derniers temps – du prix normal de 60 drams (15 cents) jusqu’a 80
drams (20 cents). Certains specialistes ont attribue cela au fait
que “les poulets en Armenie ont commence a pondre des oeufs plus
gros”. Selon le president de l’Union des consommateurs, cependant,
l’Armenie ne devrait pas avoir de problèmes avec cela.

13 novembre au Consulat d’Armenie a Marseille. Dans la salle de
reception archipleine, plus de 80 invites et personnalites de la
communaute armenienne et des elus etaient presentes a cette rencontre
de presentation de l’association. La presidente de Marseille Provence
Armenie 2015, etait entoure du Consul general d’Armenie a Marseille,
Vartan Sirmakès (president d’honneur de l’association), ainsi que des
vice-presidents, Emilie Dournayan (representante des collectivites
locales), Bernard Hatemian (president de la Chambre de Commerce et
d’Industrie Franco-Armenienne) et Didier Parakian (Adjoint au Maire
de Marseille). Garo Hovsepian (Conseiller general et personnalite
armenienne connue) le quatrième vice-president, en deplacement, s’etait

Si les puissances occidentales ont exprime d’une seule voix leur vive
preoccuption concernant la situation au Karabagh, après le crash d’un
helicoptère armenien provoque par un tir azeri, elles ont evite de
condamner l’Azerbaïdjan, dont la responsabilite est pourtant etablie.

La Russie s’est montree a peine moins prudente, et par la bouche du
chef de l’Organisation du Traite de securite collective, (CSTO), une
alliance militaire sous commandement russe composee de 6 anciennes
Republiques sovietiques dont l’Armenie, a deplore jeudi 13 novembre,
le tir qui a abattu l’helicoptère de combat armenien, le designant
comme un coup “dangereux”porte a la securite regionale. “Nous avons
assiste a une nouvelle violation des accords de cesse-le-feu [dans
la zone du conflit du Haut-Karabagh]”, a declare Nikolay Bordyuja, en
ajoutant : “La destruction de l’helicoptère est un acte dangereux de
violence. La menace d’une nouvelle escalade de la tension se profile”.

“La situation au Sud Caucase devient toujours plus tendue”, a par
ailleurs mis en garde M. Bordyuja dans un communique.

Le responsable militaire russe a rappele que les parties en conflit
devaient respecter le regime de cessez-le-feu et eviter les “actes
de provocation”. Les pourpalers de paix en cours entre Armeniens et
Azerbaidjanais sont aussi essentiels pour empecher qu’une guerre de
grande envergure n’eclate a nouveau dans le Karabagh, a ajoute le
responsable russe. M.Bordyuja, qui a occupe de hautes fonctions par
le passe dans les ministères de force de la Federation de Russie,
avait deja exprime ses inquietudes concernant la multiplication des
violations de a treve dans la zone du conflit le mois dernier, alors

aux anciennes republiques sovietiques qui sont les partenaires de
l’Armenie au sein de la CSTO de ne pas apporter leur soutien a Erevan
et meme d’aider l’Azerbaïdjan. Un reproche dont on ne savait pas s’il
s’adressait aux seules republiques d’Asie centrale membres de la CSTO
mais qui revendiquent des liens avec l’Azerbaïdjan et la Turquie au
sein du monde turcophone ou aussi a la Russie, qui a courtise Bakou
en lui vendant des armes. Le gouvernement russe pourtant, n’avait pas
encore fait de declaration officielle sur le crash de l’helicoptère

BAKU, Azerbaijan (AP) – The armed forces of Azerbaijan shot down and
destroyed an Armenian military helicopter in the Nagorno-Karabakh
region on Wednesday, the defense ministries of both countries said.

The incident threatened to set off another cycle of violence between
the two South Caucasus neighbors over Nagorno-Karabakh, which is
part of Azerbaijan but along with some surrounding territory has
been under the control of Armenian soldiers and local Armenian forces
since a 1994 cease-fire.

