A New York, Garen Nazarian, le representant de l’Armenie a l’ONU
a signe avec son homologue de la Grenade, Desima Williams, une
declaration commune portant sur la volonte de mise en place de
relations diplomatiques entre les deux pays. La Grenade -ou Grenada en
anglais- est un pays des Antilles situe au nord de Trinite-et-Tobago,
a 200 km au nord du Venezuela. D’une superficie de 350 km², cette la
Grenade avec Saint-Georges pour capitale, compte une peu plus de 108
000. La Grenade est membre de l’ONU depuis 1974. Ainsi après Kiribati,
la Grenade est le second pays “exotique” avec lequel l’Armenie noue
des relations diplomatiques. Avec sans doute une volonte affichee de
la diplomatie armenienne d’avoir des allies lors des resolutions a
l’ONU ainsi qu’auprès d’autres organisations internationales.

Le Premier ministre Tigran Sarkissian a declare jeudi que le fisc
armenien a atteint ses objectifs de recettes lors du premier trimestre
de cette annee en depit de ses doutes concernant la realisation du
budget de l’Etat pour l’annee 2012.

M. Sarkissian a indique a l’occasion de la session hebdomadaire de
son cabinet, que le Comite national des impôts (SRC) a recueilli 177
milliards de drams (454 millions de dollars) de taxes, de droits de
douane et les paiements de securite sociale, soit une augmentation
d’annee de près de 4,5 pour cent par rapport a l’annee dernière.

“Ainsi, le programme [budgetaire] est mis en ~uvre dans son
integralite et je suis confiant dans dans l’idee que nous pourrons
suivre ce rythme jusqu’a la fin de l’annee”, at-il dit.

Les ambitions du budget pour 2012 prevoient une hausse de 13 pour cent
des recettes fiscales, soit un total de 874,4 milliards de drams. Cet
objectif est essentiel pour la reussite des plans du gouvernement
visant a accroître les depenses publiques de 4 pour cent et, en meme
temps reduire le deficit budgetaire a un niveau equivalent a 3,1 pour
cent du PIB.

Gagik Khachatrian, chef du SRC, avait decrit a maintes reprises ce
objectif de recettes comme irrealiste a la fin de l’annee dernière. Le
Premier ministre, Serge Sarkissian et Vache Gabrielian ministre des
Finances ministre avaient rejete les objections Khachatrian.

Sarkissian a declare aux ministres avoir fait connaître les donnees
de Janvier-Mars relatives au recouvrement de l’impôt, car ” il etait
preoccupe par l’execution du budget.”

Les objectifs budgetaires ont ete fondes sur l’hypothèse que l’economie
armenienne devait croître de 4,2 pour cent cette annee. Le Fonds
monetaire international avait estime la semaine dernière que la
croissance economique atteindrait les 3,8 pour cent.

Lors d’une conference de presse le 4 avril a Erevan, Roupen Tovmassian
le Premier secretaire du Parti Communiste d’Armenie a confie que son
organisation politique s’appretait a sillonner toutes les regions
d’Armenie pour y rencontre le peuple et d’expliquer son programme
en vue des prochaines echeances electorales. Selon R. Tovmassian,
des milliers de personnes ont participe sur internet aux activites
liees au Parti Communistes d’Armenie qui recueillerait d’après
ses dirigeants 11 % des voix de l’electorat armenien. ” L’ideologie
socialiste est immortelle, le pays doit retourner au travailleur et le
paysan ne doit pas etre prisonnier de sa terre. Le peuple est fatigue
de la situation actuelle en Armenie ” affirme Roupen Tovmassian. Il
revela egalement les deux slogans de son parti a savoir ” retournez
au peuple le pouvoir et la richesse ” et ” la victoire des Communistes
est celle du peuple “. Des slogans que l’on croyait disparus a jamais
avec la fin de l’Armenie sovietique…

Secretary Clinton Reaffirms US Assistance Focus On Javakhk

SECRETARY CLINTON REAFFIRMS US ASSISTANCE FOCUS ON JAVAKHK

WASHINGTON-In response to a direct written question from Representative
Brad Sherman (D-Calif.), Secretary of State Hillary Clinton officially
reaffirmed the Obama Administration’s focus of “significant assistance
resources toward programs that benefit the Samstke-Javakheti region of
Georgia,” reported the Armenian National Committee of America (ANCA).

