La municpalite de Mersin Akdeniz a inaugure un monument et parc en
memoire du journaliste Hrant Dink qui a ete assassine le 19 janvier
2007.

Des centaines de Turcs, de Kurdes, d’Arabes, d’Armeniens, de Chretiens
et d’Alevis se sont reunis a Mersin pour l’ouverture du parc Hrant Dink
a l’initiative de la Municipalite d’Akdeniz en raison ” de la necessite
de faire face au passe et de ceux qui l’ont fait pour d’autres “.

Après une execution de danse folklorique par les elèves de l’ecole
primaire, la ceremonie inaugurale a debute avec la participation
de notables comme Ertugrul Kurkcu, Rakel d’Hrant Dink et sa fille
Delal Dink, le co-responsable provinciale du parti BDP Cihan Ylmaz,
le maire d’Akdeniz Fazil Turk, Rober Koptas, Vartak Estukyan, les
representants des eglises Catholiques et Orthodoxes de Mersin, les
journalistes Ali Bayramoglu et Celal Baslangic, l’artiste Mustafa
Alabora et un grand nombre de citoyens.

Dans son discours inaugural le maire a declare ” Nous donnons le nom
de Hrant Dink a ce parc pour le combat pour la paix, la democratie
et l’egalite pour laquelle il est mort. Nous n’aurons pas peur de
ceux qui sont differents de nous et nous tiendrons leurs differences
comme notre richesse. Chacun est egal dans ce pays et merite un
traitement egal. Je condamne encore une fois les mains sombres
sur cette fraternite. Les noms comme Hrant Dink sont les pierres
angulaires sur cette voie. Nous saluons avec respect la memoire de
notre pigeon de la paix. Nous n’oublierons pas le nom de Hrant Dink
“. Ertugrul Kurkcu a declare pour sa part ” La Turquie a besoin de
faire face avec sa verite et son histoire “.

Le discours de Kurkcu qui a appele Hrant Dink de ” compagnon ” a
ete suivi par le discours de Rakel Dink qui a souligne ” mon mari a
lance un combat pour la verite tout au long de sa vie. Il a essaye
de s’occuper des injustices subies par tous les peuples mais on lui a
repondu par la mort. Mais la seule chose qui nous console consiste en
ce que ses pensees se sont etendues et sont nees de nouvelles personnes
pensant comme lui. Et je peux voir cette image ici aujourd’hui. Cette
idee est juste un point pour faire face au passe.

Notre histoire est pleine de tas de douleurs “.

Les citoyens turcs entretiennent des attitudes peu amicales envers les
etrangers selon une recente enquete recente conduite par la Fondation
de Recherche Politique, Economique et Sociale, ou SETA.

Le sondage d’opinion a revele que beaucoup de personnes en Turquie
ont les vues negatives sur les Arabes, les armeniens, les Juifs,
les grecs, les Russes et les Americains, mais les points de vue sur
les Europeens semblent etre mitiges tandis qu’une certaine majorite
a exprime des vues positives sur les azeris.

Selon la recherche, environ 36,6 pour cent dse participants ont un
point de vue favorable des Europeens, tandis que 35 pour cent negatif.

Environ 33,2 pour cent des sondes ont dit qu’ils avaient une attitude
positive envers les Arabes, contre environ 39 pour cent qui ont dit
qu’ils avaient une perception negative de ces derniers. Les hommes
ont semble etre legèrement plus negatifs envers les Arabes que les
femmes, avec environ 42 pour cent des hommes negatifs contre 36 pour
cent pour les femmes.

Les participants ont dit que s’ils devaient faire un choix entre des
Europeens, des Americains et des Arabes, ils choisiraient les Arabes.

La recherche a ete coordonnee par le Professeur Talip Kucukcan et a
touche environ 3040 participants dans 12 provinces en Turquie.

La perspective des participants sur les Armeniens, les Juifs et les
Grecs etait particulièrement negative avec environ 73,9 pour cent
affirmant qu’ils ont un point de vue negatif des Armeniens, 71,5
pour cent affirmant qu’ils ont un point de vue negatif des Juifs et
67 pour cent afffirmant qu’ils ont un point de vue negatif des Grecs.

L’enquete a montre que la position negative envers les Armeniens et
les Juifs etaient relativement plus repandus parmi les participants
avec des niveaux inferieurs d’education et de statut socio-economique.

Les points de vue negatifs des Juifs etaient aussi legèrement plus
eleves parmi les hommes les plus jeunes.

