Javakhk Armenian Group Condemns Persecution by Georgian Authorities

A group calling itself the Coordinating Council for the Defense of
Javakhk Armenians Rights has publicly condemned what it calls the
recent wave of persecutions against Armenians in Javakhk, in
particular criminal charges launched against Melik Rayisyan, a former
member of the Georgian Parliament, and his supporters.

The group says that Georgian authorities are taking these measures
against Javakhk Armenian activists and government opponents in the
lead-up to parliamentary elections in that country.

The group argues that it is clear that such measures are intended to
create an atmosphere of fear and intimidation in Javakhk and to ensure
an election victory for the ruling political party.

YEREVAN. – From January to June, 294,951 Armenian citizens visited
Georgia, the Georgian National Tourism Agency informs stating that
the indicator has increased by 34 percent compared to last year.

During the first half of this year, overall 1,690,494 tourists have
visited the country. There was an increase of 53 percent compared to
last year. Most of the tourists who visit Georgia come from Turkey.

Turkey is followed by Azerbaijan, Armenia, Russia and Ukraine.

YEREVAN.- Armenian historian Ruben Safrastyan considers that Egypt
may take the same way of transition from military to civilian rule
just as Turkey did.

Safrastyan, director of Institute of Oriental Studies at the Armenian
National Academy of Sciences, participated in Moscow-Yerevan space
bridge on the situation in the Middle East.

Nevertheless, Safrastyan considers that the U.S. still have
an opportunity to influence the political situation in Egypt as
Washington’s military aid amounting to $1.3 billion, which lines the
pockets of the Egypt’s military leadership, will be preserved.

This will preserve good relations between the military leadership
and new Egypt’s government headed by President Morsi.

“Morsi wants to reach a consensus with military leadership. It is
proved by the reports saying he does not plan to interfere with the
military budget,” he said.

“From Gutenberg to Internet: Unfinished Story for Libraries”
international three-day conference will be conducted in Yerevan July
3-5 dedicated to contemporary issues of libraries.

According to the press release of “Girk” foundation, the conference
is being organized within the framework of Yerevan’s declaration as
World Capital of Book. The conference is the initiative of Ministry
of Culture, National Library, American University of Armenia and
Electronic Information to Libraries international consortium.

During the three day discussions the participants will refer to the
mental property and copyright issues.

They will also refer to the packages of presentation of free code
programs to the libraries which are being distributed for free. They
are widely spread in American and European libraries.

The participants will get familiarized with the European and
North-American experience in the library sphere and new achievements.

Criminalisation de la liberte d’expression, abus de la detention
provisoire, recours a la loi antiterroriste et a un tribunal
d’exception : les travers du système judiciaire turc sont pousses
jusqu’a la caricature. Une fois de plus, l’amalgame règne et la
justice, fidèle a son interpretation repressive de la loi, assimile des
intellectuels critiques a des terroristes armes. Tous les journalistes
encore en detention doivent immediatement etre remis en liberte et
beneficier d’un procès equitable. ”

Arrete le 28 octobre 2011 en depit de son âge (63 ans) et de sa
sante fragile, Ragip Zarakolu a ete remis en liberte conditionnelle
le 10 avril dernier, ainsi que Songul Karatagna. Comme un aveu de la
faiblesse du dossier, la Cour a decide de prendre en compte ” l’etat
des preuves “, ” la duree passee en detention ” et ” la possibilite que
le chef d’accusation puisse changer “. Kazim Seker et Hasan Ozgunes,
en revanche, sont toujours detenus dans la prison de Kandira, dans
la ville de Kocaeli (Nord-Ouest).

Fondateur de la ligue de defense des droits de l’homme IHD, Ragip
Zarakolu est depuis longtemps en première ligne pour la reconnaissance
du genocide armenien et les droits des minorites. Sa maison d’edition
Belge (Document) ~uvre concrètement a repousser les limites de la
censure sur ces sujets. Ancien directeur de publication du journal
pro-kurde Ozgur Gundem, il collabore regulièrement avec Gunluk
Evrensel et preside le Comite pour la liberte de publier au sein de
l’Union turque des editeurs (TYB). Son action lui a valu de nombreuses
recompenses internationales. En fevrier 2012, alors qu’il etait en
prison, il a ete nomine pour le Prix Nobel de la Paix.

