Today at Mother See of Holy Etchmiadzin, Catholicos of All-Armenians
Karekin II received the delegation headed by Secretary General of
the World Council of Churches (WCC) Olav Tveit. The delegation was
accompanied by Director of the Inter-Church Relations Department
Bishop Hovakim Manukyan.

Press service of the Mother See told Armenpress that congratulating
and conveying his good wishes to Olav Tveit on the occasion of his
election, His Holiness expressed joy for receiving the delegation in
the Mother See of Holy Etchmiadzin. In his speech the Catholicos noted
that the majority of the Armenian representatives of the World Council
of Churches speak of devotion and work of the General Secretary with
high respect.

Referring to participation of the Armenian Church in the works of the
World Council of Churches, His Holiness stressed that in future it
will continue more deeply and the Mother See of Holy Etchmiadzin will
contribute to productivity of the mission of the WCC, as the latter
promotes strengthening of brotherly spirit of the churches and unity
of efforts based on mutual love and respect toward each other.

WCC Secretary General expressed his gratitude to Catholicos of
All-Armenians for invitation and warm reception and referred to
important participation of the Armenian Church in the works of the
council.

Baku Violates Agreement With The OSCE

BAKU VIOLATES AGREEMENT WITH THE OSCE

On September 22, according to the earlier agreement with the
authorities of the Nagorno Karabakh Republic, the OSCE Mission
held scheduled monitoring of the NKR and Azerbaijani armed forces’
contact-line, in the Hadrut direction.

>From the positions of the NKR Defense Army, the monitoring was held
by Coordinator of the OSCE Office Imre Palatinus (Hungary) and Field
Assistant of the Personal Representative of the OSCE Chairman-in-Office
Antal Herdich (Hungary).

On the opposite side of the contact-line, the monitoring group
comprised, Field Assistants of the Personal Representative of the OSCE
Chairman-in-Office Christo Christov (Bulgaria) and Marius Puodziunas
(Lithuania).

No violation of the cease-fire regime was fixed during the monitoring.

But, the Azerbaijani party didn’t lead the OSCE Mission to its front
lines, to the earlier agreed site, as a result of which the OSCE
monitoring groups had to hold the monitoring from a more distant site.

On the Karabakh side, the monitoring group was accompanied by
representatives of the NKR Ministries of Foreign Affairs and Defense,
NKR MFA Press Service reported.

Armenia voted down a report at the Euronest session held in Strasbourg
from September 14 to 15, 2011.

“The document named territorial integrity and inviolability of borders
as the principles of international law, however, our colleagues from
Georgia and Azerbaijan “forgot” about the equal principle of the right
of nations to self-determination,” member of the Armenian delegation,
MP Lilit Galstyan told reporters in Yerevan.

“Our position was unequivocal and did not need a commentary. There
was a situation when no one was a loser. We therefore voted down this
document,” the parliamentarian said.

C-DAC To Set Up Computer Labs In Armenia

C-DAC TO SET UP COMPUTER LABS IN ARMENIA

PUNE: The Centre for Development of Advanced Computing (C-DAC) has
signed an agreement with the Union Ministry of External Affairs (MEA)
to set up computer labs for school students in Armenia.

The project aims at upgrading information technology (IT) education
and related facilities in 19 schools in urban and semi-urban areas
and 53 schools in rural areas. More than 15,000 students are expected
to benefit from the project, where 72 labs will be set up.

The labs will be set up at schools in Tavush region, one of the 11
provinces of Armenia, located in the north-west of the country and
has a population of 1.34 lakh. The region borders Azerbaijan in the
north-west and Georgia in the north.

The agreement was signed by Ajay Bisaria, joint secretary, Eurasia and
Rajat Moona, director general, C-DAC. The Hayastan All Armenian Fund
(HAAF) is in the process of supporting Armenian government’s efforts
for the development of adequate IT infrastructure in Tavush region.

The C-DAC will procure IT equipment through public tender in
consultation with MEA, help in finalisation of the tender after
technical evaluation, etc, and arrange for supply, do site inspection
and other related works. The C-DAC will also supervise the onsite
support during the period of warranty. The total estimated cost of
the project is Rs 2.8 crore.

Moona said, “The C-DAC has already made some inroads with the
implementation of the India-Armenia Centre for Excellence in ICT at
Yerevan, and I am sure we will be able to extend our expertise in
Tavush region as well.”Eom/swati

MOSCOW. – Armenian and Russian boxing teams will be accommodated
separately from other teams at the World Championships which opens
in Baku on September 26.

Under the agreement with the Azerbaijani Boxing Federation, Armenian
and Russian teams will be accommodated separately at a specially
guided sports base, executive director of Russia’s Boxing Federation
Yevgeniy Sudakov told Russian Ves Sport agency. He explained that
Russian team features two boxers bearing Armenian names.

“The reasons, obviously, are of political character. Although there is
no open ethno-political conflict between Armenians and Azerbaijanis,
we decided to secure our team from possible incidents,” he said,
1news.az reports.

Russian team features David Hayrapetyan (49kg) and Misha Aloyan (52kg)
– both of Armenian origin.

Azerbaijani mass media outlets report that during the World Boxing
Championship the teams of Armenia and Russia will have special
security guards.

“The Russian team will depart to Baku on September 23. An agreement has
been made with Azerbaijan’s sports leadership and boxing federation
to provide separated shelters for the teams of Armenia and Russia,
the sportsmen will live in a separate sport base. We’ve included
two Armenian boxers in our team, and we decided not to risk,” said
Yevgeni Sudakov, executive director of Russian boxing federation.

Armenian boxers Davit Hayrapetyan (49kg) and Misha Aloyan (52kg)
are included in the Russian national team.