“This is an unprecedented escalation, and the consequences for the
Azerbaijani side will be painful,” Armenian Defense Ministry spokesman
Artsrun Ovannisian told The Associated Press.

Azerbaijan said its forces shot down the Russian-made Mi-24 helicopter
gunship after it tried to attack its positions.

Nagorno-Karabakh said the helicopter belonged to its armed forces
and was on a training flight near the cease-fire line. All three
crew members on board were killed, a high-ranking officer with the
Nagorno-Karabakh forces told the AP. The officer was speaking on
condition of anonymity because he was not authorized to release
the information.

There have been sporadic clashes in the two decades since the
cease-fire ended a six-year war, but tensions rose sharply over the
summer and 19 soldiers were killed in multiple confrontations.

Last month, the leaders of Azerbaijan and Armenia met in Paris with
French President Francois Hollande in an effort to ease tensions. But
years of diplomatic efforts under the auspices of the Organization for
Security and Cooperation in Europe have made little visible progress
in resolving the dispute.

The Armenian Foreign Ministry denounced the Azerbaijani action as a
“criminal provocation.” “The Azerbaijani side is grossly violating
the commitments on the peaceful resolution of the conflict reached
during the recent summits,” it said in a statement.

The U.S. State Department denounced the incident as well.

“Today’s events are yet another reminder of the need to redouble
efforts on a peaceful resolution to the Nagorno-Karabakh conflict,
including reducing tensions and respecting the cease-fire,” State
Department spokeswoman Jen Psaki told reporters.

dead after Azerbaijani armed forces on Wednesday shot down a helicopter
from the unrecognized breakaway republic of Nagorny-Karabakh, according
to Armenian media.

Azerbaijan’s Defence Ministry said that “an enemy helicopter” was
shot down after attacking Azeri forces along the ceasefire line. It
did not immediately report casualty figures.

The Armenian Defence Ministry said that the MI-24 helicopter gunship
belonged to the air force of Nagorny Karabakh. Ministry spokesman
Artsrun Ovannisyan said that the aircraft was on a training flight
and unarmed, Russia’s Interfax news agency reported.

The incident is likely to further raise tensions around
Nagorny-Karabakh, an Armenian-populated region which broke away from
Azerbaijan after a bloody conflict in the early 1990s.

Dozens of soldiers have been killed this year in an alarming summer
surge in fighting between Azerbaijani and Armenian troops in the
south Caucasus region.

The United States has expressed concern about the downing by
Azerbaijani forces of an Armenian military helicopter in an incident
that appears to have already heightened tensions in the Karabakh
conflict zone.

U.S. State Department spokeswoman Jen Psaki said the incident is
“yet another reminder” of the need to reduce tensions and respect a
ceasefire in the region.

Psaki told reporters in Washington on Wednesday that there could be
“no military solution to the conflict,” according to RFE/RL.

Earlier, the OSCE Minsk Group, which is co-headed by the U.S. along
with Russia and France, also expressed concern over the incident,
calling on the sides to avoid steps that would escalate tensions along
the Line of Contact in Karabakh and at the Armenia-Azerbaijan border.

its willingness to engage in provocative acts of violence to distract
from its domestic problems,” Rep. Adam Schiff said in a statement.

“This horrendous conduct threatens to destabilize the entire region,”
he added.

Two mass meetings on 10th and 24th of October and the decision of the
three leading opposition parties on holding rallies in Liberty Square
of Yerevan every Friday, made the political forces and society expect
greater activation of the protest movement. However, there is a pause
in the actions of the opposition, and this pause gave the authorities,
the media controlled by them and some experts rise to draw conclusions
about the uncertainty of the opposition (the “Prosperous Armenia”
Party (PAP), “Armenian National Congress’ (ANC) and “Heritage”),
its unwillingness to make any real steps and the lack of necessary
resources for the change of state power. In some media appeared a
belief that the opposition should prove its sincerity by depositing
deputy seats of its members.

Hovhannes Mandakuni, the observer of “1in.am” believes this
“commercial break” occurred because those three leading opposition
parties (opposition trio) do not have any tactical and strategic
far-reaching agreements.

