Congress to observe municipal election in Yerevan, Armenia

Dates: 27 May – 1 June 2009

Place: Yerevan (Armenia)

Description: A delegation of the Council of Europe Congress of Local and
Regional Authorites will observe the first municipal elections in
Yerevan, Armenia, on 31 May. The Congress delegation will be headed by
Nigel Mermagen, (UK, ILDG). As part of the co-operation between the
Council of Europe and the European Union, the delegation will include
three members of the EU Committee of the Regions.

Prior to the election day, the delegation will meet with Armen
Gevorgyan, Minister for Territorial Administration and Vice-Prime
Minister of Armenia and Garegin Azaryan, Head of the Central Electoral
Commission. As a follow-up to the Congress pre-electoral mission (4-6
May 2009), further encounters with candidates running for the post of
Mayor of Yerevan are planned. The delegation will receive feedback on
latest developments of the electoral campaign from representatives of
media (private and state media) as well as from NGOs representatives.

A press conference is scheduled for Monday 1 June at 12.30 pm (Marriott
Hotel, Yerevan).

FAR Vanadzor Old Age Home Renovated, Renamed

His Holiness Karekin II, the Supreme Patriarch and Catholicos of All Armenians,
presided over the special ceremony of the Fund for Armenian Relief’s (FAR) Vanadzor
Old Age Home (VOAH) on Friday, May 8. Archbishop Khajag Barsamian, Primate of the
Diocese of the Armenian Church of America (Eastern) and the President of FAR, Bishop
Sebouh Chuljyan, Primate of the Gougark Diocese of Armenia, and Dr. Hranush Hakobyan,
Armenia’s Minister of Diasporan Affairs attended the ceremony, which celebrated
the recent renovation of the Old Age Home and honored the memory of its benefactors,
Kevork and Sirvart Karamanuk.
Currently, the Vanadzor Old Age Home offers shelter and safe haven to 55 elderly
Armenians. Nearly 30 employees look after them with care and love. Within the framework
of the Fund for Armenian Relief, the sponsorship of the Old Age Home is implemented
by the Kevork and Sirvart Karamanuk Foundation, active in charitable programs in
Armenia and in supporting educational institutions in Turkey.
In the past, the couple has generously underwritten the restoration of the Old Age
Home in Istanbul’s Surp Prgich National Hospital, the renovation of the building
of the Constantinople Armenian Patriarchate, as well as its summer residence. Karamanuks
are also recognized for their special care of education: they have supported the
enlargement of the Ferikoy School, one of the best known Armenian Schools in Turkey.
They have made available multiple scholarships to Armenian students at the local
educational institutions. Additionally, their contribution to Armenian cultural
heritage has many examples, including the restoration of the music library of the
Komitas Conservatory in Yerevan, renovation of the Aram Khachaturian House-Museum,
and refurbishment of the Charentz Museum of Literature and Art. They have also supported
publication of numerous books.
The participants at the re-dedication ceremony in Vanadzor used the occasion to
pay tribute and celebrate the life of the outstanding Armenian couple: Kevork Karamanuk
(1907-2002) was a shrewd and determined businessman, with a special gift to outmaneuver
bureaucratic obstacles to attain his goals towards the betterment of the community.
Sirvart Karamanuk (1912 – 2008), is known as a renowned composer. She has composed
more than one hundred vocal works, including many choral compositions and children’s
songs. The composer is best known for her symphonic poem "Akhtamar," based on Hovhannes
Tumanyan’s eponymous legend.
Other guests at the ceremony included master pianist Sahan Arzruni, Mrs. Karamanuk’s
nephew; Mr. Simon Balian, former Executive Director of FAR; Mr. Ashot Kirakosyan,
Executive Director of Armenia Social Investment Fund; and representatives of Armenia’s
Ministry of Labor and Social Affairs, as well as a number of international organizations.
During the program, the Komitas Chamber Choir, under the direction of Prof. Hovhannes
Mirzoyan, offered a selections of Sirvart Karamanuk’s choral works.
The speakers praised FAR for its 20-year humanitarian mission in the homeland. "I
commend the vision, leadership and service of Archbishop Khajag Barsamian for continued
indispensable support through FAR to the most vulnerable people of Armenia since
the tragic days of the earthquake," said His Holiness Karekin II.
Dr. Hranush Hakobyan stressed that FAR has been serving a trustworthy bridge between
Diaspora and the homeland for the past 20 years.
Sahan Arzruni recounted Karamanuk’s decision to support the Old Age Home at Vanatzor
site. Simon Balian gave a brief account of the early stages of the work and described
the path that led to the establishment of VOAH.
Almost all the segments of Armenian society have benefited from FAR’s support and
benevolence. "FAR has demonstrated special attitude and care to the children and
the elderly," said Archbishop Khajag Barsamian. The Archbishop expressed his deep
appreciation to Mr. and Mrs. Kevork & Sirvart Karamanouk, as well as to Mr.
Sahan Arzruni, who "continues the tradition of benevolence and philanthropy of the
Karamanouk family."
His Holiness, joined by the clergy, served a VOAH home blessing ceremony and blessed
the matagh served for the occasion.
The happiest were 55 elderly people in festive mood and attire. They were saying
how fortunate they were under the friendly roof of the VOAH and FAR.

