YEREVAN, August 30. /ARKA/. Two new water-drain racks are installed
in the underground crossing between Myasnikyan and Heratsi streets
in Yerevan, the press office of the Yerevan-Jur, the company which
supplies water in Armenia’s capital, reported on Tuesday.

This job has been done by the Yerevan-Jur’s Arevelk CJSC.

According to the press release, the reconstruction was launched
Saturday morning and completed in one day.

The traffic police temporarily blocked this underground passage,
and now the passage is open.

These racks are connected with Getar River by pipes.

The Yerevan-Jur company says that this job has been done to lessen
risks of flood in the city.

“It is known that water accumulated during rainfalls because of
improper drainage hampers traffic in the capital,” the press release
says. “Therefore, it was decided to take out this rain water to Getar
River’s channel.”

Yerevan-Jur runs water system of Yerevan. The company supplies drinking
water to residents of Yerevan as well as Ararat, Aragatsotn and Kotayk
provinces. It is also in charge of sewerage and drainage systems.

The Yerevan-Jur serves about 1 million customers.

YEREVAN, August 30. /ARKA/. President of Armenia Serzh Sargsyan had
a meeting with the central staff of Foreign Ministry and heads of
diplomatic missions of the country abroad where he expressed his
expectations on demonstration of high responsibility of Armenian
diplomats in implementing their mission.

“I want you – the driving force of our independent state diplomacy
to feel more confident, full of energy, active and more purposeful,
ready for new diplomatic struggles and victories”, said Sargsyan
in his speech, the text of which was sent to the news agency “ARKA”
by the press-service of the President’s Office.

Sargsyan noted that assigning each of the ambassadors he believed that
they can better represent and protect the interests of Armenia in a
particular state or organization. “Therefore, I expect demonstration
of high responsibility entrusted to you in your worthy mission”,
said Sargsyan.

He also touched the priorities of foreign policy agenda of the country,
current level and prospects of cooperation with various countries and
organizations, presented his expectations of an active, purposeful
and proactive work of Armenian diplomatic missions in some spheres,
and introduced the existing challenges and problems of Diaspora.

Meeting of central staff of Foreign Ministry and heads of diplomatic
missions is taking place on August 30-31 in Yerevan.

29 août 2011 – Le Secretaire general de l’ONU, Ban Ki-moon, a salue
lundi la decision du gouvernement du Soudan d’amnistier cinq cheikhs
locaux qui etaient refugies dans les locaux de l’Operation conjointe
de l’Union Africaine et des Nations Unies au Darfour (MINUAD) par
peur d’etre arretes pour des allegations de crimes.

” Les cheikhs, qui sont retournes dans leur maison aujourd’hui,
etaient sous la protection de la MINUAD après l’irruption de violence
en juillet de l’annee dernière dans le camp de deplaces internes de
Kalma “, dans le Sud Darfour, a precise le porte parole du Secretaire
general de l’ONU dans un communique de presse.

Le Chef de l’ONU s’est dit satisfait du retour des cheikhs auprès de
leur famille juste a temps pour celebrer l’Aïd El-Fitr, qui marque la
fin du Ramadan, le mois du jeûne des musulmans. Il a exhorte les chefs
communautaires et les membres du camp a eviter tout acte de violence.

Les cheikhs avaient cherche refuge dans le centre de police a
proximite de la MINUAD a l’exterieur du camp de deplaces de Kalma
suite aux violences qui ont eclate en juillet 2010. Les autorites du
Sud Darfour avaient demande a la MINUAD de leur remettre ces personnes.

Les cheikhs avaient affirme craindre pour leurs vies, et la MINUAD
avait refuse de les remettre aux autorites en se referant a son mandat
qui exige une procedure regulière et le respect des droits de l’homme
en toutes circonstances.

Le Representant special conjoint de l’Union africaine et de l’ONU pour
le Darfour, Ibrahim Gambari, a fait part dimanche de sa reconnaissance
envers les autorites soudanaises pour avoir amnistie les cinq cheikhs.

Le chef de police de la circulation, le colonel Margar Ohanian,
a ete arrete mardi pour corruption après une enquete lancee par les
autorites de police la semaine dernière.

Le Service special d’investigation (SIS) a declare qu’Ohanian est
soupconne d’abus de pouvoir et de detournement de fonds publics,
des crimes passibles de deux a huit ans de prison.

