
Azerbaijan’s GDP to $73.5bn (£45bn; 58bn euros) in 2013.

Fuelling protest

In September, oil giant BP celebrated the start of the Southern
Gas Corridor – a $45bn project that will deliver Azeri gas directly
to Europe.

Before the ceremony, which also marked BP’s 20 years of co-operation
with Azerbaijan, Human Rights Watch wrote to the company’s chief
executive to take a stance against the crackdown on civil rights.

BP did not respond to the letter publicly but, in a written statement
to the BBC, said that it believed that the government of Azerbaijan
had a primary responsibility to protect human rights and that the
company was “ready to implement their guidance in this regard”.

So far, there has been little guidance from the Azeri government. It
maintains that civil liberties are being respected in Azerbaijan.

Mr Hajiyev, the foreign ministry spokesman, says there are 3,000
domestic NGOs registered in the country that the government is prepared
to support.

But those that receive funding from abroad use the money for “dubious
purposes, to provoke disorder and instability”.

“We all know how some other countries have seriously suffered from
this type of foreign intervention,” Mr Hajiyev says. “Azerbaijan is
determined not to fall victim to such kinds of charity.”

Leila Alieva says that in targeting pro-democracy NGOs and other
critical voices in the country the authorities wanted to avoid
scenarios similar to Ukraine’s Euromaidan movement that toppled the
Yanukovych government earlier this year.

“If you look at the pictures of those arrested, they are the cream
of our society. Probably in other countries they would have been
appointed as ministers.”

According to the data of the NKR Defense Army, about 400 cases of
ceasefire violation by the Azerbaijani side were registered at the
line of contact between the armed forces of Nagorno Karabakh and
Azerbaijan from October 5 to 11.

The rival fired more than 3,300 shots from weapons of different
caliber in the direction of the Armenian positions.

The front troops of the NKR Defense Army kept the situation under
control and resorted to retaliatory actions only in case of extreme
necessity.

membres des ” Unites de protection populaire ” (YPG), prend une
signification qu’il convient desormais d’interroger.

Premier enseignement donc, en depit de leur bravoure et de leur
legitimite regionale, les Kurdes montrent globalement les limites
de leur capacite a se constituer en Etat. Certes, personne ne les
a vraiment aide en ce sens – et certainement pas les puissances
environnantes toutes hostiles a l’emergence d’un Kurdistan – mais
force est de constater que les differentes factions kurdes n’ont
guère su se mettre d’accord sur une strategie commune. Entre le
Parti de l’Union Democratique (PYD) dont l’YPG est une emanation
et les suppletifs de Jabhat al-Akrad dissidents de l’Armee syrienne
libre d’une part, et les peshmergas irakiens d’autre part, les fameux
accords de Sykes-Picot semblent reprendre toute leur legitimite tant
les uns combattent pour le Rojava – de preference marxiste-leniniste –
et les autres pour le Gouvernement du Kurdistan autonome d’Irak qui
continue de faire affaire avec la Turquie voisine.

Hundreds demonstrate in Toronto in support of Syrian town battling Islamic State

Kurdish community pleads for safe passage for Kobani’s embattled
residents to nearby Turkey.

Hundreds of demonstrators wove through the streets of downtown Toronto
on Saturday in support of an embattled Syrian town near the border of
Turkey.

Kobani has been under siege for several weeks, with Kurdish fighters
battling against the militant group calling itself Islamic State. A
United States-led coalition appears to have done little to repel
Islamic State’s advances.

“The situation is Kobani is very critical,” said Chato Wany, vice
president of the Greater Toronto Kurdish House, the group that
organized Saturday’s demonstration.

Attendees waved Kurdish, Canadian and American flags while chanting
“Long live Kurdistan” and other messages in support of Kobani. Wany
said the primarily Kurdish demonstrators were also joined by
supporters from Toronto’s Jewish and Armenian communities.

The group gathered at the U.S. Consulate General on University Ave.
and moved south towards the Turkish Consulate General on Lower
Spadina. The event was meant to highlight the need for a corridor
between Kobani and neighbouring Turkey, according to Wany.

Kurdish officials recently appealed to Turkey to open a corridor that
would allow remaining civilians to leave the town, and arms and
supplies to enter.

“We’re trying to bring awareness to opening a corridor, a way for
people to freely go back to Syria,” said attendee Rahman Taban, who
moved to Canada from Iranian Kurdistan about 20 years ago.

Saturday’s demonstration was largely peaceful, though one woman was
arrested for breaching the peace in front of the U.S. Consulate
General. Police removed her from the scene at the request of the
event’s organizers after a scuffle broke out over the use of American
flags.

Later, a small number of demonstrators threw eggs at the Turkish
Consulate as the event was wrapping up shortly after 4 p.m. Police
encouraged demonstrators to leave the scene.

Representatives from the Turkish Consulate could not be reached for comment.

A larger, similar demonstration was held in Germany on Saturday, with
more than 20,000 Kurdish immigrants protesting against the Islamic
State group in Duesseldorf.

In Kobani, at least 500 people have been killed and thousands more
have been forced to flee across the border into Turkey since the
Islamic State launched their offensive.

