Market data indicates that growth is with the internet services market
and we will continue to see high-speed mobile offerings here.

Armenian mobile services market edged closer to full saturation
in 2009, with nearly every working adult in the country of 3.2
million people having one or more mobile phones, and the number of
mobile subscribers passing the 2,5 million mark. While the mobile
operators say that there is still a lot of room to grow and compete,
the question is – how exactly that competition will take place, and
will the customers and the telecom sector benefit from the fight for
market or otherwise.

/PanARMENIAN.Net/ The number of Vivacell-MTS subscribers grew 46
percent in 2008 compared to the previous year, and Beeline registered
growth of 23 percent. The numbers tumbled in 2009, with Vivacell-MTS
growing as little as 2.4 percent, and Beeline apparently losing some
customers, even if it is hard to tell for sure as the company has
moved to a new system of counting subscribers. Hence, according to
the latest data available by the end of 2009, Vivacell-MTS was the
unchallenged market leader with 2 million 70 thousand subscribers,
while Beeline followed by 502 thousand subscribers (latest Beeline
data available for the 3rd quarter of 2009).

Meanwhile, Armenian mobile market saw the aggressive entry of Orange
Armenia at the end of 2009, which generated a fair amount of buzz and
ensured impressive growth of mobile subscriber numbers, which totaled
at 200 thousand within 3 months of the official launch of Orange in the
country, and forced the ‘big guys’, Vivacell-MTS and Beeline to react
with a range of price cuts and special offers, to retain their existing
customers. With increased competitive pressures, the market is set
to reach 100% or more saturation within the next year or two, and the
operators are already looking for other possibilities for competition
in areas other than growth by expansion of customer numbers.

"There is plenty of room for growth. There is no clear direct
correlation between the number of population and the rate of
penetration and service utilization," VivaCell-MTS told PanARMENIAN.Net
commenting on current market situation. "There are always new services
and products. At least twice a month we have a new offer to the
market. In particular, at present there is a demand for data transfer
services, including high-speed mobile internet. So far VivaCell-MTS
has increased the capacity for data transmission five times to cater
for market ongoing growing demand on Internet usage."

Indeed, Russia, UK, France, Germany are examples of countries, where
market penetration of is close to or over 100 percent. The example
of those markets highlights a problem – with continuous price wars,
the average revenue per user declines for the companies, and big
investments don’t pay off, so customers suffer in the end.

This is a concern shared by Beeline: "The future of the mobile market
depends primarily on the pricing policy that the operators choose. Our
company has always been opposed to price wars, as in these innovative
services and subsidization of hi-tech initiatives are not justified and
become meaningless. The company plans a lot of interesting initiatives,
so in ‘peaceful’ conditions our clients will really see pleasant news."

The market, however, is far from being ‘peaceful’ at the moment, with
Orange Armenia mainly setting the pace. The company does not have to
think of profits yet. It plans $75 million investment in Armenia, and
the company is hoping to grab its chunk of the pretty steady mobile
communications services market which in 2009 generated revenues of
105 766.6 million drams (about $280 million) and a growing internet
connectivity market, which tripled last year reaching 10 404.2 million
drams in revenues (about $27.5 million).

Market data indicates that growth is with the internet services market
and we will continue to see high-speed mobile offerings here.

Deployment of mobile internet is quite costly and it puts tremendous
load on the network of the operators, so it is yet to be seen, how
justified investment in this area is.

More importantly, the mobile data service provided by operators in
Armenia has generally fallen short of customer expectations. The
connection is often inconsistent, and none of the operators has
delivered service which would be even close to the advertised speeds
of 7.2 Mbps. Orange, which was especially active in promoting mobile
internet via its 3G USB modems, suffered a big blow to its image. The
company admitted in February, that 1/3rd of their customers experienced
"inconveniences" due to "record amounts of used traffic", but the
impact was much wider and the customers found themselves locked into
1-year contracts.

The consumer demand in this area is still huge. At some point in
December 2009 the operators were struggling to meet the demand
while trying to avoid overloading their networks. But in internet
connectivity services market the mobile operators are not only
competing with each other, but also with dozens of ISPs, including
WiMAX operators like Cornet and iCon.

Other area of growth, as the experience of other more saturated markets
around the world has shown, is the provision of subsidized phones
(like the iPhone) and equipment (Amazon Kindle). Vivacell-MTS and
Orange have both come out with initiatives offering cheaper phones and
subsidized prices for their 3G USB modems and 3G Wi-Fi router devices
within ‘Home Zone’, ‘Office Zone" tariff plans for Vivacell-MTS and
Flybox in the case of Orange.