Il est aujourd’hui accuse d’avoir ” aide volontairement l’organisation
[KCK], bien qu’il soit etabli qu’il ne fait pas partie de sa hierarchie
“. Si l’enquete s’etait interessee a ses chroniques pour Ozgur Gundem
et a ses ” trop nombreux ” voyages a l’etranger, l’acte d’accusation
lui reproche essentiellement d’avoir assiste a l’inauguration de
l’Academie politique d’Istanbul, liee au parti pro-kurde BDP (legal
et represente au Parlement), et d’y avoir donne des cours. Juge sur
le fondement des articles 220.7 et 314.3 du Code penal et de l’article
5 de la Loi 3713 antiterroriste, il risque jusqu’a 15 ans de prison.

Les editeurs du quotidien Ozgur Gundem, Kazim Seker et Songul
Karatagna sont quant a eux accuses d’appartenir au PKK et risquent
respectivement 15 et 20 ans de prison. Hasan Ozgunes, chroniqueur du
quotidien en langue kurde Azadiya Welat, est accuse de faire partie
des dirigeants du PKK. L’acte d’accusation se fonde essentiellement
sur des livres retrouves chez eux, leur presence lors de manifestations
ou a l’Academie politique d’Istanbul.

De nombreux representants d’organisations et de medias internationaux
se sont deplaces pour assister a l’ouverture du procès, malgre une
interdiction annoncee la veille par le president du tribunal. Parmi
eux, le correspondant de Reporters sans frontières Erol Onderoglu,
le representant du conseil d’administration de l’Association
internationale des editeurs (IPA) Bjørn Smith-Simonsen et le president
de son Comite pour la liberte de publier Alexis Krikorian, le
vice-president de PEN International Eugene Schoulgin et la directrice
de son Comite des ecrivains en prison Sarah Wyatt.

Le 29 juin, des centaines de manifestants se sont reunis a l’appel
de la plate-forme GOP sur l’avenue Istiklal d’Istanbul, aux cris de
” Videz les prisons, liberte aux journalistes ! “, pour demander la
liberation immediate et sans condition des journalistes emprisonnes.

Depuis 2009, plus de 5000 personnes ont ete arretees dans le cadre
des operations policières de grande envergure lancees contre le KCK,
soupconne d’etre le pilier urbain du PKK. Parmi elles, de nombreux
representants locaux du BDP, avocats, journalistes et syndicalistes.

Une quarantaine de professionnels des medias ont ete interpelles
en decembre 2011 lors de rafles coordonnees dans plusieurs villes
du pays. Dans un autre volet de l’affaire, le procès de 37 avocats
incarceres depuis l’automne s’ouvrira le 16 juillet 2012, en presence
de representants du Barreau de Paris.

Le president georgien, Mikheïl Saakachvili, a nomme samedi au
poste de Premier ministre Ivane Merabichvili, jusqu’alors ministre
de l’Interieur, a quelques mois des elections legislatives de cet
automne dans cette ex-republique sovietique.

Le president Saakachvili a annonce dans une declaration a la television
qu’il nommait M. Merabichvili a ce poste, qui devrait acquerir du
poids sur le plan politique après des modifications de la Constitution
limitant dès l’an prochain les pouvoirs executifs de la presidence.

Ivane Merabichvili, plus connu en Georgie sous le diminutif “Vano”,
etait ministre de l’Interieur depuis 2004.

“Vano est un homme qui, ensemble avec nous, a reussi a vaincre le
crime et la corruption”, a declare le president Saakachvili.

Il a souligne que le nouveau Premier ministre s’attacherait a lutter
contre le chômage.

“Le temps est venu pour chaque famille georgienne de tirer profit
des benefices de la modernisation et du developpement de la Georgie”,
a declare le nouveau Premier ministre.

