State commission to organize the arrangements in the framework of the
20th anniversary of earthquake held its 1st sitting

The first sitting of the state commission to organize the arrangements
dedicated to the 20th anniversary of the devastating earthquake in
Spitak was held at RA Government. The sitting was presided over by RA
Prime Minister Serge Sargsyan. The Prime Minister first presented the
main goals of the commission’s activity, noting that according to the
presidential decree, the activity of the commission will be targeted at
confirming the program of events dedicated to the 20th anniversary of
the earthquake by 15 January, 2008.

Mr. Sargsyan also noted that upon completion of the work, i.e. at the
end of 2008, the commission will have to sum up the work done and not
done in the direction of eliminating the consequences of the disaster.
He said this is important for the simple reason that although a great
work has been done, there are still many issues about which we must
speak publicly, and find solutions to the existing problems. `These
problems must not be solved exceptionally by the state. We are ready to
encourage the private sector as wee,’ said the Prime minister,
stressing the importance of the development of effective state-private
cooperation.

Members of the commission and MPs submitted a number of suggestions
which will be thoroughly discussed before confirmation.

of Armenia, disrupted the current regime’s plans and introduced a turn
in the socio-political situation in the republic. Therefore, he has
become a target for the pro-governmental media", Leader of the People’s
party of Armenia (PPA) Stepan Demirchyan told ArmInfo correspondent.

According to him, the PPA’s decision to support Levon Ter-Petrosyan’s
candidacy at the presidential election was conditioned by the
necessity to form a strong oppositional pole of political forces
in the country. "The PPA made a decision to support Ter-Petrosyan’s
candidacy taking into account the fact that the oppositional pole’s
formation was most possible around the first president, as well as
the fact that despite the difference in assessments, our approaches
coincide on the most important issues", said S.Demirchyan.

Among the most important issues Demirchyan noted the fight against
corruption, conduction of radical reforms, division of power and
business, detection of organizers of the act of terrorism in the
Armenian parliament on October 27, 1999. "A strong oppositional pole
has obviously been formed around the first president’s candidacy,
and the main electoral fight will be between Levon Ter-Petrosyan and

Baku denies the statements by Armenians, that the Armenians of the
Nagorno-Karabakh region have the right of self-determination on the
basis of the negotiations between Azerbaijan and Armenia, in the
regulation of the Nagorno-Karabakh conflict.

" Armenia considers the meeting in Madrid as one-sided, and an attempt
to the world to take its opinion as a fact. , said Araz Azimov,
the Azerbaijani Deputy Foreign Minister, during the briefing on
14 December.

Azimov said that the one-sided policy will not give any positive
results to Armenia. "Firstly, the discussions on the main principles
will be continued as no agreement has been achieved so far. Secondly,
the discussions will continue on the basis of the norms and the
principles of the international rights," Azimov said.

Azerbaijan does not seek for war with Armenia, Yerevan stated, but
wants to restore its territorial integrity. "Territorial integrity
was and will be the principle motive of Azerbaijan," Azimov noted.

The Deputy Minister added that "Even the implementation of the
principle of self-determination of the nation should not lead to
the breakdown, and always should be resolved within the territorial
integrity."

The conflict between the two countries of the South Caucasus began in
1988, due to the Armenian territorial claims in Azerbaijan. Since 1992,
the Armenian Armed Forces have occupied 20% of Azerbaijan, including
the region of Nagorno-Karabakh and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement, which ended
the active hostilities. The Co-Chairs of the OSCE Minsk Group ( Russia,
France, and the US) are currently holding peaceful negotiations.

Armenian embassy opened WAM WAM Abu Dhabi, Dec. 12th, 2007 (WAM)
– President Robert Kocharian of Armenia today opened his country’s
embassy in Abu Dhabi, in presence of senior UAE officials, diplomats
and members of the delegation accompanying the Armenian leader.

Speaking at the opening ceremony, Armenian officials praised the
progressive ties between the UAE and Armenia under the leadership
of President H.H. Sheikh Khalifa bin Zayed Al Nahyan and President
Kocharian.

