Igor Muradyan, political scientist, thinks the Russian policy on
Javakhk has failed, and the United States may establish partnership
with Georgian Armenians.

It is becoming quite obvious that the United States is interested
in supporting the interests of Armenians in Georgia. More exactly,
the decision to improve the social situation of the Georgian
Armenians is meant. Certainly, it is possible to explain the policy
of the United States in this direction by its interest to resolve
the Armenian-Georgian issues but the motives of the Americans are
connected with more important issues of geopolitical character and
refer to the problems of regional security.

The Americans realize that Georgia has appeared in a rather vulnerable
state, especially in the result of rapprochement of Russia and Turkey.

It is obvious that Turkey has set to a new and plain policy of
expansion toward Georgia, which is viewed by Ankara as a trampoline
for its presence in the North Caucasus. But what is more important, the
Turks intend to use Georgia as a bridge between Turkey and Azerbaijan.

If earlier Turkey’s policy regarding Georgia was more or less delicate,
the failure of the Turkish policy in the Near East and after the
revelation of the lack of results from the confrontation with the
United States, the Turks are seeking to move toward the regions of
South and North Caucasus. Certainly, this will be directed against
the interests of Russia but it is the U-turn in geopolitics when the
United States, equally with Russia, is interested in restraining the
Turkish expansion because this arrangement of forces and strategic
goals of the powers of the region has been principally corrected.

But Moscow still cherishes illusions regarding the rapprochement of
Russia and Turkey to oppose the United States. This rapprochement of
two leading regional states poses danger not only to Armenia but also
to Georgia, the countries which are viewed are viewed in the doctrine
of neo-Ottomanism as the “forward echelon” of Turkish expansion.

The external political conditions and approaches in the Georgian
political thinking determine constant concessions to Turkey and its
close partner, Azerbaijan. The portion of freedom granted to the
Turkish expansion by the Americans was used up in the late 1990s but
the Georgians have apparently noticed this much later. The Americans
understand that Georgia is unable to counteract to the Turkish
expansion, and the policy of restraint which the United States
consistently pursues toward Turkey needs more active partners in
Georgia, and the Armenians of Georgia could be such. The United States
is especially interested in the social and political activity of the
regions populated with Armenians where Armenians live in tight-knit
communities and are tied to Armenia and the Armenian Diaspora.

The Americans have fulfilled the centennial dream of the Armenians
of Javakhk and laid out the road to Armenia and are addressing
the problems of this province with closer scrutiny. No doubt the
important decisions in the area of the rights of ethnic religious
communities are taken with the consideration of the Americans. At
the same time, the Americans “suddenly” discovered that the Russians
have practically lost their influence in Javakhk and on the Georgian
Armenians in general, which is an important circumstance for the
“self-determination” of the Armenians of Georgia.

Currently the United States makes efforts to implement its plans in the
Black Sea-Caucasian region where it seeks for maximum ousting of Russia
and Turkey. In a situation where a pro-Russian trend is unfolding among
political parties and groups in Georgia which are up for reanimating
relations between Georgia and Russia, along with the political groups,
the ethnic and religious groups may also become U.S. partners in
Georgia. At any rate, the United States cannot ignore this factor.

Now the Russians would like to demonstrate that they still have some
influence on the Georgian Armenians but it looks rather awkward. The
first stage of reanimation of Russian influence on Georgia, including
on the Georgian Armenians ended up in failure. However, this policy
is again activated, and the Russians understand that the Armenian
factor in Georgia may become quite tangible in the political struggle
in the nearest future.

Iran is interested in even greater consolidation of friendly relations
with Armenia, Iran’s President Mahmoud Ahmadinejad said during his
meeting in Tehran with Armenia’s Foreign Minister Edvard Nalbandyan,
where, among other issues, they discussed implementation of joint
economic programs.

The relationship between the two countries is of “historic and ancient
nature,” Foreign Ministry of Armenia quoted Ahmadinejad as saying.

“The two sides expressed satisfaction with cooperation, which is
developing between the two countries,” the source reported. “They noted
active mutual visits, political dialogue of high-level, economic and
cultural relations, stressed mutual interest in further development
of mutually beneficial relations.”

“Good neighbourly relations that emerged between Armenia and Iran in
the course of history are growing stronger day by day” – Iran’s Foreign
Minister Ali Akbar Salehi said during the meeting with Nalbandyan.

His Armenian counterpart, for his part, noted that “there are no
problematic issues between Armenia and Iran, and if there are some
technical issues, they are solved by joint effort.”

Participants in the negotiations discussed political, economic and
cultural cooperation and joint programs in energy and transport,
Armenia’s Foreign Ministry said. In addition, they called for the
holding regular consultations between foreign ministries and for
expansion of the agreement-legal space between the two countries.

