“It’s not the first time that Azerbaijan undertakes provocative actions
prior to the arrival of a senior official and even during the visit,
and the reason seems obvious. The Azerbaijani authorities intend to
convince the international community that the conflict of Karabakh
is not frozen. However, rhetoric statements claiming armed settlement
for the conflict are not realistic,” Republican MP Gagik Minasyan said.

Attempts of assault were recorded on the Armenian-Azerbaijani border
as Azerbaijani armed forces were attacking the border in recent two
days. In the aftermath of the border unrest the two sides recorded
casualties and injuries. Besides, Azerbaijani side is intensively
firing against Armenian residences.

“In this respect, Mrs Clinton’s statement that the NK conflict has
no and cannot have an armed resolution is greatly signified. In fact
Mrs Clinton’s statement cause hysteria in Azerbaijan, since it broke
Azerbaijan’s efforts or intentions to settle the conflict through
increasing military revenues, investments,” G Minasyan said.

The MP hailed U.S. Congressmen’s statements condemning Azerbaijan’s
hysteria and casualties on the line of contact.

“I think the OSCE Minsk Group should adopt this position, too. The
group is accredited by an international mandate and their unaddressed
statements back Azerbaijani actions,” said the MP.

YEREVAN, JUNE 6, ARMENPRESS: The OSCE Chairperson-in-Office, Ireland’s
Deputy Prime Minister and Foreign Minister Eamon Gilmore, will travel
to Armenia, Georgia and Azerbaijan next week. Armenpress was informed
from OSCE press department that Gilmore will meet government leaders,
representatives of political parties for discussions of the OSCE’s
work in the region. The Chairperson will be in Yerevan on 11 and 12,
Tbilisi on 12 and 13 and Baku on 13 and 14 June.

“Making progress towards lasting settlements of protracted conflicts
in the OSCE area is a key priority of the Irish OSCE Chairmanship.

During the visit the Chairperson-in-Office will discuss the
Nagorno-Karabakh settlement process, issues following the 2008 conflict
in Georgia and co-operation with the OSCE” is said in the massage of
OSCE media department.

in the negotiating process the fact of not starting the war as a
compromise. On June 6 during the press conference military expert
David Dzamalyan mentioned that Azerbaijanis realize that the war
in the region is not favorable for countries which have serious
geopolitical position.

“This fact makes them not to pay attention to Azerbaijani activities
as they are sure that it will not turn to war. And Azerbaijan tries
to get the maximum in such situation” noticed Dzamalyan as Armenpress
informs. He mentioned that before the visit of US Secretary of State
the opponent made a tense situation in front line for giving serious
impression to its position and tried the possible reaction of State
Secretary. “They tried to introduce that the cases in front line
were the consequence of the conflict. They need tension there but not
war” mentioned military expert. In Dzamalyan’s words the opponent is
not ready for war and will continue its policy. We have to be ready
mentally to give adequate response.

The speaker stressed that the losses are heavy but the death of
soldiers must not be realized as a coincidental result. The death
for keeping border is dignified death.

The adequate response is not revenge but a mechanism to suppress the
opponent. Azerbaijani society must realize the Aliyev regime as a
consequence of adventure the, cost of which is their sons’ life.

US Secretary of State Hillary Clinton has arrived in Azerbaijan on an
official visit, Baku-based private TV station ANS reported on 6 June.

“Clinton’s visit is taking place at a time when five Azerbaijani
servicemen have been martyred and Armenian troops have been intensively
firing on positions of our national army and population centres,”
ANS said.

The channel then quoted the Azerbaijani Defence Ministry press
service as saying that “Armenian troops fired on all positions of
the Azerbaijani army and population centres from 1800 [1300 gmt]
yesterday to 0800 [0300 gmt] today”.

ANS then said that western Goranboy District is one of the districts
subjected to “intensive fire” by Armenian troops. It reported no
casualties, thought it said houses in the district were damaged.

The TV added that an exchange of fire “is still continuing in the
village of Alibayli in Tovuz District”.

In a live link-up with the studio, an ANS correspondent said that “the
latest shooting was recorded… a few minutes ago and servicemen’s
presence at Azerbaijani posts in the village has already been
beefed up”.

The correspondent ruled out any casualties among villagers, adding
that houses suffered damage.

“Fortunately, Azerbaijani troops have foiled all attempts by the
opposite side,” the correspondent said.

