YEREVAN — “Let us believe in change!” seems like a strange campaign
slogan for a party that has dominated Armenia’s political landscape
since 2007 and whose leader, Serzh Sarkisian, has been president
since 2008.

But the incumbent president is leading his Republican Party (HHK)
into the May 6 legislative elections by promising “a completely new
Armenia” within a few years. And that “new Armenia,” Sarkisian says,
will begin with next month’s voting, which the government vows will
be substantially cleaner and more competitive than past efforts.

The opposition, too, is cautiously optimistic that this time around
the country will be able to produce a legislature that truly reflects
the political spectrum of society. The former president and leader
of the opposition Armenian National Congress, Levon Ter-Petrossian,
says the tide of both domestic and international opinion is pushing
Armenia toward greater democratization.

“Today the international environment has changed,” Ter-Petrossian
says. “The world would no longer put up with the kind of abuses
that were committed in Armenia in the past. The events in Arab
countries…have taught the world a lesson, and I’m sure the world
will be looking at our elections with totally different eyes.”

Ter-Petrossian is urging all Armenians to participate in the May
voting.

Closely Watched

The international community — and particularly the European Union —
is watching the current campaign intently, waiting to see if Armenia
can make a qualitative breakthrough in governance that could signal
the time is ripe for more intense engagement.

“The European Union will be watching very carefully what happens
in the Armenian elections,” says Michael Mann, the spokesman for EU
foreign-policy chief Catherine Ashton. “Obviously, depending upon what
happens, it really shows how seriously they are taking reforms in that
country and, of course, as far as the European Union is concerned,
the degree to which a country has reformed itself determines the sort
of relationship we have with that county.”

In addition, Yerevan-based political analyst Richard Giragosian says
the Armenian campaign kicks off a regional election cycle and could
thus become a bellwether.

“It has broader regional significance because it is within a framework
of a broader regional election cycle, in that we have elections coming
in Georgia and Azerbaijan,” Giragosian says. “In this sense, the
performance, the conduct, and the aftermath of the Armenian elections
will hold direct implications for both Georgia and Azerbaijan.”

Unifying Vote?

The current campaign comes very much under the political shadow of
the 2008 presidential election, which opposition candidates claim
fraudulently brought Sarkisian to power and which were followed by
demonstrations and clashes that left 10 people dead.

That crisis also left a deep divide between the government and
the opposition, which asserted it was effectively locked out of
the political process by the ruling party’s monopoly of state
institutions. This divide has contributed to the lack of progress
on key issues, including economic development, political, and legal
reform, and the dispute over Azerbaijan’s Nagorno-Karabakh region —
although Sarkisian has been praised internationally for his efforts
to reach out to his political opponents.

Although the current campaign is an important test for the government,
it has not gone off entirely smoothly so far. Independent candidate
Meruzhan Mkhoyan pulled out of the race after he was abducted from his
home on April 6 and beaten by a group of unknown assailants. Mkhoyan’s
supporters blame the attack on supporters of his HHK rival, Aleksan
Petrosian. Petrosian has denied all involvement.

Earlier this month, a bloc of four major political parties agreed
to form the joint Inter-Party Center for the Public Oversight
of Elections, which is intended to detect and prevent attempts
to illegally influence the voting, including the illegal use of
“administrative resources” by government officials.

The ruling Republican Party has refused to join the initiative and
countered with its own voluntary “code of conduct” for all parties
and candidates. Republican parliament member Davit Harutiunian tells
RFE/RL’s Armenian Service that the proposal is intended to create a
sense of “common responsibility” for the elections.

“The essence of the proposal was that all parties that will take part
in the election process voluntarily take certain responsibilities,”
Haratiunian says. “At some point, we all have to feel a common
responsibility for political processes and for political environment
that the country is in now. I am deeply convinced that everyone
shares the burden of responsibility be it the representatives of the
authorities or the opposition.”

Sore Spots

However, in what seems a sign of the lingering mistrust between the
authorities and the opposition, Armenian National Congress (HAK)
coordinator Levon Zurabian immediately rejected the ruling party’s
plan.

