MPs raise Karabakh conflict settlement with OSCE PA

Azerbaijan`s parliamentary delegation has raised an issue on
resolution of Karabakh conflict at the summer session of the OSCE PA
held in Belgrade.
The session has also included a meeting of the permanent committee of
the assembly.

The meeting discussed financial issues, membership fees of the member
countries and 2011-2012 budget of the assembly.

Addressing the event, secretary general of the OSCE PA Spencer Oliver
spoke of the work of the international secretariat. The attendees have
also heard reports by heads of observation missions during the
elections in Macedonia, Kazakhstan and Turkey.

Head of the Azerbaijani delegation, deputy chairman of the Milli
Majlis Bahar Muradova has raised the issue for appointment of the new
special representative of the assembly for the Nagorno-Karabakh
conflict, and chairman of the OSCE PA Petros Efthymiou promised to
tackle the issue.

During the meeting of the assembly, OSCE chairman-in-office made a
speech in which he touched upon the Nagorno-Karabakh conflict.

Responding to the question by Bahar Muradova, the chairman stressed
Azerbaijan and Armenia must assess the activity of the Minsk group.
Addressing the discussions, Azerbaijani MP Azay Guliyev criticized the
efforts by Armenia to derail negotiations.

S. Lavrov: Russia’s waiting for answers from Armenia and Azerbaijan

`A short while ago a meeting took place with President of Armenia
Serzh Sargsyan. Assigned by the Russian President and on behalf of
Dmitry Medvedev I’ve handed the package of proposals defined after
Kazan-hosted summit. Soon after this meeting, I’m departing for Baku
to hand a similar message to the President of Azerbaijan,’ Russian FM
Sergey Lavrov declared in a joint news conference with his Armenian
counterpart.

`The Armenian President has highly appreciated the activities of the
co-chairs, and the personal efforts of the Russian President. Serzh
Sargsyan has confirmed his commitment to record a real advancement in
NK issue. He said he would carefully study the Russian President’s
recommendations and prepare a proposal,’ Russian FM said.

S. Lavrov said the Armenian President promised to prepare the soonest
answer to the message. Russian FM says now Russia is waiting for
answers back from Armenia and Azerbaijan.

“E-CLUB” CYCLE: INTERNET AND MEDICINE

On July 5 another program from “E-Club” weekly cycle went on the online
broadcast of “A1+” TV company (). The “E-Club” is produced by
Yerevan Press Club in cooperation with “A1+” TV company under “Alternative
Resources in Media” project, supported by USAID.

The information and education blocs, particularly, told about
video portal, the fashion blog , Internet
resources on musical notations and scores. One of the plots dealt with the
hottest topics on the Web for last week: the Facebook campaign “Against
Mosquitoes” and cases of violence against “Ambulance” doctors in Yerevan and
Gyumri. The public and media opinion on doctors was further considered by
the guests of the discussion part of “E-Club” – Lusineh Budaghian,
correspondent of “Aravot” daily, and Movses Aristakesian, public health
expert, member of the Coordination Council of “People’s Power” public and
political initiative.

The next “E-Club” will be aired on “A1+” on July 12.

“YERKRAGUND” ON THE POST-ELECTION SITUATION IN TURKEY

On July 5 the eleventh show of “Yerkragund” (“Globe”) cycle went on the
evening air of “Yerkir Media” TV company. The current show was produced by
Yerevan Press Club under a joint YPC and Internews Network project,
“Dialogue Building Between Armenia and Turkey”, supported by the Bureau of
Democracy, Human Rights, and Labor of US Department of State.

The guests of the program host, YPC President Boris Navasardian, were Gegham
Manukian, Director of the News and Current Affairs Programs of “Yerkir
Media” TV, Anna Israelian, observer of “Aravot” daily, Andranik Ispirian,
turcologist, analyst of News.am portal, and YPC Expert Mikayel Zolian. The
guests discussed the situation in Turkey after the June 12, 2011
parliamentary elections.

The next “Yerkragund” show will be aired on “Yerkir Media” on Tuesday, July
12 at 19.15 (rerun – on Thursday, July 14 at 14.15).

CIVIL SOCIETY, PUBLIC ADMINISTRATION AND FIGHT AGAINST CORRUPTION

On June 30 – July 2 in Gyumri, Shirak region, the seminar “The Role of the
EaP Civil Society Forum in Fostering Public Administration and Fight against
Corruption” was held. The event was organized by Yerevan Press Club with the
support of Friedrich Ebert Foundation and attended by representatives of
Armenian NGOs, experts from Ukraine and Spain. The presentations made at the
seminar dealt with the recommendations of the Eastern Partnership Civil
Society Forum on public administration and fight against corruption, their
implementation process in Armenia, perspectives for enhancing synergy
between the CSF and Armenian NGOs regarding public administration and
anti-corruption issues.

