toujours pas reconnu le genocide armenien qui s’est tenu au coeur
de l’Anatolie en 1915 malgre la pression du parlement europeen
et des institutions internationales. 2015 risque donc d’etre
l’annee de tous les retournements (ou pas…) car elle correspond
au centenaire de ce genocide. A cette occasion, l’ensemble de la
diaspora armenienne a prevu d’organiser une multitude d’evenements
et de debats commemoratifs a l’echelle internationale. Au coeur de
ces manifestations politico-culturelles, le nouveau film de Fatih
Akin risque de faire beaucoup de bruit car c’est la première fois
qu’un cineaste d’origine turque ose publiquement s’elever contre le
negationnisme de ses ancetres.

Armenia must walk out of the negotiations within the OSCE Minsk
Group to be able to draw the international community’s attention to
the Nagorno-Karabakh problem, Narek Galstyan, Chairman of the Social
Democrat Hunchakian Party (SDHP), told Tert.am.

“It is clear that the OSCE Minsk Group has lost control of the
situation. The August events, downing of the helicopter and the acts
of sabotage this January, when we lost four human lives, show that
the negotiation process has expired. I think the OSCE Minsk Group
should reconsider the process. The only thing that can make it is
Armenia’s walking out of the negotiations for a certain period and
demanding that the co-chairing states exert pressure on official Baku,”
Mr Galstyan said.

“Since each soldier’s life is of great value to the Armenian people,
Armenia must walk out of the negotiations and thus urge the Minsk
Group to take actions.”

As to whether the SDHP sees a settlement of the Nagorno-Karabakh
problem within another international structure or proposes secession
from the Collective Security Treaty Organization (CSTO), with later
re-accession, Mr Galstyan said:

“Launching negotiations within another structure is risky because we
should understand whether such a structure would be acceptable to
Armenia and Nagorno-Karabakh. Legally, Artsakh must be involved in
the negotiations, which was the case in the past. But the problem is
that one more demand must be presented to OSCE Minsk Group. At this
moment the Minsk Group is not carrying out the mission it pledged to
carry out – a peace process. They either cannot or do not want press
official Baku into putting an end to border tension. By continuing
the negotiations we legalize such activities.”

A protest action was organized in front of the Russian Embassy in
Armenia on January 13 over the latest vicious murder of a family in
Gyumri by a Russian serviceman. The protesters demanded withdrawal
of the Russian military base from the territory of Armenia.

Besides, they urge President of Russia Vladimir Putin to officially
apologize to the Armenian people. The protester demand that the
criminal case is transferred to the Armenian law-enforcement to ensure
impartial inquiry into the incident.

As was reported earlier, a family of 6 persons was viciously murdered
in Gyumri. On Jan 12 in Gyumri, soldier of the 102nd military base
in Gyumri V. Permyakov left his post.

He penetrated into the house of Avetisyans and shot all the 6 members
of the family dead. Only their 6-month-old baby has survived. The
soldier left his uniform and gun on the spot. He escaped wearing
casual clothing. After a day-long search, he was detained on the
border with Turkey by the frontier guards. Permyakov has already
admitted to the murder.

In accordance with the Armenian legislation, if found guilty,
Russian serviceman Valery Permyakov, who has murdered a family of
six in Gyumri, may face 12- 20 years in jail or life imprisonment,
Marianna Yeghiazaryan, a well-known lawyer in Armenia, has told
ArmInfo’s correspondent.

She says that if the Russian court considers the case, the suspect
may face 8-20 years in jail or life imprisonment under Article 105 of
the Russian Criminal Code. She says that in the cases when a citizen
of a country commits a crime in another country, the Armenian-Russian
agreement on jurisdiction and mutual legal support is applied. Under
the agreement, the parties also cooperate on issues of extradition. In
this context, the lawyer stressed that in any case the concerned party
is to apply in the written form within a certain period of time to
the relevant bodies of the country, where the crime has been committed.

“That is to say, the Russian party has the right to apply to the
relevant bodies of Armenia to receive materials of investigation,
however, the Armenian party has the right to deny the access to
the materials, because this may damage the country’s security and
sovereignty”, she says.