Un autre colonel de la police de la circulation, Stepan Karakhanian,
a ete arrete vendredi. L’agence subordonnee aux procureurs l’a accuse
d’avoir detourne plus de 150 tonnes de carburant qui a ete alloue a
des voitures de police.

Une source policière a declare lors d’une interview accordee a RFE
/RL que Karakhanian a ete libere pendant l’enquete mardi.

Le SIS a egalement lance une enquete penale distincte concernant la
vente de permis de conduire par ” certains fonctionnaires de la police
“.

Les autorites ne savent pas encore si Ohanian et Karakhanian vont
plaider coupables aux accusations.

Le chef de service de la police nationale, le lieutenant-general Alik
Sarkissian, a ostensiblement refuse de se prononcer sur le limogeage
d’Ohanian jeudi dernier.

S’adressant aux journalistes, Sarkissian a declare que le chef de la
police devra ” donner des reponses, tout comme les autres citoyens
” si les enqueteurs concluent qu’il a personnellement beneficie de
carburant qui aurait ete vole.

Bien que la police ait connu d’importants changements structurels
ces dernières annees, les pratiques de corruption sont toujours
très repandues.

Dans ce qu’il decrit comme une autre mesure anti-corruption, le
gouvernement armenien a annonce le mois dernier que la police va
bientôt installer des radars aux intersections des rues d’Erevan et
sur les autoroutes. L’objectif est d’en installer 280 d’ici 2017.

YEREVAN. – International recognition of independence of Artsakh
(Nagorno-Karabakh) is inevitable, said Armenian President Serzh
Sargsyan to the meeting with Armenian MFA central staff and heads of
diplomatic missions abroad.

“This year we witnessed how Southern Sudan gained its independence
after decades of struggling, adding one more precedent to
implementation of the right of self determination. In case of
Artsakh, similar resolution is inevitable, although I cannot say
that Azerbaijan softened its position in the settlement process,”
said President Sargsyan.

According to him, “we reached an important level, when the intermediary
countries and the international community expected that agreement
over at least the basic principles is near.”

“In this context, Kazan meeting proved a touchstone that estimated
the sincerity and perseverance of both sides to resolve the conflict
through peaceful negotiations as soon as possible. As Kazan experience
showed, Azerbaijan made a step back, refusing to find a general ground
and creating new barriers for further agreement,” added Armenian
president. “Now, I am sure that everyone is interested in our next
steps and expectations. Irrespective of Azerbaijan’s destructive
behavior, Armenia will continue its efforts towards exclusively
peaceful settlement of Karabakh conflict based on the principles
reflected in international law and UN Charter. Let no one doubt that
our position is unbending and clear. We have a red line that that we
can never cross.”

Sargsyan stressed that Baku is not ready for peace, since it is
impossible to build peace, preaching warfare.

“It is impossible to reconcile societies, disseminating hatred towards
Armenians and build confidence, instigating a race of army equipment.

This position of Azerbaijan is unacceptable and we shall take relevant
steps. Believe me, in the event of military conflict Armenia will not
hesitate to impose a new peace to the opponent,” noted the President
of Armenia.

The Turkish government has agreed to return hundreds of confiscated
properties to the country’s non-Muslim minorities. The European Union
has joined Christian and Jewish communities in praising Turkey’s
historic step.

The Turkish government has pledged to return hundreds of properties
confiscated from religious minorities over the last 75 years, a
decision lauded by the European Union and Turkey’s Christian and
Jewish communities.

Former owners of any property or land sold on to a third party are
also to be refunded the market value by the state treasury.

The decree was announced ahead of a fast-breaking dinner for the
holy Muslim month of Ramadan in Istanbul on Sunday. In attendance was
Turkey’s Prime Minister Recep Tayyip Erdogan as well as representatives
of the Orthodox Christian and Jewish communities.

The decision to return the properties, which include churches,
community centers, hospitals, schools, houses and cemeteries, was
welcomed by members of Turkey’s Greek Orthodox, Armenian Orthodox
and Jewish communities.

“This is a restoration, a reparation of an injustice,” said Bartholomew
I, the spiritual head of the world’s Orthodox Christians and the
ecumenical patriarch of Constantinople, during the holy dinner.

