ARF Western Region Hails Uruguayan Call for Recognition of Artsakh

GLENDALE–Upon learning about Uruguay’s Foreign Ministry’s call for
international recognition of Artsakh, the Armenian Revolutionary
Federation Western US Central Committee on Monday issued an
announcement welcoming the move. Below is the text of the
announcement.

The news that Uruguay’s Foreign Ministry has called for the
international recognition of the independence and self-determination
of the Nagorno-Karabakh Republic is a decisive and historic move by
Uruguay, which has been at the forefront of advancing human rights and
right to the self-determination of all people.

The Armenian Revolutionary Federation Western US Central Committee
welcomes this bold and groundbreaking move.

This announcement further reaffirms the very basic tenets of the
liberation struggle being waged by our people and should embolden the
entire Armenian Nation to continue its pursuit of justice and complete
liberation.

académique sur l’Artsakh

De plus en plus, le monde universitaire est acheté dans le cadre du
conflit du Haut-Karabagh et l’Azerbaïdjan finance un discours
aggressif anti-arménien déguisé en bourses d’études et de recherches
objectives. Les derniers fruits de ces « investissements » sont
observables à l’Université de Birmingham au Royaume-Uni.

Mercredi 26 novembre, l’Université de Birmingham a accueilli une table
ronde qui comprenait un ex-co-président du Groupe de Minsk, ainsi que
plusieurs universitaires comme intervenants. Le titre de l’événement
était « Le conflit du Haut-Karabakh :. Les utilisations et les
détournements de l’histoire ». Bien que le milieu universitaire et la
participation d’universitaires donnaient un air de légitimité Ã la
discussion, ce qu’il fallait noter dans l’annonce de l’événement est
le fait que deux des universitaires présents, la présidente, le Dr
Galina Yemelianova, et le conférencier Dr Kamala İmranlı-Lowe,
travaillent actuellement sur un projet financé par le « Conseil sur
l’appui aux organisations non-gouvernementales de l’Azerbaïdjan,` une
institution de l’état azerbaïdjanais. Comme le rapport les données de
l’université accessibles au public, en Août 2013 le Dr Yemelianova a
présenté une proposition de recherche sur l’encadrement occidentale du
conflit du Haut-Karabagh au Conseil sur les organisations
non-gouvernementales de l’Azerbaïdjan. La proposition a été acceptée
et le projet a débuté le 1er Janvier 2015. Le Dr Kamala İmranlı-Lowe
sera employé comme chercheur ».

Compte tenu de ces faits, il est particulièrement intéressant de noter
qu’aucun chercheur arménien n’a pris la parole à l’événement.

En outre, le Dr İmranlı-Lowe, prône un biais anti-arménien clair. Sa
dernière publication vise à délégitimer les revendications arméniennes
au Haut-Karabagh au cours de la Conférence de la Paix de 1918 Ã Paris.
Cet article a été académiquement revu par des pairs et vise à fausser
le discours académique sur la question.

Les discussions académiques sur le Haut-Karabagh sont importantes, et
la diversité des voix dans ces mêmes discussions est nécessaire. Il
est cependant inconcevable de voir la présence d’un tel conflit
d’intérêt et le manque d’un intervenant arménien afin qu’il puisse y
avoir un débat légitime sur la question.

With its behavior Russia is increasingly repelling Armenia from its
area of responsibility. One can easily explain this to anyone but not
the Armenians who want local clashes with the police, not a
revolution.

Russia does not want and cannot afford the role of guarantor of
security of a sovereign country but would like to deprive countries of
their security referring to external threat.

In the southern direction Russia consults only Turkey which has
already managed to become NATO’s rival and is ready for the intrigue
of an “unstable” alliance with Russia.

They have already managed to demilitarize and demoralize the Russian
society, and they do not want to fight or even pretend they are
fighting. Modern Russians can enter into a conflict only with such a
disorganized nation as the Ukrainians. They say everything is fine
with the Ukrainians and the problem is the Ukrainian state. Maybe,
time will show.

As to the South Caucasus, here other allies of the Russians will be
found, and Moscow relies on those countries which have been reduced to
the status of enemy.

Georgia which has been Russia’s enemy for a long time is facing Russia
due to the belated policy of the United States. The incomprehensible
elite that have come to government in Georgia have adopted pacifism as
a foreign policy concept.

Having become “the best partner” for the Russians, Azerbaijan is ready
to fulfill a lot of conditions because it feels it has been turned out
from the Western community. However, the United States need not cut
Azerbaijan from either Russia, or Iran.