The lawyer points out that at the initial stage the two countries’
prosecutors’ offices should handle the Permyakov case. She says that
according to the Agreement on military cooperation and legal support
in cases related to dislocation of the Russian military base in
the Republic of Armenia, if the criminal is a military serviceman,
he is to be transferred to Russia. “However, it is a controversial
standard, because Armenia can transfer him not at once, i.e. it can
launch pretrial investigation”, she says.

On January 13, Deputy Head of Armenian Police Hunan Poghosyan said
that the Russian serviceman admitted to the murder of the Avetisyans’
family in Gyumri. Poghosyan added that Permyakov stays in the
territory of the Russian military base. He also pointed out that
Russia is inclined to submit the criminal case for investigation of
the Armenian law-enforcement agencies.

As was reported earlier, on Jan 12 in Gyumri, Permyakov left his post.

L’annee la plus attendue est devant nous. Les Armeniens a travers
le monde vont se reunir pour commemorer le 100e anniversaire du
genocide armenien.

Mais au-dela de la commemoration, le centenaire du genocide armenien
doit devenir le point tournant, au cours duquel, nous, les Armeniens,
toute la nation armenienne, a l’unisson, ne vont pas simplement
exiger la reconnaissance du genocide, mais tout le reste qui suit
cette declaration de verite : la justice sous la forme de reparation
et de restitution.

La Turquie continue de nier le genocide et ne parvient pas a assumer
sa responsabilite pour les actions horribles de ses predecesseurs
ottomans, les Armeniens, en particulier le gouvernement de la
Republique d’Armenie, doivent etre fermes dans leurs convictions
et ne pas tomber en proie aux caprices de ceux pour pour qui la
reconnaissance du genocide armenien n’est pas benefique.

La Turquie mène ce pack, qui comprend egalement les gouvernements
des Etats-Unis, la Grande-Bretagne et d’autres, qui intensifient
leurs efforts pour modifier la verite et de tirer un “nouveau cours”
pour la discussion du genocide armenien.

Nous avons assiste, au cours des derniers mois, a une augmentation dans
les rapports officiels, des analyses academiques et des evaluations
d’experts qui tentent de, d’abord et avant tout, de dessiner un
fosse entre les aspirations des Armeniens vivant en Armenie et ceux
qui vivent dans la diaspora. Cette tendance dangereuse, qui pretend
que seuls les Armeniens de la diaspora sont a la recherche de la
reconnaissance du genocide armenien, tandis que ceux en Armenie sont
soucieux d’un dialogue, vise a creer une diversion et joue dans la
campagne de peur par la Turquie, qui, malgre son comportement comme
adversaire envers ses allies de l’OTAN, continue d’influer sur la
politique et la poursuite de la negation du genocide.

La première etape doit venir du gouvernement armenien, qui a ete
silencieux face au recent rapport de l’Office britannique des Affaires
etrangères au sujet de la diaspora armenienne, qui a cherche a saper
l’activisme politique des Armeniens de la diaspora et a faussement
affirme que les Armeniens en tant que Nation ne poursuivent pas les
memes aspirations. Le ministère des Affaires etrangères d’Armenie
(et peut-etre le ministère de la diaspora) devrait emettre une forte
reprimande face a cette mauvaise interpretation, d’autant plus que les
representants du gouvernement armenien elèvent toujours la diaspora
comme l’un des piliers essentiels de la survie de l’Armenie.

Ensuite, il y a un autre element qui met du carburant sur la
perspective negationniste : Les Armeniens qui croient que cette lutte
d’un siècle a suivi son cours et que nos efforts nationaux doivent
etre mis en avant pour l’amelioration de l’Armenie. Ceux qui luttent
pour la reconnaissance du genocide, ces elements actifs, devraient
concentrer leurs efforts a lutter contre l’injustice en Armenie. C’est
un concept tordu, car la lutte contre l’injustice est un principe
universel et rien ne l’emporte l’un sur l’autre. Ces >
des jours modernes devraient realiser que la recherche de la justice
pour le genocide armenien, ne les a pas transformes en de fervents
defenseurs de la justice dans la sphère socio-economique et politique
en Armenie. Personne n’a dit que la lutte pour la justice etait facile
ou commode. Maintenant, plus que jamais, avec le deperissement de la
generation de survivant, les Armeniens doivent elever la cause, sinon
nous allons realiser les souhaits de la Turquie et faire progresser
leur politique de refus a tout prix.