/PanARMENIAN.Net/ OJSC Russian Railways has obtained 51 per cent
of shares of the Black Sea Ferry Investment (BFI), the operator of
Caucasus-Poti train ferry, reports RBC quoting a representative of
Russian Railways.

"The purchase is aimed at establishing through rate in the fringes of
operating Caucasus-Poti train ferry, said a representative of Russian
Railways, explaining that a common tariff for railway and overseas
transport in that direction is discussed.

Memorandum on Caucasus-Poti train ferry was signed in Yerevan on
February 13, 2007 between the Government of Armenia and the Swiss
Reserve Capital Corporation. Capacity of the first Smat ferry, owned
by Reserve Capital Corporation, is 50 wagons.

The train ferry was experimentally launched in April of 2007. The
315-mile distance between two seaports can be passed by ships within
31 hours. Ferry boat from Russia to Armenia mainly transports grain
and provisions, and from Armenia to Russia construction materials.

Recep Tayyip Erdogan differ on their opinions on Armenian-Turkish
border opening. The politicians defend their views, with Gul saying
normalizations would continue ‘without preconditions’ and PM asking
Armenia to first end its occupation of Nagorno-Karabakh.

On Friday last week, President Abdullah Gul said that normalization
would proceed ‘without preconditions," said David Phillips, a senior
fellow with the Washington, D.C.-based think tank the Atlantic Council
of the United States. "During a television interview the next day,
Prime Minister Tayyip Erdogan said that Turkey could open its border if
Armenia lifts its occupation of Nagorno-Karabakh." Phillips also said
he welcomed Turkey and Armenia’s joint April 23 move to announce a
framework agreement for normalizing relations, but warned, "Progress
will be measured by actions, not words."

Turkey closed its land border with Armenia in 1993 and has refused
to establish diplomatic ties because of Karabakh conflict. "Turkey’s
national interests cannot be held hostage by Azerbaijan," Philips said.

"The United States, which strongly backs the Turkish-Armenian
reconciliation process, says the road map should be implemented without
preconditions." "If the Turkish-Armenian deal fails, it would have
serious repercussions on U.S.-Turkish relations," Philips added.

The agreement on the Nagorno-Karabakh conflict settlement can only be
achieved by the conflicting sides, and Russia and Turkey are ready to
help solve the problem, the Prime Minister of Russia, Vladimir Putin
said to press conference after talks with the Head of the Turkish
Government, RIA Novosti reported.

"With regards to the difficult problems resulting from our past,
which included the problem of Karabakh, a compromise must be found
by the conflicting sides themselves," Putin said.

He stressed that all other states helping achieve this compromise
can act only as mediators and guarantors for the implementation of
the agreements reached.

"Both Turkey and Russia are interested that this kind of problems
are resolved and will help in every possible way," said the Prime
Minister of the Russian Federation.

Nalbandian received newly appointed Ambassador of Indonesia to
Armenia Mrs.

