International Crisis Group European programme director Sabine Freizer
said it is a good moment for work with neighbors and super powers to
reach a peace settlement. Liberation of one or two regions and the
return of displaced persons may be the beginning of this process,
Sabine Freizer said.

There is a price which the mediators expect for the promotion of
“new approaches” toward the Karabakh issue. For the promotion of this
approach more than ten Armenian and Azeri soldiers have already been
killed in the past three days.

Obviously, the new approaches presuppose opening of the border without
settlement. However, Baku demands at least 1-2 regions. Two years ago,
minister of foreign affairs of Turkey Ahmed Davutoglu mentioned this
and called on Armenians in a “fatherly” tone to cede Aghdam and Fizuli
regions, after which Turkey would “convince” Azerbaijan to open the
borders, and Turkey would lift the blockade.

Actually, Clinton’s “new approaches” are Davutoglu’s “old approaches”.

The U.S., along with Baku and Turkey, is trying to seize some Karabakh
territories in exchange for the ephemeral promises by Baku “to think
about recognition”.

The present territory of Karabakh is an inseparable military-strategic
unit. The borders have been set in the result of military-political
planning and any change will end the balance of forces. This is clear
to Azerbaijan too since it is trying to persuade the world community
to break the balance.

On June 17, negotiations on the new approaches will kick off in Paris.

Sabine Freizer has already spelled out the preconditions – 1-2
regions in exchange for an agreement not to violate the ceasefire,
or deployment of “peacekeepers” in the region, or partial opening of
the border. Anyway, Baku will hardly agree to final peace in exchange
for “1-2 regions”.

But Fraiser and Clinton should know that these “1-2 regions” are
too high a price for giving time to Azerbaijan to work out one more
blackmail topic. Armenians had better wait to see who will be the
next U.S. president.

Yesterday, the Armenian Apostolic Church Diocese of Kotayk issued a
press statement that construction of a restaurant adjacent to the
Kecharis Monastery had been halted and that the eatery was in the
process of being dismantled.

The Diocese said it was spreading the news in the hope that this would
put an end to the complaints received from people who were arguing
that the Church should not allow such a disgrace in the first place.

Readers will remember that Davit Ghazinyan,who owns the company
constructing the restaurant, got the architectural plans approved in
just one day last year.

The work had started without a work permit from the local Tzaghkadzor
municipality.

The architectural blueprint hadn’t been approved by the Ministry of
Culture’s Cultural Monuments Preservation Agency.

It also turned out that Catholicos Garegin II was aware of the
restaurant construction and that the church wasn’t opposed to it.

Hetq got in touch with Tzaghkadzor Mayor Garoun Mirzoyan who verified
that all construction material was being removed from the site.

We tried to pose some questions to Kotayk Primate Archbishop Karamyan
and Etchmiadzin Public Affairs Director Father Vahram Melikyan.

We were told that a clergy meeting was underway and that no one was
available to speak to us.

Father Melikyan promised to get back to us after the meeting ended.

168 Zham paper reports that HAK member David Shahnazaryan mulls joining
a probable pre-election opposition alliance of pro-Western forces –
Heritage, Free Democrats and Hanrapetutyun (Republic) parties.

“The point is that Shahnazaryan is also Western-oriented. According
to some information, the U.S. seeks to promote cooperation between
pro-Western forces and politicians,” the paper writes.

Shahnazaryan refused to answer 168 Zham paper’s questions and to
comment on his political activities, the paper adds.

At around 8:30 today, on June 7 an emergency occurred in Yerevan. As
photojournalist Gagik Shamshyan informs from the scene there was an
explosion at the address of 1/9-Haghtanak 1 street and one person
got wounded.

At this moment the head of the Firefighting-Rescue Service, Colonel
Mushegh Ghazaryan and the head of the Technical Security Service Center
of Yerevan at the Ministry of Emergency Situations Vladimir Hovsepyan
and the head of Yerevan’s Fire Inspection Artush Harutyunyan are also
at the scene.

G. Shamshyan informs that Marianna LLC is situated at the mentioned
address. The explosion occurred at the boiler house.

55 years old Edik Ghazaryan was taken to Malatia medical centre.

According to doctors he is an extremely grave situation. Fortunately,
there are no victims and other injured people.

The experts of the ministry of emergency situations are working at the
scene at the moment. It will become known what caused the explosion
after expertise. The operative group of Mashtots’s department of the
police has also arrived at the scene.

“Loss of each Armenian soldier is the loss of our whole nation. We
all mourn the death of our soldiers, together with the families of
the victims. Regarding the response given to the rival, nothing can
console our grief,” President Serzh Sargsyan stated, answering to
Panorama.am question about border incidents.

“I’ve been always saying that the instigations on the line of contact
are very dangerous. I’ve also said they will get severe responses.

Recent incidents are evidence of it,” stressed President Sargsyan.

Remarking on the issue of responsibility for the border incidents,
President said: “Either the instigations have been recommended by the
Azerbaijani authorities, and in that case, they are responsible for
the violation of the ceasefire regime an international obligation
that Azerbaijan assumed, or the Armed forces of that country are
out of control, and in that case we are to cope with separate field
commanders, and not an organized army.”