The leaders of Armenia like to make in everything cunning and insidious
plans, and have constantly, for over 100 years, lived with these plans,
Azerbaijani Presidential Administration Foreign Relations Department
Head Novruz Mammadov told Trend on Thursday. He was commenting on
Armenian President Serzh Sargsyan’s statement on the incident which
took place on the contact line between Azerbaijani and Armenian troops.

“The Armenian leaders like to make such meaningless statements. As soon
as they see a bit “warmer” and serving other purposes attitude of the
West to themselves, they begin to make such meaningless statements,”
Mammadov said.

He said the delay by leaders of Armenia of the settlement process
through the insidious, cunning, aggressive actions and creating a
stir will turn out to be a tragedy for them one day.

“During the last visit of U.S. Secretary of State Hillary Clinton,
the Armenians have also taken similar sabotage steps, and earlier,
taking advantage of certain circles in the West, its lobby tried to
form a negative opinion about Azerbaijan. However, this position can
never be a success, because all these processes occur in Azerbaijani
territories. If the Armenian Armed Forces leave occupied Azerbaijani
lands, there will be no armed incidents, no soldier, or serviceman
will die,” Mammadov said.

The situation on the contact line between Armenian and Azerbaijani
troops has escalated recently. Ceasefire is violated in all directions
on the contact line between the troops.

On June 5 as a result of the Armenian Armed Forces’ provocation five
Azerbaijani servicemen were killed.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

On Wednesday, June 6, from 5:30 p.m. for about 25 minutes, Mr.
Yoshihiko Noda, Prime Minister of Japan, held a Summit Meeting with
H.E. Mr. Serzh Sargsyan, President of the Republic of Armenia, who
is visiting Japan on an official working visit.

In addition, continuing on from the meeting, the two leaders
participated in a signing ceremony for the “Joint Statement on
Further Deepening of Friendship and Partnership between Japan and
the Republic of Armenia” and the Prime Minister hosted a working
dinner. The working dinner took place in a harmonious atmosphere
and was also attended by Chair of the Japan-Armenia parliamentary
friendship group, Mr. Takeaki Matsumoto (Member of the House of
Representatives), Acting Chair Mr. Yoshitaka Murata (Member of the
House of Representatives), Director-General Mr. Takashi Tanihata
(Member of the House of Representatives), and Secretary-General
Mr. Hisashi Tokunaga (Member of the House of Councillors).

The overview of the meeting is as follows.

Overall bilateral relations

(1) Prime Minister Noda welcomed President Sargsyan on his first visit
to Japan and said that he hoped the visit would be an opportunity
for further development in both countries given that it marked the
20th anniversary of the establishment of diplomatic relations.

(2) In response, President Sargsyan expressed gratitude for the welcome
from the Japan side, and offered his condolences on the passing of
His Imperial Highness Prince Tomohito of Mikasa.

In addition, President Sargsyan also offered condolences on the Great
East Japan Earthquake that occurred last year, explaining that he had
started his trip off with a visit to the affected region and that he
was confident that the region would recover in a short time. He also
thanked Japan for the support received following the 1988 Armenia
Earthquake.

President Sargsyan also touched upon the establishment of the Embassy
of the Republic of Armenia in Tokyo two years ago, expressing the
hope that a Japanese embassy would also be established in Armenia in
order to develop further bilateral relations.

Cooperation for Disaster Prevention

(1) Prime Minister Noda pointed out the importance of disaster
prevention measures for Japan and Armenia given that both countries
were prone to earthquakes. He welcomed the release of the Interim
Report on “Seismic Risk Assessment and Risk Management Planning
Project” in the Republic of Armenia by the Japan International
Cooperation Agency (JICA), saying that Japan would continue to support
disaster countermeasures in the country. He also stated the resolve
of Japan to share the knowledge and lessons learned from the Tokyo
Electric Power Company Fukushima Nuclear Power Station accident with
the international community, inviting Armenia to participate in the
Fukushima Ministerial Conference on Nuclear Safety to be held in
December of this year.

(2) In response, President Sargsyan said there were various problems
with nuclear power station in Armenia from a safety perspective,
and continued that since there was a need to solve these issues, he
hoped to learn from Japan and was pleased to hear the proposals of
the Japanese side on how the two countries could advance cooperation
in the field of disaster prevention. He stated that Armenia would
certainly be participating in the Fukushima Ministerial Conference
on Nuclear Safety.

Economic Cooperation

(1) Prime Minister Noda said that Japan would continue the support it
had been offering Armenia for the development of its market economy
for 20 years. He expressed his expectations for great progress in
the promotion of the region and the industries in Armenia through
technical cooperation under the currently underway Development Project
of Brands and Local Products.

