The Foreign Minister of Georgia, Grigol Vashadze, will arrive in
Yerevan for a working visit at the invitation of the Armenian Foreign
Minister, Edward Nalbandian.

Grigol Vashadze will have a meeting with the Edward Nalbandian and
other officials, Press and information Department of the Ministry of
Foreign Affairs reports.

Yerevan, July 12, Armenpress: The president of the National Academy
of Sciences of the Republic of Armenia, academician Radik Martirosyan
met with the young scientists on July 12, during which a number of
issues on science were discussed. “Today the young are active in their
functions, and we should promote and support them”, Radik Martirosyan
reported. To his word they take the most prominent specialists’ names
from Institutes to picture their potential and future expectations.

“According to the data presented by the institutes, one can say there
is a sufficient level, which is also shown in our total number”,
briefed Martirosyan adding that 4000 people are included which is
the half of 1991 data. He mentioned that 29% of the personnel are
the young up to 35, 26% are of the average age, 35-55, and 40% are
the scientists over 55.

“We have a problem here, as the young get matured in the average age,
and we lack that generation”, explained the Armenian NAS president.

Martirosyan also presented the collection “Armenia in the global
science area”, where lots of indicators on science are included.

You should describe science from the side of scientific activity and
scientific quality, as well as both of them together, only then you
can see the whole picture”, Martirosyan concluded. To improve the
current situation, the academician suggests to modernize the research
basis making it new and saturated.

YEREVAN, JULY 13, ARMENPRESS: The Armenian Little Singers choir –
whose repertoire includes classical songs, modern music, jazz and
bossa nova – are performing in Japan for the first time.

The singers – 40 girls aged 11 to 18 – are all students of music
schools in Yerevan, the capital of Armenia, the mountainous landlocked
nation that sits along the old Great Silk Road and between the Black
Sea and Caspian Sea.

The group was originally established by Tigran Hekekyan, Professor of
Choral Conducting at Komitas State Conservatory in Armenia, in 1992,
and it has since won many awards at international chorus competitions,
says Min-On Concert Association, the choir’s Japan tour organizer. It
also tours Europe and the United States every year.

Armenpress reports calling the Japan Times that for this extended tour
in Japan – which includes 16 venues, some of which have already sold
out – the girls will sing several hymns such as “Ave Verum Corpus,”
as well as a George Gershwin medley, “The Girl from Ipanema,”
“In the Mood” and other popular songs.

Catholicos Of Great House Of Cilicia Forms Commission For Protection

At the initiative of Catholicos Aram I of the Great House of Cilicia
of the Armenian Apostolic Church, a congress devoted to the current
state of Western Armenian was convened several years ago.

And reflecting on the serious challenges which Western Armenian faces,
the congress had proposed that the Great House of Cilicia initiate
the formation of a commission, or an academy, for the protection of
Western Armenian.

Over the course of the past months, Catholicos Aram I held respective
consultations with Armenian community leaders, cultural and learning
institutions, and with armenologists.

And, in light of these consultations, a close-to-25-member Commission,
comprising Diaspora Armenians from different parts of the world,
was formed.

And the said Commission’s members from Lebanon on Thursday held their
inaugural session, which was moderated by Catholicos Aram I.

Discussions dedicated to post-conflict peace were held at the UN
Security Council. Once a year the Security Council refers to the
issue of the process and mechanisms of restoration of peace in the
countries in conflict.

The meeting featured the UN Secretary General, representatives of
more than ten UN member countries, including Armenia’s Permanent
Representative, Ambassador Karen Nazaryan.

Referring to the international experience in different parts of the
world, the Armenian Ambassador noted that cooperation programs can
serve as important confidence-building measures even in case the
parties to the conflict are holding peace talks.

Ambassador Nazaryan noted that the South Caucasus needs coordinated
regional initiatives and assistance programs of the international
financial organizations to promote the establishment of lasting peace
and efforts targeted at sustainable development.

Sos Sargsyan Discharged From Hospital

YEREVAN, JULY 13, ARMENPRESS: The People’s Artist of the Republic of
Armenia, the famous actor Sos Sargsyan has already been discharged
from the hospital.

As the actor told at the briefing with Armenpress, currently he feels
much better. ” I am at home, where else to go?” the loved actor joked
to the question whether he is going to continue treatment at home or
in hospital.

As early in the morning St. Grigor Lusavorich medical center
intensive care department head Vardan Navasardyan told Armenpress,
the renowned actor was taken to hospital with cardio-pulmonary
insufficiency symptoms. In the words of the interlocutor sooner it
will be determined when the actor is going to quit the hospital. ”
He is most likely to continue his treatment at home” the doctor noted.

The actor was scheduled to participate in the awarding ceremony of
Parajanov house-museum, yet on the eve he was hospitalized.The wife
of Sos Sargsyan, Nelly Sargsyan also assured, the health condition
of the husband was stable.

an emergency meeting of parliament? In answer to this question,
the secretary of the PAP parliamentary group Naira Zohrabyan said
she thinks it is unrealistic to collect 44 signatures at this moment.

First, the PAP has not discussed this issue yet because the greater
part of the PAP MPs are abroad, says Zohrabyan. Those PAP members
who are in Armenia may decide to join or not to join the motion.

Day, held on the anniversary of Bastille storming on 14 July, French
Ambassador Extraordinary and Plenipotentiary to Armenia Anry Reno
issued a statement .

” Bastille Day is celebrated since July 14 1880 as national holiday of
France. It symbolizes the transition from monarchy to Republic. The
universal values such as liberty, equality and fraternity still
currently are considered topical.

Each year, in connection with National Holiday Day, French Embassy in
Yerevan hosts Government members, parliamentarians, representatives
of the diplomatic corps, politics, art, economy and social spheres,
as well as the friends of Embassy” Anry Reno stated.