Le precedent chef de gouvernement, le technocrate Nika Gilauri, se
consacrera desormais a l’accroissement des investissements etrangers
en Georgie, a precise le president. Auparavant, une porte-parole de la
presidence n’avait donne aucune explication concernant son limogeage.

En tant que ministre de l’Interieur, M. Merabichvili etait l’un des
hommes politiques les plus influents du pays. IL a supervise les
reformes populaires mises en place pour eradiquer la corruption au
sein des forces de l’ordre.

Mais il a egalement ete vivement critique par l’opposition pour avoir
autorise le recours a la force afin de disperser des manifestations
en 2011 et 2007.

Aucune information n’a ete communiquee sur le remplacement au
ministère de l’Interieur de M. Merabichvili, qui doit former un
nouveau gouvernement lundi.

Le ministre de la Defense, Seyran Ohanian, a declare vendredi 30 juin
que l’armee estime qu’une nouvelle guerre avec l’Azerbaïdjan au sujet
du conflit du Haut-Karabagh est peu probable, malgre les violations
du cessez-le-feu dans la zone de conflit.

” En evaluant la situation, nous sommes arrives a la conclusion que
la probabilite de la reprise des hostilites est faible aujourd’hui
“, a declare aux journalistes Seyran Ohanian. ” Cela dit, les forces
armees et leurs dirigeants sont prets a une eventuelle guerre. ”

Après la mort d’une douzaine de soldats des deux côtes, certains ont

Les Etats-Unis, la Russie et la France ont exprime de serieuses
preoccupations au sujet des violations recentes du cessez-le-feu
qui ont coïncide avec la visite de la secretaire d’Etat americaine
Hillary Clinton dans le Caucase du Sud. Dans une declaration commune
la semaine dernière, les presidents des trois puissances mediatrices
ont exhorte les parties du conflit a respecter le cessez-le-feu et
a intensifier leurs efforts pour s’entendre sur un accord-cadre de
paix redige par les mediateurs.

En visite a Stepanakert vendredi, le ministre des Affaires etrangères
armenien, Edouard Nalbandian, a reitere que les principes de Madrid
pour trouver une solution au conflit doivent etre approuvees non
seulement par Erevan, par Bakou, mais aussi par le Karabagh.

Nalbandian a egalement annonce que les diplomates des Etats-Unis,
de Russie et de France qui co-dirigent le Groupe de Minsk de l’OSCE
visiteront la zone de conflit dans les dix prochains jours.

STRASBOURG. – Over 8,000 Armenians live in Strasbourg and Alsace
region in France, who has mainly migrated at early 1990s. They are
mainly employed in construction and trade.

The priest Ter Vache Hayrapetyan was appointed as a spiritual leader of
local Armenians and founded the Armenian Church of Strasbourg in 2010.

The first holy liturgy was served on January 6, 2010, celebrating the
Birth of Jesus. Since then, the day has become a Day of the church
foundation, while the All-Armenian Catholicos Karekin II sent his
blessings. A cultural center and a Sunday school function next to
the church as well since this year.

To note, the priest serves liturgies in other regions, including
Nantes and Metz as well.

he has graduated from the military institute after V. Sargsyan, in
2012 he has graduated from the faculty of history, National Academy
of Sciences, master course.

He is an author of tens of scientific articles.

He is married, has two daughters.

“Mountains of Moses: Revolt, Resistance and Rescuing of the Victims
of Mass Extermination in the 20th Century” was the theme of the First
International Conference on Genocide Studies in the Czech Republic,
held in the capital of Prague from June 18-20, 2012. The theme drew
inspiration from the Musa Dagh resistance to the Armenian Genocide
in 1915, a saga that was immortalized by Franz Werfel in the novel
The Forty Days of Musa Dagh.

The conference was organized by the Archaeology of Evil Research Centre
(AERC) as part of the NINE GATES Festival that annually promotes
Jewish culture in the Czech Republic and elsewhere in Europe.