“The main organizer and perpetrator of vote falsifications in Armenia
is Serzh Sarkisian’s regime embodied by the Republican Party,
and naturally such initiatives by that force are unacceptable,”
Zurabian says.

Zurabian charges that, instead of engaging with the opposition, the
ruling Republican Party will continue to muddy the political waters.

“The authorities are very worried about the creation by the four
political forces of a joint coordinating center to fight against
fraud,” Zurabian says. “Now they will come up with one initiative
after another.”

Another issue that has caused concern as the campaigning has gotten
under way is the voting rolls. The government’s official tally shows
2,485,000 eligible voters, some 165,000 more than were on the rolls in
the 2007 elections. In the meantime, the October 2011 census showed
the country’s population at about 2,870,000, a decline of more than
400,000 people over the last decade.

President Sarkisian explains the expanded rolls by saying that many
Armenians living abroad have been added.

“Being absent from the country is not sufficient grounds from
removing people from the voter lists, and this is the reason why the
number of citizens on those lists is growing,” Sarkisian says. “But
being included on the list does necessarily not mean taking part
in elections.”

Political analist Zardusht Alizade plans to host an Armenian film
festival in Azerbaijan. The expert came up with the idea after a
failure of Armenian human rights activist Georgy Vanyan to host an
Azerbaijani film festival in Armenia, 1news reports.

Alizade has no doubts that the Azerbaijani film festival was ruined by
political forces struggling to keep status quo in the Nagorno-Karabakh
peace process, those who make profit from sales of weapons and
humanitarian aid. Solution of the Nagorno-Karabakh conflict needs
breaking stereotypes, art is the best way to do this, he believes.

Vestnik Kavkaza reported earlier that Gyumri was to host a festival
of Azerbaijani films, organized by Vanyan. But the local authorities
and the population protested. Gyumri Mayor Vardan Gukasyan and
parliamentary candidate Arman Saakyan were the main escalators of
protests, threatening to physically punish organizers of the film
festival.

of its new concert hall which will be the venue for this year’s
Eurovision Song Contest. The Crystal Hall in the capital Baku is now
ready to open its doors to pop-stars from forty-three countries next
month, reports Armenpress citing Euronews.

The multi-purpose indoor arena with a 23,000- seat capacity has
created a sense of pride in many Baku residents.

“It is not just a festival, it’s a grand occasion for the republic,”
said one local. “At last everyone will have heard of us and at last
they will be able to find Azerbaijan on the map. It’s great.”

But the oil rich nation is also internationally criticised for its
heavy-handed treatment of civil groups and the media. And one human
rights organisation sees the competition as a chance to promote change.

Human Rights Watch European and Asia Director, Hugh Williamson said:
“Last week we asked the EBU to approach the Azerbaijan government
directly, to see if there are any plans to release imprisoned
journalists before the Eurovision Song Contest and also to campaign
for more press and political freedom s in Azerbaijan.”

And within the country, opposition groups have condemned President
Ilham Aliyev and his government for trampling on people’s rights.

Forcible evictions and the demolition of homes, they say, have been
the price for the gleaming glass and steel building.

IAEA head Yukiya Amano is currently in Armenia to discuss issues
relating to the Armenian Nuclear Power Plant.

The issue became urgent not only for the expiry of the Armenian NPP
and security issues but also the Turkish and Azerbaijan efforts to
have the Armenian NPP closed.

Turkey and Azerbaijan with which Armenia has no diplomatic relations
insist on the closure of the Armenian NPP, referring to its location in
an active seismic area. At the same time, they are obviously pursuing
political goals.

First, the Armenian NPP meets the energy demand and ruins their
plans to blockade Armenia. Second, Armenia receives comparatively
cheap energy and has an economic benefit from the NPP. Third, the
presence of the NPP and the accessibility of nuclear technologies
increase the status and the geopolitical security of the country.

In this connection, Armenia insists that the Armenian NPP is not a
threat to the regional security. Recall, the U.S. and Russia, as well
as the IAEA directed quite many means to enhance the security of the
Armenian NPP. The latest tests prove it is safe.