In his speech French Ambassador underscored, that current year July 14
is being celebrated with many changes. French people elected Francois
Holland in the post of French President in 5 -year-term at the course
of May 6 Presidential Elections and confirmed their choice during
Parliamentary elections accordingly taken place on July 10 and 17,
Armenpress reports.

Armenian Parliamentary Elections coincide with that of French
Presidential, which were the best ever held in the history of Armenia.

The Ambassador noted Armenia is facing Presidential Elections in 2013
February. Anry Reno expressed hope that coming elections will provide
an opportunity to Armenia for becoming more democratic, after which
Armenia will initiate deeper reforms.

In the words of the top diplomat France has intentions to strengthen
its ties with Armenia. Anry Reno also expressed conviction that
in coming future, Armenia will be able to live in more peaceful
environment and pro longed “borders” at last will be opened. French

Valentina Matviyenko, Chairperson of the Federation Council of Russia,
who is on an official visit to Armenia at the invitation of Armenian
Parliament Speaker Hovik Abrahamyan, has not made any statement on
the Nagorno-Karabakh conflict.

Therefore, the report in the July 13 issue of the Hraparak newspaper
does not correspond to the facts, the Information and Public Relations
Department, Parliament of Armenia, told Tert.am.

Neither at official meetings nor at dinner did such discussions take
place, the official report says.

Interview with historian Saro Saroyan, ACNIS expert

Saro, in the past few weeks developments on the civil plane were very
dynamic. In your opinion, should the target be one oligarch or one
criminal or is it time to hold responsible the other criminals and
oligarchs as well?

Of course, it is desirable to handle the issue of responsibility
of the criminal-oligarchic pyramid as soon as possible. However,
wish and ability should not be identified. The civil riot is as much
as the civil resource. Armenia faces unlawfulness every day and the
society cannot react adequately to all the cases. Everything is left
up to the regular course of developments. And if the society is still
able to come together to resolve the issue of one oligarch, it means
it has just enough potential for that one. In other cases, we would
have another picture which would be reflected in national issues. For
instance, had the society had more abilities for self-organization,
Armenians would not have 42,000 square km but several times more. But
I am more interested in the dynamics of public consolidation and
uprising. The regime has already received several yellow cards and has
reason to fear. If we review the past year, we will see that the local
victories of the civil movement are not one or two but already several,
while the number of civil activists has multiplied. I certainly mean
those citizens who set goals and try to achieve them rather than wait
until a wise man will say a wise thing standing at the rostrum and
will then ask them to go home, and they are happy with these words
and live waiting for the next rally.

Saro, it turns out that their number multiplies but this number does
not seem to be enough to ensure serious changes.

To answer your question I first need to brief on the internal affairs.

There is a regime which has split before the elections to form a
coalition government but in fact to get larger pieces of the cake. The
opposition is split, there are some parties which have expectations
from the regime but also they lack a mechanism, methodology, tactics
and strategy for struggle. Consequently, they are opposition for
themselves but never for the implementation of the public demand.

Besides these two groups of subjects there are increasing layers of the
civil society who can shape an agenda that can make the regime leave
the so-called political field and get down to the work of containing
the growing force of the civil society. It is also visible that the
opposition parties see that they are not needed in this context and
they want to make an agenda to enter this sphere and take a position
there.

Now I come to the answer to your question. The civil society is in a
stage of forming a sufficient number, and soon it may achieve serious
change in the country if the parties as individuals forget about their
political views and get down to work for systemic change, while the
party leaders will not disturb them and not try to earn interest from
this process. Otherwise, the latter will return the civil movement
to the same point of defeats of opposition parties, and emigration.

Saro, what results can be achieved through strong self-organization?

What will be the best result of a real election without vote buying?

I have stated in one of my previous interviews that the civil struggle
is not struggle for power but a way to achieve systemic change and
establish a constitutional state. The presidential elections are
the culmination of this struggle so they have a different meaning to
the civil society. I think with unity of political forces targeting
free and fair elections ahead of the next election to the rigged,
it will be possible to achieve serious participation of civil sets
in the elections. However, the lack of confidence in parties is
so devastating that there may not be a full unification. Hence the
presidential elections do not have a big importance from the point of
view of the civil struggle if the only target is to win the election.

Does it mean that the issue of revolution and change of government
must be withdrawn from the agenda and change must be achieved through
raising specific issues and having them resolved?

The civil movement will naturally lead to change of regime and systemic
change. The person de jure heading the regime will have to sacrifice
the oligarchs supporting the regime one by one in order to prolong
its life or it will defend them with teeth and the lava of the civil
movement will rise and spill. I think Serzh Sargsyan has chosen the
third option. Following the methodology of this system, he tries to
let down the oligarchs and the civil society alternately. In fact,
he hopes that by playing between them he will hold on to power as long
as he needs. But this mechanism is very unreliable because as soon as
the deception is revealed, each side will come back to him with more
claims. Hence, the pillars of the regime will replace their leader
or the civil uprising will sweep away the government lost in lies.

Saro, this mechanism has proved quite reliably for several years,
while civil activists hardly count several hundreds. How can they
sweep away everything?

The regime may think that there are no premises for a social and
political explosion but for me the main criterion of assessment is the
dynamics of social unity and uprising. This is going up. People who
considered political pressure in accordance with the Constitution
as the only way of struggle are already speaking about radical
revolutionary steps. The other circumstance is that after the
developments of Mashtots Park new horizons will open up where will
leads to victory. This mechanism has proved viable and is becoming
a key instrument of fight for the layers of the society. The regime
fears this and tries to prevent this. But it will not succeed if
there is sufficient civil will. The civil lava will eventually sweep
the regime away.
