YEREVAN, MAY 27, NOYAN TAPAN. Former RA Prime Minister, head of
the Liberty party Hrant Bagratian does not exclude that the social
situation in Armenia will aggravate after Yerevan Council of Elders
elections. Reporting this at the May 26 press conference, he said
that people apply to the Armenian National Congress office saying that
indeed they do not receive salary, but have to sign under respective
documents.

Saying that the information sphere is currently more closed than in the
30-s, H. Bagratian said: "They have gathered, with their television,
their ministers, their deputies and try by all means to present and
to convince that it is the life, it is Armenia." According to him,
"we know what will happen on May 31," and a question emerges: what
will happen on June 1, after the elections?

told a PanARMENIAN.Net correspondent that the Black Sea conference
on "Cooperation of Democracy and Development" is being organized in
Armenia for the first time. Conference participants are members of
political parties and organizations represented in International Union
of Young Socialists (IUSY). "Before that, conferences in that format
were held in Georgia, Turkey and Azerbaijan. Armenia has never been a
hosting country since Azerbaijan and Turkey, its neighboring states,
were always against it."

According to Zargaryan, Azerbaijan has refused to participate in
the conference, arguing that such step will not be approved by the
country’s nationalistic movements. "The Turkish side too, has turned
down our proposal, although it all the time speaks about cooperation
and establishment of ties," Mr. Zargaryan said.

The conference attended by socialist party representatives from
Armenia, Moldova, Ukraine, Georgia, Sweden, Spain, Greece, Iran,
Cyprus, Canada and Syria is taking place in Yerevan from May 24 till
27. The initiator is the ARFD youth wing.

ANKARA – The Minsk Group of the Organization for Security
and Cooperation in Europe has failed to make progress on the
Nagorno-Karabakh dispute, said the foreign minister over the weekend.

Ahmet Davutoglu, who flew to Azerbaijan yesterday for talks on the
latest Nagorno-Karabakh developments as well as the Turkish-Armenian
rapprochement, after attending the Organization of the Islamic
Conference meeting in Syria.

In comments on Azerbaijani President Ilham Aliyev’s criticism of
the Minsk Group, Davutoglu said: "It is impossible not to agree with
Aliyev’s statements on the performance of the Minsk Group. No progress
has been made as proved by the past record."

He highlighted that the dispute must no longer be a frozen conflict,
making assurances that Turkey would help exert efforts for a solution.

The Minsk Group was set up in 1992 and is co-chaired by Russia,
the United States and France.

Ankara cut diplomatic links with Yerevan and closed the border in
a show of support to Azerbaijan in 1993 after 20 percent of its
territory was invaded by Armenia in the disputed region – a frozen
conflict legacy of the Soviet Union known as Nagorno-Karabakh. Earlier
this month, Armenian President Serge Sargsyan and Aliyev held their
fourth meeting aimed at resolving the Nagorno-Karabakh conflict,
under supervision from the Minsk Group of international mediators.

Davutoglu also said Sunday that Aliyev and Sargsyan would meet on
numerous occasions in the coming period and expressed his wish that
those meetings would bring a solution

Speaking to Anatolia news agency, the foreign minister criticized the
recent statements made by Israel’s Prime Minister Benjamin Netanyahu,
who said Jerusalem is Israel’s capital. "The United Nations and
international principles on Jerusalem are clear. The Jerusalem’s
status and character remaining unchanged is a principle adopted not
only by the OIC but also by the UN," he said.

order since the morning.

As Lusatsuyts State Non-commercial Organization Director Edik Safaryan
told a PanARMENIAN.Net reporter, electricity cutoff has been the
reason.

"Repair works will be completed within shortest terms," Head
of Transportation Department at Yerevan Mayor’s Office, Henrikh
Navasardyan assured.

Today the session of "Armenian Development Agency" took place in
the Armenian Government chaired by the head of the Council, Armenian
Prime Minister Tigran Sargsyan.

Public relations department of Armenian Government told Armenpress that
presenting the 2009 quarterly report of the agency, the chief executive
director Robert Harutyunian also reported on the implementation of
the assignments of the previous session and noted that in the 2009
plan agenda their aims, expected results and responsible people for
implementation are definitely mentioned.

