TEHRAN (FNA)- Iranian Interior Minister Mostafa Mohammad Najjar hailed
a new era of security cooperation between Tehran and Yerevan after
signing a comprehensive security agreement with Armenian officials.

Iran and Armenia signed a security agreement on Tuesday to increase
their cooperation in the fields of fighting organized crimes, drug
smuggling, security-law enforcement issues and border affairs.

During the ceremony to sign the agreement, Mohammad Najjar pointed
to the developing trend of cooperation between Tehran and Yerevan,
and underlined that a new chapter of security cooperation has begun
between the two countries.

He expressed Iran’s readiness to transfer experiences in the fields
of fight against drug smuggling, training police officers and custom
experts, organized crimes, repatriation of criminals and convicted
persons, and said that the signed agreement will be a desirable
framework for cooperation between the two countries.

Iran has long taken various diplomatic initiatives to expand its ties
with the neighboring states.

In recent years, Iran and its Northern neighbor Armenia have boosted
cooperation, signed agreements on energy cooperation and agreed to
cooperate in technology and research and to enhance ties in commerce
and economy.

Iranian President Mahmoud Ahmadinejad and his Armenian counterpart
Serzh Sargsian pledged in December 2011 to further expand “high-level
relations” between their nations and, in particular, give new impetus
to the implementation of joint energy projects that have fallen
behind schedule.

Russia plans to conclude negotiations on formation of common air
defenses with Kazakhstan, it was stated by General-Major Pavel
Kurachenko, Deputy Commander of the Air Forces, News Kazakhstan
reports.

Kurachenko said that the issue will be discussed at the coordination
committee for anti-missile defenses of the CIS at Kyrgyzstan’s
Cholpon-Ata. He expressed hope that documents will be signed in late
2012 or early 2013.

Russia and Belarus have a joint anti-missile system. Armenia is
expected to join it. Deals are planned with Kyrgyzstan, Tajikistan
and Uzbekistan, the deputy commander said.

Complicated talks with Uzbekistan are slowing down the formation of
common anti-missile defenses in the Central Asian Rregion.

Armenian airline Armavia has decided to acquire one Airbus airliner
and one Boeing airliner, the company said on Tuesday.

The airline’s management is now taking part in the Farnborough
International Airshow in Britain. Representatives of Armavia met with
counterparts from Airbus and Boeing on the first day, after which a
decision was made to purchase the airliners

Details on the purchases will be released after the close of the
Airshow (which has been extended to July 15), Armavia said in a
statement.

Armavia earlier said that it had decided against acquiring a second
Sukhoi Superjet 100 from CJSC Sukhoi Civil Aircraft, which was to
be delivered in June 20-30, 2012. The first Sukhoi Superjet 100 was
received on the airline’s balance sheet on April 19, 2011 and is now in
operation. Armavia planned to acquire several more of these aircraft.

However, a source was quoted on Monday, saying that Armavia had
decided against receiving a second SSJ-100 because of the airline’s
financial instability. “Armavia even has the first SSJ-100 pledged
as security. This indicates that the airline has been experiencing
financial difficulties and wouldn’t be able to pay the leasing costs
on the second airliner,” the source said.

Armenian Parliament Deputy Speaker Eduard Sharmazanov has accused
Azerbaijan of misrepresenting the situation in the Karabakh settlement
process.

“Mr. Mammadyarov (Azeri Foreign Minister Elmar Mammadyarov) has been
distorting the reality in the intrinsic style of the Azeri leadership,”
Sharmazanov said.

Armed incidents in the Karabakh conflict zone will be prevented
not through the use of some mechanisms investigating such incidents
but through the removal of the very fact of the Azeri territory’s
occupation by Armenia, the Azeri foreign minister said on Monday at
a joint press conference held with OSCE (Organization for Security
and Co-operation in Europe) Secretary General Lamberto Zannier.

The Armenian parliament deputy speaker said: “As long as Azerbaijan
occupies certain parts of Nagorno-Karabakh, in particular, Getashen,
Martunashen, Shaumyan, and opens sniper fire against civilians,
including kindergartens, the lack of serious progress in the peaceful
settlement process will be entirely Azerbaijan’s responsibility,”
the Armenian parliament spokesperson told Interfax, commenting on
the statement by the Azeri foreign minister.

