accused Russian special forces of the explosion in Abu Bekir mosque.

"When interviewed immediately after the explosion, I said that it
is likely to be prepared by Russian special forces. And today when
the official bodies of the country put the responsibility on "Forest
Brothers", I got added evidence that I was right," he said.

This terrorist act has nothing to do with religion, according to him.

"It is now possible to state that terror acts were committed by Russian
special services to further encourage separatist movements inside
the country, but this time under the flag of Islam, destabilize the
country on the threshold of the presidential election, again remind
of the fundamentalist Iran and initiate attack by the United States,"
he said, Day.az reports.

The August 17 explosion in Abu Bekir mosque killed 2 and injured 11.

Interview with the Director of the Center of Expertise of Health
Ministry Shota Vardanyan.

"Mr. Vardanyan your clarifications given during the last session
of the NA Temporary Committee Investigating March 1-2 developments
gave grounds to various contradicting commentaries by different Mass
Media. Particularly it was mentioned that the number of the injured
given by you don’t coincide with the data of the police."

"Before speaking about the data possessed by the police I would like
to touch upon the issue of the number of victims. We had 10 cases of
victims, from which 8 died on March 1-2 and 2 died in the hospital
40 days later.

That is to say 8 people died on March 1-2 and passed the post mortem
examination after two days and two of the victims – Tigran Abgaryan
and Samvel Harutyunyan suffered for more than a month.

Tigran Abgaryan -the second serviceman who became the victim of March
1-2 developments (Hamlet Tadevosyan was the next one), died on April
11 and 8.00 p.m. and next day passed the post mortem examination.

As for civilian Samvel Harutyunyan, he also died on April 11 and passed
post mortem examination on April 13. The photos clearly show that
they have been injured by blunt tools. He was taken to the hospital
on March 1, 10.10 p.m., in the state of unconsciousness. Which means
we didn’t see him immediately, he has been shifted to our center from
the 3rd clinics.

He suffered a very serious brain injury, which is clearly shown in the
photo. By the way we have submitted all the photos to the temporary
committee. But they have taken the putrid spots for injuries."

severely."

"There have been no signs of being beaten. It is a post-death process.

managed to keep him alive for a long period of time."

"There have been mutual accusations of using guns during March
1-2 developments, what can you say in this regard? Do the injuries
received by the policemen prove that the demonstrators have really
used guns? Is it possible to clarify by examination what type of guns
have been used?"

"During the previous months the 87 policemen were under stationary
medical care, and 111 policemen have been investigated, the total
number of the investigated policemen made up 198, from which only 21
have not been injured. You have got the exact day and time of their
medical investigation.

Some of them have been investigated when they were in the hospital,
the other came later.

We can also give20exact information about the citizens who passed
forensic investigation in our center. 14 of those citizens were under
investigation in ambulatory circumstances and 2 citizens were in normal
health state. Six citizens received serious gun injuries. As regards
the policemen who passed medical investigation – one of them received
serious gun injuries the other 25 were injured by a blast. Only 7
citizens received blast injuries of serious and average gravity."

"Let’s return to the type of the guns. Does the Scientific Medical
center of forensic examination have the possibility to identify the
type of the guns?"

"We have taken the photos of the bullets and handed them over to the
law enforcers. It is very difficult to say exactly what type of guns
has been used. And we are not competent. We can only say that we have
found a certain metallic bullet of this or that color and we give it
for investigation.

After all there are certain departments in the Ministry of Justice
that can identify the type of the guns."

"One clarification! Can you identify the injuries received by
"hedgehogs?"

"Of course no. It is not possible to exactly say that this or that
injury was received by "hedgehogs". But if there are speculations
in this regard you can bring certain specialists who can prove 100%
that some injuries were received by "he dgehogs." Though we have
certain cases that clearly show that."

The Georgia-Russia crisis offers Turkey "a unique chance to bolster its
regional clout, check Russian and Iranian influence and help secure the
flow of Western-bound oil and natural gas from former Soviet Central
Asia and Azerbaijan," writes Amberin Zaman in an August analysis for
the German Marshall Fund of the United States.

To this end, the ‘Caucasus Stability and Cooperation Platform’ proposed
by Turkey in response to the post-war climate is "a step in the right
direction," according to The Economist’s Turkey correspondent.

But "one glaring hitch" is that the country does not have formal
ties with Armenia, fears Zaman, while some have described the plan
as "an empty gesture" which is "vague and lacking in substance"
and designed to allow Turkish PM Recep Tayyip Erdogan "to burnish
his credentials as a statesman and hog the international stage".

Nevertheless, the author argues that the initiative could prove useful
for improving Turkey-Armenia relations, which is "clearly in Turkey’s
interests" despite "formidable diplomatic obstacles".