The Council has discussed the plan of actions towards promotion of
the export of products and researches of new markets with which it
is intended to assist the enterprises having an export potential
in assessment of opportunities of drafting of new projects as well
as conduct study of demands of external markets to make the local
products more compatible in the external markets.

During the session issues connected with 2009 working plan of "Armenian
Development Agency", standards of assessment of agency activity as
well as the support to the improvement and development of Armenian
IT sphere have also been discussed.

Issues connected with the procedure of organization of "ArmTech"
annual IT forum, organization works of "Shanghai Expo-2010" world
exhibition as well as the activity of ADA have also been discussed.

The Council has approved the annual report of "Armenian Development
Agency".

The award ceremony of the best scientific and creative works announced
by the World Armenian Congress and the Union of Armenians in Russia
took place yesterday at Aram Khachatrian Concert Hall. The general
sponsor of the ceremony was Tashir Group.

President Serzh Sargsian, Prime Minister Tigran Sargsian were also
present at the ceremony.

34 representatives of scientific and creative intelligentsia (4
writers, 8 composers, 9 artists, 8 journalist and news agencies,
and 5 scientists) received awards.

Hovhannes Chekijian and Jivan Gasparian, who recently celebrated
their 80th anniversaries, were awarded Golden Cross medals
(diamond-encrusted) of the Union of Armenians in Russia.

President of the World Armenian Congress and the Union of Armenians
in Russia Ara Abrahamian congratulated the prizewinners. He mentioned
that though they started their cooperation with the National Academy
of Sciences and creative unions nine years ago, it was only the second
year that they organized similar award ceremonies.

Prime Minister Tigran Sargsian expressed hope that similar events
would be organized more frequently, and they would be examples to
other businessmen.

annual ranking of Global Finance prestigious financial magazine "Best
Banks and Companies in Russia 2009". The nominations are as follows:
Domestic Investment Bank, Asset Manager, Equity Research and Domestic
Bond Research, the press service of Armenian Ameriabank reported.

According to the publisher of the magazine Joseph Giarraputo,
Russian economy is now at the crossroads with one way leading to
gradual recovery and the other way leading to further deepening of
the recession.

If Russia picks up the first path – the recovery path – it will have
the companies mentioned in the ranking in the forefront, Giarraputo
said.

The best Russian banks and companies were determined by Global
Finance together with financial analysts based on corporate reporting
information and other expert sources. Among factors taken into
account in making the ranking were market share, profitability,
long-term strategy available, quality of management and continuous
improvement of corporate management.

Companies of Troyka Dialogue group regularly appear in Global Finance
rankings. Troyka Dialogue managing company was recognized the best
in Russia in 2004, 2007 and 2008. Troyka Dialogue investment company
was considered the best on the secondary domestic=2 0bond market
in 2003 and the best investment company on the market of secondary
instruments in 2005-2007 with the analysts of the company awarded by

The election campaign is covered neutrally without major "shows,"
says Yerevan Press Club (YPC). It is still too early to speak of the
campaign’s balancing coverage.

The YPC today introduced the monitoring results of the campaign
coverage by seven television companies-H1, ALM, H2, ArmNews, Yerkir
Media, Kentron and Shant.

The first phase of monitoring includes the beginning of the campaign
from April 16 to May 1 and the second phase-from May 2 to May 15.

The first stage passed comparatively neutrally. Over 94,6 per cent of
transmission was neutral. According to position mentioning the leading
parties are the Republican Party (22) and the Prosperous Armenia Party
(19).

About 97.1 per cent references of the second phase were also neutral,"
said monitoring coordinator Elina Poghosbekian.

The Turkish Side Has Reached What It Wants

THE TURKISH SIDE HAS REACHED WHAT IT WANTS

Armenian Foreign Minister Edvard Nalbandyan briefed the chairmen
of standing parliamentary commissions and factions on the current
situation in the negotiations on the normalization of Armenian-Turkish
relations and the latest developments late on Tuesday [28 April].

