Yerevan: The Alikhanyan National Laboratory in Yerevan (Yerevan
Physics Institute – YerPhi) will soon take delivery of a new 18 MeV
(Million electron Volt) cyclotron for a modern diagnostic center funded
by the Armenian government. The cyclotron is purchased from a Belgian
Company (IBA) and the plan is to start installation of the new 18 MeV
cyclotron in January of 2015. The cyclotron will be placed in a newly
constructed, specially designed building on the grounds of the
laboratory. The new cyclotron, the Cyclone 18, is one of the most modern
cyclotrons produced today in the world. The cyclotron will produce
negative proton beams of 18 MeV and deuteron beams of up to 10MeV energies.

The new cyclotron, in addition to providing short-lived radioactive
isotopes for Positron-Electron tomography, will also be used to expand
the capability of YerPhI in nuclear physics research and the
applications of nuclear science to society. The science questions
explored at YerPhi will range from studying the stellar nuclear
reactions which are essential to the formation of the solar system and
to understanding the conditions responsible for life on earth, as well
as applying the techniques and tools of nuclear science towards
understanding early human development. This science is also applicable
to environmental science and the dating of art and archeological
artifacts. This will expand the capabilities of Armenia in medical
treatment and diagnostic techniques.

This type of cyclotron is being implemented worldwide to produce
radio-isotopes for hospitals and research centers all over the world.
The production of radio-isotopes in Yerevan will provide services that
presently do not exist to patients in Armenia and potentially provide
sales to neighboring countries.The cyclotron will place Armenia amongst
a select list of the world’s countries with their own production of
radio-isotopes that can be used in medical diagnostics and therapy. The
cyclotrons are also very versatile and can be used to carry out basic
nuclear research. Some recent proposalsby scientists at YerPhi, and
approved by the Ministry of Science and Education, include using the
proton beams to study the `Hoyle’ state, whichis the resonance state
that captures an alpha particle to make Oxygen and hence facilitated the
origin of life in our cosmos. The state was discovered more than 50
years ago, but remains a challenge in physicsworldwide. Scientists at
YerPhi propose to measure the decay of the Hoyle state.

Another example of the kind of research that can be done at YerPHi with
the new C-18 Cyclotron is the conversion of the proton beam into a
neutron beam for use for a broad class of studies and experiments.
Neutrons are fundamental particles that make up the atomic nucleus along
with protons. The properties of neutrons such as their charge neutrality
makes them ideal probes to peer inside all types of matter, including
properties of nuclei and various types of dense matter. Wavelengths of
neutron are about the same as the distances between atoms making them an
ideal tool to the study of engineering of materials, as well as
biological, chemical, and physical systems. Neutrons and the likelihood
of various materials to absorb neutrons (cross-sections) are important
to answering a broad range of open questions from astrophysics, nuclear
physics, and material science. The production of a neutron beam at
YerPhi will be an important experimental tool for the country of
Armenia. Other societal applications of Nuclear Physics include energy,
climate physics, physics of art, and archeology.

U.S. sending too much money to Armenia

Congress’ historically low approval and confidence ratings of the last
decade are in major part due to corrupt behavior of some of its
members and pandering to various lobbies. Case in point is the
Armenian lobby and its protectors in the Congress: Sen. Robert
Menendez, D-N.J.; Rep. Ed Royce, R-Calif.; Rep. Adam Schiff, D-Calif.,
Rep. Frank Pallone, D-N.J., Rep. Brad Sherman, D-Calif., and Rep.
Michael Grimm, R-N.Y.

Armenia, despite being a pro-Russian and pro-Iranian puppet state that
creates tensions and problems in the region, violates U.S. laws and
was several times sanctioned or nearly sanctioned by the U.S., is
being consistently funneled with U.S. taxpayers’ dollars by these
lawmakers ‘ becoming the second highest per-capita recipient of U.S.
foreign aid. So far Armenia received some $3 billion in free money
from the U.S., and is supposed to receive millions more in 2015 ‘ in
fact, twice more than nearby allied Azerbaijan, which is twice larger
in size and population, and whose land Armenia illegally militarily
occupies for over 20 years.

According to a report released this week by a German
government-financed think-tank, the Bonn International Center for
Conversion, Armenia ranks third as the world’s most militarized
country relative to population and size of economy. Last year it was
fourth in the world, so this year’s “achievement” is not surprising.
While U.S. taxpayers’ money is wasted by the members of the
Congressional Armenian Caucus, by bankrolling Armenia, its government,
which hosts thousands of Russian troops in its several military bases,
is free to spend more on militarization, and thus terrorize its
neighbors more.

This needs to stop: U.S. government should not waste taxpayers’ money
by helping an already aggressive and unfriendly nation, like Armenia,
to arm itself more. And real change is needed to the way U.S. Congress
and its members operate. Pandering to ethnic lobbies and its personal
and political action committees contributions should not be allowed.
Members of Congress should be concerned with the national interests of
the U.S., and not Armenia or some other nation.