(2) In response, President Sargsyan commented that the close to
US$500 million donated by Japan to Armenia since its independence
had played a major role in the country’s development, and expressed
his gratitude for this. In particular, he communicated the strong
gratitude of Armenia for the construction of the Yerevan Combined
Cycle Co-Generation Power Plant and said that he also wanted to
advance cooperation in the fields of energy, agriculture, and small-
and medium-sized enterprise promotion, in addition to disaster
cooperation. He expressed the hope that Japanese companies would
continue to advance to Armenia.

International affairs

(1) Prime Minister Noda brought up the human rights issues in North
Korea and provocative acts such as the launch of missiles and nuclear
testing, stressed the importance of resolving the abduction issue,
and sought the understanding and cooperation of the Armenian side on
these problems. In response, President Sargsyan offered support for the
position of Japan toward the securing of regional peace and security.

(2) President Sargsyan explained the situation in the Caucasus region.

Prime Minister Noda stated his expectations for the continuation
of cooperation toward a peaceful solution of the Nagorno-Karabakh
conflict through dialogue, and said that Japan wished to continue to
offer cooperation to that end.

de Marseille vont pouvoir voter selon leurs convictions politiques
lors des elections legislatives des 10 et 17 juin 2012. Christophe
Masse (PS) et sa rivale, la candidate UMP Valerie Boyer, sont tous
les deux engages dans le combat pour la penalisation de la negation
du genocide armenien : le premier a ete Rapporteur de la proposition
de loi PS votee a l’Assemblee nationale le 12 octobre 2006, et la
seconde a ete Rapporteur de la loi UMP votee le 22 decembre 2011. En
2007, Valerie Boyer avait ete elue deputee de la 8e circonscription
des Bouches-du-Rhône, battant le sortant socialiste Christophe Masse
dans une circonscription historiquement a gauche. Christophe Masse,
proche de Jean-Noël Guerini, est depuis mars 2011, Vice-president
du Conseil General des Bouches-du-Rhône et Conseiller Municipal de
Marseille depuis mars 2008. La gauche etant arrivee en tete aux deux
tours de la presidentielle a Marseille (du jamais vu depuis 1974),
Christophe Masse pourrait creer la surprise face a Valerie Boyer :
la deputee doit en effet affronter la dissidence du maire de secteur
Robert Assante (Nouveau centre).

L’ex-ministre, depute et President du Conseil general des
Hauts-de-Seine, Patrick Devedjian etait dimanche 3 juin a Marseille
pour soutenir la deputee de la droite aux legislatives ” car la

Ce qui est sûr, c’est que, quel que soit le resultat du vote, Ankara ne
pourra pas compter – pour enterrer la future loi anti-negationniste –

Il reaffirme ses engagements sur la penalisation du negationnisme.

Il fixe le cap 2015 qui marquera le centenaire du genocide

Christophe Masse, candidat pour la 1ère circonscription de Marseille,
publie une video pour s’adresser a la communaute armenienne

Rapporteur de la loi du 12 octobre 2006, il renouvelle ses engagements
sur la penalisation du negationnisme.

Après 4 ans de blocage et de promesses non tenues, il deplore la
manoeuvre politicienne de l’UMP a quelques mois d’elections majeures,
dans un contexte irrite. Faite dans la hâte cette dernière tentative a
eu pour effet de semer la confusion dans l’opinion publique francaise
sur une cause pourtant si juste et si noble.

Francois Hollande s’est engage a reprendre ce dossier ” dans
l’apaisement, dans la conciliation et en meme temps, dans la volonte
d’aboutir “.

Si les citoyens lui accordent leur confiance les dimanches 10 et 17
juin prochains, Christophe Masse sera en première ligne aux côtes du
President de la Republique pour porter ce projet de loi.

En fin d’entretien, Christophe Masse fixe le cap 2015. Cette date
qui se situera au coeur de la prochaine mandature resonne deja dans
toutes les consciences. 100 ans, 1 siècle après le genocide de 1915.

Christophe Masse considère que 2015 doit etre un butoir fixe a la
Turquie par la communaute internationale pour reconnaitre le Genocide.

du Genocide, devront effectuer des gestes de haute portee symbolique,
pour commemorer ce triste anniversaire.

S’il est depute Christophe Masse rassemblera toutes les energies pour
faire que 2015 soit une grande etape de la cause armenienne. Pour
qu’enfin ce peuple a l’histoire souvent tourmentee, retrouve justice,
dignite et apaisement.

