UK: Russia, China paying price over Syria stance

LONDON

Russia and China are paying “a diplomatic price” across the Arab world
for their opposition to international action against Syria’s ruling
regime, Britain’s foreign secretary said Thursday.

As William Hague pressed the two nations to drop their objections, the
presidents of Turkey and Tunisia also urged a diplomatic resolution to
the Syrian government’s bloody crackdown and said they remain opposed
to outside military intervention in the country.

China and Russia have vetoed two United Nations resolutions condemning
the Syrian regime and calling for President Bashar Assad to step down.
Diplomats hope the nations may agree to a new U.N. Security Council
resolution focused on the need for humanitarian aid and an end to
violence but which does not address Assad’s future.

“While we should not be starry-eyed about this, it’s certainly true
that China and Russia are paying a diplomatic price for the position
that they have taken,” Hague told Parliament’s Foreign Affairs select
committee. “Throughout the Arab world they are paying that price
particularly in the opinion of the people of many Arab nations.”

Hague said nations at the U.N. must continue to work on agreeing to “a
meaningful resolution” that supports the work of the joint U.N.-Arab
League envoy to Syria, Kofi Annan.

“If our view is correct that the Assad regime cannot recover its
credibility internationally, or internally after spilling so much
blood and that one way or another it is doomed, then it is in the
national interest of Russia and China to support a political
transition at some stage,” Hague said.

The U.N. says more than 7,500 people have been killed since Syria’s
uprising began a year ago. Activists put the death toll at more than
8,000.

At talks in Tunis, Turkish President Abdullah Gul said that regional
powers should try and find a solution to the crisis. “We do not find
it right for outside forces to come to the region,” he said as he held
talks with Tunisia’s President Moncef Marzouki. “It is open to
exploitation.”

Gul did not elaborate on his remark, but said that “it would be better
that the region shoulders this on its own.”

He said a meeting of the so-called Friends of Syria group would take
place in Istanbul with “one week or two” and that he hoped Russia and
China, who shunned a previous conference in Tunisia, would attend.

“I hope everyone comes and participates in the meeting in Istanbul,” he said.

However, Russia’s foreign ministry on Tuesday dismissed hopes for a
shift in its stance as “wishful thinking,” while China said Thursday
its special envoy had held talks with Syria’s foreign minister and
opposition figures during a visit to the country. Li Huaxin reiterated
Beijing’s belief that the Syrian crisis could be settled peacefully
through dialogue.

Gul confirmed that France would be invited to the conference, despite
a diplomatic dispute with Turkey over mass killings of Armenians at
the end of the Ottoman Empire.

Turkey, which shares a long border with Syria, and France, Syria’s
former colonial ruler, have been calling for stronger world action on
Syria. But Turkish-French relations have stalled over a French law
making it a crime to deny that mass killings of Armenians in 1915
constituted genocide.

In London, Hague told legislators that Britain may be prepared to
offer equipment to Syria’s opposition, but said there were concerns
over whether it would be possible to deliver items into Syria and
fears they could end up in the hand of extremists.

“We can help and we will continue to offer help to peaceful Syrian
opposition groups,” he said. “I don’t rule out giving more nonlethal
help.”

Hague acknowledged it could be possible to replicate the aid that had
been offered to rebel forces in Libya, where Britain supplied body
armor and communications equipment.

However, he said worries that al-Qaida-linked extremists were
operating inside Syria could pose a challenge. “That is a
consideration in trying to provide practical assistance,” he said.

In talks with Gul, Marzouki said that “arming insurgents and foreign
intervention would only complicate the situation.”

In Athens, Greece’s Foreign Minister Stavros Dimas met with Syrian
opposition representatives to discuss a peaceful end to the country’s
yearlong uprising. A representative from the Coordination Committee
for Democratic Change, one of the Syria’s two main opposition groups,
said his group is committed to a nonviolent transition to democracy.

3 Armenian police claim discrimination by Glendale department

Three Armenian Glendale police officers filed a lawsuit Monday in Los
Angeles County Superior Court, alleging racial discrimination and
continued retaliation after they filed a claim against the department
in federal court two years ago.

Officers Vahak Mardikian, John Balian and Tigran Topadzhikyan also
claim in the latest lawsuit filed against the city and high-ranking
members of the Glendale Police Department that they have been unfairly
placed on paid administrative leave, the Glendale News-Press reported.

The attorney representing the officers did not return requests for
comment Wednesday.

The officers claim Police Chief Ron De Pompa and members of his
command staff “use administrative leave and internal affairs
investigations as reckless abuse of power to intimidate and retaliate,
as well as to send a fearful message to other employees that, if they
engage the department in litigation or support those who do, they too
will be subjected to the same type of treatment.”