Rep. Brad Sherman The Secretary’s written statement came in response to
a formal “Questions for the Record” submitted by Representative Sherman
during her Feb. 29, 2012 appearance before the House Committee on
Foreign Affairs. In her answer, Secretary Clinton noted that the U.S.

government, through the Millennium Challenge Corporation, had
“rehabilitated approximately 222 kilometers of a main road linking
Tbilisi with Samtskhe-Javakheti to foster economic development in
the region through increasing exports of agricultural products.” She
also listed priority areas for continued U.S. assistance, including
cattle farming, trout farming, potato production, dairy processing,
feed production and beekeeping, as well as support for private sector
development via the promotion of small- and medium-sized enterprises
in the tourism sector.

“We appreciate Congressman Sherman’s principled leadership in
supporting the economic welfare of Javakhk and welcome the Secretary’s
reassurance that the Obama Administration places a priority on aid
programs to this historically Armenian-populated region,” said Aram
Hamparian, Executive Director of the ANCA. “We will continue to work
with Congress and the Administration to support the targeting of 10%
of U.S. assistance to Georgia to the Javakhk.”

During a March 23rd House Foreign Affairs Committee hearing, Rep.
Sherman questioned US Agency for International Development (USAID)
Administrator Rajiv Shah about the need for targeted U.S. assistance
to the population in Javakhk. USAID Director Shah noted that “On
Georgia, and specifically the Samtskhe-Javakheti region, that you were
referring to, we have been working with specific programs that deal
with agricultural modernization, social development, maternal health
and certain health and infrastructure efforts as well as support for
civil society groups. We have increasingly tried to do that work in
consultation with Armenian American communities and with an eye toward
launching specific public-private partnerships with those communities.”

Economic Development of Javakhk an ANCA Priority

The ANCA places a high priority on the economic development of
Javakhk, as reflected in the testimony submitted by Government Affairs
Director Kate Nahapetian for the March 30, 2012 hearing of the House
Appropriations Subcommittee on State, Foreign Operations, and Related
Programs. In remarks to the panel, Nahapetian called for 10% of U.S.

assistance to Georgia to be targeted to the Samtskhe-Javakheti region:

“Over the past decade, USAID and the Millennium Challenge Corporation
have expanded their presence in Samtskhe-Javakheti (SJ), a historically
Armenian populated region in the Republic of Georgia, in an effort
to address core humanitarian and economic difficulties that face the
population. However, with unemployment and under-employment in the
region over 20% according to official sources, and over 40% based
upon our on-the-ground assessment of the living conditions of the
population, much more needs to be done to bring about a measurable
reduction in poverty and to create a strong foundation for economic
development in the region.”

“Over the past several months, Armenian Americans have reached out
to USAID to identify ways to leverage existing U.S. aid programs in
the region and explore public-private partnership opportunities in
an effort to incentivize private investment and minimize political
and economic risk for investors in the Samtskhe-Javakheti region.”

“These efforts have been welcomed by the Georgian Ambassador to the
U.S., His Excellency Temuri Yakobashvili, who has stated that “The
Embassy of Georgia, in support of our government’s material commitment
to economic development for our citizens in the Samtskhe-Javakheti
region and throughout all of our Republic, looks forward to working
with our friends in the U.S. Congress and the Administration and with
all American civil society stakeholders-including, of course, with
the Armenian American community-in encouraging the targeting of U.S.
assistance to meet Samtskhe-Javakheti’s urgent job-creation,
infrastructure, technical, and humanitarian needs.”

“In anticipation of future expanded cooperation, the ANCA urges that
at least 10% of a robust U.S. assistance package to the Republic of
Georgia be targeted to the Samtskhe-Javakheti region to support much
needed job-creation and poverty reduction programs in the area.”

In Sept. 2011, ANCA Chairman Ken Hachikian and Communications Director
Elizabeth Chouldjian travelled to Javakhk and Tbilisi, Georgia, and
held a series of meetings with local non-government organization
leaders as well as high-level meetings with Georgian government
officials, to identify ways to address the concerns of the Armenian
population in the Javakhk.

That dialogue continued in Washington, DC, in January of this year,
when Hachikian met with Georgian Ambassador to the U.S. Temuri
Yakobashvili to explore ways to expand the Georgian-Armenian
partnership to include broader direct Georgian and Armenian
investments and also increased U.S. assistance to promote
job-creation in the region. Following the meeting, Ambassador
Yakobashvili had noted that “The Embassy of Georgia-in support of
our government’s material commitment to economic development for
our citizens in the Samtskhe-Javakheti region and throughout all
of our Republic-looks forward to working with our friends in the
U.S. Congress and the Administration and with all American civil
society stakeholders-including, of course, with the Armenian American
community-in encouraging the targeting of U.S. assistance to meet
Samtskhe-Javakheti’s urgent job-creation, infrastructure, technical,
and humanitarian needs.”

