UNHCR LAUNCHES ‘1 CAMPAIGN’ IN SUPPORT OF REFUGEES

PanARMENIAN.Net – The United Nations Refugee Agency (UNHCR) has
launched an international campaign to rally support for the plight
of 34 million people displaced by violence worldwide, as millions
mark World Refugee Day on June 20.

The ‘1 Campaign’ underlines a shared humanitarian belief that there
are no tolerable levels of suffering, recognizing that even one person
forced to flee war or persecution, is one too many.

“I am 1 Who Cares” can now be read on T-shirts, wristbands, pins and
caps of individuals showing solidarity with people in flight. The “1
campaign” also calls for action for asylum seekers and refugees. “Do
1 Thing” is the message that goes beyond the organizations usually
working for people with this predicament. It engages companies,
academia, creative individuals, ordinary citizens and Governments
throughout Central Europe.

Damtew Dessalegne, UNHCR’s representative in Armenia, said the campaign
will last till the end of the year.

People can gift clothes or transfer money to aid refugees and also
prevent negative attitude towards displaced persons.

YEREVAN, June 20. /ARKA/. Passengers of South-Caucasian railways
(SCR) can travel to other Black Sea resorts from Batumi.

SCR offers the passengers of the route Yerevan-Batumi to travel to
Russian resort Sochi through the sea.

SCR has already made agreements on the organization of such trips
with several companies. SCR also discusses opportunity of travel
organization to other Black Sea resorts, for example, Odessa.

All the passengers wishing to travel from Batumi to Sochi can apply
to SCR service center in the railway station “Yerevan”, book a ticket
for the given resort and a room in the hotel, if desired.

SCR service center will make all the calculations of passengers’
expenses for the trip to Batumi then Sochi and booking a room in
the hotel.

SCR has decided to introduce the system of organization of transit
trips taking into account the large interest of passengers for such
services last year.

CJSC “South-Caucasian Railway” is a 100% subsidiary of OJSC “Russian
Railways” implementing concession management of CJSC “Armenian
Railways” according to the Concession Agreement signed on February 13,
2008. Term of the concession is 30 years with the right of extension
for another 10 years.

Azerbaijani hackers cracked the website of Armenian Aarhus centers
over the weekend.

Instead of news on environment provided by 15 centers the hackers
posted the flag of Azerbaijan and a soldier wearing a mask. The
website was restored.

Armenian Aarhus centers were created with the support of OSCE to
help the implementation of the Convention on Access to Information,
Public Participation in Decision-making and Access to Justice in
Environmental Matters (Aarhus Convention).

PACE President Mevlut Cavusoglu hopes that an agreement
on theNagorno-Karabakh conflict will be signed at the
forthcomingpresidential meeting in Kazan.

“I hope that an agreement on the Nagorno-Karabakh conflict
will besigned at the forthcoming presidential meeting in Kazan,”
Cavusoglusaid at in Strasbourg at a press conference within the PACE
summersession.

“Russian President Dmitry Medvedev will preside at the meeting,”
hesaid. “Nobody will be happy if an agreement is not signed at
thismeeting to resolve the conflict. We are pleased with the
advancementsin this context.”

Expressing his attitude to the activity of the subcommittee
onNagorno-Karabakh, PACE president said that the resolutions adopted
bythe organization must be implemented.

“Regarding the activity of the subcommittee on Nagorno-Karabakh,
I cansay that our Assembly has adopted many recommendations,
resolutionsand statements on this issue,” he said.

The Azerbaijani, Armenian and Russian presidents will meet in Kazan
on June 24.

The conflict between the two South Caucasus countries began in 1988when
Armenia made territorial claims against Azerbaijan.

Armenianarmed forces have occupied 20 percent of Azerbaijan since
1992,including the Nagorno-Karabakh region and seven surrounding
districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

Theco-chairs of the OSCE MinskGroup – Russia, France, and the U.S. –
arecurrently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s
fourresolutions on the liberation of Nagorno-Karabakh and the
surroundingregions.

British House of Lords held debates over the Armenian Genocide on
June 16, reports Nouvelles d`Armenie.

“Undoubtedly, the treatment of Armenians has been most horrible
and caused deaths of hundreds of thousands. These victims must
never be forgotten, but we believe that due time has come for
Armenian and Turkish people to start a joint work into their shared
history. We encourage any initiative contributing to the open, fair
and constructive negotiation process, however early conclusions might
not be of any possible good for us,” said David Howell, Minister of
State at the Foreign and Commonwealth Office.

