U.S. Uses Armenian Diaspora In Its Interests?

U.S. USES ARMENIAN DIASPORA IN ITS INTERESTS?

PanARMENIAN.Net
September 16, 2011 – 18:26 AMT

PanARMENIAN.Net – WikiLeaks whistle blowing website publised the
cables of the U.S. Ambassador to Armenia Maria Yovanovitch, where
she mentions a possibility to use Armenian Diaspora organisations,
especially the Armenian-American community, in the interests of U.S.

Yovanovitch noted the “well-organized” and “well-financed” state of
the community, in her Nov. 17, 2009, cable titled “Experience Engaging
Diaspora Communities-Armenia.” She remarked that the community had
shifted gears from preserving their identities into investing in
the development of Armenia, offering humanitarian, development,
and technical assistance, and “advocating for an independent media.”

Yovanovitch discussed the various Armenian-American organizations,
including the Armenian Apostolic Church (the Prelacy and the Diocese),
the Armenian Catholic Community, the Armenian Protestant Community,
the ARF/Dashnak Community, the Armenian General Benevolent Union
Community, the Hnchag Community, and others. She noted that although
the Embassy could do outreach work through these organizations,
many of them had their own political agendas, “expressed or not,”
and connections with political parties or authorities that could
clash with U.S. interests in Armenia.

According to the Ambassador, the Armenian-American Diaspora tended
to be “nationalistic in nature,” and that “[they] are quick to
mobilize their supporters against the GOAM [government of Armenia]
if the Diaspora groups believe the GOAM is not acting in Armenia’s
best interests.”

Many of these organizations are opposed to reconciliation efforts,
she said, because they do not include a resolution to the Karabakh
conflict or recognition of the Armenian Genocide. “Other groups though,
such as AAA [Armenian Assembly of America] and AGBU, have publicly
supported the GOAM’s policies of regional cooperation and an end to
Armenia’s isolation in the Caucasus,” she added.

The Ambassador also observed that “The Diaspora Community has shown
limited interest in the promotion of democracy, electoral reform,
and civil society development in Armenia,” and noted that Diaspora
organizations did not fund any “non-partisan” non-governmental
organizations in Armenia.

The Armenian American community’s “most important distinguishing
characteristic,” according to Armenia’s Ministry of Foreign Affair’s
Diaspora Relations office, is its “deep organizational structure,”
wrote U.S. Ambassador to Yerevan John Ordway in a June 1, 2004, cable
titled “Deciphering the Armenian-American Diaspora,” recently leaked
by WikiLeaks.

The comparison was made with sister communities around the globe. An
estimated 1.5 million Armenians live in the U.S., out of the 8-10
million scattered around the world, second only to the Armenian
population living in Russia or other CIS countries.

“The GOAM distinguishes the Armenian-American community from the other
Diaspora populations as the most wealthy (both overall and per capita
income) and the most diverse in terms of emigration patterns,” wrote
Ordway. “GOAM assistance figures and information from local banking
sources confirm that the majority of Armenia’s public and private
assistance funding (including private money transfers to families or
friends) comes to Armenia from the U.S.”

IT IS AROUND TSARUKYAN AND IT’S GOOD

Story from Lragir.am News:

Published: 14:58:33 – 16/09/2011

According to Wikileaks publications, Robert Kocharyan told the American
diplomats about the BHK Party that it is a party based on a single
person and if Gagik Tsaurkyan leaves it, the party will destroy.

At the NA briefings the head of the BHK parliamentary group, Aram
Safaryan, said they are suspicious and reserved towards Wikileaks
publications. As to the BHK, it is a party built around its leader,
Gagik Tsarukyan, and “it is only good”.

BHK has announced to run in elections separately but Speaker of the
National Assembly did not rule out joint participation. Aram Safaryan
said in this connection that they have stated for a number of times
about the position of their party regarding the next parliamentary
elections. He added he has got nothing more to say about it.

ARMAVIA STAFF PROTESTED OUTSIDE LOCAL NEWSPAPER OFFICE BECAUSE OF REPUBLISHED EPRESS.AM ARTICLE

epress.am
09.17.2011

Employees of the Armenian air carrier Armavia, and others who had come
to support company owner Mikhail Baghdasarov, were protesting outside
the editorial office of local newspaper Chorrord Inqnishkhanutyun
(“Fourth Self-Authority”) on Friday.

Apparently, the reason for the protest was the Epress.am article
“Armenian Air Carrier Supplied Arms to Libya?” republished by Chorrord
Inqnishkhanutyun which cited a statement by chief of general staff
of Moldova’s national army, General Iurie Dominic, who said that the
IL-76 that arrived in Moldova from Libya, with the aim of picking up a
regular shipment of arms (and it is presumed will go back), belongs to
“an Armenian civil air carrier.” (Note, the statement was originally
published by the Ekho Moskvy (Echo of Moscow) radio station.)

Epress.am then sought comment from Armenian Department of Civil
Aviation press secretary Nelly Cherchinyan, who said that “only
[Armenian national air carrier] Armavia can comment on this matter.”

However, Armavia’s press office did not respond to calls at the time.

Later, Armavia press secretary Nana Avetisova informed Epress.am that
Armavia has never had a IL-76 aircraft and only transports passengers
and not cargo.

Chorrord Inqnishkhanutyun reporter Gohar Veziryan, speaking with
Epress.am on Friday, said that nearly no one gathered outside their
office yesterday knew why they had come. “Only a few knew; the rest
were simply ensuring the numbers.”

“They were making statements of a damning nature; they were accusing us
of disseminating false information. They were declaring, ‘We’ll crush
and incinerate the editorial offices – what do you want from the guy,
that man is a benefactor [referring to Mikhail Baghdasarov].’ We
were trying as much as possible to explain that we weren’t the
original source, that we republished [the story] from Epress.am,
but they didn’t want to understand anything – they only threatened
and cursed [at us],” said the journalist. “They initially blamed us,
saying we didn’t republish the information identically, but when the
police came and ensured our safe entrance into the building, one of
the women [from the group of protestors] got in with us and I showed
her both the paper’s publication and [the article] published on the
Epress.am website.”

Veziryan asserted that protestors had brought with them video cameras,
and that Kentron and Yerkir Media TV stations were also present.

In Veziryan’s opinion, those people only needed an opportunity to
come out against Chorrord Inqnishkhanutyun, since “We’ve always paid
attention to Baghdasarov’s activities. It was clear that those people
were particularly directed from a specific location.”

a ajoute Pavel Avetissian.

a observe Pavel Avetissian.