They also thanked UAE for providing all facilities to set up the
embassy, the foundation stone of which was laid three years ago.

Following the Armenian flag hoisting ceremony, President Kocharian
toured the embassy building and inspected its different sections.

"The democratic and structural reforms implemented in our country are
quite compatible with the spirit and logic of the European development
model," Armenian Prime Minister Serzh Sargsyan said yesterday in
Strasbourg during the meeting with Council of Europe Secretary General
Tarry Davis. Davis greeted the Armenian top level official’s often
visits and meetings with the Council of Europe saying they are good
opportunities for discussions on prospects of cooperation.

The parties spoke about the upcoming presidential elections in Armenia
and underscored the role of the media in that.

Government information and public relations department informs that
during the meeting with the chairman of the European Parliament
Hans Gert Pottering Sargsyan reported that Armenia progressed in the
implementation of the European Neighborhood Policy action plan. The
prime minister said positive conditions in our country contributed to
that referring to the successful conduct of the parliamentary elections
and the legislative amendments in compliance with the constitutional
reform. The head of the Armenian government asked the chairman of
the European Parliament to send an observation mission to Armenia to
monitor the presidential elections in the country.

The office of the opposition newspaper Chorord Ishkhanutyun on the
Square of Sakharov was bombed last night. The director of the newspaper
Mher Ghalechyan told News Armenia the blast occurred at 4.30 pm. "The
blast was so powerful that damaged the metal bars of the windows and
the doors," he said.

There was nobody in the office at the time of the explosion, and the
consequences were discovered in the morning. He said the police is
investigating the incident.

Ghalechyan believes that the blast has a political motive. "I think
someone disliked an article in our newspaper and took revenge. We
are a political newspaper, and any similar attempt has a political
context," he said.

Friends and supporters of the Armenian National Committee – Political
Action Committee (ANC-PAC) joined together on Monday, December 10th
to attend an annual fundraiser held in southern California in support
of Congressman Howard Berman (D-CA). The Congressman, who serves
as the second most powerful Democrat on the House Foreign Affairs
Committee, has been a staunch supporter of Armenian American issues
in the 110th Congress. Congressman Berman represents over 600,000
residents of California’s 28th Congressional District (encompassing
a large area of the San Fernando Valley), a district that is home to
tens of thousands of Armenian Americans.

Last week the U.S. House of Representatives adopted the Genocide
Accountability Act authored by Congressman Berman. The Genocide
Accountability Act would close a legal loophole that prevents the
United States Department of Justice (DOJ) from prosecuting people in
our country who have committed genocide abroad. The Justice Department
has identified individuals who are or have been in the United States
that they suspect had an active role in the genocides in Rwanda,
Bosnia, and Darfur. Under current law, the Justice Department is
unable to interview or charge any of these individuals because DOJ
lacks jurisdictional rights. The Senate passed an identical bill in
March 2007. Because both chambers passed identical versions of the
bill, it will directly go to the President to be signed into law. The
Armenian National Committee of America was a proud supporter of the
Genocide Accountability Act sponsored by Congressman Berman.

The fundraising event for Congressman Berman, held at the Beverly
Hilton Hotel in Beverly Hills, drew a number of notable public
officials, including Democratic Presidential hopeful Senator
Barack Obama. Among those also on hand were U.S. Representatives
Lucille Roybal-Allard (D-CA) and James Costa (D-CA), California
State Controller John Chiang, State Senator Alex Padilla and State
Assemblymember Paul Krekorian.

"I was pleased to be on hand to share my appreciation for Congressman
Berman’s support for issues regarding Armenia that my family and
friends care so much about," remarked ANC-PAC supporter and Berman
constituent Serop Beylerian.

"I was proud to watch Congressman Berman speak in support of and
vote for the Armenian Genocide resolution when it came before the
House Foreign Affairs Committee on October 10th. Tonight I came to
this event to say thank you to the Congressman," commented ANC-PAC

Geneva (ENI). Christians are fleeing Iraq and Christianity risks
disappearing from the country, says a senior Baghdad archbishop,
reiterating appeals made recently to Western churches to intercede
with their governments about the plight of the Iraqis. "We do have
the courage of faith, the outpouring of love, but because of the war,
you see death and destruction, the manifestation of evil. Our people
are lacking hope, and so they are leaving," said Archbishop Avak V.

