THE STALINIST LOGIC OF THE ACTIVISTS OF THE ARMENIAN PAN-NATIONAL MOVEMENT

When, at the most heated moment of the electoral campaign,
L. Ter-Petrosyan put into circulation the expression "Mongol-Tatars"
with the purpose of compromising his political rivals, it seemed to
some people that he was still under the impression of the "Crusaders
of Kilikia", that’s why, recalling the plunders of the Mongol-Tatars
(XIII-XIV centuries), he is now making lame attempts of associating
them with the present-day reality.

However, when L. Ter-Petrosyan’s co-thinkers use concepts
characteristic of the medieval age, one begins to remember when and
by whom the term "Mongol-Tatar Fascism" was first used on the pages
of "Hayk" newspaper, the official organ of the Armenian Pan-National
Movement.

The thing is that the propaganda technology laying the foundations
of the "science of hatred" with the help of drawing parallels between
the Mongol-Tatars and the Fascists has a concrete author.

And that person is Joseph Visaryonovich Stalin, the "Great Father" of
the peoples. In a speech delivered on the radio at the very beginning
of the Great Patriotic War, he advanced the idea that the fascists’
attack on the Soviet Union was fraught with the prospect of reinstating
the century-old Mongol-Tatar yoke in the country.

The propaganda method of attributing the archetype of the "Golden
Horde" (well-known to almost all the peoples of the Soviet Union,
especially the Russians) to the German Fascists worked perfectly well,
serving as a basis for numerous literary works, including songs,
in which the idea of leading a deadly struggle against the "horde –
the evil fascist force", was represented as a sacred task.

By trying to develop and "enrich" the archetype of the "Mongol-Tatar"
state, the proponents of L. Ter-Petrosyan are actually putting
J. Stalin’s well-known ideas into circulation.

A question arises as to what relationship all this bears to the
present-day reality and who currently poses a threat to the physical
existence of our people to make us ignore the concepts "space" and
"time" and artificially link together the characteristic features of
the XIII-XIV century Mongol-Tatar khans and the XX century fascists
and shift them to the political arena of the Third Armenian Republic
with the purpose of instilling unlimited hatred in our people.

And the "criminal-police" system which has inherited the structure
of the Mongol-Tatar khanate and the ideology of fascism turns out to
be the ‘hated organization’ in our reality.

However, our country really has a system engaged in intimidating
the citizens and creating an atmosphere of fear, how come that the
correspondent of "Hayk" dares to call the things by their real
names? If we really lived in the era of "Mongol Tatar Fascism",
the authors of such characterizations would be forced to sit on
stakes or, at best, be moved to "gas chambers" by the use of fascist
methods. Whereas, the theorists of "Mongol-Tatar" fascism are currently
free and are able to preach not only democracy but also the Stalinism.

The main peculiarity of Stalinism is the instilment of universal
hatred not only in the external but also the "internal enemy". The
unlimited hatred which the proponents of L. Ter-Petrosyan are currently
trying to instill in society is like an ordinary boomerang. Therefore,
the expression "Mongol-Tatar fascism" produces the boomerang effect,
returning to them in the form of the "science of hatred" characteristic
to the Stalinist period. And this is no longer a "science fiction"
dividing the two phenomena (the Mongol-Tatar yoke and fascism)
from each other by a long interval of 7 centuries; it is rather the
present-day perception of the in-depth unity of the Soviet Stalinism
and the German Fascism, ideologies that existed in the middle of the
XX century.

Thus, the propaganda of universal hatred is gradually transforming
the pro-Ter-Petrosyan democrats into pro-Stalin activists, bringing
them closer to fascism.

Armenian Foreign Minister Says Recent Presidential Elections Record

ARMENIAN FOREIGN MINISTER SAYS RECENT PRESIDENTIAL ELECTIONS RECORD DEMOCRATIC PROGRESS

YEREVAN, June 4. /ARKA/. Recent presidential elections in Armenia
recorded democratic progress as compared to the previous election
processes, Armenian Foreign Minister Edward Nalbandyan said.

"To this testifies the recent OSCE report whose observation mission,
representing the ODIHR, monitored the election processes in Armenia,"
the minister told a news conference.

The minister said the elections process, in which Serge Sargssyan won
with 52.82% votes, met all of the country’s international commitments.

Nalbandyan believes Armenia will only benefit from the comments
provided by international organizations on Armenian elections.

