Azerbaijan stands against Islamists

The fifth-floor office of Azerbaijan’s president, Ilham Aliyev,
offers a breathtaking view of the Caspian Sea. In the distance,
beyond the oil platforms that are turning this nation of 8 million
into a rising energy powerhouse, lies a resurgent Russia. As the
United States struggles for ways to counter Russia’s invasion of
Azerbaijan’s neighbor Georgia, Washington should consider elevating the
U.S. relationship with Azerbaijan into a broader partnership. Within
this increasingly important geostrategic region, Azerbaijan is by far
the most stable nation, and it has acted with utmost responsibility
toward its neighbors, despite legitimate historic grievances.

Eighteen years ago, Soviet troops entered Baku to put down the nascent
movement for freedom and independence under the guise of "combating
Islamic fundamentalism." On that bloody January afternoon in 1990
all hopes for this secular Muslim nation seemed to have died.

Today, Azerbaijan is a vibrant, independent state, raising itself
from the ashes of the totalitarian Soviet system to make the arduous
transition to democracy. The challenges this young country has faced
include preserving its independence from neighboring Iran and Russia
and dealing with economic dislocation and unemployment. Others range
from a lack of exposure to democratic institutions and an independent
judiciary to the lack of infrastructure for transporting its natural
resources to world markets. In addition, there is Section 907 of the
Freedom Support Act that prevented any direct U.S. assistance to
Azerbaijan. Baku also seeks a peaceful solution to the continuing
conflict with Armenia over the territory of Nagorno-Karabagh and a
way to relocate 1 million citizens internally displaced as a result
of the war with Armenia.

Throughout these difficult years, and despite Section 907, Azerbaijan
has remained a steadfast friend and ally of the United States. This
partnership strengthened after the tragic events of September 11,
2001, because of shared goals and values.

When President Bush said, "You are either with us or against us,"
Azerbaijan’s response was unwavering: "We are with you." Hours after
the attacks on the World Trade Center and the Pentagon, Azerbaijan’s
late president, Heydar Aliyev, invited the U.S. ambassador to
his office to express his condolences and offer his country’s
full support. Today, Azerbaijan stands with America in the global
war on terrorism. Its troops are serving in Afghanistan, Iraq and
Kosovo. Azerbaijan is also cooperating with the United States to choke
off funding for terrorists. U.S. military aircraft have the right to
fly over the territory of Azerbaijan to accomplish their missions in
Afghanistan, and they also can land in Azerbaijan.

The uninterrupted exploration, development and transportation of
Caspian Sea oil and gas reserves to international markets is a
goal shared by both Baku and Washington. The BTC pipeline connects
the Mediterranean with the heretofore landlocked but energy-rich
Caspian Sea. In addition, Turkey, Greece and Italy have signed an
agreement to import natural gas from Azerbaijan. Thus, the flow of
oil and natural gas from the region to international markets allows
for a diversification of world energy supplies. The transformation
of Azerbaijan into the main transport corridor of the region has
elevated the strategic significance of this country.

The notion of religious tolerance is another factor that binds the
two counties together. Mr. Aliyev, 47, sees no conflict between
Azerbaijan’s Shi’ite Muslim identity and a secular government. He
points out that, "Islam is our faith and is firmly rooted in our
hearts and in our deeds but not on the streets and in our politics." A
firm dedication to secularism has enabled Azerbaijan to maintain
diplomatic relations with Israel despite pressure from Iran’s
Islamic regime to cut off its ties to the Jewish state. Religious
minorities in Azerbaijan are able to practice their faith in their
houses of worship free from any harassment. In short, Azerbaijan has
not allowed its Muslim heritage to be hijacked by clerics and turned
into an instrument of destruction.

When John McCain or Barack Obama becomes America’s 44th president,
entering into a "strategic grand bargain" with the small but strategic
country of Azerbaijan in the oil-rich Caspian Sea region should be a
top foreign-policy priority. Specifically, the next president should
make the resolution of the Nagorno-Karabagh conflict a priority of
American diplomacy. The United States should use its good will to
bring Armenia to the negotiating table for a final settlement of this
conflict – resumption of which can negatively affect the flow of oil
to the United States from the Caspian Sea region.