This year’s festival, including the conference, enjoyed the patronage
of the president of the Czech Parliament, the prime minister, a number
of ministries, and the embassies of China, Spain, and Sweden.

The mission of the AERC is “to reflect causality and motives of
historical genocides and mass violence on the basis of comparative
interdisciplinary research, to gather specific primary and secondary
data on genocides and mass murders during the world history, and
explore new ways of dissemination of research results. Long-term
objective of the centre is to introduce and establish the Genocide
Studies discipline in the Czech Republic.”

The objectives of the conference were to introduce the scope
and method of genocide studies in the Czech Republic; to analyze
historical events of revolt, resistance, and rescue of the victims
of mass extermination/genocides in the 20th century with regard to
the relevant historical context; and to compare selected historical
events on the basis of common aspects.

The opening ceremony took place on June 18 at the Viola Theater. Pavel
Zuna, a well-known Czech TV personality, introduced the conference
participants and invited Tigran S. Seiranian, the ambassador of the
Republic of Armenia to the Czech Republic, to deliver the inaugural
address. In his statement, Seiranian made reference to Werfel as a
native son of Prague, informing the audience that on April 24 of
each year the Armenian community in Prague places wreaths at the
homes where the author was born and lived. Seiranian also indicated
that the Turkish government continues to deny the Armenian Genocide,
thereby continuing the process of genocide. A representative group of
Armenians-including the Very Reverend Barsegh Pilavjyan, spiritual head
of the Armenians in the Czech Republic, Slovakia, and Hungary; Hakob
Asatryan, chief editor of the local Orer (Days) Armenian periodical;
artists; and professionals-were also present.

The ambassador’s speech was followed by an impressive thematic
performance of Czech poet Pavel Zajchek, titled “Lives? Or Vicious
Circles?” with the accompaniment of the underground DG 307 band. The
evening concluded with a reception.

On the following day, June 19, the conference began at the Protestant
Theological Faculty of Charles University with a keynote lecture
by Dr. Paul A. Levine, associate professor and docent of Holocaust
history at the Hugo Valentin Centre, Uppsala University, Sweden.

Titled “Genocide Studies Today: An Overview and Analysis,” the
lecture briefly explored “the ‘histories’ of the two fields [Jewish
Holocaust and Armenian Genocide], their conflicts and areas of
growing comity, and what the future might hold for these two dynamic
and multi-disciplinary scholarly fields, both of which have high and
still growing social relevance.”

Next, in order to provide the audience-comprised mainly of professors,
university students, diplomats, and other interested persons-with a
general background about the Armenian extermination and dispossession,
Andrew Goldberg’s hour-long documentary, “The Armenian Genocide”
(2006), was shown on a large screen.

After the screening, Dr. Vahram Shemmassian, associate professor
and director of the Armenian Studies Program at California State
University, Northridge, and foremost scholar on Musa Dagh, took
the podium to discuss and analyze “The Musa Dagh (Mountain of
Moses) Resistance to the Armenian Genocide.” Based on Ottoman,
German, French, British, American, and Armenian archives, his paper
covered the following issues: causes of the genocide; pockets of
resistance; introduction to Musa Dagh society; conditions on the eve
of the deportation order; existential dilemmas and hard choices;
the resistance machine (consisting of two components, one civil
and one military); major battles; rescue operations by the French
3rd Mediterranean Squadron; the relocation of survivors to a camp
near Port Said, Egypt; echoes of the episode in the contemporary
international press; and the impact of Werfel’s novel on Armenians
and Jews especially.

“The Musa Dagh struggle continues after 97 years,” Shemmassian
concluded. “It is a fight against the denial of the Armenian Genocide,
because denial is the last act of any genocide. This struggle belongs
to all of us, not just the Armenian people. If the slogan ‘Never
Again’ should mean anything, we must unite to prevent criminal minds
from being born. No economic, political or strategic considerations
should take precedence over the recognition and prevention of
genocides. Realpolitik cannot be more important than humanity itself;
a line must be drawn to preserve civilization. It is my ardent wish
and hope that international conferences such as this will bring us
closer to forming a united front, not just intellectually but also
practically, in defeating genocidal tendencies before they are hatched
and actualized.”