"It’s a good thing these organizations have fixed the shortcomings in
our election process. We are considering their comments and working to
eliminate the shortcoming. The way Armenian authorities are approaching
the issue is highly important. It will help bring the next elections
closer to the international standards," Nalbandyan said.

The minister stressed that on April 25 a president-affiliated task
group was set up to see to the implementation of the PACE resolution
1609 on democratic institutions in the country. He said Armenia has
already recorded tangible progress here which has been confirmed at
the meetings with the representatives of various European structures.

Nalbandyan said the task group has already done a good job, namely,
important legislative amendments were passed in the first reading,
special committees were set up, and cooperation with international
experts, including those from the Venice Commission, was given a
start. The minister confirmed the willingness of the authorities to
go through the reforms.

New exhibition documents history of Turkish currency

Yapı Kredi Bank is showcasing an exhibition exploring the
history of paper money in Turkey from the Ottoman Empire to the
present at the Yapı Kredi Culture Center`s Vedat Nedim
Tör Museum.

Titled `İmparatorluktan Cumhuriyete KaÄ?ıt
Paranın Ã-yküsü’ (The Story of Paper Money
from the Empire to the Republic), the exhibition in İstanbul
showcases a number of very important collections of Turkish currency
and includes around 500 exhibits. The pieces on display come from the
private collections of Mehmet GacıroÄ?lu, Tunç
Buyurgan, Haldun Akayaz, Mehmet Tezçakın, Rıfat
Dönmez and Güçlü Kayral as well as the
Yapı Kredi Bank, Ottoman Bank Museum and Mint collections.

Curator Güçlü Kayral says everyone feels the urge
to hoard and that collectors simply act on this impulse in a more
systematic way, constructing a history. `This exhibition is a very
important chance for collectors to share their collections with
others. Thanks to the Mint manager, we had the chance to showcase
paper bills that had not been seen for ages,’ Kayral told Sunday`s
Zaman.

Covering a period of 168 years, the exhibition sheds new light on
Turkey`s economic history. The most important pieces in the exhibition
are the Ottoman Empire`s first paper bills, released in 1840 to
finance the Tanzimat era reforms. Kayral explains that the bills on
display are the only remaining examples from this period in the
world. They were all written by hand in a special language used by the
Ottoman state and feature the sultan`s seal.

`During the Ottoman Empire, paper bills were always used as a way of
overcoming periods of crisis,’ Kayral explains. `After some time new
bills were released for the Crimean War, then the 1893 war and then
World War I,’ he adds. With the Crimean War came the empire`s first
foreign debt, which it was unable to repay.

In this problematic economic process, the absence of coins caused
serious problems, making it difficult for citizens to buy and sell
goods. They were thus forced to come up with their own solutions: In
the 1870s churches began to release their own bills in order to
collect money for candles and donations. After some time these became
commonly used, and then municipalities began releasing their own
bills.

There were also people who printed their own money when they needed
it. Enver Pasha released his own money during the Tripoli
campaign. Esat Pasha did the same in Albania. During World War I, the
British brought their own money, printed in both English and Ottoman
Turkish, to Gallipoli, because they were so confident of their
victory. Together with examples of the currencies mentioned above, the
exhibition also includes multilingual bills in Greek, Armenian, Hebrew
and Ottoman Turkish. The first bills of the Republican era, bearing
the image of Atatürk, just as today`s Turkish currency does,
and then later those with an image of President İsmet
İnönÃ& #xBC; are also on display. One intriguing section
features a number of forgeries — a problem as old as money itself.

Å?entürk explains that in order to present the exhibition
to the public in the best possible way, they requested help from
people who knew the topic best. `Professor Ali Akyıldız
was our academic adviser on the history of the economy. We also
showcase his and Güçlü Kayral`s texts together
with the paper bills,’ she noted.

Open weekdays 10 a.m. to 7 p.m., Saturdays 10 a.m. to 6 p.m. and
Sundays 1 p.m. to 6 p.m. until Aug. 31.

The Consulate General of the Republic of Armenia (RA) in Los Angeles
and the Armenian American Chamber of Commerce envisage a conference
"Doing Business with Armenia," which will be held on September 16 at
the World Trade Center in California. The event will aim at promoting
bilateral trade and investments between Armenia and California. The
event will focus on three sectors of Armenia’s economy: tourism,
banking/finance, and pharmaceuticals.