Comme la date la plus attendue est devant nous, nous devons abandonner
la rhetorique et veritablement nous reunir en tant que nation pour
lutter contre cette injustice historique, parce que le bon combat
pour une patrie independante, libre et unifiee qui nous rendra plus
forts en tant que nation et nous propulsera vers un avenir plus grand .

Une eglise catholique armenienne dans la plus grande ville de Syrie,
Alep, a ete en partie detruite par des bombardements de rebelles
islamistes. Une attaque qu’a largement condamne le gouvernement
armenien.

L’eglise Saint Rita aurait ete frappee par des obus de mortier
vendredi. Des medias pro-gouvernementaux syriens ainsi que des
Armeniens locaux ont dit que l’eglise a ete visee par l’une
des milices islamistes de defense des unites de l’armee syrienne
fidèles au president Bachar Al-Assad. Personne n’a ete blesse dans
le bombardement. Selon eux, personne n’a ete blesse.

Des photographies postees par AlMasdarnews.com montrent des trous
beants sur le toit et les murs, ainsi que des gravats de l’eglise
eparpilles autour de son autel. Le service de presse arabe a affirme
que les rebelles ont egalement bombarde les quartiers environnants.

L’eglise endommagee se trouve au sommet des puits d’eau utilises
par les Armeniens syriens et d’autres chretiens de la ville ravagee
par la guerre. La guerre civile qui se poursuit en Syrie a laisse de
nombreuses regions d’Alep sans eau courante.

Zarmig Boghigian, l’editeur du magazine armenien d’Alep Gandzasar,
a accuse les > de cibler deliberement des
civils et des eglises. “Cette zone n’est pas une ligne de front”,
a soutenu Boghigian dans un entretien telephonique avec le service
armenien de RFE / RL (Azatutyun.am).

L’Armenie a reagi samedi. “La communaute internationale doit redoubler
d’efforts pour prevenir ces crimes contre la population civile, les
minorites et les sanctuaires”, a declare Tigran Balayan, porte-parole
du ministère des Affaires etrangères armenien dans un communique.

PROFANATION DE LA STELE DE MANOUCHIAN

Les deux militants d’extreme droite, auteurs de la profanation du
monument dedie au resistant armenien en septembre 2014 a Marseille,
ont seulement ecope de 100 heures de travail d’interet general chacun
au Tribunal Correctionnel de Marseille

Les deux prevenus ont pousse un ouf de soulagement lorsque la
presidente du tribunal a prononce le verdict. Ils retrouvaient le
sourire après avoir frôle la porte de la prison.

Le 6 septembre 2014, ce duo de nazillons, sympathisants du MPNA
(Mouvement Populaire Nouvelle Aurore), groupuscule d’Extreme Droite
raciste, xenophobe et violent, avait avec un groupe de dix militants
recouvert d’un drap le buste de Missak Manouchian et l’avait aussi
souille. Comme si la gravite de leur acte ne suffisait pas, ces
faschistes avaient tourne un film et l’avaient mis en ligne sur You
Tube. Ils s’etaient aussi vante de leur action sur Facebook. A ecouter
leurs explications a la barre du tribunal, ces deux individus ne
sont presque pas responsables du deroulement des faits qui leur sont
reprochès. Ils se trouvaient sur les lieux presque par hasard et ne
connaissaient quasiment personne. Ils estimaient sur le blog du MPNA
“leur action legale et pensent qu’ils n’ont pas commis de profanation
mais une action pacifique ! …”

Avocat de l’association “Resister aujourd’hui”, Maître Lhote estimait
dans sa plaidoierie que ce procès a une dimension particulière, avec
l’actualite recente. “Les discours de l’Extreme Droite distribuent
des passeports pour la haine sur les sites internet”. Maître Lhote
citait dans une plaidoierie emouvante les vers de “l’Affiche Rouge”,
le celèbre poème d’Aragon.

Avocat de la JAF, Maître Davitian precisait que la Communaute
Armenienne ne pouvait pas ainsi accepter les excuses de ces sinistres
individus. “La profanation est prouvee. L’ignorance n’est pas une
excuse. Il faut proteger la memoire des morts. Missak Manouchian qui
est mort pour La France est un symbole très fort pour les Armeniens.”

