The forum of leaders and representatives of various diaspora
organizations kicked off at the Sport and Concert Complex after Karen
Demirchyan today.

Over 550 individuals representing 151 organizations and groups from
46 countries are participating in the two-day forum which was opened
by Serzh Sargsyan. The forum is also attended by different public
and political figures and spiritual leaders in Armenia.

The forum participants will discuss educational issues and attempts
to deepen relations between Armenia and Armenians overseas.

“Artsakh is willing and is ready to work in this format. We view it
as practical mechanism for strengthening Armenia-Artsakh-Diaspora
trinity,” Karabakh President Bako Sahakyan said in his addressing
remarks.

Catholicos of All Armenians Karekin II gave his patriarchal blessing
to the forum attendees, saying, “The proclamation of Arsakh and
Armenian independence opened a new chapter in the history of Armenia
and its people.”

The most striking was the speech by Catholicos of the Greater House
of Cilicia Aram I who expressed concern over continuing emigration
from Armenia and corruption.

“Today our country and our people are facing serious challenges. Our
enemy wanted an Armenia without Armenians, but today we are forcing
Armenians  off their homeland. This problem has economic reasons whose
solution is indispensable. And the Church cannot remain indifferent
against these unhealthy phenomena,” he said.

The important achievement in the cultural life of Armenia since its
independence is the presentation of world assets in the republic,
Minister of Culture Hasmik Poghosyan said speaking to Armenpress.

“The most important thing is how the world opens in front of us. Of
course we have developed the cultural life during the soviet years,
at the same time we may say that we had powerful blasts, nevertheless
the establishment of freedom’s measurement impeded the process of
general perception and some creative processes”, the minister said.

According to her, the powerful canvas works of the recent years which
were presented in Armenia were unprecedented. Another achievement
the minister said is the perception of the way of Armenian cultural
values integrate into the world culture.

of Armenia’s independence kicked off on September 19 in Yerevan.

During his opening speech, the Catholicos of the Great House of Cilicia
His Holiness Aram I urged Armenia and Diaspora to join efforts in
resolving such problems as corruption, improvement of the quality
of life, consolidation of the victory in Artsakh war. “Armenia and
Diaspora must form a common mentality,” he stressed.

His Holiness Karekin II, the Supreme Patriarch and Catholicos of All
Armenians, in turn, appreciated highly the Armenia-Diaspora ties,
as well as unified struggle for development of Armenia.

550 representatives from 46 countries and 151 organizations are
attending the forum.

PanARMENIAN.Net – A Post-Soviet States Association (PSSA) will be
formed within the International Association of Economic and Social
Councils and Similar Institutions (AICESIS) on the initiative of
Armenia.

“Russia and Ukraine agreed to join in the initiative, making the
association official,” the head of Public Council of Armenia (PCA)
Vazgen Manukyan stated upon signing a cooperation agreement with
China Economic and Social Council (CESC).

“The members of Armenian, Russian and Ukrainian Public Councils, as
a part of Post-Soviet States Association, will be able to influence
the decision-making process to expand economic, political and social
ties,” Manukyan explained.

President Nagorno-Karabakh (Artsakh), Bako Sahakyan received Saturday
a famous philanthropist from the Diaspora Eduardo Ernekian and a
delegation of his lead having arrived in Karabakh the same day.

According to a press release by the Karabakhi presidential
administration, issues related to realization of different programs in
Nagorno Karabakh were discussed during the meeting.

A special attention was paid to the existing problems of agricultural,
financial, high technological and civil aviation spheres.

It was reciprocally noted the importance of using the potential of the
Diaspora for the development of Artsakh.

Sahakyan handed in to the family of the philanthropist the “For
Service in Battle” medal, posthumously awarded to his brother Andranik
Ernekian for medical assistance shown to servicemen during the defense
of the Artsakh Republic and in connection with the 20th anniversary of
the NKR’s proclamation.

Karabakh’s Prime Minister Ara Haroutyunyan and other officials also
attended the meeting.

EU wants to play a more serious role in settling Karabakh conflict,
Stefan Fule states

Yerevan/Mediamax/. The EU Commissioner for Enlargement and
Neighborhood policy Stefan Fule stated that “the European Union will
gradually increase its role in settling problems of regional conflicts
such as Nagorno Karabakh or Transnistria’.