Survival Skills Fourth Workshop

On Wednesday, January 21, 2015, at 10 am Dr. Frank Alvarez a Health
Officer with the County of Los Angeles, will present a free workshop
on Public Health in English and Armenian at the Glendale Central
Library Auditorium.

Dr. Frank Alvarez is the Area Health Officer representing, the
Antelope Valley and Santa Clarita & San Fernando Valley. Previously,
he was the Director of the Los Angeles County Tuberculosis Control
Program. He has also worked with other Public Health programs and task
forces for the California State Health Department. He is currently
board certified in General Preventive Medicine and Public Health.

Public Health workshop is the fourth in the series of Survival Skills
workshops planned by the Glendale Library, Arts & Culture
Department. The purpose of this workshop is to provide information on
the Los Angeles County Department of Public Health in general and to
provide information on the flu and updates on Ebola in particular.

We ask our community members and in particular community advocates to
make every effort to attend this very important workshop.

YEREVAN, 20 DECEMBER, ARMENPRESS. One of the priorities of the
National Security Service of the Republic of Armenia is to ensure
safety during the events dedicated to the 100th anniversary of the
Armenian Genocide next year.

This is what Director of Armenia’s National Security Service Gorik
Hakobyan announced during a solemn session convened on the occasion of
the Day of the National Security Service Officer. Hakobyan emphasized
that the upcoming events and ceremonies will exclusively be of social
and political significance. “The National Security Service will give a
sharp and adequate response to any attempt to disturb the events.

Here it is very important for the subdivisions of the Service to work
closely with the police and in a coordinated manner,” Hakobyan
emphasized, as “ArmenPress” reports.

Gorik Hakobyan noted that it’s clear that there might be more dangers
and threats in the field of telecommunications technologies ahead of
the 100 th anniversary of the Armenian Genocide. “I’m certain that the
National Security Service will be able to resist these treacherous
ambitions,”Gorik Hakobyan declared.

Jordanian cabinet approves deals with China, Armenia

Amman – The Cabinet on Wednesday[18 December] approved a projected
economic and technical cooperation agreement with China.

Under the agreement, the Chinese government will provide an 8-million
US dollars grant to Jordan to fund developmental projects to be agreed
upon later.

The Cabinet also authorised the Department of Statistics (DoS) to
conduct a field survey on energy consumption in the transport sector
required by the UN Economic and Social Commission for West Asia.

The Council of Ministers also authorised DoS to conduct a study on
youths in Jordan needed by the study and survey unit at the Arab
League.

The Cabinet also approved an agricultural cooperation agreement
between the Kingdom and Armenia.

Par La Voix de la Russie | Le séisme qui a emporté la vie de dizaines
de milliers de personnes fut une leçon amère pour l’Arménie. L’impact
de la catastrophe naturelle a forcé les autorités à revoir les
standards en matière de construction dans le pays et à créer un
Service national de protection sismique.

Il y a 26 ans, cette tragédie a choqué le monde entier. Le 7 décembre
1988 un séisme de 6,9 sur l’échelle de Richter a presque entièrement
détruit deux villes au Nord de l’Arménie : Spitak et Leninakan. Selon
les estimations des chercheurs, une énergie équivalente à 10 bombes
nucléaires, larguées sur Hiroshima, a été libérée.

Le séisme de Spitak reste couvert de spéculations et d’hypothèses
diverses. On entend toujours très souvent une version qui affirme que
le séisme n’était pas naturel, étant provoqué par des tests d’armes
lithosphériques en URSS. Cependant l’Arménie était toujours considérée
comme une zone dangereuse du point de vue sismique, rappelle le chef
du service de la défense sismique au ministère des Situations
d’urgence d’Arménie Gratchia Petrossian.

Des millions de personnes de différents pays se sont dépêchées de
venir en aide au pays sinistré. Une aide humanitaire a été réunie, et
des groupes de bénévoles ont été créés pour travailler sur les sites
en ruines. Le tremblement de terre de Spitak fut l’une des plus
grandes catastrophes naturelles dans l’histoire du peuple arménien.
Quant à ses victimes, elles n’ont toujours pas réussi à surmonter les
conséquences psychologiques de cette tragédie. La famille d’Anahit
Sahradian est l’une des miraculées du séisme.

YEREVAN–Gagik Lazarian, the Armenian Technology Group’s (ATG) long
time in-country director continues to have his impact in the grain
industry in Armenia. Recently he was invited to attend the latest
conference organized by the Ministry of Agriculture on the weekend of
December 5, 2014 in Dilijan, Armenia. The conference studied the
agricultural regulations and laws that apply to the grain industry in
Armenia, and their impact on the farm level.

