German Ambassador to Armenia Hans Jochen-Schmidt yesterday turned his
attention to amendments to Armenia’s legislation and actions toward
bringing Armenian laws in line with European standards, particularly
speaking about the decriminalization of libel and insult laws,
reports local daily Aravot (“Morning”).

“Recently, judges issued some rulings which subject certain newspapers
to enormous financial penalties. These, it can be said, are punitive
mechanisms and are fatal for the given paper,” said Schmidt.

The ambassador also recalled how prior to approving the amendments
to the laws, Armenian authorities, headed by the president, presented
and praised the project.

“The result contradicts the reality and blocks opportunities for more
liberal activities in the media field,” he said.

Interview with Vazgen Ghazaryan, physicist, Candidate of Sciences

Vazgen, political developments in Armenia are around the same people
and forces. In your opinion, why new politicians are not born in 20
years of independence?

I agreeing but at the same time I disagree. Our political or even
the social environment in reality gives birth to young forces and
activists but the problem is that the majority of these “births” are,
to put it mildly, imperfect and do not live up to the expectations
of the circles who are concerned about this issue. Let me clarify
that I mean the expectations of the circles concerned about progress,
modernization, democratization and decriminalization and accordingly
the young forces which are able and willing to transform the state
and the society. In any environment, after making the bid, the force
becomes a player which acts in accordance with the laws and tendencies
of the given environment or has enough potential to resist to the
environment’s influence of neutralizing and sending to “idle mode”.

The first type is present in abundance, so the problem is the total
lack of the second type of forces which are able to cancel the “idle
mode” and awake the society from “numbness” and give new momentum
to development.

What causes this lack?

The issue is highly complicated and multilayered because in order to
understand it deeply it is necessary to try to understand in what
environment we act and what are the laws of this environment which
enable the members of the society to enter into politics and life. It
is even more difficult to speak about the rules which make the society
move, and I have no ambitions to make comprehensive judgments on this.

As I said, the society, the system, functions of setting to “idle mode”
are dominant in us. I think, generally it is expressed in the form of
material dominance, lack of mental efforts, instincts, and a set of
mingled habits which support them, which is excellent at preserving,
fossilizing, reserving a certain state, minimizing external influence,
both positive and negative. This system works under the principle of
neutralizing external influence which is able to change the system,
and if the latter is absent, it is almost unable to develop and change
from inside.

Such a system itself does not have a negative impact on the society
because it has a regulatory importance but as soon as it becomes
autocratic, it leads to stagnation.

The other is the system of search for new and bold ways of
development, development of abstract philosophical and theoretical
mind, experimenting.

The creative development and steady progress of the society requires
balance between these two forces which cause the society to move
forward, and regulate, stabilize this movement, which has lacked
for centuries.

You are describing an abstract model. What are its expressions in
our everyday life?

The examples are many. I said in my previous interview last year
that our historical experience is wasted, and our lifestyle is an
anachronism. It is connected with the abovementioned reflections
and the mechanisms of functioning of forces leading to relaxation
of our society. Relaxation itself leads to idleness of mind which
is expressed through phrases like “do you need that?”, “why are you
focusing on it?”, “just relax”. These are dominant motifs ruling out
any mental activity opposing to the material wellbeing.

This constant craving for “safe and relaxed condition” and the
absence of mental activity directed against it have perhaps caused the
reality that the activities of Armenians worldwide have been limited
to merchandising, an activity aimed at ensuring material wealth. Even
here, holding all the strings of global trade, the Armenian system
crashed as soon as the time of making mental effort came, and the
medieval status quo stopped satisfying the global players.

In a few years the entire Armenian trade network collapsed before
calculated actions, and the astronomical capital accrued during
centuries was wasted, bringing no development to us as a system,
society, people. Historical examples are many. If necessity, it
is possible to discuss them separately because they reveal serious
civilization problems, connected with the expressions of independent
or secondary thoughts in Armenia.