While it is important for Washington to support Georgia, long-term
U.S. interests call for entering into strategic alliances with stable
countries and responsible leaders. Azerbaijan is one such country.

NATO Military Exercise To Kick Off In Armenia

NATO MILITARY EXERCISE TO KICK OFF IN ARMENIA

Cooperative Longbow 08/ Cooperative Lancer 08 (COLW/COLR 08) NATO
exercise will launch in Armenia September 26 within the framework of
"Partnership for Peace" program, NATO Information Centre in Armenia
reported.

The exercise will last till October 21.

The aim of COLW/COLR 08 is to improve the interoperability of NATO and
other forces. The exercises will involve approximately 1100 service
members from 7 NATO nations, 12 Partnership for Peace (PfP) nations,
as well as other partner nations, and ICI member United Arab Emirates.

The exercise will be conducted in Armenia. The scenario will be based
on a United Nations (UN) mandated NATO-led Crisis Response Operation
(CRO).

Involving 1100 military personnel from 21 nations, COLW/ COLR 08
will provide a visible demonstration of NATO’s ability to conduct
a complex and dynamic operation aimed at the interoperability of
NATO and partner forces. COLW/ COLR are aimed at providing a good
balance between NATO’s training requirements and PfP/ ICI’s training
needs. NATO’s real-world operational experiences will be incorporated

COLW will be a Command Post exercise with a Multinational Brigade
Headquarters as Primary Target Audience (PTA) and unit and sub-unit
Response Cells as Secondary Target Audience. The exercise aims at
teaching and training basic NATO staff skills and procedures20to
qualify participants to participate as individual augmentees in NATO
exercises and/or deployments.

COLR will be a Live Exercise/ Field Training Exercise with a
Multinational Battalion and Companies as PTA. Aim of this exercise
will be to improve military interoperability at individual and
multinational small unit level through improving and exchanging light
infantry skills while exercising in a variety of CRO settings.

Regulations Of Public Council Sent To Armenian President

REGULATIONS OF PUBLIC COUNCIL SENT TO ARMENIAN PRESIDENT

YEREVAN, SEPTEMBER 24, NOYAN TAPAN. The newly created regulations
of the Public Council under the Armenian president were recently
presented to Armenian President Serzh Sargsyan and sent to his legal
service for examination. Garnik Isagulian, an advisor to the president,
a member of the Public Council, announced this at the September 24
press conference.

According to him, S. Sargsyan signed a decree on developing the
regulations of the Public Council on June 13. Since that time the PC
members have convened 12 plenary sittings, met with representatives of
more than 320 NGOs, received and discussed 511 application-proposals
from various strata of society. Each of the three preliminary
versions of regulations was discussed and assessed. In the words
of G. Isagulian, the final version includes all the proposals and
provisions from the indicated three versions.

Under the regulations, the Public Council is composed of 36
members. The president of the country, deputies of the National
Assembly, government members, members of the Constitutional Court,
judges, heads of state and local self-government bodies, servicemen
of the armed forces, as well as employees of the police, the national
security service, tax and customs bodies, and prosecutor’s office
may not be members of the Public Council.

Out of the 36 members of the Public Council, 12 are appointed by the
RA president, another 12 are appointed from the 12 commissions (by
sectors) of the Public Council and another 12 members are appointed by
the above mentioned 24 citizens who are already members of the Public
Council. The powers of a member of the PC are terminated 4 years after
the day of the first sitting of the Public Council. The chairman of
the Public Council is appointed by the president of the country.

In New York RA President Serzh Sargsyan had a meeting with US Secretary
of State Condoleezza Rice. The parties discussed a wide range of issues
related to the Armenian-American relations and regional developments.

President Sargsyan expressed gratitude to the US Government for the
assistance rendered to Armenia. In response, the Secretary of State
noted that Armenia registers progress in political reforms, which is
a good basis for maintaining the continuity of such assistance.

The parties turned to the process of settlement of the Karabakh
conflict. RA President reiterated the willingness of Armenia to solve
the Nagorno Karabakh conflict through peaceful negotiations.