Alors que l’on pouvait s’attendre a un requisitoire sevère du
Procureur, celui ci soulignait que “l’infraction avait ete constatee.

Ce procès est celui de la betise qui fait peur. Les deux prevenus n’ont
pas chacun une pensee construite et ont suivi betement les actes des
participants a cette profanation.” Le Procureur reclamait comme la
Presidente du Tribunal, des peines de travail d’interet general. Elle
etait suivi dans son requisitoire par les trois juges. Une peine
plutôt clemente devant la gravite des faits, alors que l’un des deux
prevenus avait ete deja condamne pour apologie de la haine raciale.

In 2014, the Armenian Armed Forces and the NKR Defense Army have
tallied 46 deaths of soldiers as a result of 42 registered incidents,
an increase of 15 deaths from 2013, reported the Helsinki Citizens’
Assembly Vanadzor office .

The human rights defenders have noted that 26 of the 45 registered
deaths in 2014 have occurred due to ceasefire violations, 6 due to
accidents, 4 murders (2 intentional murders, 2 violations of firearm
regulations), 3 due to violations of military regulations, 3 due to
health issues and inadequate health care, 3 suicides (according to
criminal case qualifications), and 1 due to violations of firearm
regulations.

Turkey sees unprecedented division, conflicts under AK Party rule

The Justice and Development Party (AK Party) government, which came to
power in 2002 with an all-embracing and pro-democracy discourse vowing
to respect society’s diversity, has, after its 12-year-old rule, ended
up being one of the most divisive and polarizing governments in the
history of the Turkish Republic, something that could be seen clearly
in the conflicts among various groups and even members of the same
family in the country.

The divisions in the society, fomented by the AK Party government and
its former leader and current President Recep Tayyip ErdoÄ?an, became
more visible following the Gezi Park protests in summer 2013 and graft
probes that became public in December 2013.

The Gezi Park protests began on May 28, 2013 initially to oppose the
urban development plan for İstanbul’s Gezi Park. The protests were
sparked by outrage when the protesters conducting a sit-in in the park
were violently forced out by riot police. Subsequently, supporting
protests and clashes took place across Turkey protesting plenty of
other concerns. The protests quickly spread to the whole country and
evolved into anti-government protests.

Back then, ErdoÄ?an, who was then prime minister, refused to ease the
tensions. Describing the protestors as `looters,’ ErdoÄ?an said he was
having a difficult time of keeping 50 percent of society, i.e., his
voter base, in their homes. He also tried to stigmatize the protestors
on many occasions.

One incident was frequently referred to by ErdoÄ?an in an attempt to
portray the protesters as being hooligans. It was claimed that an
attack on a headscarved woman happened in KabataÃ…? on June 1, 2013
during the protests. However, video footage released of the Gezi Park
protests refuted this claim.

In another attempt to stigmatize the Gezi protestors, ErdoÄ?an had also
accused them of drinking alcohol in a mosque. The mosque story was
also later found to be untrue, thereby damaging ErdoÄ?an’s credibility.
In leaked video footage, the demonstrators who sought refuge in a
mosque appeared to have sustained injuries and were wounded. The imam
of the mosque apparently opened the doors of the mosque to those
running away from the police seeking refuge.

Following the Dec. 17 and 25 graft probes’ going public in 2013, in
which some government-affiliated figures were implicated, ErdoÄ?an, who
described the probes as a `coup attempt’ against his government,
referred to those asking for an investigation of the corruption claims
as the `others.’

Conflict among the religious

Turkey is used to seeing conflicts between its religious and secular
circles; however, for the first time in the country’s history, a
conflict has emerged among religious groups in the society based on
their perception of the graft allegations.

The AK Party government, which received the support of the faith-based
Hizmet movement for years, launched a battle against it following the
Dec.17 incidents, accusing the movement of establishing a parallel
state within the state and masterminding the corruption probes.

On many occasions, ErdoÄ?an has used derogatory remarks for the
followers of the Hizmet movement such as `virus,’ `hashashin,’ `gang,’
etc. The hatred fomented by the government in society also had
repercussions among society’s members and relations between members of
the same family or relatives have been damaged.