The operators have also done little steps into the phone market,
with Vivacell-MTS’s low-cost "Ð~ТС 236" phone, which is locked
into their network, providing a preview of what is still to come.

The market is however, ready for the killer phone – Apple’s famous
iPhone. The phone currently sells for $1000 US in Armenia and is far
from being affordable. Orange Armenia have announced plans to deploy it
into the Armenia market back in November. Speaking to PanArmenian.net
Orange Armenia neither confirmed, nor rejected the possibility, that
their iPhone will be a subsidized offering, but said the phone will
be deployed soon.

Interestingly, the initial plans for launching the iPhone on Christmas
shopping season were changed. The company said "promotion "Christmas
miracles" has a big success and introducing iPhone in the same time
would unavoidably generate queues. Orange will postpone the launch
of the iPhone in order to welcome the customers in a comfortable
environment and keep the best service quality."

One of the possible conclusions is that customers wouldn’t queue for a
$1000 phone, so the Orange’s iPhone will very probably be a subsidized
offering. Depending on the size of subsidy and related contract terms,
this move could dramatically shift the mobile landscape in Armenia and
force the other operators to react with similar moves. So overall,
the mobile outlook is very promising for the Armenian consumers,
but the mobile companies will have to really fight for market.

In the framework of regional visit, Kanat Saudabayev, OSCE
Chairman-in-Office, State Secretary, Minister of Foreign Affairs of
Kazakhstan, left for Tbilisi February 16, after visiting Baku and
then Yerevan.

In Tbilisi Saudabayev will meet with his Georgian counterpart Grigol
Vashadze, Parliament Speaker Davit Bakradze and representatives of
political parties.

According to Georgian Deputy Foreign Minister Nino Kalanadze, the OSCE
Chairman will discuss security issues, and Abkhazian, South Ossetian
conflicts. "Rehabilitation of the OSCE regional mission in any format
will be discussed as well", Kalanadze said.

To recall, in contrast to Armenia and Azerbaijan, Georgia does not
have an OSCE office. The office was closed, as Russia was against
prolonging the activities of the office motivating that the OSCE
dose not take into consideration the new developments in the region,
namely, recognition of the independence of Abkhazia and South Ossetia.

Anyway, after the meeting with the OSCE Chairman-in-Office, the
representatives of the Georgian Labor Party announced that an
international conference is to be held in Astana on February 23 to
discuss the conflicts of the South Caucasus.

Azerbaijan is interested in adoption of updated version of Madrid
Principles, Azerbaijani FM Elmar Mammadyarov said at the joint press
conference with OSCE Chairman-in-Office Kanat Saudabayev after meeting
in Baku.

"I have recently talked to Russian FM Sergey Lavrov and he said that
Armenian side has not submitted its proposals on not agreed provisions
of the basic principles yet," stated Mammadyarov.

According to him, Azerbaijan’s stance is clear, the country sees
Karabakh’s status within Azerbaijan on condition of joint residence
of Armenian and Azerbaijani communities.

"Azerbaijan is ready to continue the talks and expects confirmation
of updated Madrid principles that will give impetus to the drafting
of large and comprehensive peace treaty," Mammadyarov emphasized.

Azerbaijani FM stressed that Baku is interested in adoption of new
version of Madrid Principles, "If the process backpedals, a question
will raise: What’s next? And all negotiating parties should ask
themselves about this."

A special working group was formed in the office of the Armenian
Ombudsman with the aim to deal with the case of the well-known
journalist Nikol Pashinyan, an activist of the opposition, who was
convicted to seven years of imprisonment. Ombudsman Armen Arutyunyan
promised to personally deal with the case.

"So far, we haven’t arrived to the final conclusion whether the
editor-in-chief of the newspaper ‘Armenian Time’ Nikol Pashinyan is
covered by the amnesty," he has noted.

He has reported about the working group of four experts, formed in his
office specifically to study this case. According to the Ombudsman,
the opinions in the group as to Pashinyan’s amnesty split equally: two
experts assert that he should be amnestied, while the rest of them
stick to the opposite opinion.

"We have no unanimous approach: the issue needs a deeper study. If the
unequivocal opinion as to his detention is absent, any doubts shall be
interpreted in favour of the citizen. This is the demand of the law,
and the dilemma should be resolved in favour of Nikol Pashinyan," Mr
Arutyunyan said.

A discussion was held on February 11 in New York entitled
`Establishment of Diplomatic Relations between Armenia and Turkey:
Security and Cooperation Perspectives in the Region,’ jointly
organized by the Fletcher Club of New York and The New Century
Foundation, reads a press release issued by the Ministry of Foreign
Affairs of the Republic of Armenia.

