STEPANAKERT. – The Nagorno-Karabakh peace process and the state itself
construct the region, expert Alexander Iskandaryan said during the
international conference held in Stepanakert.

The expert said that there are two approaches dominating in the
Karabakh conflict both for Armenian and Azerbaijani societies:
reducing Karabakh’s significance or turning Karabakh into Jerusalem.

Regarding the latter role, the expert stressed to distinguish between
Nagorno-Karabakh and Nagorno-Karabakh peace process, as Karabakh is
not limited to settling just the conflict.

Woman Is Found Hanged In Armenian Region

WOMAN IS FOUND HANGED IN ARMENIAN REGION

The 54-year-old Vardanushh Virabyan’s body was found hanged in her own
house in a village in Armenia’s Ararat region. The press service of
Armenia’s Police confirmed this information and added that no criminal
case has been launched as there were no violence signs on the corpse.

There is no information on the reasons of the suicide. The village
residents informed that they are not surprised as the woman was
suffering from mental disorder.

Armenian Ambassador to Argentina Vladimir Karmirshalyan had a
meeting with Mauricio Macri, the Head of Buenos Aires Government. The
Ambassador invited the Mayor to participate in the events in Yerevan
dedicated to the 500th anniversary of Armenian book-printing and the
proclamation of Yerevan as World Book Capital 2012.

The head of Buenos Aires city government said the visit to Yerevan
would promote the reinforcement of ties between the two sister-cities.

Earlier the Armenian Ambassador met with the Minister of Culture of
Buenos Aires Ernan Lombardi to discuss the details of the Argentinean
delegation’s participation in the events in Yerevan.

Father Gyuregh Supports Mashtots Park Protestors

FATHER GYUREGH SUPPORTS MASHTOTS PARK PROTESTORS

Activists, who have been staging a round the clock vigil at Mashtots
Park to protest the construction of store fronts, are calling on all
concerned to join them and for greater media coverage.

They’ve been staging a vigil for the past eight days and say they
will stay till construction is halted.

Below is a video interview with Father Gyuregh of the Armenian
Apostolic Church.

He states that it is his firm conviction that plans to use Yerevan
parkland, already in short supply, to serve the commercial interests
of a few is morally wrong and unacceptable.

Father Gyuregh adds that the government must make the right decision
and halt construction at the site.

Mr. Chairman,
Dear Colleagues,

I would like to join the previous speakers to thank the Government
of Austria for hosting this important gathering and the Russian
Federation and France for having taken the initiative for convening
this conference.

Ladies and Gentlemen,

Although a decade has passed since the Paris Conference on Drug Routes
from Central Asia to Europe and international efforts in this respect
have increased, the risks posed by the illicit production of opium
in Afghanistan have not been reduced.

We have come together to express our support for the continuation,
further enhancement and broadening of the scope of this initiative,
to identify and recommend targeted interventions for mitigating the
trafficking and consumption of Afghan opiates, to enhance further the
coordination of technical assistance and cross reference of Paris
Pact activities with those of the UNODC Rainbow Strategy and other
related initiatives.

The successful implementation of the adopted strategic decisions cannot
be insured without coordinated action and support of other regional and
international organizations dealing with transnational crime, and most
importantly, the extensive bilateral cooperation between all countries
along the main trafficking routes. Regional initiatives and cooperation
in the fight against opium and heroin trafficking from Afghanistan
is gaining more importance as it allows to better synchronize the
efforts of different countries and amplify their efficiency and impact.

Since the launch of the Paris Pact Initiative, Armenia has fully
aligned itself with the priority goals set by the Paris Statement
and Moscow Declaration. We fully acknowledge the social and human
impact of illicit drug trade and drug abuse which increase the
human insecurity and create further impediments to the stable and
sustainable development.

While the cases of drug trafficking through Armenia are insignificant
in comparison to those countries on the main routes of Afghan opiate,
the Government of Armenia has adopted strategies and implemented
policies aimed at increasing its capacity to stop the illicit drugs
from crossing through the country. Despite the two decade-long blockade
of Armenia by its neighbors to the west and east, has at the same time
blocked the drug trafficking from those countries, the borders in the
north and south can still be attempted to be used by drug traffickers,
and Armenia has spared no effort to apply preventive measures against
it in cooperation with our partners.

