Head of ARF Armenian cause and political questions Kiro Manoyan
believes that even though negotiations over Karabakh issue will
carry on, however presidential meeting is not likely to happen. So,
there’s no basis to expect any regulation of the conflict.

Manoyan believes that the demolition of a drone made Azerbaijan dizzy
and now they try to keep themselves relatively calm. According to him,
another reason for calmness is the issue of Azerbaijan’s nomination
in UN.

“They are trying to appear less ambitious and aggressive so as to
provide with many supporters for advancement of their candidacy”,
said K. Manoyan.

Talking about the return of the protocols to the agenda, the member
of the Armenian Revolutionary Federation noted that the current
situation of the protocols, (i.e. signed but not validated), is
the most favorable condition, as Turkey has already reached to the
stage where USA and Europe started thinking and talking like Turkey,
“It is profitable for Turkey that the protocols are signed but not
validated, as it gets them their most wanted things. Not to mention
the fact that whoever tries to remind Turkey about the validation of
the protocols, it says please, anytime you solve Karabakh issue. It
so happens that in all 3 preconditions Turkey has an advantage and
we have granted them receiving nothing in return, neither diplomatic
relations nor elimination of the blockade”.

As Giro Manoyan, head of ARF Hay Dat office and the office of
political issues announced during the press conference on September
27 no progress should be expected in the Nagorno-Karabakh issue in
the foreseeable future because of Azerbaijan’s destructive policy.

“Consequently, there will be no progress in Armenia-Turkey
reconciliation process, ” he noted.

According to G. Manoyan the negotiations will go on in the format of
Minsk group as he doesn’t expect meetings to be held at presidential
level. In his words Azerbaijan is now busy with seeking supporters
to ensure its membership in the UN Security Council.

First president of the Republic of Armenia Levon Ter-Petrossian has
to personally accept what happened during his term from 1994-1998,
when there were prisoners in the country, said German Ambassador
to Armenia Hans-Jochen Schmidt during the “Assessing Independence
in Armenia and the Region” public forum organized by the Civilitas
Foundation on Tuesday.

He, nevertheless, believed that the criticisms stated during
Ter-Petrossian’s speeches are justified, since “the existence of an
oligopoly is harmful for the state.”

“But he has to remember that the basis for such phenomena was
established during his administration,” added the ambassador.

Speaking about the opposition, Schmidt also turned his attention to
the issue of holding rallies in Yerevan’s Liberty Square (next to
the Opera building).

“In my opinion, allowing rallies in Liberty Square was a very important
step, though I think that from a political standpoint asking to hold
rallies only in Liberty Square is naive. If people want to assemble,
they can do that anywhere and in any square,” he said.

discussion in pursuit of its political interests, according to Hay
Dat and ARF Dashnaktsutyun Bureau’s political affairs office director.

“However, Jerusalem must recognize the Genocide, following the wishes
of Israel people, who witnessed the Holocaust,” Kiro Manoyan told a
news conference in Yerevan.

As Manoyan noted, Genocide resolution will be discussed at Knesset
Education Committee in October.

The present critical situation is a legacy left by Armenia’s first
president Levon Ter-Petrosyan, German Ambassador to Armenia, Mr.

Hans-Jochen Schmidt said at a discussion “20th years of independence
in Armenia and region.”

He had a meeting with Armenian MPs a few days ago, and they shared
this opinion.

At his rallies Ter-Petrosyan is constantly critical of all elections.

Mr. Hans-Jochen Schmidt asked one of Ter-Petrosyan’s advisors about
his opinion on the elections held from 1992 through 1997 and on the
incidents that occurred. His advisor answered the German ambassador
had been misinformed. “But I think criticism must be accepted with
credit,” said Mr. Hans-Jochen Schmidt.

Oligarchy is a painful issue, but it is the policy of that time that
caused the oligopoly-forming process, the German ambassador said.

YEREVAN, September 27. / ARKA /. Armen Poghosian, chairman of the
Association of Armenian Consumers, urged today the Yerevan Mayor’s
Office to direct all available resources to development of electrical
transport, namely the subway system and trolley buses.

“Armenia does not produce fuel, but generates a great deal of
electricity. Therefore, fuel consumption must be replaced by
electricity consumption where it is possible,” he said at a news
conference.According to Mr. Poghosian, the city authorities chose a
wrong concept of urban transport development that calls for cutting on
the number of minibuses and replacing them with small and large buses.

“Investments must be directed to expand and boost the subway system
and trolley-buses. The available funds must be used rationally, instead
of spending huge amounts of money to buy uncomfortable Chinese buses,”
he said.

He also said that at present minibuses account for about 90% of the
total number of public transport vehicles. In his opinion, they should
make only 3%. Mr. Poghosian said the Association of Armenian Consumers
sent a letter with proposals how to develop public transport, to the
government, but received a vague answer.

The Yerevan municipality said first batch of 66 comfortable and
modern Chinese buses, which will join the fleet of public transport
in Yerevan, is to arrive in November. The buses are purchased on a
grant awarded to Armenia by the government of China. The second batch
of 170 buses is expected in the first quarter of 2012.

YEREVAN, September 27. /ARKA/. A new report from the World Bank and
IFC released today finds that women still face legal and regulatory
hurdles to fully participating in the economy.