Condoleezza Rice stressed the importance of the peaceful settlement
of the Karabakh issue and underlined that such resolution of the
issue will facilitate the establishment of peace and cooperation in
the region. The State Secretary congratulated the Armenian President
for his initiative targeted at the normalization of relations with
Turkey and expressed hope that the visit of the Turkish President
to Armenia and the recent Armenian-Turkish meetings will lay a good
basis for the future of bilateral cooperation.

2 Out Of 3 Medals Possible

The European Chess Junior Tournament is over and only two out of
the 23 Armenian chess players participating in the tournament in
Chernogoria won medals. In the tournament of the 16-year-old group
grosmeister Samvel Ter-Sahakyan won a silver medal, was ranked 2nd in
his group and is considered the real gold medal contender. Ukrainian
chess player Ilya Nizhnuk was ranked champion with 8 points, while
Hayk Vardanyan was ranked at 14th with 6 points in this age group.

Karen Grigoryan of the 14-year-old group won the bronze medal with 7
points, while Russian chess player Ivan Bukavshin scored 7.5 points
and was ranked champion. Grigoryan’s success was unexpected due to
the fact that he was ranked 35th in his age group. Coming in at 12th
with 6 points from the 14-year-old group was Khachatur Yeranyan.

Siranush Ghukasyan from the girls’ group was close to scoring a medal,
yet she ranked 13th with 6 points.The remaining 20 Armenian chess
players were ranked lower and couldn’t score enough points to make
it to the top ten.

US Ambassador Presents Her Credentials To President Sargsyan

The newly appointed Ambassador Extraordinary and Plenipotentiary
of the United States of America to the Republic of Armenia, Marie
Yovanovitch presented her credentials to President Serzh Sargsyan,
President’s Press Office reported.

Congratulating the Ambassador on her appointment, President Sargsyan
said that Armenia attaches great importance to the development of
all-inclusive relations with the US. He expressed gratitude to
the Government of the United States for the assistance that has
been provided to Armenia from the first days of independence. Serzh
Sargsyan also hailed the role of the United States in its capacity
of a Minsk Group Co-Chair in the resolution of the NK conflict.

The newly appointed Ambassador handed to the President of Armenia the
congratulatory message by President Bush on the occasion of Armenia’s
Independence Day.

Stressing the readiness of the US to assist Armenia in her progress
toward democracy and free market economy, the American diplomat
said that she would do her best to further promote and deepen the
bilateral relations.

On behalf of the US Government Marie Yovanovitch praised the bold
initiative of President Sargsyan to invite the Turkish President to
Armenia and noted that it has been a historic event for the entire
region and will foster peace and stability.

At the meeting the two=2 0sides spoke also about the Armenian-American
economic cooperation and exchanged views on the regional developments.

President Sargsyan assured the US Ambassador that during her tenure
she will receive the utmost assistance of the Armenian authorities.

will seek to expand influence in the region, a Russian expert said.

"Russia, Turkey and Iran have activated. But their goals are different,
of course. Turley proceeds from historic, political and economic
interests. Iran’s task is more complicated. It has to prove its being
a full-fledged member of the international community," Alexander
Sotnichenko, senior lecturer at St. Petersburg State University,
told a PanARMENIAN.Net reporter.

Turkey needs normal relations with Armenia, specifically for
transportation of energy resources, according to him. "I have
numerously repeated that the Baku-Tbilisi-Ceyhan project is extremely
expensive and inconvenient. Thus, Turkey will benefit if it goes
through Armenia," he said, adding that Russia must not abandon
the region.

YEREVAN, SEPTEMBER 23, ARMENPRESS: Armenian President Serzh Sargsyan
received today the chairman of the German Constitutional Court
Hans-Yurgen Papieri and delegation headed by him. Presidential
press service told Armenpress that during the meeting the president
pointed out about Armenian-German active political contacts and their
continuative nature.

Underscoring the cooperation with the German Constitutional Court,
the leader of the country expressed assurance that it will promote
the improvement of constitutional justice in Armenia.

