MILITARY PROSECUTOR: “SOLDIER WAS POSSIBLY MURDERED”

Lendrush Nazlukhanyan, who was arrested for the death of soldier
Hayk Lazarian in one of the military units of the NKR Defense Army
in Askeran on September 7, will most likely be charged with murder,
RA Military Prosecutor Gevorg Kostanyan told “A1+”.

According to a message from the Ministry of Defense, a criminal case
has been instigated in relation to the soldier’s death according
to the attributes of Part 3, Article 373 of the RA Criminal Code
(violating the rules of using arms, ammunition and objects that are
more dangerous to the environment the careless use of which led to
the death of a person).

According to the military prosecutor, the case is instigated on the
grounds of existing facts, but the circumstances may change during
the preliminary inquiry.

“There may be additional facts, and the volume of the charge may
change. This time, the synthesis of the facts that existed at that
moment led to the instigation of a case according to the attributes
of Part 3 of Article 373,” Mr. Kostanyan said.

According to the military prosecutor, the Military Police worked
very efficiently and revealed all circumstances of the case all day
yesterday. Now the police have an episode of the dispute between
soldiers Lendrush Nazlukhanyan and Hayk Lazarian and the fact of
the latter’s death that followed the dispute.

“After the evidence is obtained, the soldier under arrest will be
quickly charged. Although we shouldn’t get ahead of ourselves, we can
say that according to the information at our disposal, the charge will
be according to the attributes of Article 104 (intentional murder),”
the military prosecutor informed.

Armenia’s Prime Minister Tigran Sargsyan has said state funding should
be available both for state and private universities.

Sargsyan, who was participating in a forum titled Financing of Higher
Education that kicked off in Yerevan on Thursday, said there should
be no discrimination among state-sponsored and private universities.

“That means we should not adopt a discriminative approach towards
state and private universities,” said he.

“And the state funding should be available for both state and private
universities based on the level of quality the services have that
they deliver,” said Sargsyan.

Tigran Sargsyan also said that for that reason Armenia has made
the certification of institutes of higher education stricter than
previously.

A seminar of young researchers of the Young Innovator’s School of
the Russian-Armenian Center of Innovative Cooperation (RACIC) will
be held at the Rossotrudnichestvo Office in Armenia on September 9,
Rossotrudnichestvo Office told ArmInfo.

Rafael Barkhudaryan, academic secretary at the Institute of
Mathematics, Candidate of Science, Physics and Mathematics, will
deliver a report on the topic “Mathematic Logic and Paradoxes”. Young
scientists and specialists of National Academy of Science of Armenia
and universities will participate in the discussions.

The Young Innovator’s School was opened on March 25 at the House of
Simposiums of the Armenian NAS in Aghveran. The program of the seminar
was organized by RACIC jointly with the Council of Young Researchers
of NAS with the support of the State Committee of Science, National
Academy of Science and Rossotrudnichestvo Office in Armenia.

A scientific conference titled “New approaches on the Karabakh issue”
organized at the Linguistic University after Valery Bryusov on the
occasion of the 20th anniversary of independence of the Nagorno
Karabakh Republic. Speeches were delivered by Doctor of Political
Science, MP Tigran Torosyan, Rector of the State Linguistic University
of Yerevan Suren Zolyan, Vice-Rector of the Artsakh State University
Vahram Balayan, correspondent member of the Armenian National Academy
of Sciences Nikolay Hovhannisyan and others.

In a report titled “The solution of the unsolvable conflict” Tigran
Torosyan tried to present the reasons of insolvability and proposed to
bypass them following the example of the other self-determined stated.

Torosyan recalled in detail the principles of the UN Security Council,
which create a firm basis for the self-determination of a state.

According to Vahram Balasyan, Vice-Rector of the Artsakh State
University, the application of the principle of territorial integrity
is very important for the settlement of the Karabakh conflict. “The
territorial integrity of Nagorno Karabakh was violated at the turn
of the 20th century before the UN Charter was adopted,” he explained.

Speaking about the current realities, political scientist Alexander
Markarov stressed the importance of the fact that the international
community stands for peaceful settlement of the Karabakh conflict.

“Certain concessions are expected from both Armenia and Azerbaijan,”
he added.

The political scientist says that even if Azerbaijan manages to become
a non-permanent member of the UN Security Council, the resolution
of the Karabakh conflict will not become a topic of discussion at
different UN bodies.

The investigation into the Hayk Lazarian death case has revealed
that the 19-year-old soldier of the Nagorno-Karabakh defense army
died because of an argument between the soldiers, Armenian Deputy
Minister of Defense Vladmir Gasparyan said at his meeting with the
mothers of soldiers killed in the Armenian army.

Criminal proceedings were initiated. Hayk Lazarian’s companion-in-arms
Lendrush Nazlukhanyan was arrested.

On September 9, Nazlukhanyan is t be charged with premeditated murder.

