Plouffe speech in Azerbaijan draws fire

For two years, he was the brains behind the Obama political
juggernaut, quietly engineering what he recently boasted was perhaps
the biggest political upset in history.

But in the weeks since he’s come out from behind the curtain to tell
how he pulled it off, David Plouffe has found it’s not always easy to
be the man in the spotlight.

Just Thursday, Plouffe drew fire from reporters over his insistence
that a speech at a Georgetown University symposium be kept
off-the-record.

The flap came on the heels of a Monday speech that caused potentially
more serious headaches for Team Obama – not because the speech was
closed to the press, which it was, but because of where it was given,
Azerbaijan.

A group with close ties to the oil-rich Caspian Sea nation, which has
been criticized for human rights abuses and authoritarian leanings,
paid Plouffe $50,000 to speak and also arranged for him to meet with
top government officials.

That rankled stateside backers of Armenia, who emerged as an
influential pro-Obama political bloc, and set off a war of words
between them and their bitter rivals in the Azerbaijani-American
community.

A White House aide stressed that Plouffe’s visit had no bearing on
administration policies.

Obama’s Press Secretary Robert Gibbs hammered that point Monday,
telling reporters aboard Air Force One, that Plouffe was "not there at
the behest of, and not delivering a message on behalf of, the
president of the United States. If the president had a message for
Azerbaijan, he’d pick up the phone. It’s a longer flight and a shorter
call."

Nonetheless, the Plouffe flap is "a slightly awkward situation" for
Obama, said Cory Welt, a Eurasian studies professor at Georgetown
University, "because the new administration should try to maintain
good relations with the Azerbaijani government for broader
geopolitical regional issues."

But Welt said Plouffe comes out of it the worst. "He looks suckered,
first of all. And second of all, it gets a little too close to looking
like something inappropriate."

After Plouffe learned that the group paying for the speech – held at a
relatively small private university that boasted of presenting him "a
memory gift" – had close ties to the Azerbaijani government, he
decided to donate the fee to the U.S.-based nonprofit National
Democratic Institute.

Plouffe hasn’t commented on either appearance. But a source close to
him said the unwelcome attention, which stems from his forays onto the
lucrative speaking circuit, has caught Plouffe off guard, since "he
considers himself a private citizen who gives speeches about a
campaign that ended at 11 o’clock on Nov. 4th."

But the attention paid to Plouffe stems not only from his past
closeness to Obama but from his continuing involvement in Obama’s
outside political operation. And both his stock speech and forthcoming
book (for which he landed a seven-figure advance) deal with his
stewardship of Obama’s campaign.

The White House has stressed that Plouffe is neither working in the
administration nor representing Obama in his speaking engagements. But
as a bona fide Obama insider, his actions and words have been parsed
for insight into the mostly leak-free Obama inner sanctum, and
scrutinized for consistency with Obama’s.

The interest in Plouffe was apparent Thursday, when he was slated to
appear at the Georgetown symposium, being held at the National Press
Club. Plouffe asked that his remarks be kept off the record, and
reporters, including the Washington Post’s Dana Milbank, protested.

Politico editor-in-chief John Harris withdrew Politico’s sponsorship
of the Plouffe discussion and backed out from moderating that event,
which proceeded off-the-record.

A source close to Plouffe, who did not want to be identified speaking
for Plouffe, contended the arrangement was at the behest of Georgetown
University, the host of the event, and produced language from the
contract stating the talk was to "be closed to the media."

Georgetown spokesman Andy Pino said, however, "We did not request that
this be off the record. In fact, we would rather have it be on the
record."

Plouffe’s speech in Azerbaijan – and the Armenian reaction – also drew
scrutiny.

Armenia and Azerbaijan have been locked in a tense territorial dispute
since a 1994 cease-fire ended a six-year war that killed upwards of
25,000 people. The sparring neighbors are both strategically important
U.S. allies. And both are waiting to see how the Obama administration
will approach the territorial dispute, and manage its foreign policy
in the broader South Caucasus, a volatile region important for its oil
and proximity to Iran and Russia.