Les resultats du sondage ont montre que 51,7 pour cent des participants
avait un point de vue negatif des Russes contre 20,7 pour cent
favorable.

On a aussi demande aux participants avec quel pays la Turquie devait
cooperer pour soutenir ses interets a long terme. Les republiques
Turques d’Asie Centrale et l’Azerbaïdjan etaient au sommet de la liste
avec 31 pour cent, suivies par les pays Islamiques avec 26 pour cent,
l’Union europeenne avec 23,1 pour cent et les Etats-Unis avec 11,8
pour cent. La Russie et la Chine etaient en queue de liste avec 8,1
pour cent.

Ogun Samast, the confessed triggerman in the assassination of
Armenian-Turkish journalist Hrant Dink, claimed during court testimony
Wednesday that he scouted the surroundings of the crime venue some
hours before committing the crime.

Samast said he could not deny the fact that he had scouted the area
of the crime scene after being asked by Judge İsmet Gulbicim.

“Do I have to lie? I say whatever I have seen and remembered. I went
there two or three hours before [committing] the crime, that is why
I remembered,” Samast said.

Samast’s case was separated from the main trial because he was
under 18 years of age on Jan. 19, 2007, the day of the murder. Samast
attended the second hearing of his trial in juvenile court in Istanbul
on Monday.

Samast, who blamed the media for the assassination, confessed to
shooting Dink in the back of the head outside the Istanbul offices of
the Turkish-Armenian weekly Agos, of which Dink was the chief editor.

On the day of the crime, Samast had first been told Dink was not
available as he was attending a meeting. Samast then went to an
Internet cafe, where he exchanged messages relaying the information.

Shortly after Dink exited the meeting, Samast headed to the newspaper’s
offices.

Gulbicim asked him whether it was a coincidence that the Internet
Cafe’s owner, Cavit Kılıc, headed to the paper’s offices at the
same time to submit an advertisement.

“It was a coincidence. You could also look at the security camera
recordings. The State Security Court, or DMG, could not find anything
related after four years, do you think the juvenile court will find
anything?” Samast said.

Opposition Party Leader Speaks At Chatham House

OPPOSITION PARTY LEADER SPEAKS AT CHATHAM HOUSE

Raffi Hovhannisyan, the leader of the opposition Heritage party
delivered a speech at Chatham House, in London, on 10 May.

Below is an excerpt from his speech.

The Domestic Picture

It has been said before that Armenia is a nation long on history and
civilisation and short on statecraft. There is still much to do in
terms of nation and state building. There are three main challenges
for Armenia: democratisation, the strengthening of sovereignty, and
the formulation and pursuit of the country’s vital interests. The jury
is still out on Armenia’s progress in these three areas, particularly
the first.

In the first year of independence, Armenia was considered a frontrunner
amongst the post-Soviet states in democratisation.

However, there has been a significant falling off. Steps were not
taken to build on the positive start and consolidate the rule of law.

Since 1991 there has been no classical democratic transfer of power
where both sides recognise and accept the result and continuity is
maintained by a political machine which continues to produce and
implement policy. The fusion of power and money remains strong in
Armenia. It is important that political elites take a critical look at
their own country; Armenia should be held, and should hold itself to
the highest international standards. There should be no laissez-passer.

Armenia is again on the eve of a new electoral season. Recent months
have seen superficial indications that the ruling elite recognise
that dialogue and accommodation are important for a healthy political
culture. This is to be welcomed, but greater commitment is required
from the elites to translate the rhetoric into reality. It will also
require people power and the engagement of civil society.

Armenian elites have encouraged the population to focus on security to
the exclusion of democracy. This agenda has to be modified. Armenia
also needs to build an economy which is capable of keeping talented
young people in the country. The brain drain is a symptom of the
lack of opportunity. Armenia needs to start respecting its own
sovereignty and avoid economic and political relationships which create
dependencies. There is no problem for now with Armenia’s membership
of the CSTO and the CIS, but it needs to make the transition from a
vertical to a horizontal relationship with Russia. The controlling
packet of Armenia’s strategic assets and thus of its sovereign
capacity must remain at home. No one should have a controlling share
in Armenia’s vital infrastructure.

One has also to question the decision to extend the lease on Russia’s
base in Gyumri to 2044, ten years before the initial lease was due to
expire. By extending the lease early, and for such a long period, the
government has limited the room for manoeuvre of the next political
generation which might wish to adopt a more multi-vectored foreign
policy.

