SUBMITTING THE TREATY ON THE ACCESSION OF ARMENIA TO THE EURASIAN
ECONOMIC UNION TO THE RUSSIAN PRESIDENT FOR RATIFICATION

MOSCOW, Russia

The following information was released by the Government of the
Russian Federation:

After the Treaty enters into force, Armenia will join the Eurasian
Economic Union as of 2 January 2015. The enactment of the Treaty will
also make it possible to launch the process of reducing exemptions and
restrictions, including barriers, and providing mutual access of
entrepreneurs to the markets of countries that are parties to the
Treaty.

The draft federal law, Ratification of the Treaty on the Accession of
Armenia to the Eurasian Economic Union of 29 May 2014, hereinafter
referred to as Treaty, was submitted by the Russian Ministry of
Foreign Affairs and the Ministry of Economic Development.

The Treaty on the Accession of Armenia to the Eurasian Economic Union
is a core document setting forth the agreements of the Russian
Federation, the Republic of Belarus and the Republic of Kazakhstan on
specific terms for admitting the Republic of Armenia to the EAEU and
falls under the law of the EAEU, instituted by the Treaty on the
Eurasian Economic Union of 29 May 2014.

After the Treaty enters into effect, Armenia will join the EAEU
starting 2 January 2015. The enactment of the Treaty will also make it
possible to launch the process of reducing exemptions and
restrictions, including barriers, and providing mutual access of
entrepreneurs to the markets of countries that are parties to the
Treaty. Thereby a foundation is being created for the subsequent
development of trade and economic ties and co-production arrangements,
for increasing the competitiveness of national production facilities
and strengthening the positions of the EAEU member-countries on global
markets.

Under Federal Law No. 101-FZ of 15 July 1995, International Treaties
of the Russian Federation, this Treaty is subject to ratification
after signing, as it stipulates regulations that are different from
those contained in Russian legislation.

The document was reviewed and approved at a Russian Government meeting
on 20 November 2014.

OSCE amends wordings in Karabakh helicopter incident statement after Baku protests

BAKU. Nov 21

The OSCE Minsk Group has amended its statement related to the downing
of a military helicopter in the Nagorno-Karabakh conflict area after
Azerbaijan’s protests.

The statement concerning the incident currently available on the OSCE
official website says that the helicopter’s wreckage currently lies
“in no man’s land in a heavily mined area along the Line of Contact.”
The earlier version of the statement described the area as “neutral,”
which drew harsh criticism from Azeri officials.

Meanwhile, Personal Representative of the OSCE Chairperson-in-Office
Andrzej Kasprzyk has arrived in Baku to discuss the helicopter
incident with the Azeri leadership, local media reported.

According to the Azeri Defense Ministry, an Armenian military
helicopter Mi-24 had taken an attack course and tried to attack Azeri
armed forces’ positions 1,700 meters northeast of the village of
Kengerli, the Agdam district, on November 12, after which Azeri forces
had to return fire and destroyed the helicopter.

Armenian official sources reported earlier that the Azeri armed forces
had shot down a Mi-24 helicopter belonging to the Nagorno-Karabakh
armed forces while the latter was on a training flight during joint
Armenian-Nagorno-Karabakh exercises Unity 2014. Preliminary findings
indicate that the three crewmembers were killed.

Hickey confident Armenia will compete at Baku 2015 despite escalating tensions

Armenia will participate in in the inaugural European Games next year,
it was claimed here today by Patrick Hickey, President of the European
Olympic Committees (EOC).

It followed the successful 43rd EOC General Assembly here, in which
the Armenian Olympic Committee took part despite escalating tensions
between the two countries.

The two countries have recently been in renewed conflict over the
Nagorno-Karabakh, a landlocked region in the South Caucasus which lies
within Azerbaijan’s internationally recognised borders.

More than 30,000 people were killed and 1.2 million displaced before
Russia brokered a cease-fire in 1994.

. Armenian President Serzh Sargsyan on Friday met directors of
Russia’s leading museums who are attending a Russian-Armenian museum
forum. In his message of greeting, Sargsyan wished success to the
forum whose aim is to disclose the role and importance of museums in
the preservation of cultural heritage; discuss modern challenges and
achievements made in the museum business and outline prospects for
cooperation

Armenian Culture Minister Asmik Pogosyan and Russian Deputy Culture
Minister Yelena Milovzorova have visited an exhibition titled “Two
Giants. Sergei Rakhmaninov and Fyodor Chaliapin” which is currently
under way in Yerevan.

Pogosyan said it was important for cultural workers to maintain
regular contacts while museum employees should share their experience.

The Nagorno-Karabakh Defense Army has brilliantly conducted a risky
special operation to retrieve the remains of the Armenian pilots from
the shelled zone, Lt.-Gen. Vagharshak Harutyunyan, ex-defense minister
of Armenia, leader of the National Revival Party, has told ArmInfo.