Shemmassian also gave a PowerPoint presentation of vintage photos
from his extensive private collection depicting the rescue scenes by
the French Navy, the Port Said refugee camp, the Red Cross flag that
saved the Musa Dagh-ians, and the inauguration in 1932 of a memorial
monument at Damlajik on Musa Dagh dedicated to the heroic feat, as
well as a fenced graveyard for the 18 fighters who had lost their
lives during the 1915 battles. A question-and-answer session followed.

Tatevik Lazaryan of “Azatutyun” (Liberty) radio in Armenia and Hakob
Asatryan of Orer magazine then interviewed Shemmassian separately
on a broad range of Armenian issues including, but not limited to,
the controversial protocols signed between Armenia and Turkey, and
planned activities pertaining to the 100th anniversary of the genocide
worldwide. Shemmassian similarly granted an interview to Reflex, a
respected weekly magazine published in Prague with a wide circulation
(60,000 printed copies and a total readership of 270,000 as of January
2010, according to Wikipedia). The interview is scheduled to appear
in mid-July 2012.

The “Nanjing Massacre” video presentation constituted an introduction
to the Chinese component of the conference. Zhang Boxing and Li
Jiangyong from the Nanjing Massacre Museum in China, subsequently
lectured on the “Nanjing Safety Zone: The Rescue of Citizens during
the Massacre in Nanjing.” They analyzed the establishment, role,
and significance of that zone in the context of the Sino-Japanese
War in the 1930’s. The day ended with Charlie Chaplin’s 1940 movie,
“The Great Dictator.”

On June 20, Alejandro Baer, from the Institute of Sociology, Ludwig
Maximillians-Universitat, Munich, Germany, talked about “The Rescue
of Jews by Spanish Diplomats during the Holocaust: Facts, Myths,
and Memory Politics.” He explained that the close ties that Spain
maintained with Germany throughout World War II enabled some diplomats
to grant protection to the victims. This fact was later used as an
argument by the Franco government to try to escape from the isolation
to which the international community had condemned Spain after the
war. The myth that Franco helped the Jews during the Holocaust is
sustained in Spain until today.

A related subject was examined by Prof. Paul A. Levine, namely, “Raoul
Wallenberg’s Rescue Activities in Budapest: Myth, or History?” He
clarified the fascinating but often troubling relationship between
myth and history, a distinction that is of particular importance for
the field of Holocaust/genocide studies.

The afternoon session began with two documentaries, “Revolt
in the Sobibor Camp” and the “Living Dead.” Dr. Igor Bartosik,
a historian-researcher at the Museum Auschwitz Birkenau, Poland,
then delved into the “Underground Activity and Revolt of Prisoners
from the Sonderkommando KL Auschwitz” in a comparative approach, all
along showing hitherto unknown documents and pictures. The conference
ended with concluding discussions and remarks by the organizers and
participants.

Following the conclusion of the conference, the Turkish Embassy in
Prague contacted and held a meeting with two of the main organizers
of the conference, Simon Krbec and Pavel Chalupa, to lodge a complaint
regarding the inclusion of Musa Dagh (i.e., the Armenian Genocide) in
the program. It was a “controversial historical event,” the Turkish
officials contended, and therefore other scholars should also have
been invited to tell the “other side” of the story. Krbec responded:
“We are not dividing historical research into some national or
opposite sides, that we follow the mainstream of research on genocide
studies in the world. … [t]he International Association of Genocide
Scholars recognized the Armenian Genocide as genocide. So we don’t
see a reason to invite some Turkish researchers.” Krbec and Chalupa
also mentioned President Barak Obama’s annual statements about the
“Great Calamity.” At the end of the encounter the two organizers
were given books about the Turkish version of what happened, and were
invited to Istanbul to study the Turkish archives.

“Mountains of Moses” was a serious and successful event, one that
added to the growing number of international conferences on the subject
of genocide. The organizers plan to publish the proceedings and hold
similar symposia annually, with different themes.