“This is a extremely great and positive step and certainly an event
which the whole world will appreciate,” added Pantelis Vingas Lakis,
president of Turkey’s largest Greek lobby group.

Appeasing the EU

The European Union has also welcomed the move, seen as a step forward
in Turkey’s candidacy bid for EU membership.

A spokeswoman for EU Enlargement Commissioner Stefan Fule described
the return of the property as a positive step, “leading the way for
the implementation of religious freedom.” Alexander Graf Lambsdorff,
a European Parliament deputy of Germany’s Free Democratic Party,
called it a “historic step.”

The Turkish state began seizing properties from religious minorities
in 1936, when all non-Muslim foundations in Turkey were forced to
register their properties.

In the following decades the Turkish government took many of
the buildings and land and sold some of it off. The finances of
Christian and Jewish communities were deeply affected and the number
of non-Muslim Turks dwindled as many opted to leave the country.

Making amends

On Sunday, Erdogan pledged his remorse for the widespread confiscation
and vowed that the new regulation would address Turkey’s past mistakes.

“We thus solve a problem that has damaged our reputation in the
international arena for decades,” he said.”The times when a citizen
of ours would be oppressed due to his religious, ethnic origin or
different way of life are over. This is not about doing a favor;
this is about rectifying an injustice.”

The dispute over the return of Turkey’s expropriated property has
occupied the European Court of Human Rights for years, and the court
has repeatedly ruled against the government in Ankara.

Erdogan may have earned the recognition and respect of the Christian
and Jewish communities with the decision, but it’s likely he will
receive a very different reaction from Turkish nationalists. The
response from the country’s traditionally strong nationalist opposition
party is also still unknown.

it turned into massacre, amendments, Genocide, Treaty of Sèvres and
finally in Lausanne it became a case for protection of the rights of
minorities,” Professor Levon Shirinyan said today in a news conference
making his remarks on Turkish decree to return the properties of
religious minorities.

According to him this is in fact an attempt to mislead from the
general ideology of Armenian Cause; to demonstrate an attempt for
reconciliation.

“Turkish policy is left inside of Kemal’s principles – no concessions
in the Armenian Cause,” Professor said.

The protocols signed in 2009 by Armenia and Turkey are not open and
termless, President of Armenia Serzh Sargsyan stated during the summit
of MFA central administration and the heads of diplomatic missions.

“We’re committed to our disposition to set unconditioned relations with
Turkey. Turkey must find strength to respect its commitments and the
Turkish side must acknowledge that those protocols aren’t endlessly
open and termless,” President said adding: “Our friends recommended
us to wait patiently until Turkish Parliamentary elections. Hence,
soon we’ll see if after the parliamentary elections Turkey will
be determined to changes, though the recent two months seemed
unhopeful. We’ll decide our further steps over the protocols.”

Making remarks on the past phase of the Armenian-Turkish mending
process, President said: “People may be thinking we regret for taking
the initiative in Armenian-Turkish relations, as the process has
been failed because of Turkey and huge political resources have been
wasted. I think you understand that the initiative has improved the
international reputation of Armenia.”

YEREVAN. – Armenia is modernizing and improving military equipment
annually, said Armenian Defense Minister Seyran Ohanyan.

Asked whether Russia’s replacement of S-300 missile systems with S-400
will affect Armenia as well, Ohanyan said that Armenia’s S-300 systems
are in a state of combat readiness and can fulfill the tasks. However,
the Minister did not rule out possibility that Armenia once can be
upgraded to S-400 systems.

Last week STRATFOR research center reported Russia plans to replace
S-300 systems with new S-400 in allying states, such as Belarus,
Armenia, Kazakhstan and other countries which Russia used to shelter
politically vulnerable military supplies.

If Israel recognizes the Turkish genocide of over 1 million Armenians
in the near future, it may be largely due to the decades long efforts
of American-born scholar Israel Charny. But Charny, now living in
Jerusalem, is wary of a renewed push for detente between Israel and
Turkey, which may torpedo his campaign for recognition.

“The whole business of rapprochement with Turkey is a game that
politicians should and must play, because we want to get out of that
process as much as possible,” Charny told Anglo file this week. “But
I don’t think it should be done with the illusion that we’re dealing
with anything but a totalitarian, dangerous government. I don’t think
we should ever compromise again on the ethical principal whether to
deny the Armenian genocide or not – that should not be a basis for
the attempt to remarry after the divorce.”

