The experts of the engineering unit of the Russian military base in
Armenia started a continuous clearance of training facilities in
Alagyaz and Kamkhud, the press service of the South Military District
of Russian MOD informs. According to the information, all servicemen
taking part in the operation, were trained in a special training
center of the Russian Defense Ministry in Volgograd region, and are
approved to work with explosive objects (PS). The discovered
unexploded objects are being destroyed on the spot.

PanARMENIAN.Net – Publisher Ragip Zarakolu, who was released from
Turkish jail lately and is awaiting trial on suspicion of links to
outlawed Kurdish organization, has been chosen as the 2012 recipient
of the Jeri Laber International Freedom to Publish Award.

According to Publishers Weekly, given by the Association of American
Publishers’ International Freedom to Publish Committee (IFTPC), the
award will be presented May 1 at the PEN Gala at the Museum of Natural
History in New York.

Zarakolu founded the Belge Publishing House in 1977 with his late wife
Ayse Nur and has defied Turkish censorship laws by translating and
publishing editions of works by Armenian, Greek, Kurdish and other
writers, often dealing with such forbidden subjects as the Armenian
genocide and the repression of Turkey’s Kurdish minority. Among
Belge’s titles is the Turkish edition of `Black Dog of Fate: An
American Son Uncovers His Armenian Past’ by American poet and academic
Peter Balakian, who will present the award on May 1.

Upon learning about the AAP honor, Zarakolu said: `Thank you for the
very important prize and for your support for freedom to publish. I am
pleased to accept this prize not only for myself but on the behalf of
all the publishers, writers and journalists who remain in prison in
Turkey. Although I have been released, I remain under the threat of
re-arrest as the anti-democratic laws and unfair trials continue. The
day I and 14 others were released, 14 more people were arrested. I was
arrested with no reason given and after five months, I was released
with no reason given. I am not a political activist. For nearly 40
years, I have been a publisher and a supporter of human rights.’

YEREVAN.- The Armenian Apostolic Church intends to return the
territories belonging to it in Moldova. The church territories were
soled several years ago.

There is unfavorable situation in Chisinau, said head of Mother See of
Holy Etchmiadzin press service Vahram Melikyan when the Armenian
News-NEWS.am reached him for comment.

He told that the head of Armenian community of Moldova, during a
difficult period following country’s independence, concluded an
illegal deal selling church buildings.

`Today these institutions are under threat as multistory building are
planned to be built,’ he said.

According to Melikyan, in this regard Primate of the Diocese of New
Nakhichevan and Russia, Bishop Ezras Nersisyan protested trying to
save property from destruction

`Local religious organizations have joined the protest of the Armenian
community, the question was the focus of the Prime Minister of
Moldova. Armenian Foreign Ministry also spares no efforts,’ he added.

Kushkyan, reportedly visited Kanaker-Zeytun administrative district of
Yerevan Friday, according to Hraparak. In particular, they visited PAP
candidate Ashot Tonoyan’s campaign office to discuss the situation in
the constituency. Rumors say they dwelt on the fact that some
residents are quitting Prosperous Armenia and blamed Tonoyan. They
told him to stop the outflow of citizens from the party by any means
possible, the paper says.

Most Armenian parties contesting seats in the National Assembly in the
May 6 elections say the recent escalation of tensions along the
Armenian-Azerbaijani border won’t disrupt the normal course of the
country’s political process.

The situation in the northeastern borderline areas of Armenia as well
as along the line of contact in Karabakh has remained particularly
tense in the past few days, with the military authorities in both
Yerevan and Stepanakert reporting a troubling surge in the number of
ceasefire violations.

In one such ceasefire violation a kindergarten in the Armenian border
village of Dovegh had to be evacuated on Wednesday after being
reportedly hit by automatic gunfire from nearby Azerbaijani army
positions. No casualties were reported in that gunfire that lasted for
more than half an hour and was described by local villagers as the
most ferocious since the 1994 ceasefire.

Meanwhile, an Armenian ambulance was targeted near the Karabakh-Azeri
frontline positions, with two ethnic Armenian soldiers wounded in that
attack.

And on Friday morning three Armenian soldiers were killed in the
Tavush province of Armenia in an apparent Azeri sniper attack that
left their car riddled with bullets.

Addressing a campaign rally in the Tavush province hours after that
incident President Serzh Sargsyan, who is also the leader of the
ruling Republican Party of Armenia (RPA), stressed that such enemy
attacks could not disrupt the political process in the country.

`Let no one think that they can take advantage of the political
processes in our country or think that we are busy with elections. We
have a strong army and will resort to corresponding steps. I think
none of you doubts that the enemy will be duly rebuffed,’ said
Sargsyan, addressing people in the town of Stepanavan.

Residents of the Tavush villages situated close to the border with
Azerbaijan say Azeri sniper activity has been particularly high in the
past several weeks – a period coinciding with the springtime farming
and this year also with the start of the parliamentary election
campaign in Armenia.

`Shootings have been a common thing here, but in the past two weeks
they’ve become more intensive, so we don’t know what they mean by
that. The fire is so intense that people have stopped taking their
cattle to the pastures and engaging in spring sowing work in their
land. It can be said that the village is paralyzed,’ says Manvel
Kamendatyan, the mayor of the village of Nerkin Karmiraghbyur in the
Tavush province.

Some political analysts say it is a usual Azeri tactic of heightening
border tensions ahead of every election in Armenia. But some also say
by doing this they, willy-nilly, play into the hands of some political
forces in Armenia who try to capitalize on the `external threat’
factor in their struggle for votes.