Referring to regional problems, Nalbandyan confirmed that “Armenia
has always advocated for improvement of lasting peace and stability
in the region, for settling problems peacefully, through negotiations
and dialogue.” At request of his Iranian counterpart, Armenian Foreign
Minister informed him about progress in negotiations on settlement
of the Karabakh conflict. He stressed “importance of Iran’s balanced
approach to this issue.”

As for the economic component of the agenda, the parties are currently
working on a railway project to link the two states, on the third
Iran-Armenia power line and on two joint hydroelectric power stations
on the border river Araks. They also plan to expand cooperation in
oil and petrochemicals, including their discussions of a possibility
building of storage for liquid fuel in the territory of Armenia.

Yerevan/Mediamax/. It is important to establish museums of Armenian
Genocide in Armenian communities worldwide on the threshold of the
100th anniversary of Armenian Genocide.

Director of Museum-Institute of Armenian Genocide Hayk Demoyan stated
this today presenting the events devoted to the 100th anniversary of
Armenian Genocide, Mediamax reports.

According to Hayk Demoyan, the Museum intends to prepare about 30
mobile thematic expositions. Besides, they are going to organize
international conferences.

The Director of the Museum also underlined the importance of teaching
“Genocide” subject both in Armenia and the educational institutions
of the Diaspora.

Assyrians To Hold Event Planned To Push For Mideast Peace

ASSYRIANS TO HOLD EVENT PLANNED TO PUSH FOR MIDEAST PEACE

California — A run/walk to raise awareness of Assyrians and for
peace in the Middle East will be held next Sunday at the Balboa Sports
Complex in Encino.

The Assyrian 5K, 10K Run/Walk For Peace is a first of its kind
event that will cast more attention to the past and current violence
against Middle Eastern Christians, but also the desire for peace,
said Noray Betbaba, president of the Chatsworth based-Seyfo Center
USA. The nonprofit organization’s mission is to find solutions to
prevent racial and culture cleansing throughout the world.

“Seyfo Center is trying to raise awareness, because Americans may say
`Oh we didn’t know that Assyrians still exist – we thought they were
extinct,’ which is not true,” Betbaba said. “We are very proud we still
have a culture. But we want to be like others. We want to have the
opportunity to work hard, contribute to society, and live in peace.”

Since the start of the Iraq War in 2003, extremists have threatened
Assyrians and other Christians in retaliation. On Oct. 31, nearly 60
Assyrians, Chaldeans and other Christians were killed by extremists
while worshipping in a church in Iraq.

Assyrians are the indigenous people of Mesopotamia, presently Iraq,
where the last and largest concentration of Aramaic-speaking people
in the world have lived for thousands of years. They also were one of
the first ethnic groups to adopt Christianity in the first century A.D.

Beginning in 1914, Assyrians saw their numbers dwindle during the
time more commonly known as the Armenian Genocide, when an estimated
1.5 million Armenians were killed.

The event is considered the first genocide of the 20th century. The
Turkish government maintains the deaths were a consequence of betrayal
and civil unrest in what was then the Ottoman Empire. Armenians and
others, however, say the killings involved the systematic cleansing
of Christians and included Pontic Greeks and Assyrians.

Betbaba said Sunday’s run/walk will honor the memory of all those
who died, but also will call for peace.

“We’ve experienced killings for 100 years now,” Betbaba said. “Enough
is enough.”

The Assyrian 5K, 10K Run/Walk For Peace will begin at 8 a.m. Sunday at
the Balboa Sports Complex, 17015 Burbank Blvd, Encino. Those interested

MARSEILLE. – Marseille National Gallery held a solemn meeting on
“Nagorno-Karabakh after 20 years of independence” on September 15. The
city hall of Marseille and the French-Armenian coordinating council
organized the meeting.

MPs, OSCE Parliamentary Assembly French deputy chairman, Marseille
deputy Mayor, journalists, representatives of Armenian community
participated in the event, press service of Armenian MFA informs

The organizers welcomed Artsakh war participant, General Norayr
Ter-Grigoryan. MPs expressed hope for peaceful resolution of the
Karabakh conflict and its international recognition.

Harunyan, Jacque Tonapetyan, envoy of Armenian Embassy in France Ashot
Aleksanyan and representative of Nagorno-Karabakh in France Hovhannes

YEREVAN. – The forthcoming 66th UN General Assembly session will
become another stage of missed opportunities for Armenia, said Regional
Studies Center Director and political analyst Richard Giragosian.

According to him, the Armenian side does not use the potential of
this important body (the UN), the evidenced thereof is lack of any
initiatives during the debates on Palestine’s independence bid.

“This week the delegates will discuss independence of a number of
states. The session will be attended by representatives of South
Sudan, and Kosovo, but the Karabakh issue will not be raised neither
in form of a resolution, nor a statement. This is another missed
opportunity, and both Nagorno-Karabakh and Armenia are responsible
for this shortcoming,” he said.