“France has already recognized the Armenian Genocide. One and a half
million people were killed in 1915. I have just returned from Armenia,
I visited the Genocide Museum. I am sure that many of the House
members have visited the Holocaust Museum. This is no less exciting,
shocking and horrific than the Holocaust Museum. There exist so much
evidence and the events have been widely reported at the time. Each
newspaper in each country wrote about the massacre. It is high time
we recognized the Armenian Genocide,” said Baroness Shreela Flather.

“Journalists and writers using the G word are under constant danger
of persecution in Turkey. Some of them have already been brought
under trial. Many of school textbooks, made by Turkish Government
deny the Armenian Genocide. Such censorship of public debate and
education is unacceptable for a nation, making for European Union,”
added Baroness Caroline Cox.

YEREVAN. – Mother See of Holy Etchmiadzin is reluctant to comment
on the statement by Catholicos-Patriarch of All Georgia Ilia II on
Catholicos of All Armenians Karekin II, Spokesperson for Etchmiadzin
Ter Vahram Melikyan told Armenian News-NEWS.am.

“His Holiness Karekin II respects Ilia II and his experience” Meiklyan
stressed, adding this completely reflects the position of Mother See
of Holy Etchmiadzin on his statement about Karekin II.

According to Georgia Online agency, Ilia II said at Holy Trinity
Cathedral on June 19 that His Holiness Karekin II is a young man and
probably he should gain more experience.

“He is clever, but wants to do everything quickly that does not work.

I told him I have more experience, so it is better to remain calm,”
he said.

Ilia II also said that the Georgian Church is open to all, but it
will not allow oppression of the Georgian people and Georgia

Chairman of the Azerbaijani delegation to PACE Samad Seyidov expressed
hope that the Assembly will pay attention to the implementation of
the decisions on Nagorno-Karabakh made by its Bureau. He said this
on the first working day of the PACE summer session, commenting on
Armenian delegation’s refusal from work in restoration of the ad hoc
committee on Nagorno-Karabakh.

“In January, the PACE Bureau unanimously decided to restore the
activity of the ad hoc committee on Nagorno-Karabakh. This is not our
decision or a decision by any other member country of the Council of
Europe. It was the unanimous decision of the Bureau of the Assembly
and was based on the Resolution 1416, adopted in 2005. However, since
2005 the decision and resolution of PACE have not been implemented.

The reason for this is that the decision of PACE is completely
rejected by the Armenian side. We hope very much to, together with the
Armenian delegation, discuss unresolved unpleasant problems which are
of concern for us. For this, the activity of the ad hoc committee is
very important. Unfortunately, some of my Armenian colleagues here are
biased and disingenuous. I think that it is better to talk directly to
each other rather than telling problems to friends. And for that we are
here today. I hope that PACE will pay attention to the implementation
of decisions on Nagorno-Karabakh, made by the Bureau with majority
of votes. It would be nice if we could take common decisions on this
issue by the Kazan meeting of the presidents,” said Seyidov.

News.Az interviews journalist Saadat Kadyrova, a member of the expert
council of the Russian Duma’s nationalities committee.

Do you share the mediators’ optimism about the upcoming Kazan meeting
of the presidents of Azerbaijan, Russia and Armenia?

I have repeatedly spoken about this issue and my position has not
yet changed. It is that any meetings in any case are favourable to
Azerbaijan if the conflict settlement process is viewed in the longer
term and global perspective. These meetings are anyway accumulative:
for Baku they have the nature of rapprochement between Moscow and
Baku, while for Armenia they are a desperate step, since they have
less room for manoeuvre.

If we leave aside all the formalities and details of the situation
inside Azerbaijan and Armenia, we can say that Azerbaijan is chipping
away at a stone and doing it correctly, but we should understand that
today Baku can afford this strategy, while Armenia cannot.

But I have to say that not everything is so good, since a new
generation has grown up in Nagorno-Karabakh and they are not used to
sharing land with Azerbaijanis. Additionally, this new generation
is absolutely sure that Azerbaijanis are enemies. History shows us
the example of Turkey, which is still an enemy in the eyes of any
Armenian. This is an evil tool, since Turkey is obliged to waste
energy to prove what is clear to everyone anyway. A man of wisdom
will never make the mistakes that a clever man can easily correct.