Nining Suningsih Rochadiat (residence Kiev) on the occasion of
Ambassador’s handing the copy of her credentials. The Minister
expressed the hope that Ambassador’s appointment will make more active
development and deepening of cooperation in various spheres.

According to the report provided to Noyan Tapan by the RA Foreign
Ministry Press and Information Department, the interlocutors
attached importance to activation of political dialogue between
the two countries, development of trade and economic relations,
expansion of cooperation at international organizations. They exchanged
thoughts over the world financial-economic crisis and mitigation of
its consequences, as well as touched upon a number of regional and
international problems.

Nining Suningsih Rochadiat graduated from Pajajaran University
Social Political Sciences Department. From 1974 she took various
posts at Foreign Ministry of Indonesia and at Indonesia’s diplomatic
representations abroad.

In 2002 she was appointed Assistant to the Head on the line of
Professional Organization of Ministry of Women’s Rights and in 2005
Assistant to the Head on the line of NGOs. She is married, has three
children.

Edward Nalbandian participates in the 119th session of Committee of
Ministers of the Council of Europe

Foreign Minister of Armenia has meetings with Foreign Ministers of
several European countries

On May 12, in Madrid Foreign Minister of Armenia Edward Nalbandian
participated in the 119th session of Committee of Ministers of the
Council of Europe, which takes places within the frameworks of 60th
anniversary of the establishment of the Council of
Europe. High-ranking delegations of the CoE 47 member-states, five
observer states and international organizations, Chairmen of CoE
Parliamentary Assembly and the European Court of Human Rights attended
the session.

Prince of Spain Felipe also participated in the opening of the session
and delivered a greeting speech.

The agenda of the session included different issues of organization’s
activities. In the course of the session the Ministers also discussed
the preparations for the elections of the CoE Secretary General and
intermediate facilities for implementation of the 14th Protocol of the
European Convention on Human Rights which will allow to increase the
efficiency of the activity of the European Court of Human Rights.

Edward Nalbandian also delivered a speech at the session of the
Committee of Ministers. In his speech Armenian Foreign Minister
stressed the role of the Council of Europe in establishment of stable
and peaceful continent, as well as touched upon the settlement process
of Artsakh (Nagorno Karabakh) issue and mentioned that the legitimate
concerns of the people of Nagorno Karabakh for security have been in
heart of insisting on their internationally accepted legal right to
self determination. Azerbaijan opposed to this by force – started with
ethnic cleansings, than these actions developed into open aggression
and large-scale hostilities against the people of Karabakh using
mercenaries closely linked with terrorist organizations.

Speaking on the negotiation process of settlement of the issue
Minister Nalbnadian emphasized that in 2001 the sides were very close
to the settlement but because of the unconstructive position of
Azerbaijan and rejection of the reached agreements it didn’t happen.

Armenian Foreign Minister mentioned that the unconstructive position
of Azerbaijan got its continuation by the leadership of Azerbaijan,
which during months was refusing the very existence of the Madrid
proposals presented by the OSCE Minsk Group Co-Chairs in 2007.

Edward Nalbandian assessed the meetings of Presidents of Armenia and
Azerbaijan, Declarations and Statements adopted in Moscow and Helsinki
in 2008 as signs of progress in peace process and expressed hope that
if the Azerbaijani leadership gives up its unconstructive approaches
and stops its militaristic and anti-Armenian propaganda, then the
negotiations which conitinue within the frameworks of the Minsk Group
can approach the positions of the sides and bring to the settlement of
the issue.

On the same day during the meeting between Edward Nalbandian and
Foreign Minister of Slovenia Samuel Zbogar Armenian Foreign Minister
congratulated his Slovenian counterpart on assuming the Chairmanship
of the Council of Europe and expressed readiness to give full support
to the Slovenian Chairmanship. Ministers discussed issues concerning
strengthening of bilateral relations, expansion of legal field,
several regional issues of the CoE activities. In the course of the
meeting, the two also touched upon the EU Eastern Partnership program.