The Russians are well-aware that this is temporary and Armenia is not
a friend or a country which is ready to sacrifice its territories for
the sake of Russia’s wellbeing. There is no elite in Armenia which
would hand Karabakh to Azerbaijan and get away with it.

This pisses Russia off which has always seen Karabakh as an
anti-Russian project, as something temporary and a mistake.

Moscow is considering Armenia as an interim sovereignty which will
become part of Russia with Turkey’s help. Such a prospect favors those
enumerable degenerates who have existed in Armenia in all times.

First, however, Armenia must give up on its sovereignty and for this
reason it needs to agree with Turkey and Azerbaijan, bypassing the
United States in issues relating to the Black Sea and the Caucasus.

However, this entire political and operational structure needs a
catalyst otherwise it may not be operational if there is a delay.

One catalyst could be ousting Armenia from the list of countries which
have commitments to Russia, given the immense amounts of supply of
weapons to Azerbaijan by Russia.

Disappointed Armenia will hurry to make friends with NATO and thereby
demonstrate willingness to separate from Russia.

The arms that Russia has piled up in the South Caucasus are a factor
of a new policy, a factor of establishment of new balance in the
region.

A lot may depend on the reaction of the United States and NATO. Russia
will try to agree with its friends in NATO on non-intervention, as
well as the bid is on American isolationism and non-intervention.

Moscow finds that if it took so long to intervene in Ukraine, the
European state, the South Caucasus will take a lot more time and
effort.

In fact, the South Caucasus is a significantly more isolated region
for the United States and NATO than Ukraine, and several agreements
will be needed within the region to address most issues.

Will the price of these agreements be too high, and will the steps
that the United States will have to make be risky? Time and situation
will show.

Russia and its sputniks are facing resistance in the southern
direction, and so far it has not been clear from where the main
offensive should be expected, the Near East or Afghanistan.

Russia is waiting anxiously and nevertheless with some hope because
actions from the South will mean that there are prospects for some
agreement with the United States for which not everything is
unequivocal.

CSTO is not just late; it should not have gathered momentum but
remained dependant on Russia in security issues.

Now Russia is trying to demonstrate what does not and cannot exist –
the existence of some military bloc. First and foremost, it is Russia
that is thwarting CSTO’s opportunities by doing nothing for the
self-sufficiency of this bloc and reducing its member states to the
status of a sputnik.

In the South Caucasus Russia is trying to play a game which it cannot
play with its present status. It seems to Russia that it has an
opportunity to gain new allies by “closing” its relations with its old
and traditional partners.

While discussing the topic of the balance of forces in the region in
the American way, the Russian politicians do not realize that balance
is possible only when the more comprehensible partner is a little
stronger, provided that its strength is fully controllable.

Everything has failed, and nothing is left to Russia but to be a
subject state, in other words, the situation has eventually returned
to the Western community’s plans of efforts and arrangements of many
years. And this is the “sacramental” policy which needed external
threats and risks. They occurred, and the West will never miss its
historical chance.

The Armenian MFA is receiving some not so private dispatches from
institutions called Armenian embassies in the Near East which prompt
that it is necessary to follow Russia’s instructions. Otherwise the
Armenian diplomats may lose their jobs.

Most probably, Armenia will be forced to be more active in the Near
East despite Russia’s interests.

The international isolation has two main factors, exogenous and
endogenous. In this case there are two factors: when Russia’s policy
is aimed at isolating Armenia and when Armenia’s policy is aimed at
self-isolation.

Russia’s agents in Armenia have done a lot for the country to isolate
itself. Everything is ready for the culmination of developments.

There is one thing that is not comprehensible so far. To what extent
has Russia been able to prepare Georgia and especially Azerbaijan for
this action? In any case, there is no doubt that this plan does exist.

How is it possible to avoid this situation which has already set on?
Russia cannot be allowed to be out of these developments, it must be
involved into military actions in the largest possible scale. Russia
has to understand that it will have to participate in the war and
thereby demonstrate its inability to be a partner.

The other activity will be the fast integration with NATO based on the
programs of the alliance. It will be enough to save the sovereignty of
the country and to prevent dual aggression against Armenia.

The CCAF (Coordination Council of Armenian Organizations of France)
take cognizance of the information published in recent days in a
number of press articles on trade which took place in February 2012
between Yasar Yakis, former Turkish Minister of Foreign Affairs and
Hubert Haenel, member of the Constitutional Council. This
correspondence reveals a complicity that borders on collusion between
the high character of the Republic and the representative of a foreign
state about the Boyer law, legislation passed by the National Assembly
and Senate and invalidated by the Constitutional Council. The CFC
denounces pressure on the person of a top French judge by the
President of the Parliamentary Group France-Turkey in Ankara. He is
outraged by the sympathetic ear that lent him Mr. Haenel, who in two
separate messages, on the one hand trying to reassure him about the
fate of this anti-revisionist law and also informs before time of the
Council Decision. An attitude which contravenes the oath of
confidentiality, discretion and impartiality that lend wise before the
President of the Republic, as stipulated in Article 3 of the order of
7 November 1958. The CFC asks the highest authorities State to open an
administrative investigation into the matter and called for the
resignation of Hubert Haenel.

