Yerevan, July 10. /Mediamax/. Mediamax news agency presented its new
internet project in Yerevan today – the financial portal
(Financial Armenia).
The member of the Board of the Central Bank of Armenia, Vartan
Movsisian, representatives of commercial banks of the republic and
journalists attended the presentation, Mediamax reports.
As Vartan Movsisian said at the presentation, “the Central Bank
of Armenia welcomes Mediamax’s initiative for creating the site
This is the first portal in Armenia providing available
and full information about the banking sector of the republic,”
Vartan Movsisian stated.
According to him, “Mediamax’s initiative meets the conception of the
Central Bank aimed at the development of the financial market and the
banking sector in particular.” Vartan Movsisian expressed the hope that
Mediamax will cover not only the banking sector but will also worthily
represent the Armenia’s insurance and exchange markets on the web.

On July 6 the RA NA President received Bryan Ardouny, Executive
Director of the Armenian Assembly of America (AAA). Arpi Vartanian,
the AAA Regional Director participated in the meeting.
Mr. Ardouny informed the NA President about the AAA undertaken steps,
the aim of which is to deepen Armenian-American relationships.
He highlighted the holding of 2007 Parliamentary elections by
democratic standards, which is highly expected not only by the AAA
but also by the U.S. Government, European Union. On his request the NA
President referred to the preparation of national elections, mentioning
that the conformity to democracy standards, first of all, is necessary
for Armenia and Armenian society, because it will predetermine the
future and the development of the country. Besides, the availability
of election legislation, to-be-adopted in October and reformed by
international standards, Mr. Torosyan highlighted the consolidation
and creation of understanding atmosphere of political forces (power
and opposition), which is a difficult task, and is connected with the
changing of public consciousness. The NA President also highlighted
the assistance of the AAA by specific programs in formation of civil
society and development of political science in Armenia, positively
evaluating activity of the AAA, which is undertaking steps toward
development of Armenia within the framework of their opportunities.
During the meeting issues of mutual relations between Armenia and
its neighbors, issues of solution of Nagorno Karabakh problem were
also debated.
Referring to the interview of Matthew Bryza, OCSE Minsk Group
Co-Chair, where the regulation of the Armenian-Turkish relations
is stipulated by the solution of Nagorno Karabakh problem, the NA
President noted that the approach of this type raises surprise, since
the opportunity to solve problems is stipulated by the availability of
good relations. With the same logic, the fact that there is propaganda
of war and hatred towards Armenians in Azerbaijan should not be
omitted from the attention of co-chairs, calling for the peaceful
conflict resolution. It is evident that people are not getting ready
for a solution in places where the hatred is deepened.
Other issues were also discussed during the meeting.

Yerevan, July 6. ArmInfo. The breakdown of one of the robot pilots of
Airbus A- 320 belonging to Armavia airline that crashed near Sochi
could not lead to the air crash. Dmitry Atbashyan, President of the
National Aviation Association of Armenia, honored pilot of USSR, made
this statements in an interview with ArmInfo commenting on the article
in the “Moskovsky Komsomolets” that the breakdown of the robot pilot
could be a reason of the crash. Atbashyan mentioned that A-320 has no
robot pilots, it has systems of stiffness and controllability. Probably
one of these systems failed, which, however, could not lead to the
crash, he said.
D. Atbashyan believes that a complex of reasons could lead to
the crash: breakdown of the equipment, bad weather, insufficient
equipment at the airport in Adler unable to fulfill even the commands
of the own federal administration. Among the key reasons of the crash
D. Atbashyan mentioned the strong wind shear. At the same time, he
called the acts of Grigor Grigoryan, crew captain, right in the given
situation. D. Atbashyan said he would act in the same way. Commenting
on the report of the “Moskovsky Komsomolets” that the interference
of the second pilot, whose acts contradicted to that of the captain
aggravated the situation, D. Atbashyan said it could not lead to the
crash but for “second causes”. In addition, he believes that the crew
could not act in different ways. He thinks that the failure in the
systems could make commands contradicting to the acts of the pilots.
To recap, the crashed A-320 Airbus killed all on board.

“There are principles, unacceptable for Armenia, in the framework
agreement, presented by OSCE MG co-chairs to the parties of Karabakh
conflict. But if we categorically reject it, it will give Baku a new
ground to accuse Yerevan that it is not ready for talks,” such opinion
was expressed by Yerevan Valery Bryusov Linguistic University Rector
Suren Zolyan during a press conference in Yerevan.
According to him, the most positive outcome of declassification of
document (made by Matthew Bryza), which lies on negotiating table,
is fact that society is finally fully involved into Nagorno Karabakh
negotiating process and, as events have shown, it is ready to discuss
the problem. “Nagorno Karabakh conflict settlement is the problem
of the whole our nation; the more we will be consistent the more
positive will be changes in the question. Statement, which is not
quite acceptable for us in such raw state, showed that our society is
ready to discuss the problem, as well as authorities, which represent
people,” the university rector resumed.
New US Co-Chair of OSCE Minsk group on Nagorno Karabakh settlement
Matthew Bryza declassified content of the document, presented by
mediators to two presidents. The agreement envisages normalization of
Armenian-Azerbaijan economic and diplomatic relations. The framework
agreement appeals to withdraw Armenian troops from Azerbaijani
territories, where they are deployed now. Other theses include in
particular deployment of peacekeepers, international economic support
of Nagorno Karabakh, economic development, and finally at some stage,
voting on Nagorno Karabakh future status is envisaged.