Asadourian of the Armenian Church of Iraq in an interview with
Ecumenical News International on 10 December.

He was interviewed in Geneva following a service at the headquarters
of the World Council of Churches, at which he said the four years
since the US-led invasion had been "the most difficult by far" of
his 28-year ministry in Iraq. Asadourian was attending a WCC meeting
centred on accompanying churches in conflict situations.

Young people "are faced each day with death and destruction, they are
faced each day with being kidnapped or facing the agony of having
a loved one who is kidnapped", the prelate told worshippers at the
service.

Despite the hardships, Asadourian, who leads the Council of the Heads
of the Churches in Baghdad, said the faith of the Christians in Iraq,
who are estimated to account for less than 3 per cent of the country’s
27.5 million people, has not wavered, although many reports have said
their numbers have dwindled.

"On the contrary, we have been steadfast in our faith," said the
archbishop. He recounted how a Syrian Orthodox priest had been
decapitated in the northern Iraq city of Mosul, apparently for refusing
to "adopt another religion". In the same city, a Chaldean priest and
his three assistants were shot dead in June this year a few metres
from their church.

"We have new martyrs in the church in Iraq," said Asadourian. "I
know of no one incident in the last four years where priests have
converted to another religion because they have been threatened,"
the archbishop stated, adding the same was true for lay people. "So
in Iraq the faith of your brothers and sisters in Christ is strong
enough to face martyrdom."

Nevertheless, "we are faced with the problem of the lack of hope,"
the archbishop said in his sermon. "Unless the churches in Iraq can
open small windows if hope then I am afraid that Christianity will
face a slow demise not only in Iraq but in the entire region where
Jesus Christ lived and worked," he said

"I pray that the churches in the West will be strong enough to have
a say in the corridors of power to remind those in power what they
promised for Iraq and that it is high time that the promise is
fulfilled," the archbishop told ENI. "We ask for peace, not only
for Christians, but for the entire Iraqi people, be they Muslim,
Christian or adherents of other religions."

In his interview, Asadourian noted that the churches in Iraq had faced
a conflict situation since 1980, with the outbreak of the war between
Iran and Iraq, in which many young Christian men enlisted in the army
had been killed. "After that came the Kuwait war – and what ensued
after that was the 13 year long embargo, which in itself was a war,"
said Asadourian. "Then we had the 2003 war – and after the cessation
of hostilities, we have this, the war against terrorism taking place
in the entire country."

Arthur Abraham, IBF category mid weight champion of the International
Box Federation could keep to his title of champion for the sixth
time in Swiss Basel town. Abraham won over representative of England
Weina Elkow subjecting him to technical knock-out. The Armenian boxers
knocked the English out already in the second round. Despite of that,
the British sportsman continued to fight. In the fifth round he was
knocked out for the second time and the judge stopped the game. So,
Arthur Abraham secured his victory with technical knock out.

This is 25th victory of Arthur Abraham and 20 games he finished with
knock out. The 27-year old boxer plans to take part in fights in USA
next year.

European Commission calls on Karabakh conflicts sides to support

cannot be a precedent for settlement of other conflicts, including the
Nagorno-Karabakh conflict,’ said Benita Ferrero-Waldner, the European
Commissioner for External Relations and European Neighborhood Policy.

EU official Wolfgang Ischinger said recently that West does not rule
out that Kosovo may be divided into at least two administrative and
territorial units.

`EU’s position on the Nagorno-Karabakh conflict is clear: we support
the mediatory efforts of the OSCE Minsk Group and encourage Azerbaijan
and Armenia to completely use its potential for peaceful
negotiations,’ she said.

According to Ms. Waldner, the European Commission calls on the sides
to support trust-building measures and is ready to render assistance
in reconstruction of Nagorno Karabakh in case the sides come to an
agreement.

`It is necessary now for the sides to undertake settlement of the
problem through talks,’ she said, Trend reports.
