Kurdish Peace and Democracy Party (BDP) (which is the only Kurdish
party represented in the Turkish parliament) Deputy Gulten KıÅ~_anak
delivered a speech on the occasion of the Mother Language Day.

As a sign of solidarity for her colleagues, who declared hunger-strike,
she delivered a speech, starting by ‘Dear Armenians Brothers’ and
further enumerated other national minorities in Turkey, Haberturk
reports.

Gulten KıÅ~_anak pointed out that except Turkish all the other
languages are in danger of extermination in Turkey. Millions of people
cannot speak their native language and are devoid of transferring it
to the next generation. Mother language is an honor, she stressed.

The development of vocational education is a priority for the
government. 114 000 students study in higher educational establishments
today, 31 000 attend vocational education institutions.

The Head Vocational Education Department of the Ministry of Education
and Science Robert Abrahamyan says they are working to renovate the
buildings, supply the institutions with necessary equipment, improve
the skills of the heads and teachers and develop educational standards
of existing specializations.

The development of social partnership and attraction of investments is
also at the spotlight of the Ministry. The Ministry is implementing
the reforms in cooperation with partner organizations, one of which
is the British Council.

In cooperation with the British Council the Ministry of Education
and Science implemented the “Skill sin Work” program, the main
objective of which was to develop the link between business and
education. “This provides an opportunity to future specialists to get
knowledge and skills meeting the demands of the labor market,” said
Arevik Saribekyan, the head of the British Council Office in Yerevan.

During the four years of program implementation cooperation has been
established between the Armenian and foreign vocational education
institutions. As a result, more than 50 lecturers of two Armenian
colleges have taken refresher courses in Great Britain.

PanARMENIAN.Net – The Peace and Democracy Party (BDP) has called
on Prime Minister Recep Tayyip Erdogan to create a delegation for
fresh talks with the outlawed Kurdistan Workers’ Party (PKK), as the
only way out of the stalemate on the Kurdish problem, Hurriyet Daily
News reported.

The Justice and Development Party (AKP) “may have gained time
through the policies it follows, but it has lost altitude and is
about to crash,” BDP co-chair Gultan KıÅ~_anak said at the party’s
parliamentary group meeting.

“They must realize that buying time will not get a solution, and they
must start an honest, sincere and open process. They should openly
declare it this time,” she said, referring to the earlier secret
talks that were leaked to the media last year.

“They should create a delegation to solve the Kurdish issue through
negotiation, and send the delegation to meet with all sides. This is
the only way they can solve this problem,” KıÅ~_anak added. She used
Kurdish in the opening of her speech, to mark International Mother
Tongue Day.

Meanwhile, Nationalist Movement Party (MHP) leader Devlet Bahceli urged
Erdogan to re-focus on the Kurdish problem and raised the alarm that
Arab Spring uprisings were setting an example for Kurdish separatists
at home. “The prime minister and the government must immediately
return to Turkey’s realities,” he said.

Azerbaijani President Ilham Aliyev meets with NATO officials at the
organizations Brussels headquarters in mid February 2012. Azerbaijan,
which has a tense relationship with its southern neighbor, has been
cordial in helping NATO with its conflict in Afghanistan in hopes
perhaps of getting some defensive support in dealing with Iran.

As the showdown over Iranian nuclear ambitions intensifies, political
analysts in Azerbaijan are urging the government to deepen the
country’s ties with Israeli and Western security structures.

Officials in Baku have not commented on how Azerbaijan intends to
respond to the rising global tension connected to the Iranian nuclear
issue. But a series of arrests suggests President Ilham Aliyev’s
administration is cracking down on sources of perceived Iranian
influence in Azerbaijan.

Long an anomaly in the Muslim world, Israeli-Azerbaijani ties run
the gamut from telecommunications investments to sales of military
technology and equipment and oil. On February 11, those ties acquired a
new public dimension with a Times of London article that claimed that
Mossad, the Israeli intelligence agency, has a substantial presence
in Azerbaijan to gather intelligence about Iran.