Azerbaijan must do everything to be wise.

Is it possible to say that Russia, as a Caucasian state, will find
it easier to find a common denominator for the conflict parties now
that the United States and France seem to be distancing themselves
from the mediation?

You have already answered your question: they just seem to be distant.

Regardless of the subjective decision of any politician, there is no
place for coincidence in major politics. I mean that if France and the
United States seem to be distancing themselves, this does not mean
they have no time for Karabakh, it is just that sometimes you need
to pretend not to see something in order not to be associated with
future developments or to have the trump card to justify or accuse
someone else, depending on the situation. As for whether it would be
easier for Russia, on the one hand Russia certainly has leverage to
influence Armenia, but on the other hand this leverage is so indirect
that it would be impossible to settle the issue under the prompt from
above to “return Karabakh”.

I think today Russia itself is unhappy with this protracted negotiation
process. Today the Armenians would be happy to settle this problem,
but they have done so much that is negative that the situation now
resembles the principle: entry 1 cent, exit 2 cents.

Opinions vary about the sincerity of Russia’s interest in solving
the Karabakh conflict. What do you think about it?

I have no grounds to doubt Russia’s sincerity and I am going to
explain why. You see, there are stereotypes, intuition, premonition
and there are also facts. I base my opinion on facts. Today Russia is
doing its utmost to settle the conflict; Moscow is quite sincere in
the rhetoric with Baku; there are no outstanding issues between our
countries, while it is already a subjective view to say that Moscow
would not benefit from settling the conflict and is being insincere.

This is not politics but personal insinuation.

Russian Foreign Minister Sergey Lavrov said recently that the countries
of the former USSR have no need to choose between cooperation with
Europe and integration in the post-Soviet area. Does the integration
of the CIS countries with European countries cause no fears in
Moscow, since economic interests are also at issue here alongside
the political?

As far as I know, this statement was targeted particularly at Ukraine.

I think it does not imply Azerbaijan, although the processes
of integration with Europe and inside the CIS are two mutually
complementing algorithms. I would never oppose these two ways of
economic development. Additionally, the issue here is that world
processes in the CIS countries were neglected after the USSR collapse
and though some may like it and others may be annoyed, little can be
done. Russia is the only way.

It has to develop a competitive environment and raise the level of
business culture. I can tell you that practice shows that for some
more decades CIS citizens will travel to Russia through inertia,
though it may not be so attractive to have a business there than
in Europe. The visa-free regime, the Russian language, which most
visitors speak, the mentality and so on play in Russia’s favour.

On June 17, the delegation headed by the ARM First Deputy
Defence Minister Davit Tonoyan took part in the NATO Political and
Partnerships Committee session with the format of 28+Armenia at the
NATO Headquarters in Brussels.

ARM Defence Ministry press service reports that during the session
they discussed Armenia-NATO Planning and Review Process (PARP)
evaluation report of 2011. They also discussed the objectives
concerning the defence field of Armenia and the results of Armenian
Strategic Defence Review in the renewed project of the Armenia-NATO
Individual Partnership Action Plan (IPAP). 28 member states of NATO
welcomed the completion of the Armenian Strategic Defence Review and
expressed their willingness to support the implementation of defence
reform guidelines formed as a result of the review. Member states
of NATO highly appreciated the tripling of the Armenian troops in
Afghanistan, the continuation of the peacekeeping mission in Kosovo,
and the progress made in the implementation of the objectives of the
partnership of Armenia-NATO Planning and Review Process (PARP).

At the end of the session, the delegation expressed its satisfaction
over the results and thanked the participating countries for the
readiness to support the efforts towards the development of the
Armenian defence and security fields.

Armenian And Russian Young Scientists To Cooperate

Partnership agreement was signed today between the councils of young
scientists of the RA National Academy of Sciences and Russian Academy
of Science. Within the framework of the agreement the parties will
assist the young scientists of the two countries in preparation of
joint projects and their implementation.

“Not only conferences, round tables and workshops will be conducted
but real practical cooperation like for instance the training of young
Armenian scientists at the Russian Academy of Sciences”, chairman of
the RA NAS Young Scientists Council Gevorg Vardanyan said.