Le president Serge Sarkissian a fait l’eloge du Fonds Hayastan qui a
depense plus de 235 millions de $ sur des projets de developpement en
Armenie et au Nagorno-Karabakh depuis son etablissement il y a 20 ans.

Serge Sarkissian a souligne l’importance de ces projets alors qu’il
presidait la reunion annuelle a Erevan du Conseil des Administrateurs
du Fonds Hayastan comprenant des responsables de l’Etat armenien, le
Catholicos Karekin II et des representants des communautes armeniennes
dans le monde entier.

” Ils ont tant fait que nous pouvons seulement conclure que sans
le Fonds Hayastan il n’est plus possible d’imaginer la Republique
d’Armenie et de l’Artsakh (Karabakh) ” a-t-il dit.

” C’est un jubile qui instille la joie et la confiance en nous “.

Les fonds leves par le Fonds Hayastan ces deux dernières decennies
ont ete principalement employes pour la construction d’environ 500
kilomètres de routes, des centaines d’appartements et de maisons et
des douzaines d’ecoles, des jardins d’enfants et des centres de sante.

Ara Vartanian, qui a ete renomme par le conseil comme directeur du
Fonds Hayastan, a dit que sa structure depensera environ 20 millions de
$ cette annee. Il a ete choisi la construction ” de foyers municipaux
” dans un nombre non indique de villages armeniens et de villages
du Karabakh.

among this year’s recipients of the Ellis Island awards.

The Medal of Honor award recognizes remarkable Americans who exemplify
outstanding qualities in both their personal and professional lives,

Both the United States House of Representatives and Senate officially
recognize the Ellis Island Medals of Honor. Each year’s recipients
are read into the Congressional Record.

Past medalists include six presidents, as well as Nobel Prize winners
and leaders of industry, education, the arts, sports and government.

To date, over 1,800 American citizens have received Ellis Island
Medals of Honor.

Alice Petrossian, Association of California School Administrators
(ACSA) president.

Petrossian is recognized for her lifelong commitment to improving the
lives of California’s students, her focus on diversity and educational
equity, and her support for English language learners and students
from diverse ethnic, cultural and socioeconomic backgrounds.

“Alice is extremely deserving of this national recognition,” said
ACSA Executive Director, Karen Stapf-Walters. “Her unique talents,
her educational expertise and her unwavering commitment and service
to public schools are inspiring. She is a role model to thousands
of school leaders working to recognize and honor diversity and to
improve the lives of students.”

Petrossian recently retired from Pasadena Unified School District as
the Chief Academic Officer/ Deputy Superintendent. Her 42 years of
service to public education includes 31 years in Glendale Unified
School District with 12 years as the Assistant Superintendent of
Educational Services. While in Glendale she held a number of other
administrative positions and spent 11 years as a teacher in both
Glendale and Hayward, California.

Petrossian was appointed to several state boards and commissions by
Governors Jerry Brown, George Deukmejian, Pete Wilson and Gray Davis.

Just to name a few, she served as Chair of the California Commission
for Teacher Credentialing, President of the California Community
Colleges Board of Governors, and Trustee of the California State
University System. For her service to the community, Petrossian was
honored twice as Legislative Woman of the Year-43rd Assembly District
in 1998 by Assemblyman James Rogan (Rep) and in 2008 by Assemblyman
Paul Krekorian (Dem). She has presented and key noted at numerous
conferences, seminars and banquets. In 2007, Petrossian was recognized
by ACSA with its “Most Outstanding Administrator Award” and in 2011,
she was elected State President to lead the 15,000 member organization.

Petrossian has continuously volunteered in organizations, especially
those involving children’s causes. She has served on the Boards of the
Glendale Healthy Kids, Glendale Community Foundation, YWCA, PTA and
many others. Most recently, she is active in collecting and shipping
school supplies and clothing to orphanages and village schools in
Armenia as well as providing professional development seminars for
educators. For her volunteer work, Petrossian has received numerous
prestigious awards and honors by community organizations, including
California PTA, YWCA, Glendale Chamber of Commerce, American Red
Cross, LA County Human Relations- John Anson Ford Award, Soroptimist
International, Glendale NewsPress, California State University-Hayward,
California State University-Los Angeles, USC, Armenian General
Benevolent Union-Generation Next, Armenian Professional Society,
Armenian Educational Foundation, Armenian National Committee, Armenian
Relief Society, Armenian-American Chamber of Commerce, and many others.