I think everyone is aware of the dominating tendencies to use
everything, every innovation, every achievement of science for material
needs or instincts. I was shocked to discover that many young people
refer to their Classmates page as internet, and refer to webcam as
Skype. These are minor indicators though there are major and trite
indicators and I think they are enough to show how low the absence
of environment of mental activity may bring a member of the society,
and how instinctive “nimbleness” can become a fighting national
trait. All this is the result of the action of the abovementioned
forces, more exactly, the absence of counteraction leading to balance.

Why isn’t this regulatory force shaped in our society?

Because every system wishes to keep the previous state, the “stable”
state. Of course, this is generally so. But in order to answer this
question, one needs to understand how it appeared. I cannot give a
complete answer to this question. I think every historical epoch
left its trace and seal, becoming a hookup of tested habits and
stereotypes but the main influence was, nevertheless, that of the
soviet period because it operated a mechanism of negative selection
which overlapped with the Armenian system’s dominating motives of
meeting material wellbeing and instincts, and started reproducing as
an administrative system, hindering the appearance of an innovative
mechanism or the development of the one in place.

The highly-fossilized and eternally repeating ideology, turning into
a mind-killing mantra, hindered the development of social science
and other humanitarian and social sciences, dragging it behind world
tendencies, and when it disappeared, it left behind absolute emptiness
and total absence of guidelines, not enabling the educated layer of
the society to orient in the changed reality and laid the basis for
reoperation of instinctive habits refined through ages.

Stalin’s system based on KGB’s intimidation made servility, cowardice
and flattery guarantees of social and political career of a person,
maximized the instinctive panicky thinking of sacrificing one’s
friend to save oneself. The social institutes pigeonholing everyone
and uprooting every note of pluralism crashed free mental activity.

This system baked through 1937, gulags and madhouses eventually shaped
the post-soviet environment which still reproduces itself despite
20 years of legal independence, gradually resembling the former
soviet system of functionaries produced by student boards, trade
unions, Communist party committee and provincial district committee
secretaries. This negative selection gave birth to the system which
we witness. This is the answer to the question why young politicians
now are the way they are. And this is the answer to the question what
news the nurseries like the young people’s parliament break.

The product of student boards and trade unions cannot be different.

Meanwhile the regime is pushing forward these social climbers because
those who disobey the system cannot be in the system.

And if the only alternative offered by the social system to a person
with normal education and mental activity who wants to have progress
is these organizations, I think it is clear why the able forces become
politically passive and mostly leave the country because they find
no arena for activity and expression. It is difficult to blame them
for failing to unite against the present-day “red army”.

Is only the Soviet to blame?

Of course, not. There is also the savage street selection. This is
already a profound problem of societies. A freak alone can prevent
the progress of ten talented children. Unfortunately, this phenomenon
is backed by our society’s “mentality”.

There is a hypothesis that language was created by the weak to
protect themselves from the strong. Gradually the “savage” genome
was replaced, and those individuals isolated from the society became
extinct, which marked the beginning of development of humankind. The
opposite process seems to have started in us, when savages are bred.

This is deeply opposed to the rules of a progressive, creative society
because the “mechanism of security” of a separate individual has
become dominant over the general security of the society.

I believe this shows that the disastrous dominance of the instinctive
system over mental activity leads to decay of the social system. This
savage social “neurosis” is not only the result but also an obvious
indicator of the crisis of “conservatism”.

In other words, our nation is not talented?

Of course, not. The correlation of able people is almost the same
everywhere. The problem is the environment necessary for progress. In
our country, it is zero.

Is it a matter of time or change of mentality?

It is a matter of making mental efforts, as well as deep analysis
and revelation of the causes, overcoming of systemic cowardice and
most importantly the Soviet Russian servility, which would allow
eliminating nurseries of functionaries and conformists.

The problem is whether we will have the courage to condemn the
past vicious systems. The first step towards problem solution is to
acknowledge the existence of the problem.

potable-water system in Karmir Shuka.

After decades of hardship, residents will enjoy the delight of
running water.