Edward Nalbandian had meeting with his Lithuanian counterpart Vygaudas
Usackas. Ministers discussed the ways of further enlargement of
bilateral relationship. Foreign Ministers of Armenia and Lithuania
exchanged views on global financial crisis and minimization of its
consequences. On Vygaudas Usackas’s request, Edward Nalbandian
presented the process of normalization of Armenian-Turkish relations
and recent developments in the process of settlement of Artsakh issue.

During the meeting between Foreign Ministers of Armenia and
Switzerland Edward Nalbandian and Micheline Calmy-Rey discussions
focused on bilateral and regional issues. They also touched upon the
process of normalization of Armenian-Turkish relations.

The agenda of the meeting with Maria Teresa Goncalves Ribeiro,
Secretary of State for European Affairs includes the steps to be
undertaken towards the deepening of Armenian-Portuguese bilateral
relations. Ministers stressed the necessity to enlarge legal
field. They also touched upon cooperation within European and
international organizations.

In the course the meeting between Hungarian Foreign Minister Peter
Balazs and Edward Nalbandian the two had a comprehensive talks on
further development of bilateral relations, settlement of Artsakh
(Nagorno Karabakh) issue. Peter Balazs reaffirmed the invitation of
the Preident of Hungary Laszlo Solyom to the President of Armenia
Serzh Sargsyan to visit Budapest.

Minister Nalbandian met Foreign Minister of Serbia Vuk Jeremic. They
stressed warm relations and sympathy established between the two
countries and nations and discussed issues concerning the ways of
development of bilateral relationship, organization of high-ranking
visits. Ministers also touched upon the expansion of cooperation
within international organizations. Edward Nalbandian presented to his
Serbian counterpart the process of normalization of Armenian-Turkish
relations and recent developments in the negotiations of settlement of
Artsakh (Nagorno Karabakh) issue. Vuk Jeremic thanked for balanced
position of Armenia on Kosovo issue and presented the legal process on
Kosovo in the International Court of Justice and the expectations of
the Serbian side. Vuk Jeremic invited Edward Nalbandian to visit
Belgrade.

Concluding his visit to Madrid Armenian Foreign Minister returned
Yerevan.

More Bad Than Good

MORE BAD THAN GOOD

I was recently asked to rank President Obama’s tenure in office so
far. I limited myself to my areas of expertise and scholarship. A
murky picture developed, with a few gratifying developments being
outnumbered by twice as many mistakes and reversals.

If you don’t define the enemy, you lose half of the battle. The
Secretary of Homeland Security has failed to identify the threat
ideologically and strategically. While the jihadists of al-Qaeda,
and other Salafists, as well as Hezbollah are penetrating the country
and have been engaged in preparation for urban Jihad, as documents
captured on cells dismantled by U.S. law enforcement teams since 2001
and statements made by captured terrorists, shows, the Secretary for
Homeland Security didn’t identity the threat as it is for the American
public. Instead of educating 300 million Americans as to the nature
of the forces infiltrating the country, the ongoing terror threat
was redefined simplistically as "man-made disaster!" This definition
is a disaster itself, from a strategic perspective. This is a step
backwards, for now.

Foreign/Military Affairs

The Obama administration made several strategic mistakes so far:

Stating that a so-called engagement with the so-called "moderate
Taliban" is considered: There are no moderate Taliban. The US must
engage with the anti-Taliban forces instead.

Stating that the administration will engage with the Iranian regime
while ignoring its oppression of the Iranian people. The US must
engage the democracy movement of Iran instead.

Backing the AKP government of Ankara in holding Turkish-Syrian joint
military exercise. Does the Obama administration endorse a NATO joint
exercise with Syrian armed forces which are allied with Hezbollah?

Visiting Turkey on the one hand and refusing to acknowledge the
Armenian Genocide in Washington on the other hand.

In short, yes the U.S. global direction in the confrontation against
terror forces is changing, but not in the needed direction. However,
note three satisfying developments:

The Obama administration and General David Petraeus are mobilizing to
escalate against the Taliban in Afghanistan. As long as this escalation
is not accompanied with a counter productive deal with the Taliban,
it will be headed in the right direction.

The administration withdrew from the Durban II Conference, which
has been anti-Semitic and anti-democracy. That is a good point for
the president.