He said that `we are starting the program process aimed at restoring
trust in these regions and we will undertake a more serious role in
settling these problems, Mediamax reports quoting `Interfax’.

`Bur we won’t certainly change the frames of the solutions to these
problems overnight’, said Stefan Fule.

In his exclusive interview to Mediamax in April 2011, Stefan Fule said
that the EU is ready to expand its involvement to support the OSCE
Minsk Group, for example, through increasing funding the measures
taken toward strengthening the trust, for example.

`We think the EU cannot stand idle in relation to all the protracted
conflicts in our neighborhood which have a direct impact on our
security. The entry into force of the Lisbon Treaty has given us new
instruments and opportunities that we would like to use more
effectively’, noted Stefan Fule.

US interest changed in South Caucasus

WASHINGTON. – U.S. interest in the region has changed. If it was a
bilateral cooperation, which later turned into a regional one in
1990s, currently after September 11, 2009, it became an issue of
global security, former Ambassador of Armenia to U.S., professor at
Tafts university Ruben Shugaryan said on Saturday at the discussion on
the `20 years of independence at Southern Caucasus: achievements and
challenges.’

The discussion was organized by Washington Center for Strategic and
International Studies. According to the professor, U.S. interest
reached to its pick in the region after the Russian-Georgian war.

`Armenian democratic movement in 1988 started as a natural reaction to
peaceful demands of uniting Armenia and Nagorno-Karabakh. However, the
truth is also that the Armenian revolution compared to other post
soviet states, was the first and maybe the strongest fight for
democracy and human rights,’ Shugaryan said commenting on the basis
for Armenia’s independence establishment.

Analytics, high-ranking officials from U.S. State Department and MOD,
experts from three states of the South Caucasus participated in the
discussion on `20 years of independence at Southern Caucasus:
achievements and challenges.’ Shugaryan represented Armenia.

Iran’s President Mahmoud Ahmadinejad (R) meets with Armenian Foreign
Minister Edward Nalbandian in the Iranian capital, Tehran, September
17, 2011.Iran’s President Mahmoud Ahmadinejad says the expansion of
ties between Iran and Armenia helps promote peace and security in the
region.

During a Saturday meeting with Armenian Foreign Minister Edward
Nalbandian in the Iranian capital, Tehran, Ahmadinejad pointed to the
available potentials for the enhancement of Iran-Armenia ties and
said, `Trade with neighbors is always the best [form of] trade, which
is beneficial both to the establishment and promotion of security,
peace and amity and to the regional countries.’

Ahmadinejad also said that Tehran-Yerevan ties could be enhanced
promptly as Iran considers no limits on its relations with Armenia,
IRNA reported.

Iran is keen to see world nations live in justice and amity, and if
there is any difference in opinions, it should be resolved through
dialogue, the Iranian chief executive added.

Earlier in the day, Iranian Foreign Minister Ali Akbar Salehi also met
with his Armenian counterpart in Tehran.

Salehi described Iran’s ties with Armenia as `strategic,’ stressing
the need to continue negotiations on the expansion of bilateral
relations.

He congratulated his counterpart on the 20th anniversary of the
Armenia’s independence and described having good relations with
neighbors as one of Tehran’s foreign policy priorities.

Salehi urged the continuation of negotiations with Armenia over mutual
issues and regional developments and expressed Iran’s readiness to
cooperate with the Armenian government in the transportation and
energy sectors as well as in the fields of politics and culture.

Nalbandian, for his part, voiced satisfaction with Tehran-Yerevan
relations and formally invited the Iranian foreign minister to visit
Armenia.

The Armenian foreign minister also stressed the role of Iran in
establishing stability and security in Central Asia and discussed the
latest developments in the Caucasus, including the negotiations
between Armenia and Azerbaijan on the Nagorno-Karabakh conflict.

Both Azerbaijan and Armenia claim the territory of Nagorno-Karabakh,
which is largely populated by Armenians but located in Azerbaijan.
Ethnic Armenian forces took control over 16 percent of Azerbaijan
during a war with the country in the early 1990s.

Iran and Armenia have taken major strides towards promoting mutual
relations in the past few years.

The bilateral trade volume between the two states stands at nearly USD
270 million, according to the Armenian foreign minister.