"Having a high-profile former campaign aide heading to an
authoritarian government doesn’t seem like what the Obama
administration would want to be promoting right now," said Bryan
Ardouny, executive director of the Armenian Assembly of America, a
D.C.-based advocacy group that lobbies on Armenian issues.

The Armenians are only upset because Plouffe’s visit runs counter to
their own "negative propaganda" about Azerbaijan, asserted Adil
Baguirov, managing director of the U.S. Azeris Network, a Washington
non-profit advocating Azerbaijani positions.

Armenian voters in the United States have traditionally taken a
bi-partisan approach to political involvement. But in last year’s
presidential election, most Armenian-American groups threw their lot
behind Obama, who had long signaled support for Armenia’s position in
the territorial dispute, as well its effort to gain U.S. recognition
of the 1915 extermination of up to 1.5 million Armenians at the hands
of the Ottoman government as a genocide.

Obama’s Republican presidential rival John McCain, on the other hand,
had opposed the genocide resolution out of concern over offending
Turkey, and was endorsed by the U.S. Azeris Network.

Though Armenian-American leaders assert that Plouffe’s mysterious trip
did not dampen their hopes for legislative and diplomatic victories
under Obama, they admit it prompted a flurry of nervous phone calls
with activists and congressional allies.

These leaders question Plouffe’s judgment, but they reserved most of
their scorn for Azerbaijan, which they charged was trying to skirt
lobbying laws by buttering up Plouffe to gain a toehold in the White
House.

"It seems to me a pretty sad effort on the part of Azerbaijan to try
to curry favor and by using clever D.C. back-channel tactics to
accomplish what they couldn’t accomplish during the election," said
Aram Hamparian, executive director of the Armenian National Committee
of America, which endorsed Obama.

Baguirov, the Azeris Network official, acknowledged the
Azerbaijani-American lobby has concerns about Obama’s stance on the
territorial dispute and other issues. But he said his group has – and
will continue to – appeal directly to the Obama administration through
traditional channels "expressing the readiness to be consulted on any
subject relevant to the community and the region of Caucasus."

As for potential dealings between Plouffe and the Azeri government,
Baguirov said "with all due respect, (he) doesn’t seem to be an
appropriate choice to negotiate anything with the government."

of Exhibition Projects has organized the "Expo Art" exhibition, which
presents the programs implemented in different spheres of art in 2008,
the cultural production, as well as the programs for 2009. Prime
Minister Tigran Sargsyan attended the opening of the exhibition today.

The Prime Minister was especially glad for the fact that there is
inspiration among artists. "The most important is that interesting
programs were presented in all pavilions, people were filled with
vigor and wished to have new achievements in 2009," Tigran Sargsyan
said, sharing his impressions from the exhibition.

The Prime Minister once again referred to the decision taken during
yesterday’s sitting of the Government on exempting carpet-makers from
paying profit and value-added taxes as a separate and important branch
of folk art.

"We think it will be a serious impetus for the maintenance and
development of the traditions of carpet-making. Other folk arts will
also be in the focus of our attention. Step by step we should create
favorable conditions for everyone in order to preserve our national
values," Tigran Sargsyan stated.

According to the report of the RA President’s Press Office, during
the meeting S. Sargsyan and Y. Chayka highly assessed the current
cooperation level between the two countries’ law enforcement bodies
and emphasized the necessity of the memorandum signed by the RA and
RF Prosecutor Generals the same day. They agreed that memorandum’s
fulfillment will contribute to improval of Prosecutor system
structures’ activity.

The traditional International Economic Forum "Kamurj" is one of the
most important events of the Armenian business life. It is also known
as "Armenian Davos", as it helps foreign politicians, representatives
of legislative and executive bodies, manufacturers and businessmen,
and public figures to meet and hold open discussions.