City Atty. Mike Garcia on Tuesday denied the allegations in the
lawsuit. And in a statement, De Pompa said that as the chief of
police, “I have the responsibility of effectively administering this
department and providing policing services to this community, whether
or not we are involved in litigation.”

Balian, Mardikian and Topadzhikyan, along with Officer Robert
Parseghian and former Officer Benny Simonzad, jointly filed a federal
lawsuit in 2010 alleging years of on-the-job discrimination,
retaliation and harassment because they’re Armenian.

Litigation in that suit remains ongoing.

In the latest claim, the officers also allege that they were the
victims of unfounded internal affairs investigations in the wake of
the federal discrimination lawsuit.

Topadzhikyan alleges he was placed on administrative leave in October
for reporting discrimination, whistle-blowing and supporting other
officers who complained about discrimination. He also claims
management ordered him not to speak about the department’s misconduct,
and that he must remain at home from 8 a.m. to 5 p.m. during his
leave.

The continued harassment and retaliation allegedly pushed Balian to
suffer “dangerously high” blood pressure, forcing him out of work for
more than a week, according to the lawsuit. When he complained about
the harassment, he claims the department placed him on administrative
leave for more than six months.

Mardikian claims he has remained on administrative leave since March
2011 without an explanation, and that he was demoted after defending
officers who were treated unfairly, according to the lawsuit.

GYUMRI. – Armenia’s Gyumri city police had registered a robbery back in 1995.

This Wednesday, 17 years later, police detained Harutyun S., 59, in
suspicion of having carried out the aforesaid robbery and stealing
aluminum, police press service informs Armenian News-NEWS.am adding he
confessed his guilt.

In addition, Armenia’s Shengavit district police had received another
alarm on robbery in 2009. This time gold and perfume were stolen.
Gagik O., 31 was detained on Thursday on this connection this week.

Party of Armenia (RPA) held a meeting, during which organizational
issues were discussed.

The Executive Body confirmed parliament ex-speaker Hovik Abrahamyan to
the post of the head of RPA headquarters.

RPA leader’s report on his and Executive Body’s activity to be
presented at the 13th meeting of RPA and the draft resolution of the
meeting were adopted.

RPA member Arthur Harutyunyan’s conduct in Armenian city of Abovyan
was also discussed.

`RPA Executive Body resolved to subject Arthur Harutyunyan to strict
reproof for his misconduct, given the fact that interpersonal
relations mustn’t be transferred to political arena,’ the RPA message
reads.

Harutyunyan known as Palach, is Prosperous Armenia leader Gagik
Tsarukyan’s godson, though he joined RPA not long ago.

According to media publications, he had disagreements with Gagik
Tsarukyan. During interview with Haykakan Zhamanak paper On March 3,
Harutyunyan talked improperly about Prosperous Armenia.

I hope the next parliament of Armenia will be better, editor-in-chief
of Hraparak daily Armine Ohanyan told a news conference in Yerevan,
commenting on the forthcoming parliamentary elections in Armenia.

`I think, at least we will see a decrease in the number of oligarchs
and criminal elements in the National Assembly,’ said the editor.

According to singer Lilit Pipoyan, there is an atmosphere of public
and political intolerance in the country, especially among the youth.
She did not rule out that riots will break out if gross violations
take place in the elections.

`I only wish that the authorities took into account this fact and did
not permit shocks in society,’ said Pipoyan.

Unlike Lilit Pipoyan, singer Shushan Petrosyan is optimistic, and
hopes that no violations will take place during the elections.

The OSCE Minsk group is not interested in the resolution of the
Armenian-Azerbaijani conflict over Nagorno Karabakh.
The statement came from Iranian ambassador to Azerbaijan Mahammadbagir Bahrami.

`One of the main goals of trilateral development is the settlement of
problems existing in the country by the regional states without
interference of the third powers’, he said.

The ambassador stressed ineffectiveness of the attempts of the third
countries to settle the Karabakh conflict within the past 20 years.

`I would say even more-they are not only unable to settle this. The
OSCE Minsk Group is even not interested in the resolution of this
conflict. The aim of these states rather to create new problems than
to settle existing ones’, Bahrami said.

conference today commenting the news spread by Fars news agency that
Iran warned its citizens to avoid travels to Azerbaijan during Novruz
holidays.

`The peoples of these countries have common roots and common faith. Is
it possible to ban travels?’

The ambassador also commented the news about the cancellation of
visa-free travels of Azerbaijani citizens to Iran. `We don’t close
doors for our brothers and sisters’.

