ARMENIAN STUDENTS TO WORK AT CONSTRUCTION OF OLYMPIC INSTITUTIONS IN SOCHI

The “South Caucasian Railway” company is gathering a students’
construction group which will participate in summer at the construction
of Olympic institutions in Sochi. The group will include 20 students
who will work in the “Russian Railways” contract organizations.

Press service of the company reported that the company is also forming
students’ guard groups. About 50 students will work during their summer
holidays as guards on Yerevan-Batumi-Yerevan railway route. The best
students may pass to permanent work in the company.

The company has already cooperated in 2009 with the Armenian
State Architectural University, ten students worked in the
Yerevan-Batumi-Yerevan.

The “South Caucasian Railway” company attaches significance to
the cooperation with the Armenian Universities and preparation of
specialists.

Les autorites armeniennes, mettant en ~uvre leur plan d’amnistie des
opposants politiques emprisonnes lors des troubles postelectoraux du
printemps 2008, ont remis en liberte jeudi 9 juin Sarkis Hatspanian,
un citoyen ftancais d’origine armenienne, membre de l’opposition qui
etait emprisonne depuis bientôt trois ans sur des chefs d’accusation
troubles.

Figure atypique d’une opposition dont il passe pour etre un electron
libre, il a d’ailleurs critique, a sa sortie de la prison de Vartachen,
le Congrès national armenien (HAK), alliance de partis d’opposition
non parlementaires, conduite par Levon Ter Petrossian, principale
beneficiaire du plan d’amnistie obtenu a l’issue d’âpres negociations
avec le pouvoir , en declarant qu’il risquait l’expulsion après
sa liberation.

Sarkis Hatspanian avait ete arrete en novembre 2008 pour avoir laisse
entendre dans un entretien accorde a la presse qu’un complot aurait
vise le president Sarkissian.

Il aurait accuse a demi mot Robert Kotcharian, le predecesseur et
mentor de l’actuel chef de l’Etat d’avoir voulu attenter aux jours
de son predecesseur. Ces revelations lui avaient valu l’accusation de
” diffamation ” et 3 ans et demi d’emprisonnement.

Il n’avait cesse, soutenu par le HAK de se dire victime d’une
machination politique.

” Ma liberation est aussi celle de Serge Sarkissian car cette
personne est tenue en otage par Robert Kotcharian en rapport avec
cette affaire “, a-t-il declare. Natif de Turquie, Sarkis Hatspanian
a quitte la France où il s’etait installe pour l’Armenie a la veille
de son independance en 1990 où il avait pris part a la guerre contre
l’Azerbaïdjan autour du Haut Karabagh. Il avait apporte son soutien a
la candidature de Ter Petrossian lors des presidentielles de fevrier
2008 et avait activement participe a la campagne de manifestations qui
avait suivi, contestant la victoire de Sarkissian. Sa condamnation
avait ete reduite du fait de la première amnistie generale de 2009,
lui rendant ainsi la liberte.

Les autorites armeniennes proclame a la fin mai une autre amnistie qui
devait rendre la liberte a tous les partisans du HAK encore emprisonnes
ouvrant ainsi la voie au dialogue entre le pouvoir et le mouvement de
Ter Pedrossian. Sarkis Hatspanian n’a pas cache ses desaccords avec la
direction du HAK, alors qu’il etait accueilli par des applaudissements
de ses proches et d’une poignee de ses partisans venus l’attendre a sa
sortie de prison. On remarquait d’ailleurs l’absence des representants
du HAK, ce qui ne devrait pas manquer d’alimenter ses desillusions.

Interroge sur le dialogue amorce entre le pouvoir et le HAK, l’opposant
s’est exclame : ” cette absence n’est-elle pas eloquente ?

