1. (C) SUMMARY: Top Armenian officials are growing increasingly
offended by Georgians’s non-responsiveness to Armenian efforts to
reach out. The most discourteous, perhaps, was the Georgian FM’s
refusal even to meet FM Nalbandian for a few minutes in Yerevan
airport, as she passed through en route overland to Georgia in the
early morning of August 15. President Sargsian is starting to take
domestic criticism for his presumed ‘failure’ to call Saakashvili,
after he did call President Medvedev. Armenians feel their good
intentions have been met with an undeserved cold shoulder. Both the
president and foreign minister remain new enough in their jobs for
such perceived slights to sting more than perhaps would be the case
of more seasoned hands. END SUMMARY>

2. (C) AN ATTEMPT AT BALANCE: Armenian officials are growing
increasingly agitated, in private meetings with CDA, about the
continuing refusal of their Georgian counterparts to take their calls,
whether at the presidential, prime minister, or foreign minister
level. A key presidential aide confided to CDA that President
Sargsian had wanted to call Presidents Saakashvili and Medvedev on
the same day, so as to avoid any appearance of Armenian bias between
the two sides, but that when Medvedev took the call and Saakashvili
did not, the appearance of pro-Russian preference was created. After
repeated attempts to get a call through, Sargsian finally just sent
a letter to Saakashvili, in a substitute effort to show support
for the Georgian side. Local opposition newspapers have already
sharply criticized President Sargsian for calling Medvedev and not
phoning Saakashvili, and have accused him of sacrificing Armenia’s
national interests in a misguided effort to cozy up to Russia. This
is galling to Sargsian after his efforts to get Saakashvili on the
telephone to offer condolences and assistance. The Prime Minister,
likewise, was frustrated (reftel) by his inability to reach his
Georgian counterpart to discuss trade and transportation issues
which are of critical importance to the Armenian economy. Meanwhile,
Armenian officials have kept their public statements about Georgia
determinedly positive, even as their private exasperation mounts,
though they have begun to suggest that they will take a sharper public
tone if the cold shoulder from Tbilisi continues much longer.

3. (C) FM’S PIQUE: The Foreign Minister called in CDA August 15 for a
one on one meeting, in which he vented his own simmering frustration,
over what he termed Georgia’s ‘hostile attitude.’ Visibly agitated,
FM Nalbandian noted that Armenia is trying to help Georgia by taking
in more than 4,000 refugees and offering to serve as a humanitarian
corridor for international relief efforts. He stressed that Armenia
needs a good relationship with Georgia not only for economic reasons,
but also for its contribution to regional stability. Nalbandian added
that the GOAM had meticulously avoided any statements that could
be construed as siding with the Russians. Despite these efforts,
Nalbandian fumed, Saakashvili has refused to return repeated calls
from President Sargsian, an the Georgian PM has ignored calls from
his Armenian counterpart ‘for more than a week.’ The final indignity,
according to the FM, was when FM Tkeshelashvili arrived at Yerevan
airport at 4:00am on August 15 en route overland to Tbilisi and
declined Nalbandian’s proposal for a short airport meeting at that
hour. Tkeshelashvili said she was ‘under instructions’ to return to
Tbilisi immediately. ‘What more do they want from us?’ Nalbandian asked
rhetorically. He said that the GOAM is ‘avoiding any negative public
statements about Georgia,’ and warned that were such a statement to
be issued, the reaction of ethnic Armenians in Javakheti would be
‘very dangerous’ for Georgia. Despite the obvious threat behind his
words, Nalbandian insisted that ‘this is not a card we could play’
with Georgia, but ‘just a reality.’

4. (C) GEORGIAN AMBASSADOR TRYING: CDA spoke briefly with the
Georgian Ambassador August 15, after signing the embassy condolence
book. When CDA gave a brief synopsis of the meeting with Nalbandian,
the Georgian ambassador said he had been working the phones with
Tbilisi for several days to try to set up a Saakashvili-Sargsian call,
but to no avail. Although he expressed frustration at Tbilisi’s lack
of responsiveness, he attributed the failure to the exigencies of the
current emergency rather than to any desire to slight the Armenians.

The Ambassador added that he would inform Saakashvili’s office in
his next communication that the American Charge had been called in
by Nalbandian about this issue.