When the founding fathers of ATG had established this organization in
1989, their goals never included short term solutions or handouts.
Their primary goal was to give the impoverished people of rural
Armenia the freedom and power that come with self-sustaining
independent work. The wheat seed is only one of the programs that the
group has carried out with pride and honor while serving the people of
Armenia for the past 25 years.

It all started with our experts from the United States introducing and
planting a number of wheat and alfalfa seeds varieties on trial plots
in 1992 in Spitak, Armenia. Using the applied science methodology, our
scientists, former UC extension agents, have selected the most
suitable seed verities for each of the seven growing zones in Armenia.
Over the years we continued the research in this field and supplied
the farmers with the highest quality seed varieties, and have provided
them the proper knowledge and training, which not only help feed the
people of Armenia but also aided Armenia’s rural economic development.

Earlier this year the farmers were invited to the annual pre harvest
field demonstration that ATG foundation has been holding for the past
20 years. The seminar provides the opportunity to the grain growers to
learn about the latest seed available to plant for each specific
region of Armenia. The guests included one of ATG’s long time
cooperating farmers Vachik Adamyan from Artsakh. The purpose of his
visit, as in the past, was to select new seed varieties for his
fields.

Throughout the years, the Armenian Technology Group continued to
introduce the latest and most innovative agricultural methodology and
machinery. The group introduced and manufactured two generations of
lends levelers in Armenia in the 1990’s and the No-Till farming
technology in 2007, which significantly increased the yield volume,
while decreasing the farmers’ production costs by 65%. ATG has been
active in every region of Armenia, where they have organized over 380
seminars and field demonstrations. The ATG offices in Armenia provide
educational materials about the correct seed types and use of farm
inputs, along with safety procedures that have to be followed during
application.

“We are pleased that Gagik and his team have been able to administer
our operations in Armenia effectively,” said Varoujan Der Simonian,
Executive Director of ATG. “The Board of Directors are pleased that
their objective of transferring the management of our activities to a
local team has been realized.”

The ATG continues to provide its services to the wheat growing
farmers, by cleaning and processing their harvest. This service
insures that we continue to segregate specific seed varieties from
each other, and maintain the highest quality standard of each seed
growing generation.

The seed multiplication program started with the financial support of
US Government and the Armenian-American communities. Through the
support of private sectors’ contributions, ATG is also involved in
other agricultural development projects to help the people of Armenia.

YEREVAN, December 19. /ARKA/. ArmenTel company (trading as Beeline)
will complete digitization of landline communication networks in Lori,
Aragatsotn and Armavir provinces of Armenia, the company’s press
office reported. The report says works are under way to digitize
private automatic branch exchanges and subscriber connections in
Metsavan, Kuchak and Norashen communities. Measures are launched to
improve infrastructures, according to the report. Upon completion
of the works, residents of Metsavan and Norashen will have access to
high-quality landline networks and improved broadband Internet. Kuchak
residents will get access to broadband Internet, according to the
report. Beeline remains committed to its strategy of even development
in Armenia’s regions, and has substantially increased coverage of its
digital landline networks during 2014. Digitization will continue
in 2015, general director of ArmenTel Andrey Pyatakhin said. The
current landline digitization rate in Armenia is 87%. ArmenTel is
a 100 percent subsidiary of Russian VimpelCom providing fixed and
mobile telephone service and high-speed Internet. -0–

US Ambassador Disappointed With Lack Of Progress In Armenia-Turkey R

US AMBASSADOR DISAPPOINTED WITH LACK OF PROGRESS IN ARMENIA-TURKEY RECONCILIATION

YEREVAN, December 19. /ARKA/. The lack of progress in Armenia-Turkey
reconciliation is disappointing, said US ambassador to Armenia John
Heffern who is completing his mission in the country, Novosti-Armenia
reported.

He said during his tenure in Armenia his biggest disappointment was
about the Armenian-Turkish protocols.

The envoy said they expected that the protocols would be ratified
resulting in the opening of the border and establishment of diplomatic
relations between the two countries. But the lack of progress is
disappointing, he said.

At the same time, the ambassador said, the US will continue support
Yerevan-Ankara reconciliation.

There are currently no diplomatic relations established between Turkey
and Armenia: official Ankara closed the border in 1993. The uneasy
relationship between the countries is caused particularly by Ankara’s
support to Azerbaijan on Karabakh problem and Turkey’s overreaction
to international recognition of the 1915 Armenian genocide in Ottoman
Empire.

Some reconciliation in the relations started in autumn 2008 initiated
by Armenia’s president Serzh Sargsyan. Foreign ministers of Armenia
and Turkey signed protocols about establishing diplomatic relations
in Zurich on October 10 2009 to be ratified by the parliaments. On
April 22 2010 Armenia’s president Sargsyan suspended the ratification
process saying Turkey was not ready to continue the process.

Ratification of the protocols has been frozen. -0–