WASHINGTON (A.W.)-The wave of condemnation, outrage, and protests
over the killing of Vahe Avetyan on June 17 continues to build in
Armenia and the Diaspora. Here in the U.S., the ARF Eastern Region
Central Committee contacted Armenia’s ambassador to the U.S., Tatoul
Markarian on July 6, to condemn the crime committed at the Harsnakar
restaurant in Avan. Ambassador Markarian, in turn, condemned the
crime and noted that the authorities are doing their best to hold the
perpetrators accountable and prevent such incidences from occurring
again in the future.

Demonstrators in front of Harsnakar On the West Coast, a delegation
from the ARF Western U.S. Central Committee met with Armenia’s consul
general to Los Angeles on July 3 to discuss the Harsnakar killing. The
delegation expressed the ARF’s concerns and outrage over the incident,
and the expectation that those arrested will be prosecuted and punished
to the full extent of the law.

The owner of Harsnakar, Ruben Hayrapetyan, also known as oligarch
“Nemets Rubo,” resigned from Parliament on July 3 following a meeting
with President Serge Sarkisian. Hayrapetyan is a member of the ruling
Republican Party. Three military doctors were beaten in Harsnakar
on June 17 and one, Major Vahe Avetyan, died on June 29 from severe
head trauma. A public outcry, and petitions demanding Hayrapetyan’s
resignation, followed soon after.

“I can’t forgive myself and I don’t know how to ask for forgiveness,”
Hayrapetyan said in his resignation letter. “I would have given
anything to be there on that ominous night, to grab the fists that
hit those young men, and to stop this tragedy that stole a life,
destroyed families, and left children orphaned. But I cannot. Vahe
is no longer with us; and I have to live with that; and I have to
look in the eyes of his family members. I don’t know how,” he added.

Harsnakar is a grand-scale restaurant and function hall where
extravagant wedding parties are held. Hayrapetyan owns numerous
other business ventures, among them the Bjni mineral water company
(which bottles Bjni and Noy), a hotel called Harsnakar on Lake Sevan,
and a bank. He is also the president of Armenia’s Football Federation.

Hayrapetyan was questioned on July 6 as a possible witness in the
crime, Arsen Ayvazyan from the police Inspectorate General of Criminal
Investigations told reporters. Although Hayrapetyan maintains that he
left Harsnakar some two hours before the attack on the three victims,
some have alleged that he ordered the beatings over the phone.

According to Ayvazyan, the police will investigate the phone
conversations between the perpetrators and Hayrapetyan once they
obtain recordings from the telephone companies per order of the court.

Ayvazyan, however, told reporters that “in their testimonies,
neither the victims nor the suspects or witnesses gave any
information regarding Ruben Hayrapetyan’s involvement… And in these
circumstances, with no evidence of his involvement in the criminal
case, naturally we cannot speak of arresting or charging him.”

It has been alleged that Hayrapetyan’s personal bodyguard, Garik
Markaryan, inflicted the fatal injuries on Avetyan. Yet, Ayvazyan said
the perpetrators were not Hayrapetyan’s bodyguards, and that they all
worked at the restaurant, adding that some had escorted Hayrapetyan
“on some special occasions.”

It is yet to be seen how the police handle the investigation. Public
distrust towards the police and the judicial branch has given way to
demonstrations staged around Harsnakar. The widespread belief is that
the oligarchs and their entourage have remained above the law.

Co-Chairs of the OSCE Minsk Group Robert Bradtke (USA), Igor Popov
(Russian Federation) and Jacques Faure (France).

The interlocutors discussed issues related to the settlement of the
Karabakh conflict and regional trends.

Bako Sahakyan said “the destructive policy of Azerbaijan and the
distorted negotiation format is the pivotal hindrances on the way of
conflict resolution.”

The President urged the Co-Chairs of the OSCE Minsk Group to keep
on working towards bringing Azerbaijan into a constructive stream
and restore the full-fledged negotiation format, Central Information
Department of the Office of the NKR President reported.

Authors of the “I Left My Shoes in Istanbul” and “Nana” films
Nigol Bezjian and Valerie Massadian , who have arrived in Armenia
to participate in the 9th Golden Apricot Film festival, met with
reporters today to tell about the films and share their impressions
from the Motherland.