5. (C) MEDIATION IDEA UNANSWERED: Polchief spoke several YEREVAN
00000653 002 OF 002 times this week with Major General Hayk Kotanjian,
a strongly pro-Western thinker in the MOD, who retains close ties to
President Sargsian from the latter’s long tenure as defense minister.

Kotanjian was eager to position President Sargsian as a potential U.S.

and Georgian back-channel to PM Putin to help defuse the conflict,
noting that Sargsian has good access to Putin and other senior Russian
leaders. Kotanjian said he had spoken to President Sargsian, and the
president was primed and ready to act in this capacity. Post conveyed
this offer to Embassy Tbilisi by classified e-mail.

6. (C) COMMENT: Armenian leaders initially accepted the (very valid)
arguments of Georgian preoccupation with urgent crisis management, but
are beginning to suspect that the GOG is snubbing the GOAM on purpose.

This hypothesis is only fueled by the still-unexplained temporary
hold-up of Armenian goods at Poti and Sadakhlo, while at the same time,
Armenians insist, Azerbaijani cargo passed through unimpeded.

While we consistently try to soothe Armenian pique and point out that
Georgia is in severe crisis mode, receptivity to this explanation
has waned. The suspicion is that the Georgians are taking out their
anti-Russian rage on neighboring Armenia, counting Armenia a close
friend of Russia, and one that can be more easily snubbed. This is
particularly upsetting to Armenians because they believe they have
bent over backward to be even-handed, to reach out in good faith to
Georgian leaders, to insist that Russia not use Armenian-based forces
in Georgia, to welcome Georgian refugees with open arms (waiving
passport and document requirements, dispatching the Migration Agency
chief to the border to smooth every difficulty), and to facilitate
any kind of humanitarian aid shipment to Georgia via Yerevan. In
truth, Armenian leaders do not want to be purely dependent on Russia,
and see Armenia’s strong strategic interest in maintaining strong,
good-neighbor relations with Georgia. If Georgia’s cold shoulder
treatment continues, Armenian leaders may start to complain publicly
in the press, partly out of anger and partly out of political
self-defense, to head off opposition criticism. Another aggravating
factor in the Armenian reaction, we suspect, is that top Armenian
officials are all new in their jobs, still taking their first steps
on the world stage, and not yet feeling fully comfortable or secure
in their new roles. Perceived slights are probably being felt more
keenly than would be the case with more seasoned officials. PENNINGTON

classified cable sent by U.S. ambassador to Armenia Marie Yovanovitch
on February 25, 2010 to report on a meeting with former Minister of
Foreign Affairs Vartan Oskanian.

In Oskanian’s view, Yovanovitch said, the increasingly bellicose
rhetoric from Azerbaijani President Ilham Aliyev is not helping matters
with Turkey. “Turkey and Azerbaijan are “tightening the screws” on
Armenia from both sides. While a new war over Nagorno Karabakh would
be a risky proposition for Azerbaijan, Oskanian sees two elements that
indicate the situation there is worsening: 1) people are losing hope in
the diplomatic process to settle the issue; and 2) the military balance
in the area is shifting in favor of Azerbaijan,” the cable says.

Oskanian vented that the protocols are preventing any resolution of
the Nagorno Karabakh conflict. “If not for the protocols, Oskanian
said, he could see President Sargsyan pushing for the return of five
of the seven Nagorno Karabakh regions to Azerbaijan while keeping the
remaining two for future discussions. But now it would be “political
suicide,” because such a move would be seen as giving credence to
the conspiracy theories that claim there is a hidden provision in
the protocols that link them to concessions on Nagorno Karabakh,”
the cable says.

Snap elections are possible this autumn, Ashot Manucharyan, an
ex-member of the Karabakh committee, told journalists. According to
him, social riots possible this autumn may lead to snap elections.

If united forces do not lead the popular movement, the people
themselves will lead it, which “is rather bad for political figures.”
According to Manucharyan, 99.9% of Armenia’s population, including
oligarchs, are “ready to rebel.”

With the dialogue between the opposition Armenian National Congress
(ANC) and the ruling coalition being suspended, the people in Armenia
awaiting an imminent rebellion, a former politician has said.

At a news conference on Monday, Ashot Manucharyan, a former member of
Karabakh Committee, said the ANC has now neither time nor resources
for another initiative.

“It will either lead the pan-national rebellion or disappear from
the political arena,” he said, adding that the opposition alliance
would naturally choose the former option.