Ne repond-elle pas a votre question ! ” en ajoutant ” aucune des
parties de ce dialogue n’est presente ici aujourd’hui ; je me demande
où sont ces gens…Sont-ils jamais venus chez moi pour s’informer de
la sante de mes enfants au cours de ces trois dernières annees ? ”
Il entend bien en tout cas ” poser la question a tous ceux qui sont
absents aujourd’hui ” et qui n’ont pas pris la peine de l’accueillir
a sa sortie de prison, ce qui montre ” les divergences sur le terrain
des valeurs morales “.

Sarkis Hatspanian a egalement indique que sa priorite consistait a
eviter d’etre expulse du territoire armenien, une menace agitee par
les autorites depuis ses demeles avec la justice armenienne. ” Dans
les prochains jours Serge Sarkissian aura l’occasion de montrer s’il
veut sincèrement que les armeniens de la diaspora vivent en Armenie
” a conclu Sarkis Hatspanian.

Malgre leurs desaccords desormais affiches avec l’opposant
franco-armenien, les dirigeants du HAK avaient publie quelques jours
avant une declaration mettant en garde contre son expulsion.

Abrahamyan said the international community gradually comes to
understand that the people of Nagorno Karabakh are the masters of
their destiny and that there is no alternative to their right to
self-determination.

“The Armenian side has always reiterated readiness to solve the problem
peacefully, through negotiations, but it does not mean that aggression
can be left unanswered. Armenia will never disregard Artsakh people’s
opinion. The Republic of Artsakh has proved that it is more democratic
than some countries of our region,” Abrahamyan said during a sitting

PanARMENIAN.Net – The results of long-term national project on Neonatal
Care implemented by VivaCell-MTS and BirthLink were summed up during
Yerevan-hosted conference.

The conference brought together doctors and nurses throughout Armenia,
involved in the Neonatal Care project. The conference was part of the
long-term cooperation between VivaCell-MTS and UK-based BirthLink to
improve the care of sick and vulnerable newborn babies in Armenia.

Kathy Mellor, Director of BirthLink, and Dr. Hrant Kalenterian,
Chief Neonatologist of Armenia, presented an overview of the project
to date and assessed the achievements of the first two years.

“Project results are quite encouraging: infant mortality rate dropped
from 16% to 11%,” VivaCell-MTS General Manager Ralph Yirikian noted.

“With good facilities and equipment, complemented by a program of
continuous education and a sound medical knowledge, many of these
deaths are preventable as proven by international experience. We are
happy that this massive social investment has proven to be justified,”
Mr. Yirikian stressed.

In 2008 through 2010, 11 neonatal departments in Yerevan and 7
departments in Armenian regions were provided with AMD 359 million
worth equipment.

In 2011, the second phase of the project will be implemented, focusing
on more neonatal centers in the regions, where newborn babies with
complications can be transferred to from maternity hospitals, for
ongoing care.

“Infant mortality is not only a medical issue, it has social aspects
as well. Both medical equipment and knowledge of doctors help to solve
mortality issues. In past several years, many investments were made
in Armenia. Over the last 2 years, the rate of infant treatability
increased by 20%. Infants who were previously moved to 3rd level
clinics are today getting treated onsite, with infant mortality rate
reduced by 20%,” Dr. Kalenterian said.

the 8th session of Armenia-Artsakh interparliamentary committee,

HIS HOLINESS ARAM I DECORATES GARABED BABAHEYIKIAN FOR HIS LEADERSHIP IN THE
COMMUNITY

On Friday 3 June 2011, Mr. Garabed Babaheyikian was honored at a special
event organized at the Gulbenkian Memorial Hall in Antelias. The first
speaker Mr. Melkissetian spoke in the name of Tekeyan Cultural Association
and thanked His Holiness Aram I for the special evening honoring Mr.
Babaheyikian. He then said, “In the past when we had no land, the
Catholicosate of Cilicia led our people and provided spiritual guidance.
Still today, the Catholicosate continues to be the focal point for
organizing the diaspora. The speaker then thanked His Holiness Aram I for
his spiritual and ecumenical leadership because he said, “Through him our
small nation became known to the world community”.