The Regional Situation

Iran is an important neighbour for Armenia. The foreign policy
positions of Iran and Armenia do not coincide on every issue. However,
Iran’s approach to the Caucasus has been balanced and moderate.

As is well known, there are unfortunately no diplomatic relations
between Armenia and Azerbaijan. One should not forget that in the
early twentieth century Armenia and Azerbaijan had legations in
each others’ capitals. Conflict is not inevitable between the two
countries. From Armenia’s point of view, Nagorno-Karabakh is an example
of the reversal of Stalin’s legacy. There are of course conflicting
narratives on Karabakh, but it is clear that it is impossible to return
to the status quo ante. Recognition is one of the options which the
international community must consider. The solution to matters such
as confidence building, return of refugees, security guarantees,
and border limitation must be reciprocal and comprehensive,
but Nagorno-Karabakh’s sovereignty and integrity are worthy of
international recognition under international law: application of
the sui generis principle to Kosovo proffers a distinction without
a difference and militates against the rule of (international) law.

Armenia’s most important relationship, or lack therefore, is with
Turkey. There can be no full normalization without resolving all
outstanding issues, including the Genocide and Great Dispossesion of
the Armenian people, but establishing diplomatic relations without
any preconditions whatsoever would be a mature beginning. Despite the
football diplomacy, the official position of Turkey has not changed.

Ankara still denies the Armenian Genocide, despite the overwhelming
weight of archival evidence. However, Turkish civil society has
started to challenge the official discourse. People are starting to
rediscover their Armenian identities in Turkey and to recognise a
complex shared history. The EU aspirations of all the countries in
the region should provide an impetus to achieve normalisation.

Relations between several of the countries in the region are fraught.

However, external factors should not be an impediment to internal
reform. There are many internal issues which need to be overcome. All
countries of the region should be held to the highest democratic
standards. If they meet these, they will be better placed to knock
on the doors of the world, and strengthen the regional environment.

Democracy should not be the preserve of idealists, it should be one
of the benchmarks by which we measure the success of the state.

Artsakh Presidnt’s spokesman David Babayan suggested Baku to
recall demolition of Armenian cultural heritage, specifically
destroyed khachkars in New Jugha, before laying claims to organising
archaeological excavations in Artsakh.

Earlier, the Director of Archaeology and Ethnography institute of
ANSA Maisa Rahimova stated that artefacts recently discovered in
Artsakh’s Kashatagh region belong to Azerbaijan.

Commenting on the statement above in a conversation with a
PanARMENIAN.Net reporter, Babayan noted that the whole Azerbaijani
policy is founded on lies and falsifications.

“A pseudo-science, driving local “historians” to attempt proving
Sumerian origin of the Azerbaijani, is gaining impetus. Azeris are
trying to prove Armenian cultural benchmarks and cities belong to
them, yet the first historic mention of Azerbaijanis was reported
only in the 20th century. ”

“Moreover, archaeological excavations in Artsakh once again prove it
to be an originally Armenian territory,” the spokesman stressed.

In January 2011, a burial place of two women, along with their golden
and bronze decorations estimated at approx. USD 21,5 million, was
discovered in Artsakh’s Kashatagh region.

Interview with Member of Parliament Ara Nranyan, ARF Dashnaktsutyun

After the ARF Dashnaktsutyun parliamentary group made a motion,
you proposed a draft resolution on vote of no confidence to the
government. However, this resolution was voted down. What is your
next step?

I think this process has not ended yet, and it will continue outside
the parliament hall. I think this motion will have its consequences.

Is the ARF Dashnaktsutyun satisfied with it?

I think we can be satisfied because obviously the government is blaming
the previous government for its failures and the crisis. This fact
encountered a negative response of the political majority. Of course,
the political majority could not vote for our draft resolution to
give a vote of no confidence to the government without a political
decision of the political majority in place. However, this does not
mean that the same will not happen through other ways.

The minister of finance Vache Gabrielyan announced that they are honest
and the strength and power of the government and the Republican Party
is their honesty.

I wouldn’t like to comment. The ARF Dashnaktsutyun made a motion,
and the government responded to it. There are controversies in the
government policy documents, budget messages. The controversies we
revealed are in the government’s policy documents. A sentence uttered
by someone orally cannot erase the work done in the previous years.

Was the result of vote unexpected for you?

First of all, the voting equipment failed, we voted for several times.

Only after restarting it the equipment started to work. Part of the
members of parliament voted. Only 13 members of parliament were
against the resignation of the government. If they did not vote,
it does not mean that they disagree with us. Simply there is no
political decision yet.

Do you think there will be one?