Nigol Bezjian was born and grew up in Beirut, Lebanon, before
moving to the USA where he attended New York School of Visual Arts
(BFA in Cinema) and then UCLA. Nigol Bezjian lived and worked in
many countries. He has shot a number of films and won awards from
prestigious international FFs.

The film “I Left My Shoes in Istanbul” closely follows Sako Arian,
A Lebanese Armenian modernist poet who embarks onto a journey that
has been delayed for a century; the return to his ancestral city of
Istanbul, where his cultural and literally roots are found.

Sako tours the old streets of Istanbul once populated by Armenians,
the ancient cemeteries and the poets buried in them, the old churches
and more than a century old high school.

He meets the young and the old, the famed and the humble, Armenians
and Turks, listens to their stories, their opinions, he laughs and
shares food with them.

“With this film I wanted to show a different Istanbul to Turks, a
city they are not familiar with, it is the Armenian Bolis,” director
of the film Nigol Bezjian said.

“We created a state, but created it with bloody hands,” one of
the heroes of the film confesses. The film openly speaks about the
Armenian Genocide, although it is a joint Lebanese-Armenian-Turkish
production. The director of the film says the Turkish side created
no obstacles for shooting the film. However, he is not certain about
the reaction that will follow the screening of the film in Turkey.

The film was first screened within the framework of the Golden Apricot
Film Festival. “I Left My Shoes in Istanbul” and Valerie Massadian’s
“Nana” are presented in the “Armenian Panorama” program.

This was Valerie Massadian’s first visit to the Motherland. She said
feelings do not allow her to speak about the impressions.

Un journaliste accuse de “haute trahison” risque la reclusion a

Reporters sans frontières exprime sa colère face a l’escalade en
cours dans le harcèlement judiciaire subi par le defenseur des droits
de l’homme et redacteur en chef du journal Tolishi Sado (la voix
des Talysh), Hilal Mammedov, arrete le 21 juin 2012 et qui risque
aujourd’hui la reclusion a perpetuite.

“Nous sommes absolument outres par les nouveaux chefs d’inculpation
retenus contre Hilal Mammedov, et par la gravite de la peine qu’il
encourt. Ceci est une aberration totale qui temoigne de l’exacerbation
des tensions entre les services secrets iraniens et azeris. Les
enchères doivent cesser. Il est inadmissible que les journalistes
et les activistes continuent d’etre ainsi pris en tenaille. Nous
demandons a ce que Hilal Mammedov soit relâche dans les plus brefs
delais”, a declare Reporters sans frontières.

Hilal Mammedov est en detention depuis le 21 juin 2012, date a laquelle
il avait ete arrete et inculpe pour “trafic de stupefiants a grande
echelle”, d’après l’article 234.4.3 du code penal de la Republique
d’Azerbaïdjan.

Dans une declaration conjointe datant du 4 juillet, le ministre de
l’Interieur et le Procureur general ont communique les resultats d’une
enquete accusant Hilal Mammedov d'”espionnage”. D’après le rapport,
ce dernier aurait ete recrute en 1992 par un officier des services
de renseignement iraniens, Abdol Ali oglu Hamzayev, afin de recolter
et de lui transmettre des informations.

Desormais inculpe de “haute trahison” sous l’article 274 du code
penal et d'”incitation a la haine nationale, raciale, sociale ou
religieuse” selon l’article 283.2.2, il risque la prison a perpetuite
et la confiscation de tous ses biens materiels. Il est officiellement
accuse d’avoir “secrètement coopere avec les services secrets iraniens”
et de “mener des activites nuisibles a la souverainete, la securite
nationale et l’integrite territoriale de l’Azerbaïdjan”.

Son dossier a ete transfere au departement du Parquet general en
charge des “crimes graves”. Il a ete remis a une equipe d’enqueteurs,
issus du parquet, du ministère de l’Interieur et du ministère de la
Securite nationale.

En 2008, un journaliste de la meme publication, Novruzali Mamedov,
avait ete ete condamne a dix ans de prison pour “espionnage” et
“incitation a la haine ethnique”. A 68 ans, il avait ete declare mort a
l’hôpital de la prison de Bakou, après avoir ete torture, en août 2009.

Des charges similaires d’espionnage ont ete par ailleurs prononcees,
le meme jour, contre les deux jeunes ecrivains et journalistes
azerbaïdjanais Farid Huseyn et Shahriyar Hajizade, detenus depuis
plusieurs semaines en Iran. D’après l’article 502 du code penal de la
Republique islamique d’Iran, ils risquent de un a cinq ans de prison.