Azerbaijani parliamentary speaker Ogtay Asadov and Turkish
parliamentary speaker Cemil Cicek met in Ankara on Wednesday.

The meeting discussed close relations between the two brotherly
countries, the need for their development, Turkey’s support for
Azerbaijan in the Nagorno-Karabakh issue and

Azerbaijan’s constructive efforts to resolve the problem, the
Azerbaijani Embassy in Turkey told Trend on Wednesday.

Cicek said that Turkey will continue supporting Azerbaijan in
Nagorno-Karabakh.

During the visit to Turkey, the delegation headed by Ogtay Asadov
visited the Ataturk mausoleum and was introduced to the Museum for
the War of Independence.

Deputy Director of the Center for Strategic Studies under the President
of the Republic of Azerbaijan Gulshan Pashayeva will attend a workshop
titled “Security ad Cross-Border Cooperation in the EU, Black Sea
region and the Southern Caucasus” organized by Center for Black Sea and
Central Asia (KORA) at the Middle East Technical University (Turkey)
and Khazar University (Azerbaijan) in Ankara on Sept.23-25.

Pashayeva will make a speech “Armenian-Azerbaijani Conflict over
Nagorno-Karabakh and Its Implications on Cross-Border Cooperation in
the Southern Caucasus”.

The main goal of the proposed advanced workshop is to bring together
academics, practitioners and policy makers in order to provide an
in-depth discussion of issues and themes related to security and
cross-border cooperation in the Euro-Atlantic region, the Black Sea
region and the Southern Caucasus. The secondary aim of the proposed
workshop is to discuss the state of the art in regional studies namely,
European Studies, Black Sea Studies and Post-Soviet Studies, focusing
on the main debates, theories, approaches and methodologies.

French president Nicolas Sarkozy’s UN speech on September 21st was
very revealing as it contains a new “method” proposed for conflict
resolutions and he may use it for resolving Nagorno Karabakh conflict
and offering it to Armenia and Azerbaijan.

Nicolas Sarkozy, during his UN speech, proposed to admit Palestine to
the UN as a non-member state with observer status. He said decades
of negotiations have yielded no results and its time to “change the
method” to achieve better results. Is it possible that Sarkozy offers
a similar proposal to the presidents of Armenia and Azerbaijan as a
way to solve the Nagorno Karabakh conflict? It may be well possible
and here is why.

After the failure of Kazan Summit the Russian Regnum News Agency
reported that the French President Nicolas Sarkozy will replace the
Russian President Dmitri Medvedev. According to Regnum’s anonymous
source the co-chairs of the OSCE Minsk Group, who mediate the conflict
between Armenia and Azerbaijan, have made a decision to transfer
Russia’s obligations in the Nagorno-Karabakh peace deal to French
President Nicolas Sarkozy.

Sarkozy has scheduled a meeting with the Armenian president Serzh
Sargsyan on September 27. Sargsyan is now on his way to New York
City to deliver a speech at the UN General Assembly. The French
president is expected to discuss with the Armenian president his
upcoming visit to Armenia, Georgia and Azerbaijan, which will take
place in early October.

Sarkozy’s Plan: Mutual Recognition

Sarkozy offered this plan as a solution to the Israeli Palestinian
conflict. He says what has been done in the past has not worked.

Proposing to change the method, Sarkozy said let’s offer Palestine a
United Nation’s observer status. He said, this status will give hope
to the Palestinians and will commit each party to a negotiated peace.

But he warned that the parties should avoid taking steps that will
be incompatible with the continuation of the negotiations and must
observer restraint not to take actions that prejudice the future
solution.

The French president said this approach may work because the peace
does not come quickly. The two parties do not trust each other and
its impossible to make a peace deal in this situation. Aiming toward
mutual recognition, Sarkozy said the compromised solution will rebuild
trust and will give people hope.

German Foreign Minister Guido Westerwelle’s response was of a welcome
one who said his country is not surprised by the proposal. “The speech
of President Sarkozy had some aspects which are discussed in the
international community, so it was not a surprise for us,” Westerwelle
said on the sidelines of the UN General Assembly in New York.

“Everyone who is at the moment discussing this issue knows that these
are some pillars of the package.”

Now the question is, since Nicolas Sarkozy is heading to South
Caucasus and is meeting with the Armenian president on Sept. 27, could
this or a similar package be offered as a solution to the Nagorno
Karabakh conflict, the people of which struggle for independence
and freedom? From the words of the German Foreign Minister it can
be concluded that there is an internationally discussed “package”
that may be applied to inter-ethnic conflict resolution. Sarkozy’s
points about two sides not trusting each other, the need for changing
the method and giving the people hope with mutual recognition holds
true for the case of Nagorno Karabakh as well.

The international community will have the answer to the question
whether Sarkozy will offer the same plan for Nagorno Karabakh by mid
October after he concludes his trip to South Caucasus.

MOSCOW. – Holding of local elections in Nagorno-Karabakh cannot affect
the peace process, representative of Russian foreign office Alexander
Lukashevich said in a statement.

“Russia, in close collaboration with its partners in the OSCE Minsk
Group – the United States and France, has taken active mediation
efforts to resolve the Karabakh conflict. We will continue to assist
the Armenian and Azerbaijani sides to reach compromise solutions on
Karabakh knot shortly,” the statement reads.

Russian foreign office confirmed the commitment to principles of
territorial integrity, non-use of force, as well as other profound
principles and norms of the international law.

The statement mentions that Russia does not recognize Nagorno-Karabakh
Republic as an independent state, thus local elections in Karabakh
cannot affect the peace process.

Local elections were held in Nagorno-Karabakh on September 18.