In any case, we are working toward it.

New video on YouTube shows “horizontal” shooting in Armenia’s 2008

unseen video of shootings during the 2008 post-election street violence
in Yerevan has been on YouTube and also circulating on different online
social networks. The video arguably shows horizontal gunshots (rather
than shots into the air) made from amongst the law-enforcers gathered
around a water canon at the scene of the March 1-2, 2008 clashes.

Andranik Kocharyan, a member of the disbanded fact-finding group
probing the 03/08 case (the group was set up on President Serzh
Sargsyan’s orders in late 2008, but was dissolved within less than
eight months), says that the video material contains much information
and that the Special Investigative Service (SIS) should seriously
look into it and try to find those who fired the shots.

Still on April 20, President Serzh Sargsyan told top prosecutors and
security officials to step up their efforts in investigating the 2008
post-election unrest.

“Try to find new ways of solving those incidents. A lot of time has
passed; maybe there are people who were witnesses and didn’t want
to cooperate with law-enforcement bodies at the time but have now
different approaches,” stressed the president then.

On May 16, the SIS released a statement in which it called on anyone
possessing any information or piece of evidence concerning the
circumstances of the March 1-2, 2008 events to come forward and help
the investigation.

Kocharyan insists that this latest video on YouTube clearly shows
one or several police workers releasing aimed fire from their guns.

“If the officer were firing for intimidation purposes, then he should
have fired into the air, but after a horizontal shot the bullet may
have hit anyone,” says Kocharyan.

The member of the disbanded fact-finding group thinks facts are
especially important for the revelation of circumstances of one
citizen’s death on that day. The video was shot at the intersection
of Leo and Paronyan streets very close to the immediate scene of the
clashes. (David Petrosyan, the citizen in question, was killed near
the first entrance to the building in 2 Paronyan Street, after being
hit in the back with a bullet released from a Makarov pistol).

“Petrosyan was hit in the back. It is very possible that he was
killed with such a random, inadvertent shot. Let them reveal whether
it had anything to do with that or not. This is what makes this video
valuable,” says Kocharyan.

Armenian Parliament Rejects Non-Confidence Vote Against Government

On May 25, the Armenian parliament discussed the no-confidence
motion brought against the government by the ARF Dashnaktsutyun
parliamentary group.

The group submitted an official written inquiry to the government
in April, which contained questions concerning the reasons behind
the current social and economic situation and lack of actions to
prevent emigration.

Member of the ARF Dashnaktsutyun parliamentary group Armen Rustamyan
said in the parliament that the government’s answer has grounded the
doubts and concerns of the parliamentary group rather than dispelled
them. There is an impression that the Armenian government was taking
some actions, while stating and thinking secretly about other things,
Rustamyan said.

In response to it, Armenian Minister of Finance Vache Gabrielyan said
the government’s policy has not deviated from the declared one.

According to him, the global financial crisis has affected all the
states, specifically developing ones. Gabrielyan noted that under
such conditions the situation requires certain corrections, what is
implemented by the government.

The Armenian parliamentarians voted 13 to 10 to reject the
no-confidence motion brought against the government.

“I think in near future Georgia will start giving legal status to all
its religious organizations”, assistant to the president of Georgia
Van Bayburd said, speaking about giving legal status to Armenian
church in Georgia.

“This issue will get positive solution. Not only Armenian Apostolic
Church, but the Georgian Muslims as well as all other religious
organizations will have status”, Van Bayburd said.

He said during the past six years in Armenian-populated
Samtskhe-Javakhq and Kwemo-Kartly 45 new churches were built. “Another
issue is that we do not have priests. We hope that when His Holiness
Catholicos of All Armenians Karekin B visits Georgia and meets
Georgian Patriarch Ilya II they will discuss the issues and solve
them”, Van Bayburd said.

Prime Minister Tigran Sargsyan had a farewell meeting with outgoing
US Ambassador to Armenia Marie Yovanovitch.

Government’s Press Office reported that the Prime Minister expressed
gratitude to Ambassador Yovanovitch for the work she has done
during her tenure and wished success in her future activity. Tigran
Sargsyan highly appreciated her personal contribution to the programs
implemented in Armenia with the support of the United States.

The US Ambassador, in her turn, assessed the years of her tenure
in Armenia as productive and expressed confidence that the
Armenian-American cooperation will continue to develop dynamically.

“The US is interested in deepening its relations with Armenia,”
Yovanovitch stated.

During the meeting the interlocutors exchanged thoughts over a number
of issues of mutual interest.