The Conference is organized under the auspices of the Consulate General
of the Republic of Armenia in Los Angeles, Ministry of Economy of the
Republic Armenia and Armenian American Chamber of Commerce.

participated in two important historic commemorations – for the Pontian
Genocide and the Rwandan Genocide victims. On May 18, the Brotherhood
Pontian of Toronto organized a memorial for the 353,000 Pontian Greek
victims of atrocities perpetrated by the Turkish government from 1916
to 1923.

Among the 350 people who attended the commemoration were a high-ranking
Greek Cabinet minister, a member of the Greek parliament, and
representatives of the department of foreign affairs of Greece,
the ANCC told PanARMENIAN.Net.

The memorial was held at St. Dimitrios Greek Orthodox Church in
Toronto.

The keynote speaker Michael Charalampidis, author, and member of the
executive committee of the International Association for the Rights
and Liberation of Peoples, emphasized the imperative for Pontians
around the world to organize and to become more politically active
in the international recognition of the Pontian Genocide.

Furthermore, he said he appreciated and valued the pioneering work of
the Armenian National Committee and the Armenian people, at large,
in their political activism and in paving the way for the Pontian
community to follow in their footsteps.

Aris Babikian, executive director of the Armenian National Committee
of Canada (ANCC), urged the international community and governments
"not to be selective in their condemnation, as their political and
economic interests dictate, but to bring to justice the Turkish
genocide perpetrators and their accomplices. Today the Turkish
government, encouraged by the international community’s silence, is
not only denying the Armenian, Pontian, and Assyrian Genocides and
continuing its illegal occupation of Cyprus, but it has also launched
a genocide against the Kurds."

Babikian said it’s "imperative for us to stand united in solidarity,
to remind the world of the Turkish government’s past and present
crimes, and to demand that the international community to stop its
appeasement policies towards a fascist and racist Turkish government
which has the distinction of being the world’s worst perpetrator of
crimes against humanity."

Babikian reminded the gathered that the "rampant extreme nationalism,
prejudice and xenophobia in contemporary Turkey is an ominous sign
and a reminder of the climate which existed in Turkey in the early
20th century."

He added that Canada and the international community can send a
clear and unequivocal message to the Turkish government that the
international community will not tolerate such inhuman treatment
of our fellow human beings and will not allow the genocide denial
machine to operate with impunity.

On April 4, the ANCC participated in a press conference at the Gatineau
city hall to commemorate the 14th anniversary of the genocide of
Rwanda’s Tutsi minority. The press conference was organized by the
HUMURA Association, with the participation of the Canadian Jewish
Congress, the Association of Darfur, and ANCC.

Genocide denial was the theme of the press conference.

At the end of the conference the participants signed a letter bringing
to the attention of the Right Hon.

Stephen Harper, the Prime Minister of Canada, that "genocide deniers
hide behind the veil of dubious scholars of the ‘truth’ who increase
the agony of the victims’ wounds that have never healed… While Canada
rightly protects fundamental liberties, including the liberty of
expression, we strongly believe that genocide deniers should never
enjoy constitutional guarantees to propagate heinous and racist
speeches targeting specific ethnic groups in Canada."

Babikian said that he considered it ANCC’s privilege and honor to
participate in the gatherings to "show our friendship with other
genocide victim nations. We, the survivors of similar heinous crimes,
or the descendents of those who survived, must unite to remind the
international community that such crimes will not be forgotten,
denied or be allowed to be repeated. We owe it to our martyrs who
paid the ultimate price for intolerance, xenophobia and hatred."

A CONCERT DEDICATED TO "ARMENIA" ALL ARMENIAN FOUNDATION

Recurrent concert of "National Gallery" 4th international music
festival dedicated to "Armenia" All Armenian Foundation was held in
the hall of wall painting of the National Gallery.

Winners of RA President annual contest pianist Lilit Grigorian
("Instrumental performance" nomination) and Asatur Bavdzian ("Singing"
nomination) opened the concert.

Alumni of "Jan and Alber Poghosians" art school of Gyumri, M.Tavrizian
art state college of Vanadzor and N.Tigranian art school of Gyumri
also delivered performances.

The second part of the concert was given to the State Chamber
Orchestra of Armenia (artistic director and principal conductor Aram
Gharabekian).