Recently Fars news agency reported that Iran warned its citizens not
to travel to the Republic of Azerbaijan during Novruz holidays. It
claimed that Azerbaijan doesn’t have good tourism services and Iranian
tourists face rude attitude and even some Iranian citizens have been
arrested in Azerbaijan.

Hovhannes Sahakyan commented on the statement by famous Armenian
singer Shushan Petrosyan about her intention to run for parliament,
and backing RPA.

`If a person is confident of his/her potential and ability to have
positive input to our country’s legislative activity, I don’t oppose
it,’ he told a PanARMENIAN.Net reporter.

Dwelling on the singer’s inclusion in RPA electoral list, Sahakyan
noted that party’s list has not been discussed yet.

reporters in Yerevan, dwelling on the role of women in Armenian
society.

However, according to her, we have come to understand that women
should be more active in public life, but to ensure women’s
participation in public life, we need a more developed country in
economic and political aspect.

According to singer Shushan Petrosyan, the insignificant role of women
has become common in Armenia.

Editor-in-chief of Hraparak daily Armine Ohanyan disagreed with the
opinion that women are not active in Armenia’s public life.

`All women are strong, therefore they can find their place in every
field,’ said Ohanyan.

LEXINGTON, Mass. – `I watch the growth of spirit in the children who
come to my class,’ wrote William Saroyan in `The Human Comedy.’ There
were no more appropriate words to describe the sentiment of the
teachers and guests that gathered at the Fairmont Copley Plaza Hotel
in Boston on Feb. 11 to celebrate the 30thanniversary of one of our
Armenian educational treasures, the Armenian Sisters’ Academy of
Lexington. The event raised close to $90,000 for the school.

More than 200 guests and dignitaries attended the black tie-optional event.

event, including Ambassador and Mrs. Rouben Shougarian, Rev. Raphael
Andonian of the Armenian Catholic Church of Belmont, and Rev. Fr.
Arakel Aljalian from the St. James Armenian Apostolic Church of
Watertown. Middlesex County Sherriff Peter Koutoujian, who has three
children at the school, served as master of ceremonies for the
evening. Guests included alumni, the parents of alumni, current
parents, teachers, staff, and friends and supporters of the school
from across the Boston-Armenian community.

The evening’s formal program began with the singing of both the
American and Armenian national anthems by Ani Zargarian, the lead
singer for the Arev Armenian Folk Ensemble and an ASA alumnus.
Principal Sr. Cecile Keghiayan presented the mission and history of
the school, and Vice Principal Mayda Melkonian gave an overview of
recent school accomplishments and investments. She also highlighted
that the school holds membership with two different accreditation
organizations, NEASC and AISNE. Rev. Andonian offered words of
inspiration to those gathered, and a slide show took everyone down
memory lane, remembering all those who had walked through the school’s
doors over the past 30 years.

In his keynote presentation, Shougarian conveyed the important message
that Armenian schools are an asset not only for the families they
directly serve, but also for the future of Armenian communities more
broadly. He concluded by pointing out the collective responsibility of
the Armenian community in supporting schools such as the ASA so that
it can continue the mission they embarked on so long ago.

The school’s academic success is directly linked to its noteworthy
faculty and staff. Accordingly, an important part of the evening’s
program included formal recognition of each teacher and staff member
for their numerous years of service and dedication to the school.

A live auction raised additional funds, with guests bidding on several
items, including three Boston Harbor cruises, two lithographs by
renowned French-Armenian painter Karzou, a pair of diamond earrings,
and a painting by Boston-based artist Daniel Varoujan Hejinian.

Following a sumptuous meal and a cake-cutting ceremony, the Ellie
Berberian Band from Montreal, Canada, provided multilingual
entertainment for the evening, with renditions of old favorites and
new songs that delighted the audience and moved everyone onto the
dance floor.

This elegant event offered the opportunity for new and old friends to
come together for an evening of joy and the celebration of an
institution that has given so much to the Boston-area Armenian
community and is a treasure for our youth and our parents.

The enthusiastic and devoted Parents Committee, as well as several
members of the school’s Advisory Board, worked tirelessly to plan this
event down to every minute detail. The school administration would
like to thank all the parents, friends, and committee members who came
out for this event and helped make the evening so successful.

16 Azerbaijani NGOs and activists have founded an alliance aimed at
resolving NK conflict through military operations, Azerbaijani `Turan’
news agency reported.

The mission of the alliance is to guide the society to war and to
accelerate military operations against Karabakh.

The alliance considers diplomatic resolution of the conflict
unacceptable and negotiations mediated by international mediators
useless.

They call on the soonest suspension of OSCE Minsk group mandate.