The second speaker, Mr. Hagop Kassardjian, former Deputy and President of
the Founders of the Tekeyan Cultural Association introduced Mr. Babaheyikian
as an outstanding leader who led the Ramgavar Democratic Liberal Party
during the difficult years of the civil war in Lebanon.
The last speaker was His Holiness Aram I, who referred to Garabed
Babaheyikian not just as a person with a biography or an account of events.
He is one of those rare persons who served the Nation and the Church and who
led and encouraged Armenian associations. He is a valuable leader who valued
human dignity.

At the end of his speech, His Holiness Aram I decorated Garabed Babaheyikian
with the insignia of “Knight of Cilicia”.

ARMENIA TO GET $20 MILLION LOAN FROM OFID TO FINANCE RURAL CAPACITIES PROGRAM

YEREVAN, June 9. / ARKA /. The OPEC Fund for International Development
(OFID) will provide a $20 million loan to Armenia to help it finance
a project designed to enhance farmers’ capacities and create rural
infrastructures, the Armenian government press office told ARKA.

The agreement to this end was signed Wednesday by Armenian finance
minister Vache Gabrielian and OFID director general Suleiman Jazeer
Al Kherbis after the latter’s meeting with Armenian prime minister
Tigran Sarkisian on the sidelines of a World Economic Forum in Vienna,
Austria.

The project’s beneficiaries will be rural population, mainly
small-scale retail producers and companies engaged in production of
nuts and fruits, as well as insecure population of alpine areas. It
will be implemented by the International Fund for Agricultural
Development (IFAD). The loan, extended at 3.5% interest rate, is
repayable in 15 years and has a five year grace period.

According to finance minister Gabrielian, the overall purpose of this
loan is to reduce poverty in rural communities. The minister said
that it will help to quickly improve the quality of services in the
country and create agricultural opportunities.

The Armenian government delegation headed by Tigran Sarkisian is
visiting Vienna June 7-9 to attend a regional summit of the World
Economic Forum on Europe and Central Asia.

the dialogue between the authorities and opposition, according to a
member of the ruling Republican Party of Armenia.

“The dialogue should focus on improvement of living conditions of

pyramid of power,” Manvel Badeyan told a news conference in Yerevan.

“The dialogue with the Armenian National Congress (ANC) is realization
of the public demand for consolidation,” he emphasized.

For his part, former presidential hopeful Arman Melikyan said that
he doesn’t see reasons for not discussing all urgent issue with the
Congress. “A real political dialogue seems a vague perspective while
the exchange of views in going on in media and Liberty Square,” he
said, adding that the authorities initiated the dialogue as a result
of public pressure.

with Azerbaijan, RA Prime Minister said.

Addressing the World Economic Forum on Europe and Central Asia in
Vienna, Tigran Sargsyan said that the OSCE Minsk Group is “now close
to success and the Deauville statement issued by the co-chair countries
is an evidence of that.”

According to Sargsyan, the Armenian side accepts the basic provisions
of the statement and are ready to display political will to reach an
agreement. However, he said, Azerbaijan, also, needs to demonstrate
political will to sign an agreement which could serve as a basis for
future negotiations.

A group of Georgian-Armenians have voiced concerns over the Georgian
authorities’ persecutions against Vahagn Chakalyan, an activists from
Javakhk, who was sent to jail for his pro-Armenian activities.

They have written a to Catholicos of All Armenians Garegin II (who
is planning a visit to the Armenian populated Georgian region),
asking him him to raise Chakhalyan’s issue at meetings with Georgian
Patriarch Ilia II, and government officials.

The particularly call on the Catholicos to discuss with the Georgian
authorities the illegal arrest and trial of the ethnic Armenian public
and political figure who was subjected to political persecutions for
his struggle towards the maintenance of the Armenian Apostolic Church
and Armenian cultural and linguistic values in Javakhk.

The letter was signed by over 1,200 Armenians from the districts of
Akhakakalaki, Ninotsminda, Aspindza, Borjomi and Tsalka. The text
with the attached signatures was sent to the Holy See of St Echmiadzin
on Thursday.
