Day.Az interview with head of Azerbaijan-based Center for Protection
of Religion and Freedom of Conscience (DEVAMM) Ilgar Ibrahimoglu.

The world religious leaders will meet in Baku in April. Catholicos of
All Armenians Karekin II is also expected to be invited to the
summit. How do you comment on this information?

Obviously, such information would provoke debates in the local press.
But I think Catholicos of All Armenians Karekin II will not eventually
arrive in Azerbaijan.

How do you assess activities of Karekin II in the post of Catholicos
of all Armenians?

Head of the Armenian Apostolic Church has always advocated occupation
policy and policy of territorial claims to neighboring states followed
by Armenia and Armenians of the world. We are very mindful of the
Catholicos of all Armenians’ role in stiring up the
Armenian-Azerbaijani Nagorno-Karabakh conflict. We recall that the
former Catholicos of the Armenians Vazgen I, albeit informally, but
almost immediately became one of the leaders of Karabakh movement of
Armenians. For example, on Feb. 25, 1988, Vazgen I sent an open letter
to Mikhail Gorbachev demanding unification of Nagorno-Karabakh with
Armenia. This position of the Armenian Apostolic Church has not
changed. Only Catholicos of all Armenians has been replaced.

In other words, you believe that Karekin II, as well as subsequent
Catholicos of All Armenians, will lead the policy of territorial
claims to neighboring states?

Neither previous nor current Catholicos of All Armenians have made
statements condemning the genocide of Azerbaijanis in Khojaly although
civilians, old people and children were victims of this massacre. On
backdrop of this fact and also lack of peaceful initiatives for just
settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict, one
cannot say the Catholicos of All Armenians has changed position.

How do you explain the fact that the Armenian Apostolic Church
announced Georgian authorities and the Georgian Orthodox Church
responsible for collapse of the Church of St. Gevorg in Tbilisi
without waiting for court decision on true causes of the incident?

There is nothing surprising about this move by the Armenian Apostolic
Church which testifies my above-said statement that it has always
stood at the head of policy of territorial claims to neighboring
states. I say this in order to recall that the world Armenian
community has very serious territorial claims against Georgia, in
particular, to Javakhetiya.

Ex-Foreign Minister of the Nagorno Karabakh Republic, NKR Social
Council for External Policy and Security Masis Mailyan says the world
paid greater attention to our region in 2009. It was mostly connected
with the process of normalization of the Armenian-Turkish relations,
which brought about some activeness in the Karabakh settlement, as
well. In 2009 an attempt was made to involve the civil society in the
process.

During their visits to the region the Minsk Group Co-Chairs talked to
representatives of the civil society. `This actually means that the
Co-Chairs understood that it is necessary to listen to the opinion of
the civil society of Karabakh, because, at last, it’s their fate that
is being determined,’ Masis Mailyan said.

According to him, speaking about the solution of the issue or the
signing of a document is untimely today, since the process continues
in a distorted format without the participation of Karabakh. `The
principles under discussion are unrealistic, the methodology of the
international mediators cannot register serious progress,’ he said

Nevertheless, according to Masis Mailyan, Armenia should continue the
negotiations, trying to resume the trilateral format
(Armenia-Azerbaijan-Karabakh), change the methodology and the Madrid
Principles unacceptable to the people of Artsakh.

WASHINGTON-Rep. George Radanovich (R-CA), a driving force behind
Congressional affirmation of the Armenian Genocide and vocal advocate
of the concerns of the Central Valley’s active Armenian American
community, announced Tuesday that he will be retiring at the end of
the current Congressional term, reported the Armenian National
Committee of America (ANCA).

`Since his election in 1994, Rep. Radanovich has spearheaded
successive Congressional efforts to secure affirmation of the Armenian
Genocide, consistently standing up to those who would set aside truth
for political expediency,’ said ANCA Executive Director Aram
Hamparian. `We wish George and Ethie all the best in conquering the
challenges ahead.’