Yerevan, June 15, 2011 – With co-financing from its Eastern U.S.

affiliate (Armenia Fund USA) and the government of Artsakh, the
Hayastan All-Armenian Fund has begun rebuilding the potable-water
system of Karmir Shuka, a village in the Martuni Region of Artsakh.

Dating back to the 1930s, the existing network has long fallen into
disrepair, leaving residents with no other option but to carry water
from local springs for their daily needs, Mayor Samvel Hakobjanyan
explained.

The reconstruction project comprises the building of a new
internal-distribution network. Other components of the initiative
include the refurbishment of the water-collection tanks at the Tnjri
and Hacha springs, the construction of two regulation reservoirs with
a capacity of 100 cubic meters and 150 cubic meters, respectively,
and the installation of eight pipelines, with a total length of 11
kilometers, which will connect the springs to the internal-distribution
network. Currently crews are building the pipeline which will link
the Tnjri spring to the village.

“As the lack of access to water remains a critically urgent issue
in both Armenia and Artsakh, the Hayastan All-Armenian Fund
continues to dedicate a considerable portion of its resources
to water-infrastructure projects in rural communities,” says Ara
Vardanyan, the fund’s executive director.

Slated for completion in early 2012, the project will result in the
provision of regular supply of running water to Karmir Shuka’s 270
families (totaling more than 1,050 residents).

hero and the coordinator of Sardarapat movement, Zhirayr Sefilyan’s
bid for Armenian citizenship has attacted several thousands of people

Over the past five days 5,000 people have joined the petition calling
on President Serzh Sargsyan to grant vitizenship to Sefilyan . The
young activists, who launched the petition on Facebook, gathered today
outside the Komitas State Conservatory to collect paper signatures.

The campaign will last through July 10, the date Sefilyan celebrates
his birthday.

The activists will then organize a procession to the presidential
palace to hand the letter (with attached signatures) to the President
Serzh Sargsyan.

Arman Yengibaryan (1981), who was wounded by the police officers
while detained at the Garegin Nzhdeh Underground station in Yerevan
on Tuesday, died at Erebuni medical center. Earlier, the police
press-service reported that Yengibaryan tried to penetrate into a flat
introducing himself as a representative of the ArmWaterCanal company.
He seemed suspicious to the residents and they applied to the Police.

The young man tried to escape, but the police officers reached
him at the above underground station and had to fire to catch him.
Yengibaryan was hospitalized with a gunshot wound and died at hospital.

Selon les analystes politiques armeniens, il est peu probable que le
Premier ministre, Recep Tayyip Erdogan, initie un nouveau rapprochement
avec l’Armenie.

Le gouvernement turc devrait continuer a lier la normalisation
des relations turco-armeniennes a une resolution du conflit du
Haut-Karabagh acceptable pour l’Azerbaïdjan.

L’Armenie et la Turquie devaient retablir leurs relations diplomatiques
et rouvrir leur frontière en vertu des protocoles signes en octobre
2009. Ankara a depuis affirme a plusieurs reprises que le Parlement
turc, contrôle par l’AKP (Parti de la justice et du developpement),
ne les ratifiera pas tant que des progrès decisifs ne seront pas
enregistres dans les pourparlers sur le conflit du Haut-Karabagh.

Erevan a rejete cette condition prealable, accusant les Turcs d’agir
contre la lettre et l’esprit des accords. Le president Serge Sarkissian
et d’autres dirigeants armeniens ont egalement menace de les annuler.

Artak Shakarian, expert armenien sur la Turquie, a suggere que si
le gouvernement Erdogan pourrait tenter de raviver le processus de
normalisation ses chances de succès seraient minces. Il a fait valoir
que les partis d’opposition turcs, qui ont critique la politique de
rapprochement avec l’Armenie, ont accru leur presence au Parlement,
malgre la victoire ecrasante de l’AKP.

MCC-ARMENIA EXPECTS $30M FOR THIS QUARTER

Armenia’s cabinet held Tuesday a session of the board council
of the Millennium Challenges Corporation Armenia non-governmental
organization, headed by the chief of the board council, Prime Minister
Tigran Sargsyan.