Turkey vociferously objects to calling the events between 1915 and 1923
during which Ottoman forces killed more than a million Armenians as
genocide. Israel, which considered Turkey an important regional ally
until recently, never officially recognized the genocide. But after
bilateral relations cooled down in recent years, especially after the
last year’s flotilla to Gaza, during which Israeli troops killed nine
Turks – the demand to recognize the Armenian genocide gained strength.

The Knesset’s tackling of the issue represents the fruition of decades
of work by Charney, the longtime director of the Institute on the
Holocaust and Genocide in Jerusalem. In May he received a prize for
his work fighting for the recognition of the Armenian genocide by
the southeastern European country’s president.

“Professor Charny is a very fair person who stand on his principles
– there is no one like him,” said Georgette Avakian, the leader of
the Jerusalem-based Armenian Case Committee, adding that if Israel
ever recognized her people’s suffering, it would to a great extent
be thanks to Charny. “He is one of the few people in the world who
really look for the truth,” she said.

Charny, who was born in New York, co-founded and presided over the
International Association of Genocide Scholars.

“Professor Charny is a true pioneer in the field, he is probably the
first to introduce the people to comparative genocide studies, which
includes recognition of the scope of the Holocaust but not forgetting
about the suffering and genocides of other people in the world,” said
Marc Sherman, the New York-born director of information services at
Jerusalem’s Institute on the Holocaust and Genocide.

In the past, when Israel enjoyed better relations with Turkey, Charney
often fought for recognition of the genocide, against Jerusalem’s
wishes. In 1982, he organized in Tel Aviv the first international
genocide conference that featured Armenian speakers, Sherman said.

A few years later, after state TV was pressured not to air a film
about the Armenian genocide, Charny arranged a private screening in a
Jerusalem cinema. He also testified against revered American-Jewish
historian Bernard Lewis, who was on trial in France for denying the
genocide. “Charny never backed down from standing up and confronting
the denial of the Armenian genocide,” Sherman said.

But Charny does not deny Jerusalem’s need for realpolitik.

The Knesset discussed recognition of the genocide for the first time
on May 19. On June 29, MK Arye Eldad introduced a bill to declare
every April 24 Armenian Genocide Remembrance Day.

His bill was rejected but will be discussed, together with a possible
official recognition of the genocide, by the Knesset’s education
committee.

However, no date has been set yet for the discussion, the committee’s
spokeswoman told Anglo File. It is unlikely this will happen before
the Knesset goes into summer break next month, she said.

“I totally understand that the people who run our country periodically
have to make decisions that on the surface are not ethical and of
the highest values because there are other value issues that take
precedence. The survival of Israel absolutely is first priority,”
he told Anglo File in his book-cramped study in Jerusalem’s Baka
neighborhood. “But I’ve got lines to draw.”

Despite legitimate political, economic or military concerns, Israel
must not continue to deny the suffering of another people, if only
because of its own suffering, Charney said.

“When it comes to Israel’s denial of the Armenian genocide, I ask
first of all: what would our government’s and our people’s reaction
be to any government that denies the Holocaust?” he said.

A clinical psychologist by profession, Charny became interested in
genocide studies in the 1960s after having a dream.

“I wake up and the dream has led me to very powerful emotional
experiences, including rage: How could they do what they did to
our people in the Holocaust? How could human beings exercise such a
beastly cruelty?” he recalled. “Then I had a horrible realization: I
was a specialist in human behavior, accredited from the best American
educational and clinical systems, and I never learned one miserable
word about human cruelty and evil.”

It was then that Charny decided to dedicate himself to the study
of genocides.

“The first thing I did was I wrote Yad Vashem and I asked them to
direct me to books in their library about the psychology of the
Holocaust and genocide. The answer was, we’re so sorry, we have no
such books.”

Since then, Charny has written and edited more than a dozen books
on the topic, three of which won the American Library Association’s
Outstanding Academic Book of the Year award. His latest work, “And
You Must Destroy the Evil in You: We Are the Human Beings who Commit
Holocaust and Genocide,” came out this week in Hebrew.