“Today, neither the issue of withdrawing NKR Armed Forces from the
regions occupied in the war, nor deployment of the peace keeping
forces there can be discussed, Seyran Ohanian, NKR Defence Minister,
said this at today’s press conference in Stepanakert.
“This is one of the latest points in the settlement process and first
of all, the sides need to agree about the first points, particularly,
the one concerning the issue of NKR self-determination,” he said. He
said that occupation of the above-mentioned territories was not an
end in itself for NKR people. “We just needed to secure our safety
and maintain guarantees for peaceful life,” Ohanian said, emphasizing
that NKR side was for peace from the very beginning of the conflict
and had to participate in the war. As for the mutual concessions,
Ohanian said that they can be shaped only in the course of the
negotiations and consequent implementation of all the points fixed
in the settlement formula.
In response to the question about the readiness of the NKR armed
forces in case the war resumes, he said that the armed forces of any
country should be constantly ready to resist any military actions. At
the same time he informed that NKR Army is quite an efficient one.
Defence Minister also expressed doubt about the efficiency of the
Azeri army, stating that the information about the growing military
budget of Azerbaijan is exaggerated. As for the misinformation on
burning territories controlled by NKR spread by Azerbaijan, Ohanian
said that the recent monitoring of the borderline points carried out
by the OSCE experts testified that the accusations of the Azeries were
false. He added that the sown area got burnt because of the shooting
from the Azeri side. “It’s strange to think that we would burn our
own sown fields,” he said.

Azerbaijani Deputy Foreign Minister Araz Azimov has said no “framework
agreement” on the Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict
is under discussion.
Azimov said it was premature to talk of any final accord at this
stage in the peace process.
“I can say with confidence that there is no such document and talks
are still underway. In general, these statements were quite hasty and
provocative,” the Azerbaijani President’s Upper Garabagh negotiator
said when commenting on a recent statement by the co-chairs of
the mediating OSCE Minsk Group that sparked off a great deal of
speculation.
US co-chair Matthew Bryza has told Radio Liberty that the mediators
submitted a framework accord to the conflicting sides but the latter
have yet to accept it.
“The co-chairs’ statement was aimed to see how the developments
would unfold and to study public opinion. But in any case, it was
inconclusive. By taking some snippets out of the general context we
cannot develop an unbiased view on the gist of the talks and this
only leads to misunderstanding,” Azimov said.
Azimov unequivocally dismissed statements that the Azeri government had
agreed for a referendum to be held in Upper Garabagh in the future. A
referendum could be held only on the entire territory of Azerbaijan
as a nationwide poll in compliance with the constitution.
“The Azerbaijani leadership will never step back from its stance on the
referendum issue. Any speculation to that end is false,” Azimov said.
“The Armenians living in Upper Garabagh were not the only residents
of the region. It was also home to Azerbaijanis. If we are talking
about democracy, the demographic composition of the region must be
restored and the Azerbaijani community must be given the chance to
return to their homes. To make this possible, a peaceful environment
must be ensured, and that requires the withdrawal of Armenian armed
forces. The Armenian side has accepted this logic.”
Mediators ‘clarify’ statement The Minsk Group co-chairmen issued a
statement on Monday to follow up on their report released hot on the
heels of a meeting in Vienna on June 22.
“Taking into account the recent speculation about basic principles
for a negotiated settlement of the Garabagh conflict proposed to both
parties by the Minsk Group co-chairs, it is necessary to make the
following clarification,” said the document released by the French
embassy in Baku.
“The co-chairs reported to the OSCE Permanent Council on the results
of the past months of negotiations between the sides on the Garabagh
conflict. They reported on their intensive mediation activities
over the past seven months aimed at achieving agreement on the basic
principles for a settlement.
“Throughout their mediation efforts, the co-chairs stressed the
confidence of their nations and of the international community that
the dispute can be resolved in no other way than peace.”
The mediation efforts of the intermediaries resulted in the proposal
to Presidents Aliyev and Kocharian of a “set of fair, balanced, and
workable core principles that could pave the way for the two sides
to draft a far-reaching settlement agreement”.
“The principles are based on the redeployment of Armenian troops from
Azerbaijani territories around Upper Garabagh, with special modalities
for Kalbajar and Lachin districts (including a corridor between
Armenia and Upper Garabagh), demilitarization of those territories
and a referendum or population vote (at a date and in a manner to be
decided through further talks) to determine the final legal status
of the region,” the Minsk Group said.
“Suitable pre-conditions would have to be achieved for the vote
to take place in a non-coercive environment in which well-informed
citizens have had ample opportunity to consider their positions after
a vigorous debate in the public arena.”
The mediators indicated that deployment of an international
peacekeeping force and a joint commission for implementation of the
agreement would be established, and international assistance would
be made available for de-mining, reconstruction, and resettlement of
IDPs in the occupied territories and the war-affected regions. The
MG said the sides would renounce the use or threat of use of force,
and international and bilateral security guarantees and assurances
would be put in place.
Touching on the most recent meeting between the two leaders in
Bucharest, the intermediaries said that unfortunately, the two did
not reach agreement on these principles. The co-chairs, however,
continue to believe that the proposals developed through the past
two years of negotiations “hold the best potential for achieving a
just and lasting settlement of the conflict”.
“We strongly believe that it is now time for the two Presidents to
take the initiative for achieving a breakthrough in the settlement
process based on these principles, and stand ready to assist the
parties to conclude an agreement if the presidents indicate that they
are prepared to do so,” the statement said.
“Although no additional meetings between the sides under the auspices
of the co-chairs are planned for the immediate future, they will be
ready to re-engage if the parties decide to pursue the talks with
the political will that has thus far been lacking.”
Armenian Foreign Minister Vardan Oskanian has praised the
intermediaries’ proposals.
“The suggestions are largely acceptable for the Armenian side and
we are ready to continue talks with Azerbaijan,” he said in Yerevan
on Monday.
The minister said they equally benefit both parties to the conflict,
regarding this as “the right way to reach compromise”.
“I believe that Azerbaijan will realize this and take appropriate
steps,” he said.