“We don’t find any reason to apply armed force, since we consider
negotiations the only way to settle the Nagorno Karabakh conflict,
and the resolution must comprise implementation of right of self
determination of people of Artsakh. To move forward and advance,
as the OSCE Minsk Group co-chairs have repeatedly stated, people
should be prepared to peace. The Azerbaijani side is committed to
do quite the opposite – using encouragement of xenophobia as a tool
to distract people’s attention from domestic affairs,” said the
President and stressed two factors: “It’s especially painful that
the provocative actions occurred on the day when intellectuals of
Armenia and Azerbaijan, by the initiative of the Russian side, were
holding a meeting aimed to strengthen atmosphere of trust, and the
Secretary of State of another co-chairing state – USA, was paying a
regional visit to South Caucasus.”

Speaking about the plans of the Armenian side, President Sargsyan
said: “We are not committed to strain the situation, but we won’t
leave unanswered any action against our citizens, state borders and
Nagorno Karabakh. The Armed forces of the Republic of Armenia are
strictly ordered to perform restraint and vigilance, at the same
time to prevent and punish any provocation by the rival. I am sure
the international community and the people of Azerbaijan understand
who is responsible for the blood of the victims.”

Darfour autre que celui qui jouit aujourd’hui de la stabilite et de
la securite “. Le Procureur a rappele que le deni de crime pourrait
etre constitutif du crime. Conformement a l’articule 25 3) a du Statut
de Rome, s’est-il explique, le Bureau du Procureur peut lancer une
enquete pour voir si ce deni s’apparente a une contribution a un
groupe de personnes agissant pour une cause commune.” Cette enquete
ne pourrait-elle pas egalement s’appliquer au deni d’Etat organise
par la Turquie actuelle pour nier le genocide armenien de 1915 ? Le

Dans ce qui etait sa dernière apparition aux Nations Unies en tant que
Procureur de la Cour penale internationale (CPI), M. Luis Moreno-Ocampo
a reitere aujourd’hui devant la presse la demande qu’il a faite,
quelques minutes au plus tôt, au Conseil de securite: parvenir a
un consensus sur les moyens de faire executer les mandats d’arret
relatifs a la situation au Darfour.

et se joue de l’absence de consensus au Conseil.

M. Luis Moreno-Ocampo a propose que le Conseil envisage d’autoriser des
operations d’arrestation au Soudan meme. Il a attire l’attention sur
l’Union africaine qui est ” un acteur majeur ” dans la crise au Soudan.

Le Procureur est revenu sur les propos qu’il a tenus, ce matin au
Conseil de securite, après l’intervention du Representant permanent
du Soudan qui a nie les crimes et ironise sur le fait que ” M.

Moreno-Ocampo parle d’un Darfour autre que celui qui jouit aujourd’hui
de la stabilite et de la securite “.

Le Procureur a rappele que le deni de crime pourrait etre constitutif

veut pas dire etre accuse.

Quant aux allegations selon lesquelles la CPI ne vise que l’Afrique
et ses dirigeants, il a repondu: quand les crimes sont commis par des
politiciens, ce sont des crimes politiques sur lesquels le Bureau du
Procureur est charge d’enqueter. ” On ne peut tuer des Africains parce
qu’on est Africain, aucun Africain n’a un permis de tuer d’autres
Africains “, a-t-il tranche.

M. Moreno-Ocampo, de l’Argentine, quittera ses fonctions a la deuxième
quinzaine de juin, après un mandat de neuf ans. Il sera remplace par
son adjointe actuelle, Mme Fatou Bensouda de la Gambie.

Karabakh’s president Bako Sahakyan convened a Security Council
meeting yesterday. Do you think it was dedicated to the situation
on the frontline? No. They discussed the formation of headquarters
for harvest.

Why are the Security Council meetings convened on harvest issues
instead of defense or foreign policies?

Why is it necessary to convene a Security Council meeting to discuss
such issues? Isn’t there a ministry of agriculture in Karabakh or the
government? Can’t these issues be regulated through these two agencies?

Perhaps, it is impossible since in Karabakh everything is out of its
place. The MFA is stuck in the 1988 realities and it can’t reach the
world dynamics, the Security Council is handling the harvest issues,
while the Security Service is seeking dissidents cutting the public
opinion as grass.

The whole world is speaking about the escalation between Armenia and
Azerbaijan, and the Security Soviet of Karabakh is discussing harvest
issues. The Karabakh authorities are trying to show that Karabakh is
peaceful, it has already solved its issues and does not care for the
opinion of the others.

However, against the background of the situation in the region,
this seems as dilettantism or ostrich policy. How can Karabakh not
react to the escalation in the region? Why hasn’t the NKR MFA issued
a condemning statement in address of Azerbaijan in connection with
the diversion attacks?

Why doesn’t the NKR MFA fulfill at least its information function
letting the world know about Karabakh’s position not on the past
events which are known to the acting minister, but on the current
ones? Let alone initiatives.

Karabakh needs to work out a new information policy which should
become a part of the new foreign political strategy. But today,
little is known on such strategy, but it is necessary like blood for
the issuing opinion in relation to it and putting forward initiatives.

Otherwise this mockery will be continued.

Turkey is concerned over the escalating tension along the border
separating Azerbaijan and Armenia. “We are following the developments
with deep concern,” Foreign Ministry spokesman Selcuk Unal told
Today’s Zaman on Tuesday when asked about Turkey’s position.

It should be recalled that at 06:30 on June 5 Armenian sabotage
group’s efforts to enter Azerbaijani Armed Forces’ positions in
Ashagi Eskipara village in the Gazakh region failed and it retreated
by suffering losses.

As a result of the fight, 4 soldiers of Azerbaijani Armed Forces
were killed.

Another Azerbaijani soldier was killed as a result of fire opened
from nameless heights in Gazakh region.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France and the US –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