The Armenian mountain skiing center Tsaghkadzor will change into a
regional economic capital for three days. Different events, forums,
round-table discussions, etc. will take place in ten different squares
of the town.

300 guests will be present at the show in the central square of
Tsaghkadzor.

According to the organizers of the forum – the Union of Manufacturers
and Businessmen of Armenia, International Integration Assistance Center
"Master" – "Kamurj" aims at presenting the Armenian economic resources
to the Western and Near Eastern business and political circles.

RA Ministries of Economy and Foreign Affairs and the Central Bank
assist the Forum.

TEHRAN, IRAN (BosNewsLife)– An Armenian Christian and two former
Muslims who were among possibly dozens of Christians detained in
Iran since last month were free Monday, February 9, after authorities
unexpectedly released them, Christians said.

Middle East Concern (MEC), an advocacy group closely monitoring the
case, told BosNewsLife that Armenian Christian Hamik Khachikian
was released after one week’s detention, while Nadereh Jamali, a
believer from a Muslim background, was released"on bail after two
weeks’ detention." Christians said later Monday, February 9 that her
husband Jamal Ghalishorani, 49, was also released.

They were among at least least ten Christians who were detained
in the capital Tehran on January 21, and could still face charges,
Christians warned.

Outside the capital some 40 other Christians are believed to have
been captured by Iranian authorities, in most cases for abandoning
Islam. Their whereabouts remained unclear Monday, February 9.

CHRISTIAN CHARGED

At least one Christian has reported been charged with "sacrilege", but
authorities have given no explanation what they regard as sacrilege,
MEC said.

In addittion several believers arrested and released in 2008 are
still waiting to be informed of the dates of court hearings, the
group added. "Previous cases suggest that some may never receive a
hearing date and that their cases might end quietly, though sometimes
without the return of bail money. Others may be informed of hearing
dates that are then repeatedly rescheduled."

There has been concern however over an intense crackdown on Christians
after Iranian’s parliament approved legislation that would make
"apostasy", or leaving Islam, a capital offense for both men and women.

One of Iran’s leading Protestant pastors, Hussein Soodman, was already
executed in December 1990 for converting from Islam to Christianity,
after an Islamic court condemned him.Hussein Soodman, an Assemblies of
God pastor, had been involved in Christian activities for 24 years,
Christians said. He was reportedly hanged on December 3, 1990, as
part of a wave of repression directed against the small Christian
community in the Islamic Republic of Iran.

AWAITING APPROVAL

The law currently debated still awaits approval of the Guardians
Council, which investigates all legislation for compliance with
Islamic principles and authorization by the "Supreme Leader".

MEC said that Iranian Christians have requested that those detained
for their faith "will know the Lord’s presence and enabling in prison
and will be released soon" and that others released on bail will also
"know the Spirit’s guiding in their return to normal living."

Iranian Christians have also been praying that, "the ongoing wave of
arrests will end", will know God’s guidance during upcoming court
hearings and that, "All officials involved will hear the good news
of Jesus."

It comes ahead of upcoming elections in Iran, which rights groups
hope will lead to more political and religious freedoms. Former
President Mohammad Khatami, who favors closer ties with the West,
could give hardline President Mahmoud Ahmadinejad a serious challenge,
analysts say.

The 65-year old Khatami, who announced his presidential candidacy
Sunday, February 8, already favored more social and political freedom
as president from 1997 to 2005.

However it is unclear whether his reforms would immediately benefit
minority Christians, as the Islamic Guardians Council is expected to
remain powerful in this strict Islamic nation.

bloc and break off relations with the West," he said.

"Official Baku’s restraint on CSTO RRF formation is harmful for

Washington. Zaur Hasanov – APA. "I think that if there is a political
dimension in what Erdogan did it is more likely trying to consolidate
his sense of national champion in Turkey," Turkey project director
for the International Crisis Group Hugh Pope told APA’s US bureau
exclusively.