The Armenian National Programme on Combating Drug Addiction and
Trafficking of Narcotic Drugs for 2009-2012 identifies all those
necessary measures to address the illegal trade and the consumption
aspects of the problem. Twice a year an assessment of the measures
undertaken under the Strategy is carried out and the results are
made public.

The fight against transnational crimes requires effective
international cooperation. As a member of the Collective Security
Treaty Organisation, Armenia actively participates in its anti-drug
operations. The multinational operation “Kanal” brings together not
only member states, but also representatives from around two dozens
of states and international organizations. As a result of these
operations carried out since 2003 several tons of drugs in the area
of CSTO member states have been confiscated. In 2008 this operation
was given the status of a standing regional antidrug operation.

In conclusion, I would like to reaffirm Armenia’s determination
to continue to bring its active contribution to the international
efforts, including the Paris Pact and other international initiatives,
which aim at reducing and eradicating the illicit drug production,
trade and trafficking.

Vachagan Karapetyan, the son of Minister of Agriculture Sergo
Karapetyan, the owner of Artashat Cannery, delays payment of salaries
to workers for months. A group of workers wishing to remain anonymous
told Hraparak they received their last salary in 2011 November.

“They said that the salary for December was only paid to the employees
who have newly married couples in their families and were going to
mark Tearnyndaraj,” writes the daily.

Russian Co-Chair of the OSCE Minsk Group Igor Popov said he does not
consider the Nagorno-Karabakh conflict would be solved soon.

Sabine Freizer, Europe program director of the International Crisis
Group, quoted Popov on her Twitter.

“But the good news from Popov: It is most important that the Presidents
(Armenian and Azerbaijani) are friendly… the atmosphere in Sochi
was excellent,” she tweeted.

The Central European University Of Slovakia Introduces Cooperation P

On the initiative of the Forum of Armenian Associations of Europe
(Chairman – Ashot Grigorian), a Slovakian delegation paid a two-day
visit to Artsakh, comprising first Chairman (former) of the National
Council of the Slovakian Republic Frantisek Miklosko, Rector of the
Central European University of Skalica city Heyde Shvartsova, and
businessmen. The delegation visited the Artsakh State University to
offer establishment of cooperation.

Before the meeting, the guests paid tribute to the memory of the
students deceased at the Artsakh War. A meeting took place at ArSU
Rector Stephan Dadayan, which was attended by the university’s
pro-rectors, deans, and other officials. The rectors of the Artsakh
and Slovakian universities briefly introduced their activities. The
Central European University of Skalica city is peculiar for giving a
universal European diploma to its students. According to FAAE Chairman
Ashot Grigorian, few universities in Europe have this right and it is
a great achievement that such a university expressed its readiness
to cooperate with the Artsakh University. Within the cooperation,
the universities will exchange students, organize mutual visits of
lecturers, and back scientific programs. Taking lectures at this
university for certain period and on graduating from the ArSU,
they will get the European University diploma, along with the one
of the ArSU. The program will be financed by the Vishegrad quadruple
(Czechia, Hungary, Poland, and Slovakia) foundation.

Mr. Dadayan approved the proposal on cooperation. The universities’
rectors signed and endorsed the agreement.

In 2009, the Central European University of Slovakia concluded an
agreement with the Yerevan Russian-Armenian Slavonic University,
successfully cooperating with it.

Slovakia was the first state to adopt a bill criminalizing the denial
of the Armenian Genocide. The Slovakian delegation members believe that
the political issue of Artsakh should be achieved also via educational
and cultural programs. According to them, a symposium on the Karabakh
issue is to be held in May in the city of Skalica.

that Turkey was decisive in its position: “We have common gladness

Spielberg’s involvement in efforts to produce a genocide film was
refuted. REUTERS photo The Armenian National Film Academy has refuted
claims acclaimed director Steven Spielberg is involved in efforts to
produce a movie on Armenian “genocide.”

Armenia’s Yergir Media website yesterday reported Spielberg and
“Schindler’s List” writer Steven Zaillan were “in talks” on a film
about the 1915 events and they will be supported by the Armenian
National Film Academy.

The film was “set to premiere in 2015” on the 100th anniversary of
the 1915 events, according to the website.

Speaking to the Hurriyet Daily News, Vartan Abovian, deputy director of
the Armenian National Film Academy, said he was baffled by the story.

“We indeed have plans on a movie on the Armenian genocide,” Abovian
said. “However, this is still in the ‘idea’ phase and nothing has been
decided yet. We are trying to find the budget. And we are definitely
not in talks with any director.”