Zaman believes the Georgian conflict has "starkly illuminated" the
need for all the region’s players "to rethink the status quo". For
example, re-opening its railway to Armenia would help Turkey avert
"a looming [humanitarian] crisis" in that country and allow aid to
reach Georgia, she argues.

Ethnic and religious ties mean that Turkey’s foreign policy has long
favoured Azerbaijan over Armenia, explains the author. Nevertheless,
she claims there is "growing recognition in official circles that
isolating Armenia is hurting Turkey without necessarily helping
Azerbaijan".

She asserts that "Turkish and Armenian diplomats have been holding
secret talks" that "could lay the ground for re-establishing diplomatic
ties" between the two countries, but warns that Turkey will require
Armenia to stop backing its diaspora’s campaign for international
genocide recognition and declare "that it has no territorial claims"
on Turkish soil if this is to happen.

Ultimately, the views of Turkish army will have a decisive impact
on the chances of any rapprochement with Armenia, concludes Zaman,
who interprets their current silence as a good sign.

Abdullah Gyul To Arrive In Armenia

In an interview with the journalists, Turkish Prime Minister Tayip
Erdoghan said that Mr. Gyul will leave for Yerevan by the invitation of
Armenian President Serge Sargsyan to watch the football match between
the Armenian and Turkish representative teams on the 6th of September.

After this assertion, several Turkish Parliamentarians belonging to
the ruling "Justice and Development" party (JDP) submitted requests
to the leadership of the JDP faction for obtaining permission to
leave for Yerevan.

The leadership of the ruling parliamentary faction was to pass a
decision on the MPs’ desire yesterday evening, during the session of
the Central Administrative Council.

Mr. Erdoghan has said that during his visit to Armenia President
Abdullah Gyul will be accompanied by Foreign Minister Ali Babajan.

publish their literary and research works.

During the two-year activity of the Fund four volumes have been
published: Vartan Matiossian’s Haravayin Goghmn Ashkhari (The Southern
Side of the World); Hagop Tcholakian’s Andioki Mertsaga Roudgi Hovidi
Hayere (The Armenians of the Valley of Roudge near Antioch); Dr. Saleh
Zahreddine’s Hayots Yegeghetsvo Teragadaroutyoune 1915-i Tcharteroun
(The Role of the Armenian Church in the Massacres of 1915); and the
most recent volume mentioned above.

It is mentioned that before being published all the works should be
certified by the jury and then sent to printing as Richard and Tina
Carolan Publishing Fund’s new volumes.

Day.Az held a blitz-poll among famous Azerbaijani political scientists
regarding the upcoming visit of Turkish President Abdullah Gul
to Armenia.

Famous political scientist Eldar Jahangirov:

"It is an undoubted axiom that leaders of every country ought to care
about the national interests of their country. In this connection,
the decision of Turkish President Abdullah Gul to visit Yerevan to
watch a football match between the teams of Armenia and Turkey is a
bright illustration of official Ankara’s protection of the national
interests of Turkey.

But I think that the decision of the working leadership of Turkey is
a mistake in the strategic sense, as no one in Yerevan has ever said
that Armenia would disavow the idea of recognition of the "genocide"
of Armenians in Osman Turkey, which implies possible further material
and territorial claims by Armenia and world Armenians. We just hear of
Armenia’s readiness for a dialogue with Turkey, which is an unstable
ground for optimism and even so more for such apparent steps towards
Armenia, which are made by the working leadership of Turkey.

Famous political scientist Zardusht Alizade:

"I approve the decision of Turkish President Abdullah Gul, who
accepted the invitation of the Armenian President to attend the
Armenia-Turkey football match in Yerevan, as, thus, Turkey will have
more opportunities to influence the progressive part of the Armenian
society, which speaks for the normalization of the Turkish-Armenian
relations. I am sure that after Abdullah Gul’s visit to Yerevan the
voices of those, who support normalization of Turkey-Armenia relations
will sound stronger.

As for Azerbaijan, we should have got rid of illusions that someone,
in this case, Turkey, will settle our problems, in this case the
problem of the Armenian-occupied Azerbaijani lands.

Azerbaijan and Turkey are two different states and our national
interests also differ. Turkey is currently holding an external
policy, which is profitable to it. Nagorno Karabakh and all other
occupied lands is our own, Azerbaijani business, it is our mirror,
which reflects our idea of honor and dignity"

Famous political scientist Vafa Quluzade:

"Today the South Caucasus region reminds of a boiler with muddy water
and it is difficult to single out a grain in this water. The visit of
Turkish President Abdullah Gul is also thus contradictory and covered
with a veil of secrecy.