During the next session of the government of Armenia, the issue on the
extension of term of exploitation of the NPP will be discussed. The
Ministry of energy has been instructed to work out a program by May
5 to extend the term. The justification for making this decision is
the following: based on energy security and independence of Armenia,
as well as considering the possible terms of construction (dates not
specified) of the new nuclear power.

The second energy bloc of the Armenian NPP received in 2011 the
license to be exploited by 10 years, however, the exploitation date
expires on September 1, 2016.

Armenia can’t find investors for the construction of the new NPP. Most
likely, the point is not about the economy, but politics. Will Armenia
be able to convince the super powers that the existence of the NPP
on its territory is of strategic importance? Or the Turkish lobbyists
have already worked with these powers.

What is Russia’s position on this issue? Despite the fact that Russia
promised to finance the ¼ of the total sum of the construction of the
new NPP, it is inventing political obstacles to find the resting sum.

It is comprehensible that if Armenia doesn’t have an NPP, it will
have to buy more gas from Russia.

The Armenian society is also not too keen on the fact that a few
dozen kilometers from the capital, a nuclear power plant is operating.

Everyone understands the risks, understands that no one can give an
absolute guarantee, but they also understand that the without the NPP,
Armenia will have hard times both in political and economic sense.

While Armenia’s Minister of Agriculture promises to improve the lot
of the country’s rural farmers, making it easier for them to sell
their produce, it appears that just the opposite is happening.

Yesterday, five residents of the Aghvanatoun village in Armavir,
tool 30,000 bunches of fresh tarragon to the Armenian customs house
of Bavra on the Georgian border. They planned to sell their produce
on the other side.

Armenian customs official kept the people waiting for several hours
due to alleged computer problems. Later that night, the officials told
the villagers that they had no directives pertaining to farm produced
“greens” and thus couldn’t let the stuff pass.

Dejected, the villagers had to reload the crates of tarragon and find
somewhere to dump it all. The greens had gone bad.

Today, those same villagers went to the Ararat Customs House to
complain. They were told to take their petition to the State Revenue
Committee.

Pavlik Misakyan, one of the tarragon merchants, told Hetq that he
lost 2 million AMD in just one day due to government ineptitude.

Misakyan said that no one at the State Revenue Committee could provide
specifics as to why the produce wasn’t allowed to cross the border
into Georgia.

Every day, Georgians cross into Armenia and buy large quantities of
tarragon from Armenian villagers at cheap prices. The Georgians then
take the produce back for resale.

The irked villagers then paid a visit to the Ministry of Agriculture
for some answers.

“A middle aged guy came out to see us, saying he was the deputy
minister,” says Pavlik.

The tarragon merchant says the official was just as indifferent
to their plight, arguing that the ministry had nothing to do with
foreign commerce.

Pavlik and the other villagers assured us that they had done their
homework before taking their produce to the border. That’s to say
they had all the necessary paperwork, or so they thought.

Pavlik said he owns 40 tarragon hothouses and employs 8 workers during
the growing season at a salary of 4,000 AMD daily.

“You would think that the government would be interested in supporting
farmers like me who invest loads of money and employ people,” he said.

“Why do they let the Georgians come to Armenia and buy our produce?

They should be defending us instead.”

Pavlik and fellow farmer Haykaz Haroutyunyan are quick to blame the
agriculture ministry, charging them with being all talk and no action.

The farmers are still waiting for some answers from the government.

Otherwise, they say they will go to the courts for compensation.

As compared with previous elections there are positive changes
especially in respect of equal coverage by television, member of
the Heritage party Anahit Bakhshyan, nominated in # 12 election
constituency told the reporters today.

“We have seen nothing extraordinary. Only the national security
service officials are thoroughly watching us but thanks’ God we have
not appeared in any story,” she said.

The Heritage member draw the attention to the circumstance that
everyone is speaking about distributed election bribes. “On the second
day of the campaign an alarm has been recorded about the distribution
of bribes. It was said that the Republican Party of Armenia (PAP)
is distributing 8 000 Armenian drams in Manandyan street and the
Prosperous Armenia Party distributes 13 000. There were going from
door to door, fixing names of people and taking passport data promising
something a day before the elections,” she said.

