Do you think there is a political crisis in Armenia?

Despite the classic definition of politics as a means of creation of
goods, different layers of the society associate it with strength and
power. People did a revolution, its rulers came to power, but this led
to the traditional preference of power to professionalism. Although
in the post-Soviet period it was something natural.

But looking from aside, it is impossible to fail to notice progress
in Armenia. Yes, there is a political crisis in Armenia but it is
necessary to understand what politics is. If it is perceived as it
was in the Soviet times, that is, the state is obliged to ensure
jobs and quality of life, then yes, there is a crisis in Armenia. But
the crisis is mostly in the consciousness of people, in the outdated
texts and revolutionary pathos.

Is there the understanding that each and everyone needs to deal
with politics?

These are daily activities but the development of technologies made
politics accessible for everyone. A Georgian colleague of mine was
surprised at the names of the Armenian parties. Can there be non-free
democrats or what is Prosperous Armenia? Is it a corporation? How about
Heritage, is it aimed at the past? The Armenian National Congress
actually limits itself by ethnic frameworks, at the same time it is
against nationalism. Here is hidden the crisis of political culture.

Political actions grow into national rituals. The political force
which speaks of modernization refers to the national factor in its name
because only this way can it bring people together. And there is only
one party which sets the task of self-formulation. It is the Republican
Party of Armenia. No matter how we treat it, it is the only party
today which is self-organized and tries to form a political culture.

But the activities of the party don’t correspond to its name.

It starts from the text, self-definition. The Republican Party most
of all corresponds to the ideas of the most of the Armenian people on
politics. We have patriarchal society, absolute hierarchy with social
pretensions. The society approved the criminal-oligarchic thinking
which the RPA adopted as its ideology.

Assessing the texts, it is necessary to note that the president stated
in his New Year address that he is weak and he needs support. In a
patriarchal society, this step is directed at modernization. Here,
the president is something mythical, someone calls him a king, others
call him a jester. King or jester tries to break the ice and take a
small step in the context of modernization.

The Armenian National Congress finds it hard to give a political
definition of itself. Levon Ter-Petrosyan, who authored a lot of
political texts did not answer questions at the press conference,
only pointed out that the president’s name is Serzhik while he makes
everyone call him “boss”. Actually, on the one side we have the dragon,
on the other side, we have someone who wants to kill it. This has
nothing to do with politics.

The opposition is marginal in its assessments. It ascribes to itself
more than the political entity is.

Do you think the RPA is modernizing?

Serzh Sargsyan yes but the Republican Party. For a couple of years,
the mass media assess Serzh Sargsyan’s activities in the context of
good or bad and not politics. These are not political analyses but
texts. They say that there is a sacred wall between the tops and
bottoms and it can be destroyed only through a revolution. And the
revolution is associated with the overthrow of those who are at the
top and rising of those who are at the bottom.

Perhaps, the members of the Republican Party will go to hell after
the death, but this has no relation to politics. President delivered a
political speech, and against the background of other texts, his step
was visible. Though it was assessed as a signal of self-destruction
and recognition of weakness. But he just said that he is not a king
but a president.

The Republican Party is just trying to work on self-preservation,
reproduction but it requires some upgrading.

You draw a line between the party and its president?

The president is alone but he is trying to do something. He needs
modernization and reproduction most of all. The party is identified
with Serzh Sargsyan because people always look only at the top of
the pyramid, just like in case of the ANC. The president cannot
but understand that people who form new pretentions appeared in the
country, and they don’t make a part of the patriarchal pyramid.

Serzh Sargsyan is weak in terms of the political culture but in Armenia
he is the strongest, even in the framework of the modern politics. His
weakness as the leader of the patriarchal system consists in the fact
that he bears the responsibility for the team. On the other hand,
more people appear around him who form their pretensions. Besides,
there are already the social networks, which are the biggest enemy of
the patriarchy. Apparently, this is realized otherwise professionals
would not appear on the television and the level of criticism would
not increase.

After the parliamentary election in Russia which was followed by
protests, the president and prime minister of this country began
speaking of modernization. Let it be just symbolism but there is
political text behind it.

In the field of opposition and texts are mythologized and based on
moral judgments. Perhaps, after the death of many of opponents they
will be ranked among the saints, but this again has nothing to do
with politics.

How will the upcoming election in May be?

There is no issue on legitimacy in the patriarchal society because
the society does not accept its participation in the formation of the
power. The strongest leader of the tribe is elected. On the other hand,
we have freedom of speech in Armenia.