To note, on November 22, the NKR Defense Army Special Forces retrieved
the body of a crewmember and the remains of the two pilots of Mi-24
helicopter that was downed by Azerbaijani forces on 12 November. The
necessary parts were also retrieved. Two Azerbaijani servicemen were
killed in the course of the special operation. The NKR Defense Army
suffered no losses.

“The Defense Minister of Armenia has repeatedly said that Yerevan and
Stepanakert are going to resolve this problem in a diplomatic way. We
have applied to all international organizations to help us solve the
problem with retrieval of the bodies of our servicemen. Ambassador
Andrzej Kasprzyk, the Personal Representative of the
Chairperson-in-Office, personally visited the site of the crime,
however, Baku responded to these calls and steps by inhuman and
medieval refusal. Before this incident, including the period when I
was the defense minister, we often returned the bodies of their
servicemen. What we see now is Azerbaijan’s degradation to inhuman
positions”, he stresses.

Harutyunyan emphasizes that the NKR servicemen have taken correct and
highly skilled steps and performed the duty of the army and the state
to their fellow soldiers. “The downed helicopter was in a neutral zone
and the Azeris certainly did everything to prevent our guys from
receiving the secret information saved in the helicopter parts.
Moreover, they were going to exchange the bodies of our pilots with
the captive Azeri raiders. I am convinced that the special operation
was conducted brilliantly and these people deserve the deepest
respect”, he says.

To remind, the Azerbaijani armed forces downed an Armenian Mi-24 while
it was conducting a training flight near the Line on Contact on 12
November. Three officers of the NKR Armed Forces, Sergey Sahakyan,
Sargis Nazaryan and Azat Sahakyan, were on board. The Azeri officer
that shot the helicopter down has been awarded a medal.

The Armenian armed forces did a brilliant job, taking under control
the place where the helicopter was downed and retrieving the relics of
the crew and some important parts of the helicopter. Hence, the
special units of the army of Karabakh marked their holiday with an
exceptional example of defense capability and professionalism.

Today is the birthday of Leonid Azgaldyan, one of the heroes of the
modern-time Armenian national liberation movement. This brilliant
scholar set out to establish the Independence Army in 1990 because he
was one of the few people who realized that it would be necessary to
organize armed resistance to joint Soviet and Azerbaijani forces.

At the beginning of independence the Defense Army participated in a
number of defense operations. He planned and implemented the operation
of prevention of penetration of Soviet punitive troops to Yerevan
after the violent provocation at the railway station and Sovetashen on
May 27.

Afterwards, he created the Liberation Army and took part in the
defense battles in Artsakh in the most complicated parts, Shahumyan
and Martakert where the Armenians faced with the Russian army coupled
with Azerbaijani soldiers. He was killed in June 1992 near Tonashen,
Martakert region.

The Armenian army established thanks to Leonid Azgaldyan’s efforts
made a wonderful gift to him on his birthday.

cabinet de Jean-Pierre Masseret, alors secrétaire d’Etat aux anciens
combattants, dans le gouvernement de cohabitation de Lionel Jospin.

Cette personnalité du Parti socialiste, ancien inspecteur de
l’Éducation nationale, s’est illustré auprès de la communauté
arménienne par sa prise de position en co-signant, le 5 juillet 2010,
la proposition de loi

According to official data, the individuals’ non-commercial
remittances to Armenia from Russia have reduced by USD 10.9 million,
or by 6.9 percent, on an annual basis.

In September alone, the negative reality of the “Russian” transfer of
funds has resulted in a 6.1-percent slowdown in the dynamics of the
total amount of remittances to Armenia.

But if we rule out Russia, we will see that the foreign remittances to
individuals in Armenia have increased by close to USD 1.7 million, or
by 7.4 percent.

Nonetheless, Russia’s role in this domain is indisputable. And despite
a 1.6 percentage point drop in its share of the total remittances to
Armenia, this indicator is beyond competition, with about 86 percent
of the total money transfers.