Manucharyan added that a real rebellion, whenever it breaks out,
would provoke greater rage in the regions, immediately changing the
situation in the country.

Asked about a possible timeframe for such developments, he did not
mention a specific date. He noted however that a rage protest may
break out later in September.

Such an army must not exist in the region, and the murderers must
be brought to justice, Gurgen Yeghiazaryan, former vice-chief of
Armenia’s National Security Service and member of the opposition
Armenian National Congress (ANC), told journalists, as he commented
on the murder of soldier Aghasi Abrahamyan.

He stressed the need for protecting soldiers. “A soldiers’ death
in peacetime can by no means be justified,” Yeghiazaryan said. He
accused Armenia’s minister of defense of the army murders. “The
defense minister is the first and the last to blame because he has
failed to introduced proper order in the army,” he said.

La Turquie est d’accord pour le deploiement sur son territoire
d’elements du bouclier antimissile de l’Otan, a annonce le ministère
turc des Affaires etrangères.

Il est prevu que le radar d’alerte avancee mis a la disposition de
l’Otan par les Etats-Unis soit deploye dans notre pays, a declare
un porte-parole du ministère turc, Selcuk Unal, dans un communique
publie jeudi soir.

Les negociations sur le deploiement de cet element ont atteint le
stade final, selon M. Unal. Le deploiement de ce radar renforce la
capacite de defense de l’Otan et le système de defense de la Turquie,
a ajoute le porte-parole.

A Washington, le Pentagone s’est felicite vendredi de la decision
turque en faveur du système, qui dans un premier temps reposera sur des
navires equipes d’intercepteurs de missiles mouillant en Mediterranee.

L’objectif est que ce soit deploye d’ici a la fin de l’annee, a declare
a la presse le colonel David Lapan, porte-parole du ministère americain
de la Defense.

Le secretaire general de l’Otan, Anders Fogh Rasmussen, a lui aussi
salue, vendredi soir dans un communique, la decision d’Ankara.

Je salue l’annonce par la Turquie (de sa decision) d’accueillir
un radar qui sera un element important des capacites de defense
antimissile de l’Otan, approuve au sommet de Lisbonne en novembre
dernier, a declare M. Rasmussen.

Ceci represente une contribution cle au système global de defense
de l’alliance contre les menaces actuelles et emergentes de missiles
balistiques, a-t-il ajoute.

La decision de la Turquie va grandement contribuer a permettre a l’Otan
d’assurer la protection du territoire europeen, de ses populations
et de ses forces armees contre la menace croissante que constitue
la proliferation des missiles balistiques, a conclu le secretaire
general de l’Otan.

La Turquie avait reclame que le bouclier protège l’ensemble du
territoire turc et non pas seulement les zones proches de l’Iran.

L’Otan et les Etats-Unis veulent deployer un système d’interception
de missiles contre la menace qu’ils jugent grandissante de tirs de
missiles a courte et moyenne portees a partir du Moyen-Orient, et
plus particulièrement de l’Iran.

La Turquie, membre de l’Alliance, disait craindre que le système, une
fois mis en place, n’ait pour consequence de deteriorer ses relations
avec l’Iran et la Russie, qui se sont developpees ces dernières annees.

Moscou a insiste vendredi sur la necessite d’obtenir des garanties
juridiques selon lesquelles le projet de bouclier antimissile
americain en Europe ne la menace pas, après le feu vert de la Turquie
au deploiement d’elements de ce bouclier sur son territoire.

The decision on political prisoners in Azerbaijan made by the PACE is
biased, the head of the Azerbaijani delegation in the Assembly said.

“I think that the CE realizes this issue,” chairman of the Azerbaijani
parliamentary committee on international and inter-parliamentary
relations, the head of the Azerbaijani delegation to PACE Samad
Seyidov told media. “Azerbaijan has strong international relations. We
have made proposals.”

PACE rapporteur on political prisoners in Azerbaijan Christoph
Strasser will visit the country this year. Strasser will assess the
situation with political prisoners in the country and prepare a
report.

Seyidov said that Azerbaijan dynamically cooperated and will cooperate
with PACE.