According to Anahit Bakhshyan, the PAP is distributing fertilizers
in villages and the Rule of Law party continues giving jams.

Anahit Bakhsyan promised a big money award to an author of a photo
picturing the persons giving and taking bribes. She said it will be
a proof for future.

Festival organized in the homonymic French Annecy city this year will
be launched June 4-9.Davit Sahakyants “Robert Sahakyants Production
” animation studio president stated that within the framework of
the contest the exhibition of Robert Sahakyants’ cartoons will be
presented.

” 25 films were submitted beforehand while jury gave preference to
9 films. “Aghvesagirk”, “Katsin ” popular cartoons were among those
lucky 9 ones ” Sahakyants informed. In the words of the interlocutor
the participation in the festival by our country is already a big
achievement. Sahakyants drew a parallel between Annecy and Cannes
film festivals stating that while Cannes is famous in film market
Annecy is prestigious in animation field.

Annecy was initially created as a part of Cannes Film Festival and
only then in 1960 started to operate as a separate film festival.

Simultaneously with the festival process film market is operating in
the old French town since 10 am until 8 pm. Sahakyants highlighted that
this year Armenia will also have a pavilion where “Robert Sahakyants
Production” activities will be presented.

Each year the festival kicks off in the second week of June. About
6-7 thousand professional animators and 400 journalists from around
the world visit the city. Winning in Annecy Festival guarantees one
to be present the film in “Oscar” award.

Le gouvernement bulgare a renonce mercredi a son projet de reinstaller,
après leur suppression a la chute du regime communiste, des fils
barbeles a la frontière bulgaro-turque pour empecher le passage
d’animaux dans un souci sanitaire.

Le gouvernement a justifie son choix par “des motifs financiers”,
la valeur du projet s’elevant a 28 millions de leva (14,3 millions
d’euros), soit quatre fois plus qu’initialement prevu, selon un
communique gouvernemental.

La mise en place de fils barbeles sur des terrains prives et a travers
neuf habitats d’oiseaux rares aurait egalement engendre des procedures
compliquees.

Le gouvernement bulgare avait decide il y a un an d’installer des
fils barbeles pour stopper le libre mouvement d’animaux et limiter la
propagation de la fièvre aphteuse en Bulgarie, ce qui avait provoque
une vive desapprobation en Turquie.

En janvier 2011, un premier cas de fièvre aphteuse depuis 12 ans avait
ete diagnostique en Bulgarie sur un sanglier. De janvier a avril,
la maladie s’etait propagee dans le sud-est du pays, a proximite de
la frontière turque.

Plus de 1.500 animaux domestiques avaient ete abattus dans neuf
villages le long de la frontière.

Le ministre de l’Agriculture Miroslav Naïdenov avait alors appele la
Turquie a “prendre des mesures contre un millier de foyers de fièvre
aphteuse sur son territoire”.

La frontière bulgaro-turque s’etend sur 209,5 kilomètres. Les barbeles,
qui marquaient du temps communiste la frontière entre les pays de
l’Otan et du Pacte de Varsovie, ont ete retires après la chute du
communisme, sauf sur une portion de 28,5 km, situee dans des zones
difficiles d’accès.

ARMENIA TO FEATURE NEW FORMAT IN CANNES FILM MARKET 2012

PanARMENIAN.Net – On May 16-27, the National Film Center of Armenia
will participate in the Cannes Film Market of the Annual International
Film Festival for the 4th time already.

According to the official website of the Armenian Ministry of Culture,
Armenia will come up in a new format this year, aiming for a more
comprehensive presentation of its films.

Armenian film companies represented by the National Film Center of
Armenia will have a separate pavilion to organize a number of events
(film screenings, reception, meetings, discussions, etc).

Armenian producers will present various film projects including movies,
ReAnimania International Animation Film Festival, etc.

Gevorg Gevorgyan, director of the National Film Center of Armenia
will head the Armenian delegation to Cannes Film Market.

Other delegates will include Shushanik Mirzakhanyan (director of Hayk
documentary film studio), Taguhi Torosyan (manager, presentation
coordinator), Vanuhi Dunamalyan (interpreter, manager, pavilion
coordinator), etc.