Note strong statements made by Secretary Hilary Clinton regarding:

a. Pakistan: The government must stop the Taliban b. Lebanon: The
Lebanese people must not be abandoned to Hezbollah

Law and Justice

There have been declarations by detainees, convictions and trials
in terror cases in the US over the past months, including Al Qaeda
cadres and the Fort Dix Six Jihadists. The Obama administration
must inform the American public of the nature of these declarations,
especially with regards to the ideology behind these acts. The evidence
identifying the mounting threat is crystal clear and the administration
has the duty to announce it to the American people. For justice to
be served, citizens have to be informed.

Christian Minority Caught In Jewish-Muslim Crossfire

JERUSALEM – When Pope Benedict XVI comes to the Holy Land next week,
he will greet a community of believers whose numbers are gradually
eroding. Dwarfed by Jewish and Muslim populations, young Christians
are increasingly leaving to seek their futures elsewhere, especially
those in the Palestinian territories and east Jerusalem.

Christians say they are treated with suspicion by both Jews and
Muslims and feel caught in an increasingly polarised conflict between
them. "It became a Muslim cause and a Jewish cause, so Christians,
we have nothing to do," said Zakaria Mishriki, a 32-year-old Christian
storekeeper in Jerusalem’s Old City.

The Holy Land’s Christians mainly consist of Greek Catholics, Roman
Catholics and Greek Orthodox, with smaller contingents of Armenians,
Assyrians and a smattering of other sects.

While their numbers have risen slightly since the period when Israel
was founded, the growth rate has fallen far behind those for Jews
and Muslims in the country.

There were around 140,000 Arab Christians in the Holy Land in 1945,
according to Palestinian sociologist Bernard Sabella. Today, there
are around 160,000, compared to 7.4 million people who live in Israel
and 3.8 million in the West Bank and the Gaza Strip.

The Christian population inside Israel has actually tripled since
the country was founded in 1948, thanks to the relative stability
and prosperity of Israelis overall, said Sabella, while noting Arabs
still suffer discrimination in government employment and budgets.

But in the West Bank and east Jerusalem, where Palestinians are
subject to an Israeli military occupation, the Christian community
continues to haemorrhage people, he said.

"The Christian community is described most often as middle-class,
looking for the advancement of children and young people. But because
of the Israeli-Palestinian conflict and restrictive Israeli policies,
people get to be 25 or 30, and they start thinking, ‘Why should
I stay?"’

Christians tend to be better educated and wealthier than their Muslim
Arab neighbours, making it easier to leave. Vatican officials have
acknowledged the problem. "Christians are a minority, and in a
situation of difficulties the minorities suffer always more," the
Vatican’s ambassador to the Holy Land, Monsignor Antonio Franco, said.

During his visit, the Pope will also reach out to Muslims and
Jews. Many Muslims are upset over comments by the Pope in 2006 seen as
critical of their religion, while Israel and the Vatican have been at
odds over whether Pius XII, the Pope who reigned during World War II,
did enough to try to stop the Holocaust.

The most beleaguered Christian outpost in the Holy Land can be found
in the Gaza Strip, where some 3800 Christians live among 1.4 million
Muslims.

Abdallah Jahshan, a 32-year-old Gaza Catholic, said he hoped the Pope
would somehow help bring a solution.

"We hope his visit will promote the peace in the area, and work to
make peace between us and the Israeli people," he said.

While relations with the Muslim majority have traditionally been good,
a Christian school has been attacked twice by unknown assailants,
and in October 2007 a local Christian activist was murdered.

ETCHMIADZIN, MAY 11, ARMENPRESS: The sixth plenary session of the
"Churches in Dialogue" task group of Conference of the European
Churches will take place May 11-14 in the Spanish Malaga town.

An official from the department of inter-church relations of the Mother
See told Armenpress that blessed by the Catholicos of All Armenians
Karekin II the responsible for the inter-church relations of the
Mother See Archbishop Yeznik Petrosian will take part in the session.

"Theology of religions, interrelations between minority and majority
churches" is the theme of the meeting.