Enleves le 2 mai 2012 a Tabriz (nord de l’Iran) alors qu’ils
revenaient d’une conference de presse a Teheran, ils avaient d’abord
ete portes disparus jusqu’a ce que les autorites communiquent sur
leur arrestation, près d’un mois et demi plus tard.

La police armenienne a declare mardi 10 juillet 2012 qu’elle
a interroge l’homme d’affaires Ruben Hayrapetian au sujet de la
bagarre mortelle qui a eu lieu dans son restaurant le mois dernier,
mais elle ne voit encore aucune raison juridique de le poursuivre. Le
medecin militaire Vahe Avetian est mort de blessures graves a la tete
le 29 juin. Six hommes, pour la plupart, les agents de securite du
restaurant, ont ete arretes et accuses d’agression suite a l’incident
qui a declenche l’indignation de nombreuses personnes en Armenie. Les
policiers ont fait face a la pression des membres de l’opposition,
des militants et des medias qui exigeaient la poursuite de Ruben
Hayrapetian. Ils ont accuse l’homme d’affaires, qui a des liens
etroits avec le gouvernement armenien, de complicite. ” Lors de leurs
temoignages, ni les victimes, ni les suspects ou temoins n’ont donne
des informations concernant l’implication de Ruben Hayrapetian “,
a dit Arsen Ayvazian, l’inspecteur general de la police criminelle. ”
Et dans ces circonstances, sans aucune preuve de son implication dans
l’affaire penale, nous ne pouvons pas proceder a une arrestation. ”

Selon Arsen Ayvazian, les enqueteurs ont deja precise que Ruben
Hayrapetian, qui dirige la Federation de Football (FAF), n’etait pas
au restaurant lors de l’incident. Le magnat aurait quitte le restaurant
deux heures avant l’agression de Vahe Avetian et des autres medecins.

Arsen Ayvazian a nie les informations diffusees par les medias qui
allèguent que le principal suspect dans l’affaire est un garde du
corps personnel de Hayrapetian.

Les quatre groupes d’opposition representes au Parlement armenien se
disent preoccupes ” par une eventuelle politique de camouflage ” au
sujet de l’incident. Ils ont exige que le president du parlement Hovik
Abrahamian s’engage a faire des auditions parlementaires sur l’affaire
et a inviter les fonctionnaires superieurs de la police pour temoigner.

H. Abrahamian a rejete la demande ce mardi. Dans une lettre adressee
aux dirigeants de l’opposition a l’Assemblee nationale, il a affirme
qu’il n’a pas l’autorite legale pour organiser ces audiences.

Une agence gouvernementale de l’execution des decisions judiciaires
a annonce mardi que les Armeniens qui n’ont pas rembourse les prets
accordes par les banques commerciales et les entreprises de pret
devront etre proteges par une loi pour ne pas perdre leur propriete
privee.

Mihran Poghosian a annonce que son service pour l’execution obligatoire
des actes judiciaires (Smeja) redigera une loi interdisant les
institutions financières de saisir les appartements et les maisons. Il
a annonce que le nombre de personnes qui sont dans des difficultes pour
rembourser leur credit est en hausse. Le Smeja a traite plus de 1000
defauts de paiement dans la première moitie de cette annee.” Beaucoup
de gens se retrouvent sans domicile lorsqu’ils sont expulses. Beaucoup
n’ont pas de familles “, a dit Poghosian lors d’une conference.

” Certes, notre travail consiste a proceder a des expulsions, mais il
y a aussi un facteur humain qui doit etre pris en compte “, a ajoute
le fonctionnaire de 35 ans.

Le Smeja, qui est subordonne au ministère de la Justice, presentera
un projet de loi pour le gouvernement en fin d’annee. La mesure est
susceptible d’etre contestee par le secteur bancaire armenien.

Bagrat Asatrian, un ancien gouverneur de la Banque centrale, a critique
l’initiative de Poghosian, la qualifiant de populiste et dangereuse,
en disant qu’elle ne ferait que freiner l’activite economique.

Poghosian a insiste, cependant, sur le fait que les preteurs
commerciaux doivent trouver d’autres moyens d’assurer le remboursement
de leurs prets.