The WB Yerevan Office’s press service told ARKA News Agency on
Tuesday that Women, Business and the Law 2012: Removing Barriers to
Economic Inclusion report finds that while 36 economies reduced legal
differences between men and women, 103 out of 141 economies studied
still impose legal differences on the basis of gender in at least
one of the report’s key indicators. The report also identifies 41 law
and regulatory reforms enacted between June 2009 and March 2011 that
could enhance women’s economic opportunities.

Globally, women represent 49.6 percent of the population but only
40.8 percent of the workforce in the formal sector. Legal differences
between men and women may explain this gap. The report shows that
economies with greater legal differentiation between men and women
have, on average, lower female participation in the formal labor force.

“Competitiveness and productivity have much to do with the efficient
allocation of resources, including human resources,” said Augusto
Lopez-Claros, Director, Global Indicators and Analysis, World Bank
Group. “The economy suffers when half of the world’s population is
prevented from fully participating. It is certainly no surprise that
the world’s most competitive economies are those where the opportunity
gap between women and men is the narrowest.”

The report measures such things as a woman’s ability to sign a
contract, travel abroad, manage property, and interact with public
authorities and the private sector. In all economies, married women
face more legal differentiations than unmarried women. In 23 economies,
married women cannot legally choose where to live, and in 29 they
cannot be legally recognized as head of household.

“Every region includes economies with unequal rules for men and women,
although the extent of the inequality varies widely,” the report says.

“On average, high-income economies have fewer differences than middle-
and low-income economies. The Middle East and North Africa have the
most legal differences between men and women, followed by South Asia
and Africa. In Africa, a notable exception is Kenya, which leads
globally with the most gender-parity reforms during the past two
years. Regionally, the most improvements in gender parity occurred
in Latin America and the Caribbean, Eastern Europe and Central Asia.”

The report finds that Eastern Europe and Central Asian economies do
not impose many legal restrictions on women. None of these economies
restrict a woman’s ability to sign a contract, open a bank account,
travel abroad or manage her property. In these economies only labor
regulations are gender differentiated. However, gender differentiated
retirement ages are very prevalent in this region. Out of the 23
economies in the region, only Armenia, Bosnia and Herzegovina, Kosovo,
and Latvia do not have gender differentiated retirement ages. This
region is also more likely to give better access to justice through
small claims courts and better access to credit, by having credit
bureaus and registries with wider coverage; only Tajikistan does not
have a credit bureau or registry in this region that covers at least
0.1 percent of the adult population.

Seven economies in Eastern Europe and Central Asia made changes over
the past year and a half that affected the indicators in Women,
Business and the Law. Those economies are: Albania, Azerbaijan,
Belarus, Bulgaria, Latvia, Moldova and Romania.

The report shows how regulations and institutions differentiate between
women and men in ways that may affect women’s incentives or capacity
to work or to set up and run a business.

Women, Business and the Law objectively measures such legal
differentiations on the basis of gender in 141 economies around the
world, covering six areas: accessing institutions, using property,
getting a job, providing incentives to work, building credit, and going
to court. While the project provides a clear picture of gender gaps
based on legal differences in each economy, it is a simple snapshot
measuring only legal differentiation. It does not capture the full
extent of the gender gap, nor does it indicate the relative importance
of each aspect covered.

The World Bank Group is one of the world’s largest sources of funding
and knowledge for developing countries. It comprises five closely
associated institutions: the International Bank for Reconstruction
and Development (IBRD) and the International Development Association
(IDA), which together form the World Bank; the International Finance
Corporation (IFC); the Multilateral Investment Guarantee Agency (MIGA);
and the International Centre for Settlement of Investment Disputes
(ICSID).

YEREVAN, September 27. / ARKA /. Robert Minasian, chairman of the
Union of Armenian Travel Agencies, said today Armenians this year
preferred local resorts to Georgians. Mr. Minasian, who is also the
rector of the Armenian Institute of Tourism (it is a branch of Russian
International Academy of Tourism), explained the decreased flow of
Armenian holiday makers to neighbouring Georgia by the government
decision to set up public beaches on Lake Sevan and the increased
quality of services at home.

Speaking at a news conference he said rising prices and poor services
at home were the main reason making Armenians choose Georgia as
a vacation destination. He said in many countries domestic tourism
accounts for about 30-40% of all revenue generated by the industry. He
then highlighted the need to build up on positive changes in this
sector.

In general, he said, over the past 20 years Armenia has seen
significant progress in the development of tourism industry, however,
the indicators are still below the Soviet-era figures.

Mr. Minasian also proposed to introduce a coupon system whereby half
the cost of the vacation of an employee is paid by his or her company.

He also said Armenian recreation areas should offer a 50% discount
during the so-called “dead” seasons, lasting from October to March. He
said this will allow even middle-income families and seniors to have
their vacations in the country, as well as ensure uninterrupted
operation of hotel infrastructures which are usually idle during
this season.

According to estimates of Armenian experts, during the tourist season
each year about $100 million of Armenian money outflows to Georgia.

This amount increases to $300 million if we add to it business
investments in Georgia’s tourism industry by Armenian businesses.

According to the National Statistical Service, the number of tourists
visiting Armenia in January-June 2011 increased by 15.6% compared to
the same period in 2010 and amounted to 266,155 people. At the same
time, as evidenced by the statistics, during the reporting period the
number of Armenian tourists travelling outside Armenia increased by
18% from a year earlier to 274,621 people.