Après avoir compté tous les noms du registre sur lequel il est penché,
le P. Gabriel Akyüz lève les yeux. Sa tête est surmontée d’une calotte
noire. Au sein de l’Église assyrienne d’Orient, ce prêtre appartient à
la branche des syriaques orthodoxes. Défronçant les sourcils, il soule
enin : > C’est le nombre de Syriens qu’accueille, en ce mois
d’été, la paroisse des Quarante Martyrs de Mardin, à moins de
cinquante kilomètres de la frontière syrienne. Cent trois, soit une
part inime des deux millions de déplacés qui ont gagné la Turquie ces
trois dernières années, pour fuir les combats qui ravagent la Syrie
depuis le printemps 2011. La nuit estivale n’en init pas de tomber sur
l’élégante église syriaque aux pierres jaunes. Nichée au fond d’une
vaste cour, elle se fait presque oublier tant les alentours sont
animés. Une quarantaine de réfugiés achèvent leur repas, ofert par la
paroisse. Dans quelques heures, chacun retrouvera la famille
chrétienne qui l’accueille. En attendant, pas question de se séparer.
D’un improbable terrain de volley s’échappent des cris d’enfants.
Adossés à des murets, les hommes fument par petits groupes, les femmes
discutent autour d’une fontaine asséchée. Elles n’ont qu’un mot à la
bouche : Syrie. Ces réfugiés viennent pour la plupart de la ville de
Hassaké, à une petite centaine de kilomètres de là. Mardin, splendide
cité mésopotamienne btie à lanc de colline et qui devrait bientôt
entrer au patrimoine mondial de l’Unesco, n’est pas une destination
d’exil parmi d’autres. > Ces > furent ceux commis par le régime turc,
pendant la Première Guerre mondiale, contre toutes les minorités
chrétiennes de l’Empire ottoman. C’est de Mardin qu’est originaire Mgr
Ignace Maloyan, évêque arménien tué en 1915 et béatiié en 2001 par
Jean-Paul II. Mais outre les Arméniens, de nombreux syriaques
orthodoxes furent massacrés ou déportés entre 1914 et 1920.
Aujourd’hui, les familles réunies autour de la fontaine sont leurs
descendants. Cette région du nord de la Mésopotamie est actuellement
peuplée majoritairement par des Kurdes. Elle a toujours abrité des
chrétiens, et en particulier des syriaques : elle constitue même leur
berceau historique. Son nom, Tur Abdin, signiie littéralement >. Au centre de l’arc de cercle qui
entoure la fontaine, une quinquagénaire en impose. Appartenant à
l’élite culturelle en Syrie, comme la plupart des réfugiés qui
l’accompagnent, Rowida Kawriah parle d’une voix calme. Son ils Jack
traduit l’arabe mélodieux de sa mère en un anglais plutôt luide. Marcelle Azar aussi, est consciente de l’amère ironie de la
situation. > Car pour
Marcelle, la Turquie n’est pas un pays d’avenir, pas même une terre
d’asile. >, lche-t-elle sans nuance, avant
d’ajouter qu’>.

Le constat semble dur, quand on sait ce que vivent, au même moment,
les chrétiens des pays voisins. Mais Marcelle insiste. > De son
côté, Rowida renchérit : > À six kilomètres, un
majestueux monastère déie l’aridité du paysage. Avec ses pierres
dorées au soleil, ses clochers transperçant l’azur du ciel et son
vaste cloître parsemé de plantes fuchsia, Deyrulzafaran n’a rien de Son fils Jack, ingénieur
informatique hautement qualiié, n’a pas trouvé d’emploi correspondant
à ses compétences, depuis son arrivée à Mardin, il y a bientôt deux
ans. Peu importe que leurs racines soient ici. Cent ans après leur
départ pour la Syrie, ces familles n’attendent qu’une chose : repasser
la frontière dans l’autre sens.

Les soldats oubliés de la Grande Guerre

En ces temps de commémoration de la guerre de 14, le sujet a été
laissé un peu de côté. L’action entreprise par les les soldats du
Front d’Orient a pourtant été déterminante pour mettre fin au conflit.
En consacrant une exposition à cette thématique, le musée d’Histoire
répare cet oubli. “Marseille a été le principal point de départ de
milliers de soldats, rappelle Laurent Védrine, conservateur en chef du
musée d’Histoire. La ville a accueilli également de nombreux réfugiés,
comme les Arméniens rescapés du génocide”. Bti sur plusieurs
séquences, le parcours proposé explique le contexte international, les
enjeux, la vie quotidienne des soldats pendant cette période. Plus de
300 objets, affiches de propagande de différents pays, journaux
personnels, cartes, sont rassemblés. Les photographies du Marseillais
Fernand Detaille, présent pendant cette période dans les Dardanelles,
ont gravé sur des plaques de verre les mouvements des troupes sur le
terrain. Son regard sert de fil conducteur à l’exposition. “On évoque
le conflit vu d’en haut, du point de vue de la hiérarchie militaire et
vu d’en bas, avec les conditions de vie des militaires”, poursuit
Laurent Vedrine. On s’attardera sur les objets personnels de ces
soldats, témoignages précieux de leur quotidien. Le point de départ du
récit commence avec l’embarquement des troupes à Marseille. On finit
le parcours sur la maquette du monument aux Armées d’Orient, implanté
sur la Corniche. “Ces soldats engagés sur le Front d’Orient se sont
sentis oubliés, ignorés, déplore Jean-Yves Le Naour, historien,
commissaire de l’exposition. Aucun lieu ne leur rend hommage, sauf le
monument aux Poilus d’Orient sur la Corniche, inauguré en 1927, en
même temps que l’escalier de la gare Saint-Charles”. La guerre, perçue
sous différents angles. “Nous parlons d’histoires intimes pour parler
d’une histoire universelle”, résume Laurent Vedrine.