Tehran took matters a step further and claimed that Mossad operatives
in Azerbaijan allegedly worked out plans to assassinate Iranian
nuclear scientists a claim Baku angrily denounced on February 13
as a lie, fabrication and libel. Tehran seemed to raise the stakes
on February 21, when Baku announced that an Iranian helicopter had
violated Azerbaijani airspace at the border town of Astara, the Turan
news agency reported.

Such incidents should not intimidate Azerbaijan into backing away from
Israel, said Vafa Guluzade, a former presidential foreign policy aide.

Baku should cooperate with Western powers to reveal Iranian
intelligence networks when their activity really harms Azerbaijan’s
security, asserted Guluzade, who worked during the early post-Soviet
era for former presidents Ayaz Mtalibov, Abulfaz Elchibey and Heydar
Aliyev.

Iran, a country with which Azerbaijan shares deep cultural and
historical ties, is routinely suspected of attempting to stir up
trouble in Baku either via protests by the country’s practicing Shia
Muslims, or through more violent steps such as an alleged recent
assassination plot against Israeli Ambassador to Baku Michael Lotem.

Guluzade characterized Tehran’s uproar over the Times article as
part of that same supposed trend, an alleged attempt ‘to pressure
Baku and restrict its cooperation with Israel.’

One former deputy minister of national security echoed the call
for closer ties with Western intelligence operations, arguing that
Azerbaijani law-enforcement agencies are not capable on their own
of thwarting suspected Iranian activities. ‘I would welcome deeper
cooperation [by Azerbaijani law enforcement] with their colleagues
from the United States, Turkey and other countries,’ said Sulhaddin
Akper, director of the Baku-based Center for Euro-Atlantic Cooperation.

Alper conceded that ‘[o]f course, both Israeli and Iranian intelligence
services are active in Azerbaijan, and predicted that this activity
will increase further, taking into consideration the situation in the
region. At the same time, he scoffed that the notion that Azerbaijan
would cooperate with Mossad to target Iranian nuclear scientists,
saying such action would be against our national interests.

Elhan Shahinoglu, director of the Atlas research center, agreed,
adding that, aside from intensifying alleged ongoing cooperation
with US, Turkish and Israeli intelligence agencies, Baku should also
increase its cooperation with the North Atlantic Treaty Organization.

On February 15, a few days after the Iranian protest note, President
Ilham Aliyev visited NATO headquarters in Brussels, where he expressed
interest in making long-term financial contributions to the Afghan
National Army Trust Fund, and emphasized Azerbaijan’s provision
of over-flights, troops, cargo transit and mine-clearing for the
alliance’s campaign in Afghanistan. Details about the size of any
potential fund contributions were not released.

Meanwhile, Baku appears to be taking on its own what might be termed
preventive measures’ against Iran.

In the suburban village of Nardaran, a Baku suburb known for its
Islamic conservatism, police over the past four days have arrested
more than 15 people, including Niazi Kerimov, brother of Natig
Kerimov, a member of the Supreme Council of the Islamic Party of
Azerbaijan. Government officials have long alleged that the party,
banned since 1996, receives Iranian funding. The group is the only
political entity in Azerbaijan to have denounced Baku’s ties with
Israel.

No reason has been given for the arrests, nor has the government
body responsible for the arrests been identified, Turan reported. In a
February 20 statement, the Islamic Party called the arrests politically
motivated.

Other high profile arrests include a prominent theologian, Haji Akhund
Ilham, the mullah of a mosque in Bina, outside Baku, and a scholar
educated at an Iranian seminary, Turan reported. The Ministry of
National Security declined to comment on Ilham’s February 17 arrest.

Also on February 17, Baku police detained Anar Bayramly, a local
freelance correspondent for Iranian broadcast media, including the
satellite news channel Sahar. Bayramly was charged him with heroin
possession and resisting police.

Bayramly’s brother, Eldar, has denied the allegations of drug
possession, and told Turan that his brother had been repeatedly
summoned to a local police station over the past few weeks and
questioned about his political views. Bayramly’s lawyer, Anar Gasimli,
told EurasiaNet.org that he has not yet been able to meet with his
client, or with state investigators. He added that he had no official
information about the charges against the journalist.