After the concert "Azg" daily had a conversation with Jan Poghosian
and asked to share feelings after the performances.

"Pride. A strong sense of responsibility for being useful to our
youths that invest their capacities and efforts in spheres of science,
education and culture of our nation, to those who become ambassadors
of our nation with their talent and knowledge. I am excited about this
wonderful concert and I send my warmest words to the organizers of
it. I am proud and I say Bravo".

It’s worth to mention that the concert was organized by RA Culture
Ministry, National Gallery of Armenia, "Arts Gallery" culture
foundation and general sponsor "Vivacell".

722 MILLION DRAMS INVESTMENT IN REGIONS

-In the series of events supporting small and average
enterprises in 2006 a component part has been drafted
to provide financial support to the starting
businessmen,- said Ishkhan Karapetyan, the head of
-SAE Development National Center of Armenia- in a
press conference with the journalists today. He said
that it is a special project being implemented only in
the regions and it gives a chance to a starting man to
manage his business from the very beginning.

According to him in 2007 the center has implemented
projects for the starting businessmen. -13 projects
have been implemented and 201 starting businessmen
took part in it, 51 of them received state
registration and started their own business. Those 51
managed to create 83 new working places,- he said.

YEREVAN, MAY 26, NOYAN TAPAN. The RA National Assembly, at the special
sitting convened on May 26 on deputies initiative adopted the 13
bills and legislative packages discussed on May 22, the last day of
the regular four-day session. Packages of bills On Fighting Money
Laundering and Financing of Terrorism, On Asset Securitization and
on Securities Provided with Assets and the bill On National Debt were
adopted in the third reading and completely. The latter, in particular,
stipulated that as of December 31 of the given year the national debt
should not exceed 60% of GDP of the previous year in RA.

The package of bills On Peculiarities of Administrative Examination
On Cases of Violations of Traffic Rules Revealed with Videoing or
Photographing Devices was adopted in the second reading, as well
as amendments and addenda were made to a number of valid laws and
codes in the first and second readings. In particular, according to
the amendments made to the valid law On Approving Annual and Complex
Programs of Restoration, Preservation, Reproduction, and Use of Lake
Sevan’s Ecosystem, the maximum annual amount of water outlet from Lake
Sevan for the purpose of irrigation is set 285 million sq.m. instead
of the current 170 million sq.m.

The parliament also ratified the agreement On Administrative Mutual
Assistance between the RA Government and Georgian Government signed
on October 15, 2007 in Yerevan.

Russia attempts to conduct diversified policy regarding Armenia
and Azerbaijan, consider Sergey Markedonov, chief of department of
problems of international relations under the Institute of Political
and Military Analysis.

"I think the choice has already been done. Azerbaijan is called the
strategic ally and Azerbaijan is strategic partner of Russia. The word
"ally" has a shade of greater closeness. By military and economic
parameters Russia is closer to Armenia", said the Russian political
scientist to journalists in Yerevan on May 23.

Markedonov noted that Azerbaijan and Russia also have common problems,
which are Daghestan border and Caspian problem, which can not be
settled without Azerbaijan.

According to him, "in case military actions in Nagorno Karabakh are
renewed, it will be difficult for Russia to decide".

"This will be a terrible situation, as Russia will need to make a
choice and I fear it will not be so correct. Of course, we would not
like to make a choice", said the political scientist.

At the same time, Markedonov noted that possibility of renewal
of military actions exists due to the active process of conflicts
unfreezing on the post-Soviet area, which is promoted by the situation
in Kosovo.

A DELEGATION REPRESENTING HIS HOLINESS WITH MUFTI KABBANI

A delegation from the Catholicosate of Cilicia composed of the Primate of
the Diocese of Lebanon Bishop Kegham Khatcherian and Bishop Norayr Ashekian,
visited the Mufti of the Republic, Sheikh Mohammed Kabbani on May 22. During
this visit on behalf of His Holiness Aram I, the delegation expressed the
solidarity and support of Catholicos Aram I for Mufti Kabbani’s efforts in
solving the Lebanese conflict through dialogue.

The two sides considered coexistence and cooperation between the Lebanese
communities as a priority for the establishment of mutual respect and trust.
Mufti Kabbani conveyed his brotherly love and respect to Catholicos Aram I
and highlighted the role of the Armenian community and particularly His
Holiness in inter-faith initiatives, especially in the context of
Christian-Muslim dialogue.