The session discussed and approved the 20th allocation application
under which the MCC-Armenia expects to receive from the Millennium
Challenges Corporation $29,012,885 for July-September.

$28,222,698 of this sum will be used for Irrigated Agriculture
sub-program, and the rest will be used for monitoring, supervision
and assessment-related activities.

Factual costs and those envisaged under the current quarter, including
June, make a total of $138,200,941.

The 20th allocation application is the penultimate one of the
MCC-Armenia. The last allocation application (21st) will be presented
to the MCC in September and will include costs related to the closing
of the program.

Once the above-mentioned costs are made, the total value of the
MCC-Armenia will make $176,491,028.

President Serzh Sargsyan received today Karl Bildt, the Foreign
Minister of Sweden.

Greeting the guest, Serzh Sargsyan noted that Armenia attaches
importance to the continuous development of the political dialogue
with Sweden, as well as the intensification of cooperation within
international organizations on issues of reciprocal interest.

The interlocutors spoke about the deepening of Armenia-EU ties, noting
that effective cooperation could be launched, taking into
consideration the fact that Sweden was one of the initiators of the
Eastern Partnership Program.

The parties emphasized the importance of boosting the cooperation
between the two countries in different spheres.

The interlocutors exchanged views on a number of regional issues,
including the current stage of negotiations on the Karabakh conflict
settlement.

YEREVAN. June 14. /ARKA/. National institute of standards of Armenia is
awarded international certificate of quality ISO 9001 by the company
GIC (Guardian Independent Certification), said representative of GIC
in Yerevan Arnet Poghosyan.

In the system of the national institute qualified international
auditors which knowledge and skills correspond to ISO 9001 standards
are working.

She said that the certificates of the Institute are important as for
the producers, as well as for foreign consumers.

Director of the National institute of standards Yenok Azaryan
informed that the high assessment given by GIC is based on several
factors, including the work of experts, quality management system
and cooperation with international companies.

“With the purpose of the development of the sphere we established
15 technical commissions and are cooperating with 35 international
technical commissions, the experts of which were invited for
cooperation in the sphere of technologies on water cleaning,
gasification and high technologies”, he said.

Azaryan emphasized the importance of correspondence of the products
of Armenian producers with European quality standards.

National institute of standards of Armenia is a member of ISO board
in 2011-2012 along with standardization structures of France, USA,
Great Britain, Germany, Japan, Russia, Korea, Canada, Norway, Italy,
Malaysia, Iceland, Kazakhstan and Malta.

The Institute joined ISO in 1997 and from 2008 it is a partner-member
of European Committee on Standardization. It participates in
activities of International Council on Standardization, metrology
and certification operating in the frames of CIS countries, as well
as is a member of committees on politics in the sphere of assessment
of correspondence (CASCO), problems of developing countries (DEVCO)
and protection of interests of consumers COPOLCO.

8 juin 2011 – Le Procureur de la Cour penale internationale (CPI),
Luis Moreno-Ocampo, a affirme mercredi devant le Conseil de securite
de l’ONU que des crimes de genocide continuaient d’etre perpetres
au Darfour (Soudan) et appele le Conseil a agir sur la base des
informations collectees par la CPI sur les liens entre l’extermination
des communautes ethniques identifiees et les choix strategiques des
dirigeants soudanais.

” Les crimes contre l’humanite et de genocide continuent avec la
meme violence au Darfour. Les attaques aeriennes contre des civils
et les assassinats directs de membres des groupes ethniques Fours,
Zaghawas et Masalits se poursuivent. Des villages continuent d’etre
directement vises, causant encore plus de deplacements. La plupart de
ces groupes ethniques vivent maintenant dans des camps de deplaces. Des
millions de ces deplaces sont aujourd’hui toujours victimes de viols,
de la terreur et de conditions de vie difficiles qui ont pour objectif
la destruction de leurs communautes, ce qui constitue un genocide “,
a explique M. Moreno-Ocampo devant les quinze membres du Conseil.