In a statement released earlier today, Rep. Radanovich noted `As many
already know, Ethie has been valiantly fighting ovarian cancer for
nearly three years. My family needs me, and I intend to be by their
side to win this battle. It is for this reason that I have decided to
not seek reelection to Congress in 2010.’ Read his complete statement

Rep. Radanovich has played a central role in Armenian Genocide
affirmation efforts, introducing and securing passage of an amendment
to the House fiscal year 1997 Foreign Aid bill, which cut $3 million
in U.S. assistance to Turkey – the equivalent of Turkey’s annual
lobbying budget against Armenian Genocide legislation at the time.
The House passage spurred a midnight press conference by then Turkish
Ambassador Nuzhet Kandemir, rejecting the U.S. economic assistance
package because of its connection to Armenian Genocide affirmation.
Rep. Radanovich would follow up in 1997 by suggesting that funds
rejected by Turkey be reprogrammed to Armenia, to offset the results
of the devastating dual blockades by Turkey and Azerbaijan.

Turkey eventually accepted the funds. Rep. Radanovich was also the
lead sponsor of the 2000 Armenian Genocide resolution, dramatically
taken off the Congressional agenda just moments before House
consideration by Speaker Dennis Hastert, now a lobbyist for the
Turkish Government, in response to a request from the Clinton
Administration. Since 2000, Rep. Radanovich has joined with Rep. Adam
Schiff (D-CA) and Congressional Armenian Caucus Co-Chairs Frank
Pallone (D-NJ) and Mark Kirk (R-IL) in spearheading successive
Genocide resolutions, including H.Res.252, which currently has over
135 cosponsors. He has also been a consistent advocate for increased
U.S. assistance to Armenia and Nagorno Karabagh, self-determination
for Nagorno Karabagh and Congressional efforts to end the dual Turkish
and Azeri blockades of Armenia.

Rep. Radanovich has endorsed California State Senator Jeff Denham in
the June Republican primary, though Fresno Mayor James Patterson is
widely expected to run as well. The 19th Congressional District in
California is Republican leaning with registered voters split 44%
Republican, 37% Democrat, and 14% decline to state.

YEREVAN, December 25. /ARKA/. Armenian pharmaceutical companies
are going to appeal the decision of State Committee on Protection of
anti-competitive agreement and increase of prices. In the result of the
decision 7 companies will pay 460 million drams to the state budget.

Administrative case of the Committee resulted in many publications in
mass media and complaints of the citizens on abrupt increase of prices
for medicine in the period of September-November 2009. Violations
of the law in the market of cardio-vascular, anti-diabetes and
anti-virus medicaments was detected in eight companies – "Natali
pharm", "Eskulap", "Alfa pharm", "Vaga pharm", "Argo pharm", "Amikus"
and "Arpharmatsia".

The above-mentioned companies were penalized in the amount of 2%
from the income of the companies of the last year, not more than
300 million drams. Vahe Varsanyan, Founding Director of "Vaga pharm"
said that the Committee didn’t submit any facts proving the presence
of anti-competitive agreement and basis for the increase of prices
as there were no agreements between the companies in the market.

"Such an approach of the Committee is intended which was targeted at
the broad auditorium for the support of state structures which will
bring to "state killing" of the companies which occupy less than 0.2%
of the market", he said. In fact increase of prices for medicine
in the Armenian market was conditioned by the increase of prices by
wholesale companies which reflected on the final price of medicine
through relevant indexation.

After abrupt variations of currency rates in the Armenian market in
March 2009 some companies decreased prices of some medicine, in the
result of which other participants of the market had to sell medicine
by cost price. Varsanyan said that from September the situation was
somehow changed and prices for some kinds of medicine were increased
by 10-15%. One of the factors influencing on the changes of prices
was the increase of prices of producers and wholesale importers which
resulted in the final cost of the product. "The Committee made a show
and played with our reputation and we are going to appeal this decision
in the court. We hope that this issue will be solved amicably. ($1 –

headed by Armenian President Serzh Sargsyan held an annual sitting.

Summing up 2009 results, Armenian President noted that the past year
was a special one to the University.

"YSU, which celebrated its 90th anniversary this year, is a leader in
the sphere of science and education; it continues to make us proud,"
Serzh Sargsyan emphasized.