He attributed the motivations of Turkish Prime Minister that pushed
him to respond so vigorously on Israeli President Shimon Peres speech
in Davos, to his wish to strengthen the party’s political position
in the local elections.

"The election is coming and he wanted to have a profile on the
issue. What he said in Davos wasn’t very different from what he said
in Brussels on January 19th. He wants to make it at his political
position and that’s his choice. I don’t think that it has much
to do with wanting to be a leader in the Islamic world. That’s
an additional effect. Remember, the leadership in the Arab world,
who are the people he deals with, is not so keen on such a public
approach. So such public scenes can be a double-edged sword. When
evaluating this kind of thing, I would focus on its impact in Turkey
first and then think about what’s happening elsewhere. Erdogan does
want to be seen as a world leader, not just a leader of a narrower
Arab or Islamic world. That’s not how I read him," he said.

Hugh Pope commented on the reaction that may be caused in Azerbaijan
by the improvement of Turkey-Armenia relations.

"Azerbaijan and Turkey need each other. But many Azeris are quite
frustrated with the decision of Turkey to start the negotiations with
Armenia in the first place. Of course, there will be an emotional
reaction. I don’t know how it will end but at the end Turkey is going
to make a choice according what the Turkish interests are. But as far
as I know many people in Ankara like Azerbaijan a lot. They will take
Azerbaijani interests into account more than almost anything else. But
at the end of day if their interest is to open the border they will
do it, and in the end better Armenia-Turkey relations may even help
Azerbaijan, by calming everything down, making the atmosphere of
collaboration stronger that conflict. That could be the result. I
don’t say that it will be. But let don’t be completely narrow about
it," he said.

Hugh Pope also took a stance on the statements that Turkish-Armenian
border might be opened if Armenia withdrew from 7 districts around
Nagorno Karabakh.

"Nobody knows is there linkage or is there no linkage. Even in the
official discussions, sometimes there is linkage and sometimes this
is not linkage. How much linkage is it going to be? Is it going
to be an understanding or is it going to be written down? We will
see. But in the order to end this conflict Armenia have to withdraw
from Azerbaijani "rayons". That is clear. But when and how that all
will happen is yet to be sorted out and presumably that’s why diplomats
have a secret discussion is to work it out. Everyone needs this problem
to be solved. The problem is not like treasured darling baby that we
should keep with us. It can’t be left as a festering wound," he said.

Hugh Pope has been studying the Middle East for about 20 years. He had
been correspondent of the Wall Street Journal, The Independent, Reuters
in the Middle East and Turkey. In his book "Sons of the Conquerors:
the Rise of the Turkic World" published in 2005 Hugh Pope wrote about
his visit to Aghdam and Fuzuli regions through Azerbaijan. He speaks
Turkish, Persian, Arabic and French.

On February 2, 2009 the Minister of Defense of the Republic of
Armenia, Mr. Seyran Ohanyan received the Ambassador Extraordinary
and Plenipotentiary of the Czech Republic to Armenia Ivan Jestrab
and Military Attaché Ivan Trnka.

Seyran Ohanyan first greeted the guests, and noted that the military
and military-political cooperation between the two countries has great
perspectives of development, which is evidenced by the appointment
of the first Military Attaché to the Republic of Armenia.

During the meeting Seyran Ohanyan stated that good opportunities exist
for developing cooperation in the military and military-political
spheres both within the framework of the NATO Partnership for Peace
Program and the New Neighborhood Policy and newly shaped Eastern
Partnership Initiative of the European Union.

The parties discussed the current state of bilateral relations in the
military sphere and issues related t the perspectives of deepening
those.

The interlocutors referred to issues of regional security.

arrest of four people, including Silva Harutyunyan, an ethnic Armenian
doctor, on suspicion of coup d’etat attempt under the U.S. patronage.

Although Harutyunyan was arrested on July 2008, the incident was
first mentioned last week.

Her whereabouts are concealed, a source in Athens-based Armenia new
agency told PanARMENIAN.Net.