“We will raise this issue at the PACE October session,” he said. “This
issue on Azerbaijan is not expected to be directly discussed at the
autumn session. But Azerbaijan is an integral part of the European
area. Therefore, we are interested in the processes taking place in
Europe. We raise the issues concerning the Nagorno-Karabakh at each
session. From this point of view, the forthcoming session will not be
an exception. The delegation will speak, present different documents
and hold meetings at the session. Our opinion will be heard.”

Un jeu télévisé mettant en scène cinq demandeurs d’asile déboutés
après avoir passé au moins neuf ans aux Pays-Bas a été diffusé jeudi
soir par la télévision publique néerlandaise, avec à la clé 4.000
euros que le gagnant emportera lorsqu’il sera expulsé du pays.

`Nous voulions vraiment lancer le débat` sur la politique d’asile
pratiquée aux Pays-Bas, a déclaré Marius van Duin, un des concepteurs
de l’émission, lors d’un bref entretien diffusé avant le jeu, intitulé
`Weg van Nederland` (`Hors des Pays-Bas`).

Les candidats, dont un étudiant en médecine d’origine syrienne et une
étudiante en aéronautique d’origine camerounaise, s’exprimaient
couramment en néerlandais et ont su répondre à de nombreuses questions
sur les Pays-Bas.

`Nous voulons montrer à quel point ils sont néerlandais`, a pour sa
part déclaré Frank Wiering, le rédacteur en chef de la chaîne de
télévision VPRO, cité dans un communiqué.

`Nous ne montrons pas des histoires malheureuses, nous voulons montrer
de quelle genre de personne il s’agit et montrer que c’est mal de les
expulser`, a-t-il souligné.

L’émission, qui a duré une cinquantaine de minutes, s’est déroulée sur
un ton résolument décalé, les perdants repartant avec un sachet de
bulbes de fleurs, un kit de survie ou un gilet de sauvetage orné de
moulins à vent.

Les cinq participants, qui vivent aux Pays-Bas depuis neuf, onze ou
treize ans, ont notamment dû reproduire la carte des Pays-Bas en
découpant un morceau de fromage de Gouda.

Gulistan, la gagnante du jeu, est une jeune Kurde d’Arménie qui va
être renvoyée dans son pays d’origine après avoir épuisé tous les
recours juridiques possibles pour pouvoir rester aux Pays-Bas. Elle a
gagné 4.000 euros qu’elle pourra emporter lorsqu’elle sera expulsée du
pays.

`Avez-vous vu maintenant à quel point j’ai trouvé un chez-moi ?`,
a-t-elle lancé à la caméra, la gorgé nouée, à la fin de l’émission
après avoir répondu avec succès à la plupart des questions, portant
sur la politique, la culture ou le sport néerlandais.

Three-weight world champion Vic Darchinyan produced a dominant
performance in Yerevan, Armenia against Evans Mbamba to claim a
unanimous points victory in the Australian-based fighter’s first bout
in the country of his birth.

The 35 year-old, who has fought the vast majority of his career in
Australia and the United States, had way too much for his South
African challenger, 29, taking a landslide decision 120-107, 120-107
and 119-107 to inflict Mbamba second defeat in 20 contests.

The `Raging Bull’ is now hoping to gain a rematch with former opponent
Nonito Donaire after the Filipino stopped him in five rounds in 2007
to take his IBF flyweight title and may have to move up to
super-bantamweight to get his opportunity.

Unified bantamweight belt holder Donaire, 28, has announced that his
upcoming bout against Omar Narvaez will be his last at 118lbs and he
will move up to 122lbs for his first fight of 2012.

Armenia vs. Andorra 3-0

Though the chief coach of Armenian national football team Vardan
Minasyan used to say the team of Andorra was strong and aggressive,
Armenia had all the chances to win the rival. But we should admit that
Vardan Minasyan wasn’t mistaken – this time Andorra was really strong
than they were last fall in Yerevan.

Armenia beat Andorra 3-0 in a qualifier for the 2012 European
Championships on Friday.

Brazilian-born midfielder Marcos Pizzelli netted his third goal of the
group phase to open the scoring for Armenia in the 35th. Forward
Gevorg Ghazaryan added another in the 75th, and Henrik Mkhitaryan
sealed the victory in injury time from the penalty spot after Andorra
defender Ildefons Lima was shown a red card for a challenge on Karlen
Lazarian.

Armenia’s third win kept it in fourth place in Group B with 11 points.
Andorra remained in last place with zero points.