The Iranian Embassy in Baku has denounced the arrest and warned that
it could damage relations with Tehran. But Azerbaijan, wedged between
Iran to the south, Russia to the north and a hostile Armenia to the
west, long ago learned to play its diplomatic cards carefully.

While criticizing Iran for its alleged anti-Azerbaijani activity,
Parliamentary Speaker Ogtay Asadov on February 14 underlined that
Azerbaijan would never allow its territory to be used against Iran.

The pledge, often made by President Aliyev as well, is a familiar one.

There is no reason why this position should change, said Shahinoglu,
the political analyst.

The next presidential elections in Karabakh are scheduled in summer.

For the time being, only the ex-mayor of Stepanakert, Eduard Aghabekyan
has spelled out his intention to run for president who positions
himself as moderate opposition. The acting president Bako Sahakyan has
not made any statement, but most likely, will run for the second term.

Bako Sahakyan’s main political trend during these years has been the
creation of homogeneous political field, marshy public opinion and
lack of alternative in everything. Any attempt to issue a different
opinion was qualified as high treason and a try to split the Karabakh
society through the “dark forces”.

In the result of this policy, in May 2010, unprecedented and undisputed
elections were held in Karabakh in which the opposition forces could
not run. This was the reason why Freedom House ranked Karabakh as a
non-free country it has always been ranked as partly free.

On the eve of the presidential elections, judging by the present
tendencies, the zombie policy will be carried on. Evidence to this
was the statement of the spokesman for the president of Karabakh,
David Babayan, who connected the criticism against Bako Sahakyan with
“the machinations of the enemies”. In regard to criticism for Bako
Sahakyan’s statement about readiness for concessions, David Babayan
somehow said that it is related to the upcoming presidential and
parliamentary elections in Karabakh and Armenia.

“Certain so-called political scientists exaggerate the allegations that
the president of Nagorno Karabakh spoke about possible unilateral
concessions to Azerbaijan before the decision of the Karabakh’s
status. This is a lie which pursues a number of political goals,”
Babayan said.

Noting that thanks to Bako Sahakyan, expressions like “return of
territories”, “buffer zone”, “territories controlled by Armenia” were
forgotten and now these territories are perceived as an inseparable
part of NKR, Babayan said that the critics are trying to get personal
“political gains through blackening their political opponents”. “They
are trying to harm the rating of the president of Artsakh, as
well as use Karabakh to influence the political field of Armenia,”
Babayan said.

Afterwards, it remains only to wish uncontested elections to Bako
Sahakyan. Let him have no competitors, let no one risk thinking that
Bako Sahakyan can be wrong, let no one think, as doctors in Karabakh
say, that thinking is bad for health.

It is truly said that the “sly fox is caught into a trap by four
legs at once”. The infinite wagging in the labyrinth always leads to
a deadlock where the trap is placed. It is worse when such a trap
is placed on the way of escape from responsibility: it is easy to
fall into it “at higher speeds” and firmly. The Yerevan Mayor Taron
Margaryan appeared in such a situation who is trying to cheat on
the young Yerevan residents demanding to stop the destruction of the
Mashtots Park in downtown Yerevan.

How strong a person should believe in cunning to put on a pedestal the
“sacred right of immunity of private property” when in a confrontation
with the authorities and protesting youth? Apparently, the activists
annoyed the Mayor too much with their demands not only to give up
infringement of the “public property” but also to announce “it is
our park”. The local oligarchy may tolerate everything except for
such a pretension.

So, it is clear why in the fuss about the park and stores, the
authorities of the country saw only the threat to private property.

Correspondingly, the Mayor’s threatening voice was heard “Don’t touch
the private property!” So, it is difficult to interpret Taron’s lecture
that “development is impossible without an effective protection of the
private property. The property fulfills an important public function
forming material ground for any activities”.

Taron had better find another argumentation for the protection of
property of his friends Chorni Gago and Xuchuch Edo. This way, he just
“added fuel” to the dispute over the property between the oligarchs and
the society. Apparently, the acting young Mayor forgot that his father
(the late Premier Andranik Margaryan) usurped the houses and areas of
residents of Yerevan center under the name of the protection of “high
public interests” giving them to the oligarchs for the construction of
elite buildings. Then, this lawlessness was concealed under a different
formulation on the property values and other lectures were heard.