YSU rector Aram Simonyan, for his part, said: "A 5-year strategic
plan to be ratified today will allow for implementation of programs
aimed at education quality increase. In the long term, we plan to
develop into research institute."

According to him, the University research laboratories need to be
upgraded with technical equipment. The budget of over AMD 7 billion
will be enough to implement programs of primary importance.

At present, the number of YSU students comprises 16 000.

The greater part of the oligarchs against which you are going to fight
is within the Republican Party. How do you imagine your fight against
them after becoming an RP member? This question was addressed to the
RA Prime Minister Tigran Sargsyan on December 25.

In answer to the question, Tigran Sargsyan said his statement on the
fight against oligopoly must not be confused with the fight against
oligarchy since the fight against oligopoly does not mean fight against
oligarchs. According to Tigran Sargsyan, they are different and the
government is struggling against oligopolies and not oligarchs. He
explained what oligopoly is. In his opinion, there are participants
in the market but roughness of price formation is registered.

Besides, Tigran Sargsyan said the RP is the party having the greatest
number of members including thousands of ordinary citizens. "Teachers,
professors, intellectuals, they compose the tangible part of the
members", says Tigran Sargsyan. Second, he stresses that the fight
against oligopolies is not the fight of the prime minister but of a
civil team the head of which is the president of the country.

"Becoming an RP member, we have confirmed what existed. I have always
been a representative of a political team the head of which is Serge
Sargsyan", says Tigran Sargsyan. According to him, the congress was
the best moment to register those phenomena. "We have registered them
which will answer many questions because many versions were brought
up which were far from the reality", says Tigran Sargsyan.

A NEW PROPERTY

– MR. LARRY BARNES BEQUEATHS $400,000 IN MEMORY OF HIS LATE WIFE
SEDA DER GARABEDIAN-BARNES

It is with great joy that H.E. Archbishop Moushegh Mardirossian,
Prelate, and the Religious and Executive Councils announce that the
Las Vegas parish community has purchased a property that will house a
church and cultural center.
The grand benefactor of this project is Las Vegas community
member Mr. Larry Barnes, who made a generous donation of $400,000 in
memory of his late wife Seda Der Garabedian-Barnes.
Seda Der Garabedian-Barnes was the daughter of Genocide
survivors; she lost two brothers during the forced marches. Raised in
an Armenian household with parents who instilled in her love and pride
for their heritage, Seda grew up to become an active member of the
Armenian community, always lending a helping hand where needed. In
the last two decades, she served in the Armenian community of Las
Vegas, where she was active in the church and various organizations.
To honor the memory of the late Seda Der Garabedian Barnes and
Der Garabedian family members, and per the request of the benefactor,
the sanctuary and complex will be named St. Garabed Armenian Apostolic
Church and Cultural Center.
On Sunday, December 20th, 2009, the Prelate and Executive
Council Chair Dr. Garo Agopian visited the parish and met with the
parish council and community members. The Prelate also celebrated
Divine Liturgy and later visited and blessed the property.
The Prelate and Councils extend their gratitude to Mr. Larry
Barnes for his generous donation, commend the Parish Council members,
chaired by Mr. Adroushan Armenian, for their diligence and commitment
to this project, and thank all those who have morally and financially
supported this endeavor.
May God bless benefactor Mr. Larry Barnes and the memory of his
beloved late wife, and may He guide the Las Vegas parish community to

Asked to comment on the ratification of the Armenian-Turkish Protocols,
Turkish Foreign Minister Ahmet Davutoglu said the issue should be
dealt with via a "visionary" approach instead of by enacting arbitrary
deadlines, reports Turkish news agency Today’s Zaman.

Ruling out criticism of Ankara for linking the establishment of
Armenian-Turkish relations to the resolution of the Nagorno-Karabakh
conflict between Baku and Yerevan, Davutoglu said:

"Normalization at the bilateral level is linked with an improvement
in the situation in Nagorno-Karabakh. The Turkish-Armenian border has
been closed for years but we are still trying to resolve this issue.

If the same kind of good intention can be shown on the other issue,
then it may reach a further level as well."