Joyce Philibosian Stein, an ex-officio member of the Armenian
Missionary Association of America (AMAA) Board of Directors.

Co-Chair of the AMAA National Orphan and Child Care Committee, Trustee
of the Stephen Philibosian Foundation and ex-officio member of the
Board of Trustees for Haigazian University, Joyce Philibosian Stein
was honored on May 12 by the National Ethnic Coalition of Organizations
(NECO), sponsors of the Ellis Island Medal of Honor. The Ellis Island
Medal of Honor was presented to Mrs. Stein on Ellis Island, where 12
million immigrants entered the United States from 1892 to 1954.

Mrs. Stein is the daughter of the late Sirpuhe Philibosian Conte and
Stephen Philibosian, a philanthropist, entrepreneur and a co-founder
of Haigazian University in Beirut, Lebanon. Both having crossed the
Ellis Island threshold, would be amazed to know their daughter was
awarded this medal of honor. They were true Americans who in that
spirit encouraged the very American pursuits of giving of oneself.

Mrs. Stein was born in New York City and attended Colby/Sawyer College,
Southern Methodist University and graduated from the University

University (LLD). She lived in St. Andrew’s Scotland while her husband,
Joe, attended St. Mary’s College. She now resides with her husband in
Indian Wells, CA. In keeping with her father’s legacy, Mrs. Stein
has wholeheartedly supported the AMAA and Haigazian University
in leadership positions. Among her many other contributions to
philanthropic causes, she served as a volunteer and major fundraiser
for the Children’s Hospital in Philadelphia and as Chair of the
“Daisy Day” Fund, when President Dwight Eisenhower was the Honorary
Chairman. She has also served as a member of the Support Committee
of the Philadelphia Orchestra.

Her husband, Joe, represents AMAA in the United Armenian Fund and is
involved in numerous other Armenian organizations and projects. Her
daughter, Stephanie Landes, is a current member of the AMAA Board
of Directors and her daughter, Tina Segel, is a member of Haigazian
University Board of Directors. She also actively serves on the LA
Child and Orphan Committee and has sponsored the annual Luncheon and
Fashion Show. Mrs. Stein is actively involved in the lives of her
six grandchildren.

RUSSIA CONCERNED OVER ESCALATING TENSIONS IN KARABAKH, FM LUKASHEVICH SAID

PanARMENIAN.Net – Russia is concerned over escalated tensions on
the line of contact between Azerbaijani and Armenian troops, Russian
Foreign Ministry spokesman said.

“Russia considers further escalation unacceptable and will continue
assisting the parties to achieve peaceful settlement,” Alexander
Lukashevich said.

“As an OSCE MG co-chair and Karabakh settlement mediator, Russia
urges the parties against the use of force,” Lukashevich said.

He said Russia hopes that the meeting of foreign ministers of Armenia
and Azerbaijan in Paris will help relieve tensions.

As he noted, Russia calls on conflicting parties to adhere to Sochi
statement, which stresses the necessity of continuing peaceful talks
for Karabakh conflict settlement.

Sources say that 21-25 Azerbaijani soldiers were killed in Azeri
subversive actions in recent days in Tavush- Ghazakh zone of
Armenian-Azerbaijani border.

On June 5 night, attempt was made by Azerbaijani soldiers to infiltrate
one of the positions of Artsakh defense army. Armenian side, however,
managed to hinder Azeri attack, with NKR army units pushing Azeri
forces back to the original positions.

Azerbaijani authorities try hard to concoct reasons behind the
deaths and injuries on its side. In fact, these are saboteurs,
killed or wounded by Armenian armed forces who were trying to hinder
Azeri subversive acts. Thus, according to Azerbaijani authorities,
Azeri soldiers commit mass suicide, get blown up by mine, and die in
an accident.

For instance, today, June 6, Azerbaijani media reported that a soldier,
19, was “blown up by mine.” He was hospitalized, with doctors assessing
his state as moderate.

Sometimes, even a concrete slab kills an Azerbaijani soldier. For
instance, it was reported that two Azeri servicemen were killed in
Agstafa region, with another having been “injured during collapse of
concrete slab.”

Emin Guliyev and Orkhan Huseynov died, while Elnur Kechalov is still at
hospital. Meanwhile, according to Miacum.am website, 21 Azerbaijani
soldiers were killed in Azeri subversive acts in recent days in
Tavush- Kazakh zone of Armenian-Azerbaijani border. Today, June 7,
Azerbaijani media reported that another Azeri soldier Cabrayilov
Ramil Dilavar drowned in Kur River.