Journalists, academics divided

The Gezi Park protests and Dec. 17 graft probe led to fragmentation
among journalists and academics who used to support the AK Party
government until the beginning of the party’s third term in power,
which began in 2011.

Journalists who did not agree with the government labels for the Gezi
Park protests and the graft probes as `attempted coups’ were sacked
from pro-government media outlets. For instance, Yeni Ã…?afak writers
Murat MenteÅ?, IÅ?ın Eliçin, Murat Aksoy, KürÅ?at Bumin and Süleyman
Gündüz left their jobs at the paper due to a disagreement with the
paper’s publication policy to refer to Gezi Park protests and graft
probes as a `coup attempt.’

Columnists Mustafa Akyol and Sedat Laçiner from the pro-government
Star daily shared the same fate, while columnists such as Gülay
Göktürk, Ahmet TaÅ?getiren, Etyen Mahçupyan, Leyla İpekçi and Atilla
Yayla, who used to write for the Zaman and Bugün newspapers, which are
affiliated with the Hizmet movement, left these papers and were
immediately employed by pro-government dailies Sabah, Star, AkÃ…?am and
Yeni Ã…?afak.

Dozens of other journalists have lost their jobs due to their
criticism of the government.

Young Civilians split up

Even the anti-militarist, anti-coup civil society group Young
Civilians (Genç Siviller) saw division in its ranks following the
graft probe’s going public. Turgay OÄ?ur and Yıldıray OÄ?ur, two
brothers who are among the group’s founders, fell into opposite camps.
While Yıldıray, along with activists Ceren Kenar and Erkan Å?en, chose
to take sides with the AK Party government, Turgay, along with
activists Fatih Demirci and Nurcan ÇalıÅ?kan, refused to back the
government’s anti-democratic actions, and they cut their ties with the
group.

Commenting on his departure from the Young Civilians, Turgay OÄ?ur said
during an interview with the Radikal daily: `I made efforts for the
Young Civilians for years. I made many sacrifices. Including the job I
do today to make a living, I have not had any financial gain for being
a part of this group. To the contrary, I was seen as a little bit
dangerous. Despite this, I took my jacket and left the Young
Civilians. On Dec. 17, I understood that everyone is an enemy of the
Hizmet movement. People I thought were very close wrote on social
media mockingly that the Young Civilians’ pro-Hizmet wing had been
eliminated.’

Armenians divided, too

The polarization in society has also hit Turkish-Armenians. Following
the Dec.17 graft probe, Turkish-Armenian columnist Etyen Mahçupyan
parted ways with the Zaman daily for which he wrote for years and
began to write for the pro-government AkÃ…?am daily. With another
Turkish-Armenian writer, Markar Esayan, who began to write for the
pro-government Yeni Å?afak daily, Mahçupyan took part with those who
claimed that the Dec.17 probe was a `coup attempt’ against the
government.

Mahçupyan even became an advisor of Prime Minister Ahmet DavutoÄ?lu who
was appointed to the helm of the AK Party following ErdoÄ?an’s election
to the presidency last summer. Yet, another well-known
Turkish-Armenian writer Hayko BaÄ?dat, who writes for the Taraf daily,
continued to direct criticism at the AK Party on many occasions.

Carrot and sticks used for business world

The business world also received its share from the polarized
atmosphere in the country. It is no secret that business organizations
that comply with government policies are given privileges in public
tenders, while there is discrimination against companies and
businessmen who criticize government acts.

The government has not denied the existence of documents showing that
it profiled companies that are members of the Turkish Confederation of
Businessmen and Industrialists (TUSKON), which is affiliated with the
Hizmet movement.

There is a boycott under way against these companies. Moreover, the
government is trying to discourage members of the confederation from
engaging in commercial activities through frequent inspections.

The Turkish Industrialists and Businessmen’s Association (TÃ`SİAD) was
also placed on the government’s target list after TÃ`SİAD President
Haluk Dinçer expressed in a recent newspaper interview his
disagreement with a number of government policies. He said he does not
see any `parallel structure’ within the state, as is asserted by
pro-government circles, that there is no impartial and independent
judiciary in Turkey and that TÃ`SİAD does not believe that the Gezi