In particular, the 22 April joint statement of the Armenian, Turkish
and Swiss ministries of foreign affairs was discussed, which mentioned
a document called "road map". The meeting between Nalbandyan and MPs
lasted for over two hours and was held behind closed doors. Moreover,
Nalbandyan had consented to meet MPs and to speak with them "frankly"
only provided that they keep details of the discussions secret. The
MPs had given the promise, and they did not disclose any details
about their conversation with the foreign minister, except from
assessments. Thus, even after this meeting, the public does not know
what concrete issues the Armenian authorities are discussing with
Turkey and with leaders of other states and entities, interested in
Armenian-Turkish relations. Although the Armenian foreign minister
promised to speak "frankly", the concrete details of the talks were
not disclosed to the MPs. For instance, no details were provided on
what provisions or actions the "road map" contains. Especially a few
MPs representing the [opposition] Heritage party and the Armenian
Revolutionary Federation – Dashnaktsutyun were not satisfied with
Nalbandyan’s "frankness". Moreover, both Heritage and Dashnaktsutyun
continue to disagree with the authorities over the normalization
of Armenian-Turkish relations. Without disclosing details of the
meeting and the disagreements, representatives of these two parties
commented on over what issues they disagree with the authorities –
with the Ministry of Foreign Affairs in this case.

"Our and the government’s assessments regarding this process continues
to be different. We do not see the project as trustworthy, but our
authorities do. The authorities provide explanations to the conduct of
the Turkish side which are different from what we have. The authorities
see one motive behind the conduct of the Turkish side, and we see a
different one. And these impact very seriously the further process,"
Heritage MP Stepan Safaryan said.

Anyway, the MP believes that such type of discussions is more
useful than mutual accusations voiced in the media. The Heritage
representative believes it is also correct to organize such discussions
with various layers of the population in order to understand their
attitude towards the process. "Because it is impossible to understand
contemporary Turkey, Azerbaijan and their intentions from just one
window. Therefore, the likelihood of being mistaken is rather big,"
the MP said.

Nalbandyan’s explanations did not satisfy Dashnaktsutyun either. The
latter went into opposition three days ago. Representatives of this
faction stress that they got convinced after the meeting that their
assessments are correct and that Dashnaktsutyun’s being in opposition
is a matured necessity for Armenia at present. Dashnaktsutyun was more
angry at the tripartite statement, made public on 23 April. Although
Dashnaktsutyun does not see anti-Armenian approaches in the content
of the talks, it has different approaches anyway.

"The strategic, key issues are different, and the threats, which we
see, are very tangible for us. I understood from the explanations that
the word should be not that much about a ‘road map’ but rather about
a memorandum of intentions. But the major issue for us was that why
that day [the eve of 24 April – the day of commemoration of killings
of Armenians in the Ottoman Empire in 1918] was selected for making
the statement, why it happened in this context, when the Turkish side
made statements not favourable for us. In general, was this statement
necessary or not?" [Dashnaktsutyun MP] Armen Rustamyan said.

Last week Turkish newspaper Sabah reported that the "road map"
consists of five provisions – recognition of the [1921] Kars Treaty
[that sets the current borders between Turkey and South Caucasus
states] by Armenia, opening of the [Armenian-Turkish] border and
diplomatic representations, setting up a commission of historians
[to study the 1918 killings] and ratification of the "road map" in
Turkish parliament. Stepan Safaryan has noticed resemblance between
the content of this report of the Turkish newspaper and the statement
of the International Crisis Group [ICG] issued two weeks ago. "These
are two edited versions of proposals of the same crisis group. It
is definite that the content of Sabah’s and the ICG’s provisions is
identical. I know that the ICG is not making its own proposals but
introduces to the societies what is on the negotiating table, and
I am not going to change my mind. I believe that Sabah’s report is
quite close to reality. I am saying this based on information from
many other sources," the MP said.

Both MPs [Safaryan and Rustamyan] believe that the gravity force
in Armenian-Turkish relations and the process of establishment of
relations is so far on Turkey’s side. "I strongly believe that the
statement could be used much more in Turkey’s interests and not in
other interests," Rustamyan said. "The Turkish side has achieved what
it wanted – neutralizing the Armenian issue in the US policy. The
defeat in football by a score of two-nil in September [2008, when
Turkish President Abdullah Gul visited Armenia to watch football game
between the Armenian and Turkish national teams, at the invitation
of Armenian President Serzh Sargsyan] was followed by Armenia’s
diplomatic defeat by a score of three-nil. We want the authorities to
understand the importance of the current moment, their responsibility
and obligation to inform their own society about these processes and
not make especially optimistic statements," Safaryan said.