” Le mandat de la CPI consiste a mettre un terme a l’impunite afin de
prevenir les futurs crimes. Nous partageons ce mandat avec le Conseil
de securite, l’Unions africaine (UA) et le gouvernement du Soudan.

L’efficacite de nos efforts communs va grandement dependre de la
manière dont nous partageons l’information entre nous “, a explique
le Procureur.

Il a rappele aux membres du Conseil de securite que le travail de
documentation avait ete fait par la CPI qui a collecte des informations
montrant que les crimes commis au Darfour sont la consequence de
decisions strategiques de la part du gouvernement soudanais.

La CPI a lance des mandats d’arrets internationaux contre des
hauts dirigeants du gouvernement soudanais notamment le President
soudanais, Omar Al Bachir, poursuivi pour crime de guerre et crimes
contre l’humanite pour avoir mis en ~uvre une politique genocidaire
d’extermination depuis 2003 contre trois groupes ethniques : les Fours,
les Zaghawas et les Massalits.

” Le President Al Bachir a appris comment continuer a commettre des
crimes en defiant l’autorite du Conseil de securite en ignorant la
resolution 1593 et d’autres resolutions “, a affirme M. Moreno-Ocampo,
soulignant que le President soudanais et ses militants continuaient
de nier leur responsabilite dans ces crimes et violations des droits
humains.

Ils ” attribuent les crimes a d’autres facteurs comme les affrontements
tribaux, ils detournent l’attention en faisant la publicite des
accords de cessez-le-feu qui sont violes aussitôt annonces et enfin
ils proposent la creation de tribunaux speciaux pour mener les enquetes
qui ne vont jamais commencer “, a estime le Procureur de la CPI.

Pour M. Moreno-Ocampo, le President soudanais menace la communaute
internationale en ce qu’il est parvenu ” a transformer sa
responsabilite criminelle en un outil de negociation “, notamment
avec l’expulsion des organisations humanitaires en mars 2009 qui a
ete le point d’orgue de sa strategie.

” Le defi du Conseil de securite est de trouver davantage de preuves
sur l’extermination des Fours, des Zaghawa et les Massalits ainsi
que d’autres tribus considerees deloyales au regime, comme resultant
d’une politique definie par les dirigeants du gouvernement du Soudan
“, a insiste le Procureur.

M. Moreno-Ocampo a estime qu’il relevait de la responsabilite du
Conseil de securite d’utiliser les informations de la CPI pour mettre
un terme aux crimes au Darfour.

De son côte, l’Expert independant des Nations Unies sur la situation
des droits de l’homme au Soudan, Mohamed Chande Othman, a egalement
exprime mercredi lors d’une conference de presse a Khartoum, la
capitale soudanaise, son inquietude sur la situation des deplaces
au Darfour. Il s’exprimait a l’issue d’une visite de plusieurs jours
au Soudan.

” J’appelle le gouvernement et la communaute internationale a fournir
une assistance humanitaire aux deplaces qui vivent dans des conditions
precaires “, a-t-il declare en soulignant que des affrontements
avaient recemment eclate dans la region du Jebel Marra entre les
forces armees soudanaises et des groupes armes.

” L’escalade de la violence dans le Jebel Marra et au Nord Darfour a
cause la mort de civils, la destruction de leurs maisons et de leurs
biens et a provoque encore davantage de deplacements de populations”,
a-t-il ajoute.

L’expert independant a salue les recommandations issues de la
Conference de Doha sur le Darfour, qui s’est deroulee fin mai au Qatar,
notamment l’accord de cessez-le-feu, les mesures securitaires et les
politiques de reconciliation et de compensation destinees au retour
des populations deplacees.

” J’encourage toutes les parties a participer a ces negociations afin
de resoudre le conflit et ramener la paix et la securite au Darfour
a travers d’un accord de paix global “, a-t-il conclu.

Environ 300.000 personnes sont decedees depuis le debut du conflit
au Darfour en 2003. Le conflit a provoque le deplacement de plus de
2,7 millions de personnes qui vivent dans de camps.