But when the politics starts dictating also the culture, it becomes
totalitarianism. Georgia is a proof of this. The same is expecting
our opposition.

We are fortunate that in terms of our ideology, our government is
illiterate and does not dictate culture, but we are unlucky that the
society is also illiterate, and the top dictates culture.

On the one hand, I am pleased to see the trend of modernization in
the texts of the president. On the other hand, I would not like it
to happen from top down.

But in Armenia there is hope for modernization from below – discourses
are formed, people express themselves. A positive election is not so
much in its results as in the formation of texts and political culture.

The only way to save the country is through revolution, said
singer-songwriter Ruben Hakhverdyan, speaking to journalists in the
Armenian capital today about the upcoming elections and the political
situation in general. The other speaker at today’s press conference,
actor Sergei Danielyan (pictured), finds that the right move would
be to boycott the elections altogether.

“To speak about politics, you’d have to bring a sociologist – to
say how many people have left Armenia, how many people come and go
[from the country], how many dead bodies they bring back from Russia,
from xenophobia no doubt. You’d have to bring an ecologist – to say
what cutting down 400 hectares of forest in Teghut will give us, what
they’ll do with the scrap heap built in its place. In exploiting any
mine in the world, 50% has to belong to the state, but in our country
only 20% is given to the state; that is, they’re going to reap gross
profits. More unbearable is the matter of freedom of speech – even
if we’re speaking freely, nothing changes,” said Hakhverdyan.

Danielyan, in turn, appealed to Armenian artists with a call not to
participate in election campaigns ahead of the elections.

“Elections are approaching; soon they [i.e. politicians] will being
to prey upon artists. I advise that no matter how much money is
offered, not to back any political figure, not to sing and dance
for their campaigns. That which a politician does is temporary,
it’s something akin to toilet paper, while art is a more constant
value. Don’t discredit or support this or that person,” he said.

Hakhverdyan also provided some advice of his own: “Please, don’t
elect anyone out of the three presidents [Serzh Sargsyan, Levon
Ter-Petrossian or Robert Kocharian]. Don’t elect [them] if you care
about this country’s future.”

ISTANBUL. – The Turkish court made another comical blunder in the
murder trial of Hrant Dink, the founder and former chief editor of
Istanbul’s Agos Armenian weekly, who was killed in 2007.

The court announced its ruling for the eighteen defendants being
tried, but it forgot about Coskun Igci, the nineteenth defendant. So,
the court will reconvene to deliver a verdict on Igci, Hurriyet daily
of Turkey informs.

As Armenian News-NEWS.am informed earlier, on Tuesday, the Turkish
court found Yasin Hayal guilty of planning and organizing Hrant Dink’s
murder, and sentenced him to life in prison. Erhan Tuncel, on the
other hand, was found not guilty of prompting Dink’s murder, and,
instead, he was sentenced to 10 years and 6 months for an explosion
in a McDonald’s store. But taking into account that Tuncel was already
incarcerated for that amount of time, the court ruled his release.

And earlier, Hrant Dink’s actual killer, Ogun Samast, was sentenced to
a total of 22 years and 10 months for Dink’s murder and for bearing
illegal arms. But Samast was tried at a juvenile court, since he was
a minor at the time of the murder.

PanARMENIAN.Net – RA Diaspora Ministry is actively preparing for
the commemoration of the 100th anniversary of the Armenian Genocide,
according to Diaspora Minister.

“Though many stand against Genocide recognition issue, there must be
no disjuncture between Armenia and Diaspora regarding the problem,”
Hranush Hakobyan said.

Minister Hakobyan further hailed coming debate of the bill penalizing
genocide denial at French Senate on January 23.

“On February 23-25, Marseille is expected to host a conference with
Armenian community representatives of Europe and Genocide committee
heads participating to discuss the French expertise,” Minister stated,
voicing hope for other states to follow France’s suit.

On December 22, 2011, French National Assembly passed a bill
criminalizing public denial of the Armenian Genocide. If passed and
signed into law by the Senate, the bill would impose a 45,000 euro
fine and a year in prison for anyone in France who denies this crime
against humanity committed by the Ottoman Empire.

Visa Department (Ovir) to issue Igor Ghahramanyan an Armenian passport.

The new head of Ovir, Hovhannes Kocharyan, today met with Ghahramanyan
and told him to bring his military discharge papers and a photo.