"Our goal is to ensure constitutional justice in Armenia, so that basic
human rights be protected," Serzh Sargsyan said, adding that "We need
your experience and want to use it to consolidate our state authority."

The chairman of the German Constitutional Court gave a short outline of
the activity of the court and its 60-years history. Noting that they
are impressed with strive of Armenia to look to the foreign world,
apply the new, Hans-Yurgen Papieri said that they are ready to share
with their experience with the Armenian colleagues.

Serzh Sargsyan referred to the Armenian-German relations, noting that
they are successfully developing in all the spheres. Germany is second
donor country for Armenia as well as the second trade partner within
the circle of EU.

"All elections are important, especially the local government elections
because local government is the closest to the people and the people
usually judge by the local government bodies," told A1+ first president
Levon Ter-Petrosyan in regard to the local government elections to
be held on September 28 and especially the Kentron community elections.

Stressing the importance of the local government elections, the first
president said: "I would be happy to always see honest, smart and
generous people in local government bodies. The Kentron community
head elections are coming up and Ararat Zurabyan is the candidate
that fits in with the requirements."

RA first president Levon Ter-Petrosyan stressed the following while
speaking of Kentron community head candidate, head of the Armenian
National Movement administration and member of the Armenian National
Congress Ararat Zurabyan: "Ararat Zurabyan is a state activist and has
been part of the movement since 1988 when he was in his prime. Twenty
years have passed and he is still part of the movement. The people’s
attitude towards the movement today goes to show that it has justified
the means regardless of all of the committed errors. The movement
has stood the test of time and I think that the people must vote for
people like Ararat Zurabyan and not ordinary people for whom the post
is a means to do business."

Taking into account the previous falsified, corrupted, violent
Local Government Elections held in Yerevan, "A1+" asked the first
president whether citizens will not see the same scenario during
the Kentron community head elections on September 28. "That is
exactly what hurts me. I understand that the authorities try to and
do everything possible to keep power during the parliamentary and
presidential elections, but they can at least hold a couple of fair
local government elections. They don’t want anything legal in this
country. They want everybody to be like them."

Ter-Petrosyan believes that even in those conditions the citizens of
Armenia have always done what they had to do and called on citizens of
Armenia to be more active and vote in all elections. "It’s alright,
let them steal. But each citizen must fulfill his duty." When is the
stealing going to end? In response to the question Levon Ter-Petrosyan
said: "It will end when somebody stops them. The people must stand
up against them."

The Refugees and IDP (internally displaced persons) Rights Protection
Centre of Azerbaijan demands the public tribunal on Khojali.

"We should achieve a tribunal on Khojali," Tatyana Chaladze,
the chairman of the Refugees and IDP Rights Protection Centre of
Azerbaijan, said at a news conference on 22 September.

Bloody tragedy was committed in Khojali, a city of Nagorno-Karabakh,
Azerbaijan, on 26 February 1992 by the Armenian Armed Forces. As a
result, 613 unarmed Azerbaijani citizens, including 106 women and 83
children, were brutally killed, 487 people, including 76 juveniles
were physically disabled and 1,275 people were taken prisoner. Despite
release of most of the prisoners of war, the fate of 150 people is
still unknown.

The Centre developed a project on Independent Public Tribunal
on Khojali to hold juridical procedure on responsible people for
realization of the Khojali tragedy and to shoot a documental film on
results of the tribunal.

A list of the accused people at the juridical procedure, which is
scheduled for 26 February, will include names of Armenian President
Serzh Sargisyan, Armenian ex-presidents Levon Ter-Petrosyan and Robert
Kocharyan, ex-president of the self-declared Nagorno-Karabakh Republic
Arkadi Gukasyan and other persons, who have ingenuous relations to mass
annihilation of civil residents of Khojali city. Official notification
will be sent to the people mentioned in the list on holding the
Independent Public Tribunal on Khojali. Invitations will be sent to
them to participate or send their authorized representatives, who
will protect their interest in the legal hearings with this purpose,
Chaladze said.

About 12 juridical specialists of different countries, who will assess
the procedure, will be invited to the juridical meeting.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the United States) are currently holding
fruitless peaceful negotiations.