Taron should have not forgotten about this. It is immoral to deprive
citizens of the property (public or private) and hand it to “their
people”. It is more immoral to do it under the flag of lectures. The
society will sooner or later remind it. The Mayor has created
preconditions for thousands of people to turn to him with the demand
to return the property which his father seized. And if they do this,
adhering to the movement of protection of property in the Mashtots
Park, we can say that the time came.

Anyway, the protest movement of the youth in the Mashtots Park
acquires significant meaning. Apparently, realizing such threat, the
authorities first decided to root up the pretensions of the youth of
the capital, putting the police against them. But the authorities had
better understand that only the legitimate property can be protected
and only if the respect towards property is universal.

Après le vote par le Senat d’une proposition de loi penalisant la
negation du genocide armenien, les acteurs economiques francais
redoutent que des represailles impactent les relations commerciales
et donc le trafic maritime.

La proposition de loi, votee le 23 janvier 2012, sanctionnant d’un
an de prison et de 45 000 euros d’amende la negation des genocides
reconnus par la France, dont le genocide armenien (perpetre entre 1915
et 1917), pourrait avoir des repercussions sur l’activite economique
entre la France et la Turquie.

Deux jours après le vote de la loi, Herve Balladur, president de
l’Union maritime et fluviale de Marseille-Fos, a fustige la politique
du gouvernement : “Cette decision a ete prise sans concertation
avec le monde economique et ne peut qu’impacter notre activite. Nous
risquons d’etre ecartes des appels d’offres internationaux. La Turquie
represente un trafic d’un million de tonnes pour le grand port de
Marseille. Elle est la cinquième destination du GPMM.”

L’automobile a delocalise en Turquie

L’ancien ministre des Affaires Etrangères Vartan Oskanian a ete
formellement accepte au sein du parti Armenie Prospère (BHK) et
pourrait figurer parmi les candidats assures d’avoir un siège lors
des prochaines elections parlementaires a affirme un haut representant
du BHK.

Naira Zohrabian, assistante du leader du BHK Gagik Tsarukian, a dit au
service armenien de RFE/RL (Azatutyun.am) que la direction du parti
a accepte la demande d’adhesion de Vartan Oskanian. ” Naturellement,
la position de Gagik Tsarukian etait aussi positive et dorenavant
Vartan Oskanian est membre du parti Armenie Prospère ” a-t-elle dit.

Naira Zohrabian n’a pas exclu la possibilite aue le nom d’Oskanian
figure en haut de la liste electorale du BHK. Elle a aussi dit que la
liste sera devoilee lors d’un congrès du parti prevu pour le 17 mars.

Naira Zohrabian a ajoute qu’elle comprendra aussi ” des figures
experimentees connues du public ” mais a refuse de donner le moindre
nom. Elle a affirme pour que Robert Kocharian ne figure pas parmi
les candidats du BHK. Questionne sur la presence ou non de membres de
l’entourage de Kocharian dans la liste des candidats elle a repondu
” je n’ai aucune information “.

Armenian President Serzh Sargsyan and Speaker Samvel Nikoyan have
received a delegation of the US Congress headed by Congressman David
Dreier, PanArmenian reports.

US Ambassador to Armenia John Heffern was present at the meeting. The
sides discussed the upcoming parliamentary polls in Armenia. Dreier
noted that political parties will put all efforts into making the
elections fair and clear.

Armenia Imports Fertilizers

Armenia has imported a total of 2,865 tons of high-quality fertilizers.

Armenian Prime Minister Tigran Sargsyan supervised the unloading of
the cars at the Karmir Blur station.

Under a government program Armenia is to import 25,000 tons of nitrogen
fertilizers before April 10. This amount will fully meet the demand
of Armenia’s agricultural sector.

The first lot of fertilizers has been distributed. The government
will cover all the transportation costs.

The government has also launched a fuel supply program in Armenia’s
rural communities.