This turn of events comes after Hetq covered the story of Igor
Ghahramanyan, a former orphanage resident and veteran of the Artsakh
War, who had been fired from his job for not possessing an RA passport.

Judge Samvel Mardanyan on Tuesday ruled to no longer hold in Yerevan
the hearings in the case of rifle platoon commander Artak Nazaryan,
who died suddenly while serving in Tavush marz (province) during
peacetime on Jul. 27, 2010. The judge cited the reason for the
unexpected decision an incident in court yesterday whereby parents
of the accused entered into a verbal then physical altercation with
witness Arman Mnatsakanyan~Rs father, which ended only after bailiffs
intervened. According to the judge, most of the accused and witnesses
are from the province of Tavush and thus, the hearings will be moved
to Idjevan, the provincial capital.

Recall, last year, the hearings were held in the Tavush city of Berd;
however, parties in the trial, particularly the party representing
the victim, requested that the court sessions be moved to Yerevan.

Representatives of both the accused and the victim were against
the judge~Rs decision. ~SThe victim~Rs party is from Yerevan,
the prosecutors and attorneys are from Yerevan, and the accused
are held in Yerevan, which is why we~Rre against this decision,~T
Ruben Martirosyan, representing the victim~Rs legal successor,
told Epress.am.

Accused Mkhitar Mkhitaryan, Adibek Hovhannisyan, Harutik Kirakosyan,
Hakob Manukyan and Vahagn Hayrapetyan, as well as representatives
and family of the victim decided to go to the presidential residence
to protest the judge~Rs decision. There, Head of the Presidential
Oversight (Control) Service Hovhannes Hovsepyan came out and invited a
few people from the group to come inside. Later, an ambulance arrived
on the scene to provide assistance to Adibek Hovhannisyan~Rs mother,
who had become unconscious.

The defense ministry claims that Artak~Rs death was a suicide;
however, an autopsy and physical examination of the body conducted
later revealed traces of violence on his face and body, inflicted
upon the platoon commander 6 hours before his death.

During the trial, main witness Arman Mnatsakanyan has been consistently
escorted to the courtroom by police, first by military police (when
he was still in the service) and now by civilian police, which has led
some parties to surmise that he is being pressured by the authorities.

PanARMENIAN.Net – An Armenian expert slammed January 17 Istanbul
court decision over Armenian-Turkish journalist Hrant Dink murder case.

“With perpetrators given different terms in prison, the case is all but
finalized, as those who orchestrated the crime were left unexposed,”
Artak Shakaryan said.

“With the court ruling out connections between the suspects and some
state officials, the imprisonment term for Dink murderer Ogun Samast
might be diminished in a reviewed case,” the expert said.

“Another perpetrator, Erhan Tuncel was given 10 years for his role in
a McDonalds bombing. The court, however, acquitted Tuncel of murder
charges, also leaving out the fact of police inaction, though the
latter was informed of the murder plot in advance,” according to
Shakaryan.

The expert believes Turkish authorities to have linked the Dink case
with Ergenekon to up pressure on the military and nationalists.

A Turkish court has convicted Yasin Hayal, a major suspect in the
killing of Turkish-Armenian journalist Hrant Dink, of instigating a
murder and sentenced him to life in prison, while Erhan Tuncel was
acquitted of murder charges by the court.

The Istanbul 14th High Criminal Court issued its ruling in the 25th
hearing of the case. Tuncel was given 10 years, six months for his role
in a McDonalds bombing in 2004. The court, however, acquitted Hayal and
several others of charges of acting under a terrorist organization’s
orders, angering lawyers who say the trial failed to shed light on
alleged connections between the suspects and some state officials.

The Dink family’s lawyer, Fethiye úetin, slammed the ruling,
saying it meant that a “state tradition of political murders” was
deliberately left intact because it did not deal with accusations of
state involvement in the 2007 murder.

Coalition parties of Armenia have discussed new settings at the
parliament and decided to give the ruling Republican Party 67 mandates,
News Armenia reports.

Prosperous Armenia will get 30 mandates, Orinats Yerkir – 6.

Opposition parties will get 28 mandates, approved by President Serzh
Sargsyan.

The ruling coalition headed by President Serzh Sargsyan consists
of the Republican Party, Prosperous Armenia of businessman Gagik
Tsarukyan and Orinats Yerkir of Secretary of the National Security
Council Artur Bagdasaryan.

Armenia will hold parliamentary polls in May 2012.