The ANCA has worked closely with Rep. Sherman, Rep. Adam Schiff
(D-Calif.), Rep. Howard Berman (D-Calif.), and other House members as
well as USAID representatives to raise awareness about the challenges
facing the population of Javakhk and identify avenues for the U.S.

government to partner with the Armenian Diaspora.

Last month, Rep. Sherman was among over 30 House members who cosigned
a Congressional letter spearheaded by Congressional Armenian Caucus
Co-Chair Frank Pallone (D-N.J.) and addressed to House Appropriations
Subcommittee on Foreign Operations Chairwoman Kay Granger (R-Texas)
and Ranking Democrat Nita Lowey (D-N.Y.) urging 10 percent of U.S.

assistance to Georgia in FY2013 to be targeted toward job creation
efforts in Javakhk.

The full text of the Sherman-Clinton exchange on Javakhk is provided
below.

(Congressman Brad Sherman): I request that our aid programs in Georgia,
while supporting development throughout the entire country, focus on
the relatively impoverished and under-developed Javakh region in the
south of Georgia. We should provide a robust U.S. aid package for
Georgia that includes targeted assistance to the Javakh region.

Do you support U.S. aid to the Javakh region of Georgia?

Answer (Secretary Hillary Clinton): The United States has, and
continues to focus significant assistance resources toward programs
that benefit the Samstke-Javakheti region of Georgia. By far, the
largest U.S. Government investment has been the over $200 million
Millennium Challenge Corporation (MCC) effort that rehabilitated
approximately 222 kilometers of a main road linking Tbilisi with
Samtskhe-Javakheti to foster economic development in the region
through increasing exports of agricultural products.

Other efforts in the bilateral budget are leveraging the MCC
investment, including agriculture development efforts, which have
supported various activities including cattle farming, trout farming,
potato production, dairy processing, feed production and beekeeping.

We are supporting private sector development by promoting development
of small- and medium-sized enterprises in the tourism sector,
increasing the access to long-term finance, and broadening business
training opportunities.

Our programs also target social sector and democratic development.

U.S. assistance rehabilitated three public hospitals in the region,
and a new primary education project includes teaching Georgian language
in schools in Samtskhe-Javakheti to improve the children’s ability
to participate in the Georgian economy and political life.

U.S. democracy programs are focused on empowering people and
organizations to debate and resolve issues and increasing active
citizen participation in the electoral process, both of which are
integral to building a cohesive multi-ethnic nation.

Armenians Karekin II received Foreign Minister of Cyprus Erato
Kozakou-Marcoullis, press service of the Mother See of Holy Etchmiadzin

At the meeting His Holiness pointed out the bilateral friendly
relations between Armenia and Cyprus, adding that the centuries-long
ties and historical presence of the Armenian community in Cyprus
play here an important role. The Catholicos also highlighted the
coopration of Armenia and Cyprus in international structures for the
good of the two peoples.

In this context Karekin II expressed gratitude to the government of
Cyprus for the constant attention paid to spiritual and national life

Merkel May Address The Issue Of Genocide Of Armenians And Assyrians

German Chancellor Angela Merkel may address the issue of the genocide
of Armenians and Assyrians. Merkel intends to learn about the urgent
issues concerning citizens through the proposals to be presented in
her official website within the frames of the initiative exceptional
for Germany “Dialogue of Future”.

In the part “How we want to live jointly?” among about 6 000 proposals,
the proposal developed by the author and music methodology associate
professor Norbert Fol is in the first place according to the present
results. The proposal is titled “A law against denying the genocide
of Armenians and Assyrians”. There proposal has been voted for by
about 140 000 people.

Norbert Fol has said in his talk with our colleague Alla Serobyan:
“I am a descendent of a deportee family and I know what slaughter
and deportation mean. The denial of the genocide is perceived by
its victims as a continuation of that genocide. Frankly, I didn’t
expect the proposal would be supported by so many. If I succeed to
continue clarifying the matter, then the people who take the memory
of the Holocaust seriously in our country will take our side. As to
Mrs Merkel’s response, she usually doesn’t address complex topics
and waits. Of course, I want her to accept the proposal: it will
be democracy”.

Presenting the proposals and voting will last till April 15 after which
the authors of the 10 proposals which received the most votes, as well
as the 10 succeeded proposals chosen by corresponding independent
experts will be invited to the chancellor’s office to discuss their
ideas with Merkel.

GRAY WOLVES ACT AGAINST FRENCH ARMENIANS IN COOPERATION WITH THE TURKISH SECRET SERVICES AND GOVERNMENT

The news published lately in French press once again proved that
the demonstrations held against the bill criminalizing the denial
of the Armenian Genocide in France were not self-existing. One of
the leading weeklies “Le Point” e-Journal published the report of the
Main Directorate of France’s Internal Intelligence, according to which
the demonstration involving thousands of people against the Armenian
Genocide denial criminalization bill was organized under the name of
the Turkish Federation of France”is not a federation”, but in fact
it’s a cover for the nationalist “Gray Wolves” organization.