It is only left to guess about the real motives of this step of
the current leadership of Turkey. If Turkey makes these steps under
Russia’s pressure, which promises economic benefits in a form of energy
supply, flow of tourists and other bonuses to it, it is frustrating,
because I understand personally that Armenia is an edge, Russia is
targeting at Turkey with. It is also clear that Armenians hate Turks
genetically, accusing them of organization of a mythical "genocide"
in Osman Turkey in 1915. Armenians’ outlook can not change in the
result of the only visit of the Turkish President to Yerevan.

Moreover, we all remember well that Turkish leaders, including the
working ones, have repeatedly stated that official Ankara has nothing
to speak of with official Yerevan unless the latter releases the
occupied lands of Azerbaijan.

Unfortunately, we see that times change and it makes us think that
Turkey treats Azerbaijan as a stepson, while we, in Azerbaijan,
would like to see a mother in Turkey’s face. Therefore, we hope that
Abdullah Gul’s visit will finally be in favor of not only Armenia
and Turkey, but also Azerbaijan. For this purpose it is necessary
for Armenia to disavow the idea of recognition of 1915 "genocide"
and agree to return all the occupied lands of Azerbaijan, coming back
to the Caucasus family and rejecting the status of "Russia’s outpost
in the Caucasus", which is disgraceful for an independent state.

Famous political scientist Rasim Aghayev:

"The whole policy of a thaw in the Armenian-Turkish relations has a
hidden motive. The thing is that Erdogan’s government, with all its
achievements, is in a vulnerable state. The thing is that Islamists are
still not accepted either in the United States or in Europe. Therefore,
the attempts of Erdogan’s government to change opinion about them out
of Turkey’s bounds are not surprising. Unfortunately, in the result,
it turns out that the current leadership of Turkey is turning into
"a greater Catholics than the Roman Pope".

Unfortunately, most actions of the working leadership of Turkey are
astonishing. They are understandable and suitable for the United States
and Europe, which put pressure on Turkey in the issue of restoring
good neighbor relations with Armenia, but are surprising for Turkey,
which was used to base on the national interests of the state and
these interests do not attribute excessive naivety to official Ankara
in building its relations with Armenia, which is currently in a poor
economic state, but has not yet disavowed the idea of recognizing the
"genocide of Armenians" in the Osman Turkey and has not released the
occupied lands of Azerbaijan, though these terms were put forward by
official Ankara as critical ones for initiation of a dialogue with
official Yerevan.

It seems to me that after Abdullah Gul’s visit to Yerevan, the
relations between Armenia and Turkey may improve which will worsen
Azerbaijan’ state, for, in this case, we will be left without a
strong partner in the region, while Armenia can always count on
Russia’s support".

Famous political scientist Ilgar Mamedov:

"The visit of Turkish President Abdullah Gul is a positive step, which
in the new conditions, established in the South Caucasus following
a new, tough phase of tensions in the Georgian-Russian conflict,
may change the geopolitical construction of the region.

After the rupture of diplomatic relations between Georgia and Russia,
Armenia is even in a greater isolation. All conditions for further
development and security of Armenia will further be challenged, for
Georgia was a kind of a "window" to Russia for it. Now Georgia has no
diplomatic relations with Russia and is closely bound to Azerbaijan
and Turkey by its geopolitical and economic interests. But it would
be inexpedient for such a small state as Armenia to bind its future
only on the border with Iran. Armenia’s such a shaky position will
allow Turkish leadership to persuade the leaders of this country of
the destructiveness of the way for self-isolation.

Gul will try to explain to Armenians that if they disavow the
territorial claims to Azerbaijan and Turkey, Armenia will be able to
benefit from the regional economic and political cooperation".

On August 29 Serzh Sarkissian signed a decree on appointing Vasili
Ghazarian Ambassador Extraordinary and Plenipotentiary of the Republic
of Armenia to the Republic of Kazakhstan (seat in Astana).

According to another presidential decree Vladimir Badalian was
appointed Ambassador Extraordinary and Plenipotentiary of the Republic
of Armenia to Turkmenistan (seat in Ashkhabad).

On the same day Serzh Sarkissian signed a decree on designating
Vakhtang Abrahamian member of the Board of Directors of the RoA
Central Bank for the term of five years.

The decree comes into force from September 1, 2008.

Hrayr Karapetyan said at today’s press-conference in Hayatsk club.

He also added that the last events in Georgia have shown that the
war way has no prospect. Touching on Armenia’s possible recognition
of Abkhazia and South Ossetia he said Armenia must not hurry in this
matter. ‘The CSTO summit will take place on 5 September. We have to
wait for the statements made at the summit and then make conclusions’,