L’Arménie a rendu un dernier hommage hier samedi 3 janvier à Vahan
Hovhannissian membre éminent de la FRA Daschnaktsoutioun et
Ambassadeur d’Arménie en Allemagne où il disparut le 28 décembre suite
à une longue maladie. Toute la classe politique de l’Arménie et de la
diaspora a rendu hommage à cet homme remarquable, grand patriote,
intellectuel, combattant et homme politique. Le la salle >
Komitas d’Erévan où était exposée la dépouille de Vahan Hovhannissian,
de nombreuses personnalités assistaient au dernier hommage. Du
président arménien Serge Sarkissian, au ministre des Affaires
étrangères Edouard Nalbandian, au ministre de la Défense Seyran
Ohanian au maire d’Erévan Taron Margaryan, ainsi que de nombreuses
personnalités membres de la FRA Dashnaktsoutioun et des invités venus
d’Europe, des Etats-Unis, du Liban ainsi que d’autres pays de la
diaspora, l’émotion était grande. Les jeunes de l’association de la
jeunesse de la FRA Dashnaktsoutioun, > montaient la
garde près du cercueil. Le ministre arménien des Affaires étrangères
Edouard Nalbandian, le membre du bureau de la FRA Hrant Markarian et
Roupen Babayan le directeur du Thétre des marionettes d’Erévan
prononcèrent des discours. Puis le corps fut dirigé par ses proches
qui entonnaient des chants révolutionnaires vers le Panthéon d’Erévan
où reposera désormais Vahan Hovhannissian.

On January 3, President of the Artsakh (Nagorno-Karabakh) Republic
Bako Sahakyan signed a decree to award posthumously the two soldiers
who were during the enemy’s reconnaissance-sabotage infiltration
attempts earlier this week.

Private of the Defense Army’s N division Vardan Lazarian and officer
of the same unit, Lieutenant Karen Grigoryan were awarded posthumously
with the “For Courage” and “For Service in Battle” medals.

Nagorno-Karabakh claims 2 of its soldiers killed

YEREVAN, Armenia (AP) — The defense ministry of the separatist
Nagorno-Karabakh region says two of its soldiers have been killed
while repelling Azerbaijani infiltrators.

Nagorno-Karabakh is in Azerbaijan but has been under the control of
local ethnic Armenian forces and Armenian soldiers since 1994 when a
cease-fire ended six years of fighting. Despite the cease-fire, both
sides frequently claim attacks by the other.

A statement from the Nagorno-Karabakh ministry said infiltrators
crossed the buffer zone separating the region from the rest of
Azerbaijan before dawn Saturday. Two regional soldiers were killed and
the infiltrators suffered unspecified losses before turning back, it
said.

The Azerbaijani Defense Ministry denied the claim.

were killed, one was wounded.

survey that reveals a disturbing email exchange between the French
Hubert Haenel, former senator and member of the Constitutional
Council, and Turkish Yasar Yakis, former Minister of Foreign Affairs,
ardent Francophile, and Turkish lobbyist in France.

In its first issue in 2015, the centennial year of the Armenian
Genocide of 1915, still officially unrecognized by Turkey, Armenia
News magazine , (NAM), the largest French newspaper dedicated to
Armenia, published investigated the least disturbing. An exchange of
messages (see below) from February 2012 between the French Hubert
Haenel, former senator and member of the Constitutional Council, and
Turkish Yasar Yakis, former Foreign Minister, ardent Francophile, and
Turkish lobbyist in France tends to prove much dangerous liaisons

the Turkophile commitment Hubert Haenel, an active member of the
Institute of the Bosphorus supported by Ankara. Regrettably, finally,
that the NAM did not attempt to verify the authenticity of this

The defense ministry of the Nagorno-Karabakh Republic says two of its
soldiers have been killed while repelling Azerbaijani infiltrators.

The Ministry said in a statement the rival undertook to infringement
attempts in the southern and eastern directions of the line of contact
at about 03:15 this night.

Two soldiers – Karen Grigoryan and Vardan Lazarian- were killed and
the infiltrators suffered unspecified losses before turning back, it
said.

Probe into the details of the incident is under way.