“People came to participate in the demonstration from Belgium, …

other European countries, about 25 000 people, dangerous, well-armed
and well-organised”.

According to the Main Directorate of France’s Internal Intelligence
such organizations also participated in the demonstrations as
“Anatolia” cultural centre, “Radio Mit” or “The Union of Ataturk’s
Ideas” and the “Talaat Pasha” committee. The 19-page report says that
the organizations which participated in the demonstration in January,
act by the guidance of the Turkish intelligence, which is coordinated
by the Turkish government.

“We know there is an agreement among secret services, the military,
the Turkish government and “Gray Wolves” over the Armenian issue.

This is the only issue, over which it is possible to come to an
agreement so as to make us weaker. They are trying to create an
atmosphere of fear: they are following, sending messages.

“The danger is that we have political weight in France today,
they are trying to counterbalance. It is very dangerous since they
have a Turkish state, we have the resources of the Armenian community
in France, which is impossible to compare,” the representative of
the ARF-D Central Committee in Western Europe Murad Papazian said.

It is also stated in the report that the Turkish community in
France gets financing from other countries and very often from
the Turkish state and is a serious threat for the French people
particularly for the Armenians in France.

To note, Turkey has already taken steps to declare the publications
false. The Turkish Embassy in France has circulated a statement,
which says that according to their data, there was no such a report.

The Main Directorate of France’s Internal Intelligence didn’t give
any official comment on this.

The special report submitted to the prime minister in the 1990s
was already officially published in Turkey, in which the attacks
and attempted murders against the France-based Armenian public,
political figures, national, cultural institutions in the 1980s were
thoroughly presented. Those attacks and attempted murders were carried
out by elements formed by nationalistic groups and having acted in
the Turkish secret service system not officially.

Their leader was Abdullah Chatli who played a role of a “bridge”
in the system of the Turkish secret structures “Mafia”. His mysterious
death has an inner political influence in Turkey till today.

Murad Papazyan remembers well those days when the buildings of
youth unions, a radio station and other buildings, as well as the
memorial to the Armenian Genocide in Artforville were bombed. Moreover,
his father Hanry Papazyan who was an ARF-D Bureau member on those days
remained alive on May 1, 1984 only by chance. The explosive attached
to his car didn’t explode as there was something wrong with it.

These are facts, which are already officially being published
in Turkey. The book titled “A Secret Story of the Turkish Security
Structure” is one of the examples, the author of which Tuncay Ozkan
has been in prison for already two years.

YEREVAN. – The officers of Mashtots Police Department prevented the
suicide attempt of a 15-year-old girl on Tuesday, the press service
of the Police informed Armenian News-NEWS.am.

Ashot Mnatsakanyan, the director of Zatik Care Center told Armenian
News-NEWS.am that on Tuesday evening 15-year-old A.S. left the Yerevan
city downtown and went to Kievyan Bridge attempting to commit suicide.

She was brought to Zatik Center 15 days ago in order to be taken
care of. According to medical documents, the girl has serious mental
problems, she has even been in a mental clinic for some time. She
lives in a village in Sevan region. She has a family but she always
complained from village life and wanted to live in the city. That is
why she fled from home and came to Yerevan.

Her parents had applied to the police.

As the director informed, several criminal cases were launched
concerning her, as she had also been raped.

According to Ashot Mnatsakanyan, the girl is trying to be in the
center of attention that is why she attempted suicide.

Today during the joint press conference with Cyprian Minister of
Foreign Affairs Armenian Minister of Foreign Affairs Edward Nalbandyan
was asked some questions by the journalists.

“After the decision by the French Constitutional Court about the bill
of the criminalization of Armenian Genocide Turkish and Azerbaijani
sides announced that it was the victory of speech freedom. How would
you comment on these announcements?”, Mr. Nalbandyan was asked.

“Both Turkey and Azerbaijan are on the last places by the media freedom
index and they are on the 162nd and 148th places by the speech freedom
index. And I do not think that such states have right to give lessons
to other countries and explain what media freedom means”.

The next question was again about Turkey. “Mr. Nalbandyan, there is
information for the last time that Sargsyan-Aliyev meeting will be
held by the initiative of Turkish Minister of Defense Ahmed Davutoglu
and US State Secretary Hilary Clinton. How this format acceptable
for the Armenian side?”

“USA is one of the co-chairing countries of the OSCE MG and it has
a constructive mediation in NK issue settlement process. But the
rumors about the possibility of Turkish mediation in the issue are
just nonsense”.