AZERBAIJAN HAS NEITHER POLITICAL NOR ECONOMIC RESOURCES TO UNLEASH WAR AGAINST NAGORNY KARABAKH

ArmInfo’s exclusive interview with Yevgenia Voyko, the leading expert
in foreign policy, the Russian Center for Political Conjuncture

Ms. Voyko, what is your assessment of the passing year? Was it
successful from the viewpoint of the Karabakh peace process? Can
we hope for breakthrough in that process considering activation of
meetings at the top level in 2009?

I’d characterize the situation in the conflict region as stagnating.

Apparently, all the participants in the negotiation process have a
similar approach i.e. the scenario "leave everything as it is" would be
the optimal one today. First of all, settling the territorial conflict
between Azerbaijan and Armenia in a diplomatic way was not a success,
apparently, since any decision a priori will meet the interests of
one party and infringe the interests of the other.

Second, this discredits the West for its inability to stop the .

Third, one should highlight the efforts by the OSCE MG, the activity
of which brings quite invisible results. The Minsk Group offers
taking the renewed Madrid Principles as a basis. These principles
envisage liberation of the Armenian territories and free expression
of will as regards the Nagorno Karabakh status, which is unacceptable
for Yerevan and cannot be a subject for discussion. However, the
negotiation efforts and the shuttle diplomacy of the Group do not
take into account the internal political and social conditions in
Armenia and Azerbaijan, namely, the permanent tension and conflict
which cannot be liquidated with one peaceful agreement.

As for the breakthrough, we are not likely to reach it in the Nagorny
Karabakh conflict settlement in the mid-term outlook, taking into
account the intended delay of ratification of the Armenian-Turkish
Protocols by the Turkish party. Linking the ratification of the
protocols with settlement of the Karabakh conflict and insisting on
the territorial compromises in favor of Azerbaijan, Ankara is trying
to keep aloof from the Armenian genocide issue. Practically it means
that Turkey is expressing not so much its position but the position
of the "brotherly" Azerbaijan, the economical relations with which
are progressing, whereas closing of the border to Armenia gave Ankara
no privileges or losses in the trade and economic sense. At present
Erdogan’s leading party has found itself also because of the domestic
political circumstances. Therefore, to make compromises to Armenia
(i.e. to ratify the Protocols without mentioning the Karabakh conflict)
would mean to face serious electoral risks. For this reason, Turkey
will probably ratify the Protocols only in case of the territorial
compromises in favor of Azerbaijan. Thus, it turns out that the
initiative has been directly or indirectly given to Armenia, and it
remains for the leadership of Armenia to make practical steps.

Immediately before the Munich meeting of the two leaders, Ilham Aliyev
reiterated that Azerbaijan is ready to settle the conflict by force.

Do you think that the military actions in the region may be resumed?

Would Azerbaijan risk unleashing a new war despite the big dangers
it may face in case of the new aggression against the NKR?

I watch Ilham Aliyev’s statements on possible resumption of military
actions only in the context of nervousness of the Azerbaijani
leadership because of the serious change in distribution of political
forces in the South Caucasus. Naturally, the initiated rapprochement
of Armenia and Turkey causes negative and quite harsh reaction
of the Azerbaijani leadership, which is scared of split in the
so-called Pan-Turkish informal bloc. It is no secret that for Turkey
normalization of relations with Armenia is a part of the tactical plan
on neutralization of the activity of Armenian leadership in the matter
of consolidation of the pool of the countries which have recognized the
Armenian genocide. The economical expediency in opening of the border
has practically no part for Turkey. For this reason, just aspiration
of Ankara to reduce for itself the sharpness of the ethnic problem
on the international agenda is the key moment for Turkey.

Azerbaijan perceives such a step by Turkey and not-regional players
(for instance, the USA) as a serious concession. This made Ilham
Aliyev to voice such an emotional statement. Nevertheless, at present
Azerbaijan has neither the political resources nor the economic ones
to unleash military actions in Karabakh. First, Azerbaijan will not
enlist wide international support like it happened in Georgia in
August 2008. Then, despite Tbilisi’s efforts, the West rendered no
large-scale assistance, which seriously damaged both the reputation
and the geopolitical weight of Georgia in the world. Azerbaijan will
have to rely on the international aid at least because the military
potential and the fighting spirit of the Armenians considerably
exceeds the Azerbaijanis. It is noteworthy that Armenia has a right
to rely on the military assistance of its partners under the CSTO.