“I do not see any preconditions for holding early elections. Yes,
the opposition is discussing the matter, but it’s a tradition we
have here – to talk about early elections. The opposition trio has
no resources for enforcement authorities for the early elections,”
– said the director of the institute “Caucasus” Alexander Iskandaryan.

“Motives of the demands of changing the government are social, not
political. And it is a fact that the social situation in Armenia is
unsatisfactory for at least 20 years now” – says the Minister-Chief
of the Government of Armenia David Harutyunyan.

Nowadays, some experts and politicians are discussing the question of
a possible split within the opposition trio on geopolitical grounds,
referring to the multi-vectorness of belonging to this formation
forces. In particular, they are referring to the fact that the
PAP and the ANC are supporting Armenia’s accession to the Eurasian
Economic Union, and the “Heritage” party stands for Armenia’s European
integration.

According to Armen Badalyan, the expert on the political and electoral
technologies, the opposition trio de facto is the unit which, unlike
the existing de jure unit, assumes no recorded liabilities and certain
limits in many issues, including the issue of geopolitical orientation:
“At long last let’s not forget that the opposition is not one party,
but there different ones and they do have distinctions in interests
and approaches. If there would bÑ~C a moment when all three of them
will say the same thing, when there’d be no differences in their
opinions, we may assume that the opposition trio has ceased to exist,
and became a political corpse “- says the analyst.

As for the trio itself, which seemed to be still and remain in
stagnation, by the assurance of some of its representatives, at
the moment, its most urgent task is to build a national movement
headquarters across the country. Recall that during his speech at the
rally program of October the 24th PAP leader Gagik Tsarukyan pointed
the need of elimination of the country’s current political monopoly,
as well as a majoritarian system of the parliamentary elections. PAP
leader noted that Armenia now is in need of power of a new quality and
fundamental changes. According to Gagik Tsarukyan, if the demands of
the people about the resignation will be ignored by the authorities,
the people will pressure and oblige the government to hold early
elections.

The activity of opposition has transformed from a public format into
a hidden form, which suggests the beginning of a new, perhaps more
tangible, step in the political struggle. According to the expert
Vakhtang Margaryan, this created an exclusive situation where
statements really do become actions.

The opposition essentially offers two options for the authorities
power shift: incremental option and “package” option. The first option
is to conduct amendments to the Electoral Code as soon as possible,
aimed at the elimination of the majoritarian system, as well as the
holding of early presidential and parliamentary elections. Second
option may be to hold early presidential elections. In both cases,
the most important task of the opposition trio is to change the
political situation in the country avoiding upheavals.

Armenia’s defense ministry has accused Azerbaijan’s armed forces
of shooting down a military helicopter belonging to the separatist
Nagorno-Karabakh territory. Ethnic Armenians control the enclave in
Azerbaijan’s border.

Three people died, officials in Nagorno-Karabakh said on Wednesday.

Azerbaijan confirmed the shooting down an Armenian military helicopter.

“On November 12, an MI-24 combat helicopter attempted to attack
positions of the Azerbaijani army near Agdam district,” the defense
ministry in Baku announced in a statement on Wednesday.

“The helicopter has been shot down by Azerbaijani army,” the ministry
reported, adding that the debris fell on Karabakh territory.

Azerbaijan considers Karabakh to be illegally occupied by Armenians
ever since separatist authorities backed by Yerevan seized control
of the region after six years of fighting that left an estimated
30,000 dead.

Recent surge in tensions

The two factions had abided a ceasefire since 1994, but tensions
between Armenia and Azerbaijan have risen in recent months, resulting
in the deaths of dozens of Azerbaijani and Armenian soldiers in the
south Caucasus region.

Separatist authorities in Karabakh said a firefight that began after
the helicopter downing incident had continued.

The territory’s defense ministry reported that Azerbaijani forces had
downed their helicopter “while (it was) conducting a training flight
as part of military drills.”

The ministry added: “The enemy continues to intensively fire in the
direction of the incident’s site with different caliber small arms.”