100e anniversaire du Génocide arménien

De Toulouse à Menton, en passant par Avignon, Marseille et Nice, les
Arméniens du Sud de la France préparent déjà activement 2015. Azad
Balalas-Kazandjian (FRA Dachnaksoutioun), Simon Azilazian (JAF) et
Jacques Donabedian (UGAB) ont évoqué face à la presse les grandes
lignes de l’action du CCAF Sud à partir du mois de janvier 2015.
Julien Harounyan (JAF) et Annie Stépanow étaient également à la
tribune.

“Jusqu’à présent, la présidence était partagée entre les représentants
des différentes associations. Nous avons fait le choix d’une
présidence collégiale à l’approche du 100e anniversaire du Génocide de
1915, précise Simon Azilizian. Nous serons assistés par une commission
juridique, dirigée par Maître Lévon Djolakian et par une commission
logistique supervisée par les scouts apostoliques. Cent ans après,
poursuit Simon Azilizian, la Turquie est toujours dans la négation. On
attend en France que les promesses électorales sur la reconnaissance
du premier génocide du XXe siècle se concrétisent enfin.”

“Cette année, l’union sacrée est de mise, insiste Azad
Balalas-Kazandjian. Nous devons montrer que les Arméniens sont plus
unis que jamais.”

“La question juridique de la reconnaissance du Génocide est partie de
Marseille, souligne Jacques Donabedian. Malgré la décision défavorable
du Conseil Constitutionnel en 2012, nous ne baissons pas les bras,
nous continuons le combat. La publicité pour Turkish Airlines est une
action du gouvernement turc afin de faire accepter le négationnisme.
C’est comme une croix gammée dans le dos ! On lutte contre un état qui
développe une propagande arménophobe.” Responsable de la mission 2015,
Julien Harounyan doit “coordonner et structurer toutes les actions.
Nous souhaitons créer une labellisation des projets et centraliser
toutes les énergies. Il y aura une bourse aux projets ainsi que des
passerelles nationales. La mission, expose Julien Harounyan, a la
volonté de réussir 2015 qui sera aussi une année militante. Il y a un
travail de mémoire, de revendication et de pénalisation du Génocide
arménien à réaliser. Nous travaillons déjà en étroite collaboration
avec les collectivités locales et territoriales.

Le 24 avril 2015, toutes les cloches des églises de France vont sonner
à 19 h 15. Nous souhaitons réaliser un espace pour le mur de la
mémoire des survivants.

La Croix Bleue a le projet de planter 50 arbres. Enfin, au mois de
janvier, la JAF organise Amnésie Internationale avec le CSI (Conseil
Scientifique International) qui viendra à Marseille,” conclut Julien
Harounyan en préambule d’un 100e anniversaire qui s’annonce riche en
événements et en émotions.

Sargsyan, President Tomislav Nikolic of the Republic of Serbia arrived in
the Republic of Armenia on an official visit last night.

The official welcoming ceremony of the Serbian President took place today
at the RA Presidential Palace followed by a private meeting between the two
countries’ presidents.

Welcoming the dignitary, President Serzh Sargsyan underscored that the
Armenian-Serbian friendship has deep historical roots and there has been
numerous manifestations of mutual friendship throughout history which is
the basis of deepening and strengthening the present interstate relations.
Serzh Sargsyan expressed the hope that the visit of the Serbian President
will give a new stimulus to promoting political dialogue and bilateral
cooperation between the two countries.

Tomislav Nikolic thanked President Serzh Sargsyan for the warm reception
and noted that since his election as President of Serbia, he has attached
great value to developing the Armenian-Serbian relations whose current
level, according to the president, is dissatisfying. The Serbian President
assured that his country will make maximum efforts to strengthen the
Armenian-Serbian interstate ties and deepen cooperation.

At end of the meeting, President Serzh Sargsyan awarded Serbian President
Tomislav Nikolic the Order of Glory in connection with his official visit
to the Republic of Armenia and on the occasion of the traditional
friendship between Armenia and Serbia. President Tomislav Nikolic
reciprocally awarded President Serzh Sargsyan the Order of the Republic of
Serbia.

About 3,000 soldiers and officers and 500 vehicles, including MiG-29
jets from the Erebuni Airfield in Yerevan, from the 102nd Russian
military base in Armenia will be mobilized for drills at the Kamkhud
and Alagyaz training grounds on October 13-19, News Armenia reports.

Tactical drills will involve all units of the Russian military base in
the Southern Military District. Soldiers will move about a thousand
kilometers. 300,000 shots, including 30,000 artillery shots, will
be made.

The number of drills and shells increased 4.5 times this year.

MINSK, 10 October (BelTA) – Armenia does not share border with the
EEU member states, but this will not hamper the integration, Armenia
President Serzh Sargsyan said at the session of the Supreme Eurasian
Economic Council, BelTA has learned.

“The membership of Armenia has its own specificity which is the
absence of common borders with the rest of the Eurasian Economic
Union. However, we believe that this would not hamper the integration
of Armenia into the single system of regulation, transportation,
energy, telecommunications and finance in our common economic area,”
he said.

“We are well aware of the special responsibilities that we assume by
joining the treaty,” said the Armenian leader.

Serzh Sargsyan congratulated the states that have founded the EEU
with reaching the new frontier. He noted that the EEU is the largest
economic association geographically.

The Armenian President noted that in the last decade it has become
a good tradition to take important decisions in Minsk. The current
summit is no exception. He thanked the President of Belarus for the
good organization of today’s events.