Second, resumption of the military actions will damage Azerbaijan’s
reputation as an energy regional power and will make the projects
implemented there with the support of the USA and the EU less
attractive. Maintenance and development of its energy positions in the
Eurasian region is a tangible restriction for Ilham Aliyev’s sharp
maneuvers. In addition, military actions will lead to recognition
of the NKR by Armenia, which will deprive Azerbaijan of all the
opportunities to settle the problem in a diplomatic way.

How can Armenian-Turkish normalization affect the Karabakh peace
process?

The removal of Turkey’s claims for Nagorny Karabakh on paper doesn’t
absolutely hold from making these claims in public rhetoric. The
Armenian-Turkish rapprochement changes Ankara’s position on the
issue of a number of the NKR territories that "should be returned to
Azerbaijan" as the Turkish leadership thinks. Such presentation of the
problem automatically rules out any progress as it implies a demand
of one party’s territorial concession to the other. I do not rule out
that the emphasis on this component in Turkish rhetoric will be only
intensified in the course of time as it is important for Ankara to
demonstrate to Baku that it holds no secret negotiations behind its
strategic ally. Such an approach would become a safety net for Erdogan
in case the opposition in the Turkish parliament becomes more active.

Do you share the opinion that opening of the Armenian-Turkish border
may weaken Russia’s positions in the South Caucasus?

Yes, I do a little bit. Russia’s positions in the South Caucasus
greatly depend on its friendly relations with Armenia. I do not think
that the Armenian-Turkish rapprochement will weaken Armenian-Russian
friendship. Armenia will hardly change the vector of its foreign
policy but having just two open borders – to Georgia and Iran –
Yerevan is interested in enlarging its economic ties with external
players. Armenia has no common border with Russia and is forced to
develop ties with its neighbors. And Russia can do nothing about it.

The signing of the protocols between Armenia and NATO member Turkey
was due mostly to the active mediation of the US Administration,
which seeks to solve the problem of Iran’s nuclear dossier, to enhance
its role in regional processes and to enlarge the number of loyal
countries. By fostering the Armenian-Turkish reconciliation, the
United States seeks not so much to force Russia out of the region as
to solve the problem of Iran’s nuclear dossier. Washington’s long-term
goal is to create a circle of friendly states around Iran.

Will Russia strive to come closer with Azerbaijan to maintain its
influence in the region against the background of the Armenia-Turkish
reconciliation and considering the big gas contract having been
recently signed by Russia and Azerbaijan?

Russia has been intensifying the Azerbaijani vector of its foreign
policy for a long time already and the Armenian-Turkish rapprochement
did not have a decisive role in this process. Today, Azerbaijan’s
energy policy has two directions: Europe and Russia. With Europe
Azerbaijan has just verbal agreements and promises while Russia is
offering specific terms and is ready to buy Azerbaijani gas at the
market price. Azerbaijan has not yet decided on its participation
in Nabucco project. I do not share the opinion that Baku has shifted
its foreign political orientation towards Russia. The key reason why
Russia and Azerbaijan are intensifying their relations is the energy
while political issues are just the background.

What are the goals of the USA, EU and Russia in the Armenian-Turkish
normalization? Do their interests really coincide?

The key factor for the USA is consolidation of the pool of possible
allies along the perimeter of Iran. The Russian-American opposition
in the fight for influence in the post-Soviet area in general and the
South Caucasus in particular plays its own part in the Armenian-Turkish
process. Armenia is traditionally considered to be a pro-Russian
state in the South Caucasus, and to break this trend is one of the
tasks of US Administration. However, if enhancing of US positions
in Afghanistan is carried out directly, the mediator mechanisms,
in this case Turkey, are attracted in the Caucasus.