The expert drew attention to the fact that the first document using the
term “occupied” territories, with respect to the liberated territories
of Karabakh, appeared in the UN. Giragosian considers it is a failure
of the Armenian diplomacy, saying it has not become a lesson for
Armenia. Its actions in the UN remain inactive and inert.

The fact that Azerbaijan can push through a resolution on situation
in the UN countries in the General Assembly’s agenda is a result of
lack of initiative.

According to Giragosian, “Armenia’s representative to the UN is a
man whom no one has ever heard or seen in action.”

A festive event called ‘Nagorno Karabakh: 20 years of independence’
took place at the National Library of the French city of Marseilles,
NKR MFA press service reported. The event’s organizers were
Marseilles Mayor’s Office and the Coordination Council of the Armenian
Organizations of France.

The event was attended by Deputies of the National Assembly of France
– Vice-Chairman of the French delegation at the OSCE Parliamentary
Assembly, First Vice-Mayor of Marseilles Roland Bloom, Vice-Mayor
of Marseilles Valery Buae, Richard Mallier, Gi Tessier, Fransua
Roshbluan, as well as representatives of regional and municipal
authorities, public representatives, those of the Armenian community,
and journalists. The event’s organizers warmly greeted an Artsakh War
participant, General Norayr Ter-Grigorian who had attended the event.

The documentary film ‘Artsakh-Karabakh’, made by Tir Katin Karabakh
film studio, was shown.

The Deputies shared their impressions of their visits to the NKR
for the recent years and congratulated the people and authorities
of Artsakh on the 20th anniversary of its statehood. They expressed
their optimism on the peaceful settlement of the Karabakh conflict
and the international recognition of the NKR.

Representatives of Artsakh, Armenia, and the Diaspora made speeches
at the festive events.

Azerbaijan’s armed forces will take delivery of 60 Orbiter and Aerostar
unmanned air vehicles (UAVs) by the end of this year, the Azerbaijan
Press Agency (APA) said on Monday quoting military sources.

Azerbaijan’s Azad Systems Company, which built the UAVs locally,
will also produce attack variants of the drone aircraft, APA said.

Azerbaijan’s Defense Industry Ministry and Israeli Aeronautics
UAV manufacturer formed a joint venture in March 2011 to build
Israeli-designed UAVs in Azerbaijan.

Azerbaijan remains locked in a dispute with neighboring Armenia over
the disputed region of Nagorno-Karabakh, over which the two nations
fought a bitter war in the early 1990’s.

Anti-Armenian Programs In Javakhq By Georgian Authorities Are Contin

Georgian authorities continue pressures in Javakhq on the coming
education year. People are fired illegally in Javakhq schools
recently. Teachers with experience are fired from Armenian schools and
their place remains empty forever, announcement made by the Council
of Armenian NGOs of Samtskhe-Javakhq and Qvemo Qartli says.

This actions have some aims. First they aim to isolate Armenian
schools and made them Georgian. The second aim is to increase the
salary of other teachers using the salaries of fired teachers and
to show European organizations in such a way that Georgian standards
appropriate to the European standards.

Georgian authorities have not fulfilled also the agreement made with
Armenian Ministry of Education and Science to restore the lessons of
Armenian language. The number of lessons is unchanged which means not
only a great damage to Javakhq and Armenians living there but also
an offensive step against friendly Armenia by Georgian authorities.

We make remark on this and some other steps and announce the strained
situation in Javakhq is not reduced. Anti-Armenian programs by Georgian
authorities assist with situation to be kept.

Iranian President Backs More Cooperation With Armenia

“The Islamic Republic of Iran sees no obstacles to develop political,
economic and cultural cooperation with Armenia, and we are able to
triple the current state of the bilateral relations,” Iran’s MFA
website quotes Iranian President Mahmoud Ahmadinejad as saying during
a meeting with Armenian FM Edward Nalbandian.

Iran’s President has stated that a range of constructive programs are
included in the agenda of the Governments of Iran and Armenia, which,
in fact, strengthen and reinforce the friendly relations between the
two states.

Mahmoud Ahmadinejad said that trade with the neighbor countries is
the best trade which is beneficial for the both sides and for the
regional countries as well.

Armenian FM Edward Nalbandian has conveyed President Serzh Sargsyan’s
greetings to his Iranian counterpart and added that soon the 20th
anniversary of Iran-Armenia diplomatic relations will be commemorated.

The Armenian Foreign Minister has said that Armenia has always
appreciated Iran’s balanced stance on Karabakh and said that
Iran-Armenia railroad project, electricity transfer line from Iran
to Armenia, construction of Araks joint hydro-electric power plant
and transferring oil products pipeline are very big projects which
will be beneficial, not only for two nations, but for the whole region.