Among present in the discussion were international law and
international relations specialists, representatives of New York
business and diplomatic circles with Deputy Chief of Staff of RA
President Vigen Sargsyan and Ambassador Karen Nazaryan, Armenia’s
Permanent Representative at the United Nations, representing the
Armenian delegates.

Referring to regional challenges, the Armenian delegates spoke about
Armenia’s stance on the normalization process with Turkey, saying
that, along with Armenia, the international community attaches
importance to the process and expects that the Armenia-Turkey
Protocols will be ratified and the provisions envisioned by these
documents implemented.

The Armenian delegates also spoke about the RA Constitutional Court’s
ruling, reaffirming Armenia’s constructive attitude in the matter and
highlighting that it was important that the Turkish side implements
its international commitments ,which, in turn, would bring about a
favorable atmosphere for cooperation in the region.

Vigen Sargsyan and Karen Nazaryan also spoke about Armenia’s attitude
towards the current stage of the Nagorno-Karabakh peaceful settlement
process.

said the secretary of RPA parliamentary group.

"The Armenian-Turkish process enters a new era, which promises to be
complicated," Eduard Sharmazanov told a news conference on Friday.

As to resolution of the Nagorno Karabakh conflict, Mr. Sharmazanov said
that "Armenia will never let anyone use the language of ultimatums".

Commenting on the presidential speech in Chatham House, he emphasized
that’s for the first time President Sargsyan touched upon 4 UN
resolutions and rebuffed Baku’s anti-Armenian propaganda.

2010 started hearings of the draft law "On compulsory insurance of
liability of vehicles. As the PanARMENIAN.Net correspondent reported
from the National Assembly of Armenia, Deputy Chairman of the CBA
Vache Gabrielyan said that foreign citizens entering Armenia will
be required to buy insurance policies for their vehicles to avoide
delays in case of accidents. In turn, the chairman of the NA Standing
Committee on Health Ara Babloyan said that this law would facilitate
the compensation of health damage of the victim.

Eva Rivas, one of the top three favourites to represent Armenia in
the Eurovision Song Contest 2010, had a song presentation today in
Yerevan. Among the many guests of the event Lys Assia, the first
winner of the Eurovision Song Contest was present.

During her interview to one of the Armenian channels, Eva and her
producer revealed some details of the song and Eva’s boigraphy. The
song Apricot Stone calls for peace and love all over the world. It
also symbolises the Armenian diaspora, as Eva lives in Russia but
misses Armenia as she lives uproad. Eva has an Armenian and Greek
background. As she told, Rivas means a river giving life.

Movie: `This is the house that was shooting’

`This is the house that was shooting’, 2009, is the first film in the
Nagorno-Karabakh cinema history directed by George Ghazarian and
adapted from a story by Ashot Beglarian, a journalists and soldier of
the Karabakh war.

The epic film sets in Armenia’s Nagorno-Karabakh Republic and around
the time of the Karabakh War. It stars Martin Aloyan, an actor in the
Stepanakert Drama Theatre and the Karabakh War soldier.

The film refers to real episodes of the Karabakh War and tells real
story of an aged man who was heroically standing in defense of his
family house.

`Our chief objective is to show civilians, their livings, hopes and
stories,’ said George Ghazarian.

`This is the house that was shooting’ is expected to open series of
films around the time of the Karabakh War.

`The idea to film these series came long ago. `This is the house that
was shooting’ is the first film in the Nagorno-Karabakh cinema history
and first film from series,’ said George Ghazarian.

Another film, `The war doesn’t pass without trace’, is expected to be
completed in 2010. George Ghazarian said this would be a real story,
which had been told by the Dean of the Oriental Studies Faculty of the
Yerevan State University, Gurgen Melikian.

`That film will tell a real story by Gurgen Melikian, who was on the
spot of an episode when an Armenian soldier helped a pregnant woman.
She was running away from Azerbaijani soldiers and left behind her
relatives. When she gave a birth to a boy baby, the soldier asked her
to name him Narek — after his own name.’

children were born in the Republic against 232 born in January 2009,
and 98 persons died against 104 persons died in January 2009.
In the accounting period 40 marriages and 13 divorces were
recorded against 21 marriages and 8 divorces recorded in January 2009.
In January 2010, the number of persons arrived in the Republic
formed 37 persons against 33 persons during the same period of the
previous year.
The number of persons left the Republic during the same period
formed 13 against 27 persons during the same period of the previous
year.