Manvel Sargsyan, the head of the Armenian Center for National and
International Studies, cites the remarks of the president made in
Dilijan as evidence.

`Immediately, for some reason, the president linked the incident to
the election campaign, which is a little unclear. So, one can already
see the desire of the governing force to use the border incidents as
the external threat factor in its current campaign,’ says the analyst.

Former Deputy Defense Minister Artur Aghabekyan, who is currently an
MP with the Armenian Revolutionary Federation (Dashnaktsutyun), also
addressed the recent border shootings at a meeting with a group of
intellectuals in Yerevan.

`If a war is declared on Armenia tomorrow, we are ready to defend
ourselves, but it won’t be easy with the budget and policies that we
have today. Dashnaktsutyun is the only force capable of ensuring the
real security of our country. For this it is necessary to raise the
prestige of our army and turn military service into an honorable
occupation,’ said Aghabekyan. `We have no right to be quiet when three
of our compatriots have been killed on the border.’

But member of the opposition Heritage party Armen Martirosyan warned
against speculating on `the enemy’s provocative actions and
aggression’ in the internal political process in Armenia.

`If it were our internal problem or the problem of hazing in the army,
in that case we could once again address this problem as an internal
political matter. But in this case we are dealing with the defense of
Armenia, and regardless of our positions, I think we all must give our
support to the army,’ said the candidate.

PanARMENIAN.Net – Over 500 instances of ceasefire violation by Azeri
armed forces were registered at the contact line between Nagorno
Karabakh and Azerbaijan over the past week.

Azerbaijan fired over 2600 shots from various caliber weapons towards
the Armenian positions, NKR defense army’s press service reports.

The situation was most tough on April 23-24, with 220 instances of
ceasefire violation and about 1300 shots fired by Azeris.

Despite Azerbaijan’s actions, NKR forces refrained from retaliatory
measures, continuing with their military duty on all positions.

The Co-Chairs of the OSCE Minsk Group, Ambassadors Robert Bradtke of
the United States, Igor Popov of the Russian Federation, and Jacques
Faure of France, released the following statement today:

“The Co-Chairs of the OSCE Minsk Group (Ambassadors Robert Bradtke of
the United States, Igor Popov of the Russian Federation, and Jacques
Faure of France) are deeply concerned by recent reports of a series of
ceasefire violations along the Armenia-Azerbaijan border and the Line
of Contact that resulted in a number of deaths and casualties. Such
senseless acts violate the commitment of the parties to refrain from
the use of force and to seek a peaceful settlement of the
Nagorno-Karabakh conflict, and contradict the spirit of the January
23, 2012, joint statement of Presidents Aliyev, Sargsian, and
Medvedev.

“The Co-Chairs strongly condemn any loss of life, and reiterate that
there is no alternative to a peacefully negotiated settlement of the
conflict. The Co-Chairs urge all sides to respect the 1994 ceasefire
and to abstain from retaliatory measures that would lead to further
escalation.”

Shahgeldyan is failing to secure the required number of votes for the
ruling Republican Party of Armenia (RPA) in the forthcoming
parliamentary elections in May, Yerkir paper reports.

Rumors say the `authorities’ intend to get rid of Kotayk leader, while
the paper’s sources in the province claim the governor makes every
effort to garner votes, holding frequent meetings with rural
authorities.

He is tough on his staff stating that if rural mayors fail to bring
the necessary votes, `it won’t do them good’, Yerkir says.

SACRAMENTO – Lieutenant Governor Gavin Newsom issued a proclamation on
the 97th anniversary of the Armenian Genocide. Below is the text of
that document:

WHEREAS, April 24, 1915, marked the beginning of the Armenian Genocide
which resulted in the death of over two million Armenians as well as
Greeks and Assyrians between 1915 and 1923; and

WHEREAS, nearly half million Armenians who survived the horrors of
extermination were expelled from their homes and forced to settle in
various countries throughout the world; and

WHEREAS, the Armenian Genocide is one of the first modern genocides
which resulted in the near annihilation of a people and the
dispossession of the survivors from their cultural homeland and
heritage; and

WHEREAS, the Republic of Turkey, the successor state to the Ottoman
Empire under which the Genocide was committed, unjustifiably and
adamantly denies the occurrence of this crime against humanity while
actively continuing to remove traces of Armenian existence. This
includes the neglect and intentional destruction of the thousands of
remaining churches throughout the Armenian Highlands which make up
today’s eastern Turkey; and

WHEREAS, the International Association of Genocide Scholars has
repeatedly affirmed that the massacres of Armenians initiated in 1915
constitutes genocide; and

WHEREAS, throughout the 20th Century the Armenian Genocide was
followed by several other genocides and this pattern continues to this
day as seen in the Darfur region of Sudan. If we fail to remember the
lessons of the past and remain silent in deference to a campaign of
denial we embolden current and future perpetrators of genocide; and

WHEREAS, many survivors of the Genocide settled in states around the
country, including California. California has become home to the
largest population of Armenians in the United States and those
citizens have enriched our state through leadership in the fields of
academia, medicine, business, agriculture, government, and the arts
and are proud and patriotic practitioners of American citizenship; and

NOW, THEREFORE I, GAVIN NEWSOM, Lieutenant Governor of the State of
California, do hereby join Californians and the Armenian American
Community in commemorating the 97th Anniversary of the Armenian
Genocide.