A Hetq reader from France has sent in some interesting details on MP
Tigran Arzakantsyan’s life in France. Our investigative Hetq reader
says that the Paris suburb where Arzakantsyan owns a villa
(Marnes-la-Coquette) is a community with the highest household income
in France according to the French National Institute for Statistics
and Economic Studies (INSEE).

`Tigran’s house is in the most posh part of the city named `Parc Privé
de Marnes’ where the Emir of Qatar, famous French singer Johnny
Halliday and other celebrities own property,’ the reader writes.

He also notes that Hetq also undervalued the price of MP
Arzakantsyan’s villa, pointing out that the asking price of a slightly
smaller house in the same neighbourhood is 7.6 million Euros.

Iran tests hypersonic missiles

Iran tests hypersonic missiles

Iran has tested the Khalij Fars and Tondar hypersonic land-sea
missiles within ongoing military exercises in the Persian Gulf today,
the Fars news agency said.

According to the agency, the tests were successful, and the target was hit.

The “Great Prophet IV” land exercises were held in Iran last week.

On the first day of the exercises, Iran introduced missiles launched
from an underground launcher and tested the Fateh-10 missile.

According to Tehran, the exercises were held solely to demonstrate the
country’s defense abilities under the slogan “peace and friendship.”

(Noyan Tapan – 06.07.2011) Azerbaijan President Ihlam Aliyev made a
report at the third Congress of World Azerbaijani held in Baku and
declared that during the recent 7 years the country’s economy has
increased by more than three times, Gross Domestic Product has
increased by 300 percent and the poverty rate has reduced by five
times.

It was noted that 16 billion USD was invested in the economy of
Azerbaijan last year. By Aliyev’s statement the Azerbaijan economy
forms 75 percent of all the Southern Caucasus economy today.

Aliyev noted that up to now Azerbaijan has made no mistakes neither in
Foreign, nor Home policy.

YSU lecturers to take computer skills and English improvement courses

Yerevan/Mediamax/. Rector of the Yerevan State University (YSU), Aram
Simonian, said today that the lecturers of the University will have to
take computer skills and English language improvement courses.

He said that irrespective of the age the lecturers should have some
English skills and be able to use a computer, Mediamax reports.

When asked about the elections of the YSU Rector, Aram Simonian said
that it’s difficult for him to say why there were no other candidates
to this post.

Aram Simonian was re-elected YSU Rector on July 21.

MOSCOW. – Russian Deputy Foreign Minister Grigory Karasin and Vice
President of Carnegie Endowment James Collins exchanged views on
issues of unresolved conflicts, in particular, the Nagorno-Karabakh
conflict in Moscow.

The sides discussed the overall situation in the South Caucasus,
informs Russian MFA.

Karasin received members of Euro-Atlantic security initiatives
committee and experts, led by former U.S. Ambassador to Russia
Collins.

Efthymiou re-elected to second term as president of OSCE PA

Efthymiou re-elected to second term as president of OSCE Parliamentary Assembly

PanARMENIAN.Net – President Petros Efthymiou of Greece today won a
second one-year term as president of the OSCE Parliamentary Assembly.

I am honoured and humbled that my colleagues from parliaments
throughout our region have re-elected me to lead this Assembly,
according to Mr. Efthymiou.

`I look forward to using this time to expand on the important work we
have started to increase the efficiency and effectiveness of the OSCE
and strengthen dialogue with parliaments and other democratic
institutions in places where democracy is still a relatively new
experiment,’ Mr. Efthymiou said

As president, Mr. Efthymiou has been a leading voice for dialogue with
the Mediterranean Partners for Co-operation and strengthening the new
parliament in Kyrgyzstan. During his first term, he spoke on behalf of
the Parliamentary Assembly at the first OSCE summit in 11 years, and,
in another first, he traveled to top-tier universities in the United
States and United Kingdom to increase awareness about the world’s
largest regional security organization.

A stalwart supporter of the OSCE field operations, which he has
labeled `the backbone’ of the organization, Mr. Efthymiou often uses
his high level meetings to bring positive attention to OSCE missions
in various countries and express his support for re-opening recently
closed missions.

`In my second term this Assembly will continue its tradition of being
the source for new ideas and creative solutions for our organization
to tackle the economic, security and human rights challenges across
the OSCE region,’ President Efthymiou said. `As the most transparent
institution in the OSCE family, I know in the year ahead we will