The EU countries in the waterway of the American foreign policy
(specifically, the Great Britain, partially FRG and Eastern Europe)
pursue the same goal as the USA. However, they may pursue just
humanitarian goals, which is characteristic to European political
elites. Brussels unlike Washington has no evident "own" interest,
except reduction of tension and the conflict component in the region
to ensure stability of future supply of energy resources to the EU.

Russia has no direct interest in the Armenian-Turkish rapprochement
either. The political and economic ties between Moscow and Yerevan
were developing and keep on developing without that factor. On the
other hand, the procedure of signing the Protocols looked like the
meeting of "senior-junior" partners Russia-Armenia and USA-Turkey.

Observation of this secret balance of forces required Russia’s
involvement. In addition, it is important for the Russian leadership
to demonstrate its weight and influence on regional processes and not
to stay aside of the geopolitical decisions of its counteragents. It
is interesting that soon after the Protocols were signed in Zurich,
Turkey approved the South Stream gas pipeline to be laid across
its territorial waters. Apparently it was a gesture of good will to
the Russian partners by Turkey in response to Moscow’s mediation in
normalization of the Armenian-Turkish relations.

While in the USA Turkish Prime Minister Erdogan again linked the
Armenian-Turkish and the Karabakh processes and sharply criticized
the OSCE MG. Who, do you think, that message was addressed to,
first of all? Can such a statement slow the Armenian-Turkish process
considering the official Yerevan’s stance on normalization of the
relations without preconditions?

The statement by the Turkish prime minister was addressed to the
leadership of Azerbaijan, first of all. It is important for Erdogan
to maintain the existing relations with the counteragent for the
so-called "Pan-Turkish" bloc. Turkey is trying to lead and to preserve
sustainability of energy contracts with Baku. Ankara and Baku have
been debating for the price of Azerbaijani gas supplied to Turkey
(not in favor of Azerbaijan).

Since the activity of the pro-Kurdish party was banned, the position
of the ruling Turkish Party of Justice and Development and the prime
minister may be seriously shattered. Erdogan’s public curtsey to Ilham
Aliyev in the USA was a signal that normalization of relations with
Armenia is postponed. The Armenian leadership is well aware of that
as well. Actually, the Armenian party is expected to respond.

I’d like to brief also on the position of the USA. An aspiration to
simultaneously preserve Azerbaijan on the orbit of its influence
and attach dynamics of development of relations with Armenia is a
serious problem of the American foreign political strategy in the
South Caucasus. A bright example of that is the recent allocation of
$8 million by US Congress to Nagorno Karabakh that caused indignation
of the Azerbaijani authorities. However, the financial assistance was
hardly provided just to orient Yerevan to the direction which White
House needs. Apparently, the matter concerns allocation of funds for
development of the infrastructure potential of the NKR, some other
humanitarian projects, however, there remains zealous attitude of
Azerbaijan to such American game: first, active cooperation of the USA
during signing of the Armenian-Turkish Protocols, now – financial aid
to the NKR, and afterwards – blackmail of the Turks by the possibility
of recognition of the Armenian Genocide.

Such an ambiguous stance risks to discredit the idea of American
mediation in the South Caucasus region, that already leads to energy
rapprochement of Turkey and Russia, for example, that is undesirable
for the USA. The aspiration of Washington to use the Armenian Genocide
issue as a tool for promotion of its interests in the South Caucasus
testifies in favor of this stance. Barack Obama’s words saying it will
be difficult for him to hinder recognition of the Armenian Genocide
in the Congress in case Turkey refuses to ratify the Protocols, are
of double meaning. It means that in case of ratification of these
documents by the Turkish Parliament, Obama may avoid the procedure
of the Genocide recognition in the Congress.

A statement by Bartholomew about the difficulties Turkish authorities
create for the Christian Orthodox community provokes an irate response
from Turkey’s foreign minister. Turkey continues to subordinate the
reopening of the Orthodox Theological Seminary in Halki to the opening
of a mosque in Athens, Greece.

Istanbul (AsiaNews) – When a journalist from CBS asked whether he
is still felt "crucified" by the difficulties he has to face every
day, Ecumenical Patriarch Bartholomew said yes, thus venting the
frustrations that come from running the Ecumenical See of Orthodox
Christianity.