Gasparyan pointed out that Hayk Lazarian died because of several
shots fired at him intentionally.

Mr. Prime Minister,

By way of the press we were made aware of your government’s decision
to return properties confiscated after 1936 from Turkey’s religious
minorities. This decision is undoubtedly an effort to get ahead
of the recent developments in the European Court of Human Rights,
as well as the U.S. Congress’s inquiries into and proceedings on
Turkey’s oppression of its Christian minorities.

As the spiritual and lawful leader of the Armenian Catholicosate of
Cilicia, which was uprooted from its centuries-old Seat, and as a
representative of the similarly uprooted children of the Armenian
Church, who were exiled from Turkey and dispersed throughout the
world, we consider your government’s Aug. 27, 2011 decision incomplete
and unjust.

The Holy See of Cilicia remains the lawful proprietor of numerous
churches, hospitals, nursing homes, orphanages, cemeteries, and
other properties that belong to the nation and the church, and which
were seized by the Turkish state in the days of the 1915 Armenian
Genocide. The Armenian people continue to be the lawful owners of the
houses, businesses, and estates-passed down from their ancestors-that
became a victim to the genocide that was planned and executed by the
Ottoman Turkish government.

Your government’s resolution may satisfy the requirements of the
European Union. However, it may never be considered a decision based
on principles of justice.

Mr. Prime Minister, although taken in the name of justice, your
decision is biased and selective, and furthermore, it certainly denies
history and rejects democratic principles and values.

International institutions-for instance, the European Court of Human
Rights, parliament, and parliamentary bodies-protect and implement
democratic values and principles. Their conscience is the people.

As League of Nations representative and Nobel Peace Prize laureate
Fridtjof Nansen observed in his well-known 1928 book Armenia and the
Near East, the Armenian people have never lost hope, bravely working
and waiting. “They continue to wait,” he wrote. And we would like
to add that the Armenian people will never cease to demand justice
from Turkey for the Armenian Genocide. The Armenian people will never
cease to demand the reinstatement of their human rights.

Mr. Prime Minister, your declaration that your government upholds
justice and human rights will be validated only when you recognize
the Armenian Genocide.

and Internal Affairs Hrayr Karapetyan called on not to politicize
the Army problems and added that he believes in RA Defense Minister
Seyran Ohanyan.

He also stated that ARF has convened a general meeting where they
have come to a conclusion that they should implement systemic and
substantial changes of power.

Before the Sept 8. cabinet sitting, Armenian Prime Minister Tigran
Sargsyan expressed the confidence that, given the 2011 figures, the
2011 National Competitiveness Report of Armenia (ACR), will be even
better. The recently released 2011-2012 Global Competiveness Report,
which ranks Armenia 92nd among the 142 countries.

According to the report, Armenia is six ranks up. The Armenian premier
stressed the importance of “dealing with out strong and weak points,
due to which our competitiveness rank is rising.” “It is a rather
objective analysis which, first of all, indicates our weak points
and specifies what should be improved,” Premier Sargsyan said.

The Armenian premier hails the progress in almost all the figures.

Even better progress would be registered but for last year’s price
rise, which “throws the country 15 points back.” “Our strong point
is the transparency of government policy – we rank 35th among the 142
countries. Also, we are 48 points up with respect to infrastructure –
in the IT sector.

This, first of all, refers to availability of Internet and mobile
communication. The Armenian premier also pointed out serious progress
in higher education and retraining – 17 and 19 points up respectively.

“We are sure that, based on the 2011 figures, the 2011 National
Competitiveness Report of Armenia (ACR) will be even better than
the one based on the figures for 2010 and for the first three months
of 2011. The far smaller price rise this year as compared with last
year will account for that. We have entered a new price rise stage –
within 5% rather than 10% – which will have a positive impact. The
third important factor is the business environment reforms we have
implemented. We expect five indices to show serious progress this
year,” Premier Tigran Sagsyan said.

The Armenian Revolutionary Federation – Dashnakstutyun (ARF-D) is
seriously concerned that the opposition forces in Armenia pursue
split policies, a lawmaker of the ARF-D faction in parliament has said.

“We do not understand why the [opposition] Armenian National Congress
has not so far expressed willingness to collaborate with ARF-D,”
Hrayr Margaryan told reporters on Thursday.

He said the party has launched a campaign for the protection of
electoral rights but regretted to note that the opposition alliance
has not expressed any willingness to join their initiative.

Further he said that unlike ANC (which is an extra-parliamentary force)
ARF-D has a parliamentary platform.

Speaking of the negotiations between the ANC and the ruling coalition,
he stressed the importance of not ignoring the people in the aftermath
of what he called a secret dialogue.

Karapetyan added that a change of regime in Armenia would be effective
in case it results in reforming an entire system.

“What Armenia needs is a change of system, not individuals,” he said.