Constitutional amendments envisage that starting July 1st citizens
can apply the Constitutional Court. Four applications have already
been submitted to the Court.
President of the Constitutional Court Gagik Harutyunyan considers that
the receipt of individual applications is a progress. The procedure
of submission of applications is already ready.
“The citizens will face no obstacles in applying the Constitutional
Court,” Gagik Haruyunyan assured.
Today the Constitutional Court celebrated also the Constitution Day.
“Only the respect of every citizen for this important law can make
our country move forward,” Minister of Justice David Harutyunyan said.

Armenian Writers Association of California (AWAOC) spread a report, in
which it calls upon Archbishop Mesrop Mutafian to resign. “Archbishop
Mesrop Mutafian is a denier of the Armenian Genocide,” the Armenian
Writers Association of California declared quotting the Patriarch’s
statement to the Turkish media.
To recap, according to the “Hurriyet,” the Archbishop of
Constantinopole, in particular, said that his opinion concerning
the Armenian Genocide differs from one of Karekin II Catholicos
of All Armenians, according to which the Armenian Genocide is an
undeniable fact for the Armenian people and cannot be subject for
discussion. According to the Turkish newspaper, when journalists asked
the Constantinople Armenian Patriarch what he thinks of the statement
of the Catholicos of All Armenians, Mesrop Patriarch answered:
“The Turk-Armenian relations did not involve only the years of
1890-1923.
The statement of His Holiness was expected for us. (…) All Diasporan
Armenians were watching that press-conference, so the Catholicos
spoke, taking into acount approaches of Diaspora. I have said earlier
as well. It will be good that the issue of 1915 is discussed by
politicians, diplomates, historians and sociologists, it will help
that the sides understand approaches of the opposite side.”

word, quote/unquote, “genocide” and speak truthfully when discussing
the Armenian genocide as happened yesterday in the Congress, during
the testimony of a new U.S. ambassador to Armenia?
Senator Norm Coleman, Republican from Minnesota, stated, quote, “I am
not sure how we can continue to have ambassador to Armenia who can be
effective unless they give recognition to the genocide,” end quote.
And the veteran Senator Joseph Biden against Senate approval of new
ambassador until the Department of State responds to questions on
Ambassador Evans’ recall.
ERELI: And what’s the question?
QUESTION: The question: Any comment, since you know very, very well
the reason?
ERELI: I don’t have any comment.
I think that as far as the senator’s questions go, we will respond as
we normally do, in formal channels to the members of Congress should
they ask for that.
And as far as our stand on this issue, there’s no change. And if
you’d like a restatement of it, I’d refer you to the record.
QUESTION: Why any U.S. ambassador to Israel would have not had
credibility if refused to talk about the Holocaust by then-Nazi
German and in the case of Armenia, it’s happened exactly the
opposite?
ERELI: I reject the premise of the question.

ERELI: Because I think it’s fallacious.

“background papers” on the Armenian’s genocide that Ambassador
Hoagland stated the other day he studied in preparation for his

PACE temporary commission for Nagorno-Karabakh issues is planned to
visit the region in late October 2006. The preliminary agreement on
this matter was achieved during the meeting between Samed Seyidov and
Tigran Torosyan, heads of Azeri and Armenian delegations in PACE,
with participation of Lord Russell Johnson, reporter of the CE
subcommission for Nagorno-Karabakh.
“Taking into account that PACE monitoring commission is assembling
in Yerevan in the second decade of October, an agreement was achieved
on arrangement of visit of PACE temporary commission during the last
week of October”,- the release says.
Alongside, upon Torosyan’s request, PACE Bureau approved the new
complement of the commission.