Turkish Foreign Minister Ahmet Davutoglu responded immediately. He
said, "I hope this is just a slip of the tongue. It is a very
unfortunate statement. We do not deserve it. Crucifixion has never
been a part of our history. I cannot see such a comparison coming
from such a levelheaded person. I hope they were said by mistake."

In reality, history shows that 19 Orthodox patriarchs were hanged,
imprisoned or sent into exile by Turkish authorities. Yet, for
Davutoglu, the Turkish nation was built on religious intolerance,
and the Turkish Republic is a secular state; a democracy based on the
rule of law that does not judge its citizens based on their religious
affiliation, a place where every citizen is equal.

"If Patriarch Bartholomew has complaints about this issue, he can
convey them to the relevant authorities who will do whatever is
necessary," the foreign minister said. "We cannot accept comparisons
that we do not deserve."

Bartholomew reacted to the minister’s comments in an interview with
the Turkish-language news agency Haberturk in which he said that as
a citizen of "this country [i.e. Turkey, where he did two years of
military service) he wants to be treated as an equal and not as a
second class citizen.

The Patriarch said he raised several times in writing the issue of the
Theological Seminary in Halki and other matters with Prime Minister
Erdogan. The answer he got was the same: reciprocity. For Halki to
reopened, the Greeks have to allow a mosque in Athens. In reality,
the Greek capital already has an Islamic Centre with an adjacent
place of worship.

"We are not against a mosque in Athens," Bartholomew said. "But they
are making us pay for something which we are not responsible for."

The Theological Seminary in Halki was run in accordance with the
regulations of the Education Ministry until it was shut down in 1971,
Bartholomew said. It had a high school and a college.

"We have asked for permission to close the school because we have not
had any students for years and still have a deputy school principal
who gets paid for a place that stands empty. Instead, we applied to
reopen the college, which the authorities closed."

"Schools that belong to other minorities are in the same situation.

Even the Education Ministry says that there is no legal obstacle to
our request, but falls back on the notion of reciprocity with regard
to the Muslim minority in Greek Thrace," the Patriarch said.

However, the two situations are very different. There are only 3,000
Greek Orthodox are left in Istanbul compared to 150,000 Muslims in
Greek Thrace (who have 400 mosques and three Qur’anic schools).

That was not the case in the recent past when Istanbul was home to
130,000 Orthodox Christians.

Some claim they left of their own accord, but no one leaves if they
have a business or a job. Instead, those who left fled because of the
"incidents" of September 1955 (when Greek property was destroyed),
real estate taxes (targeting minorities), forced exile in AÅ~_kale,
the Cyprus issue, and more. For this reason, we feel let down, the
Patriarch said, and we shall take all legal steps at our disposal.

Even in Istanbul’s diplomatic circles, such remarks have raised
eyebrows because several times in the past Bartholomew said that he
believed in Erdogan’s goodwill. Still diplomatic sources acknowldge
that Turkey’s situation is very complex and it is hard to understand
whether what officials say expresses a desire for real change or not.

For his part, Istanbul-born historian E. Milas notes that whilst
the authorities do not recognise the Ecumenical Patriarchate, they
do recognise the so-called Turkish Orthodox Church, which was set
up by the Turkish state, whose membership is so small it could not
fill up a minibus even if it tried, but whose offices (confiscated
from the Greek Orthodox Church) served as the headquarters for the
ultra-nationalist Kemalist group Ergenekon.

Even well-known writer A. Aslan said that Ecumenical Patriarch
Bartholomew, or the priest Bartholomew as Turkish authorities continue
to call him, is greeted by everyone with his historical title
of patriarch, "whilst we continue to stick our heads in the sand,
thinking that we can solve our problems with the Kurds and the Alevi
and forget everything about we have done to the Armenians."

As an apostolic nuncio with a long experience in the Middle East said,
things in Turkey hardly change. Even when there is some movement,
change is too often nipped in the bud.

Perhaps there is some hope in younger Turks, who have travelled abroad
and seen the world, and who might make a difference in a society that
is in transition.
