YEREVAN, JULY 27, ARMENPRESS: The Ministry of Foreign Affairs of the
Republic of Azerbaijan sent a protest note to the headquarters of
Tanzania Foreign Affairs in demand to remove Nagorno Karabakh Republic
from Ministry’s official web site states list. As Armenpress reports
citing Azerbaijani APA agency, Azerbaijani Foreign Affairs Ministry
press service head Elamn Abduallayev came forth with the statement,
Armenpress reports.

The interlocutor stated the protest note was sent to Tanzania FM by
Azerbaijani Embassy located in Egypt, no answer has been received yet.

Azerbaijan was concerned by the widespread reports speculated in
Armenian media that NKR was noted in Tanzania Foreign Affairs and
Internal Affairs Ministries’ web sites as a country where you need
to receive entry visa if you are intended to pay a visit.

According to official web sites, Nagorno Karabakh citizens can visit
Tanzania paying 50 US dollars, yet the citizens of Pakistan, the United
States and Ireland are set to pay accordingly 200 and 100 dollars.

mostly Armenian-inhabited Bourj Hammoud neighborhood in Beirut,
Lebanon, and vandalized their cars on Thursday, July 26 evening,
Now Lebanon reported.

The victims were heading back from a visit to the Armenian cemetery
when attacked.

Security forces arrived at the scene and raided the suspects’ homes
in an effort to arrest the culprits.

YEREVAN. – The Prosperous Armenia Party (PAP)-member deputy ministers
and deputy regional governors have submitted their formal resignations
from their offices.

“Following the May 6, 2012 parliamentary elections, the Prosperous
Armenia Party reached a political decision to not participate in
the formation of the coalition government. Remaining faithful to
our party’s political decision, we [hereby] announce about our
resignations, which we have submitted today [Friday].

Our terms in office, [still] some time after the elections, pursued
solely one objective: to not jeopardize and to finish the current
programs.

We extend our thanks to our ministers and regional governors, for the
collaboration, and wish success in resolving the problems the country
faces,” the PAP deputy ministers’ and deputy regional governors’
respective statement reads.

The announcement is signed by Emergency Situations Deputy Minister
Romik Tigranyan, Territorial Administration Deputy Minister Ruben
Simonyan, Deputy Agriculture Minister Vardan Karapetyan, Deputy
Governor Edik Karakhanyan of Lori Region, and Deputy Governor Manafas
Arakelyan of Aragatsotn Region.

We hear on different occasions that major businessmen or oligarchs
of Armenia are the victims of the current system and they would love
to work in a legal atmosphere if the central government did not force
them to operate informally.

Such opinions are partly true. They are true because the oligarchs
would really love to work in a legal field but they are held back by
the circumstance that the “favorites” will keep away from that field
and the opportunities will be unequal.

Otherwise, the oligarchy has accumulated so many billions and
infrastructures that the legal field is not a threat to them. The
oligarchy is a threat to itself in the sense of partial legalization.

The oligarchy has so much capital and infrastructures that one will
need billions to be able to compete with them. Who will bring those
billions to Armenia if not the oligarchy?

Consequently, the issue is not legalization of the activities of
the oligarchy. This is only a formal solution which will not bring
about any change. This step will just legitimize the oligarchic
economic-political system, the effectiveness of which will remain
the same.

The issue in Armenia is redistribution of positions and resources of
the oligarchy. This redistribution is inevitable if the country is
committed to change, establishment of an atmosphere of creativity.

The oligarchy has in its hands a large part of resources, and this
share cannot be used effectively for the public and the state,
especially with the small scales of the economy of Armenia.

To ensure the effectiveness of this share it is necessary to
return it from the oligarchy to the small and midsize businesses
in an anti-monopoly and anti-oligarchy policy. In other words, the
anti-monopoly and anti-oligarchy policy should focus on the tough
policy of decentralization of resources and then should prevent the
creation of new monopolies and oligopolies.

Here is the axis of the issue and this is the reason why the oligarchic
system, despite its huge advantage, does not want to operate in law. In
fact, the political government prohibits this which is coalesced with
the oligarchy. Perhaps, it does not allow but with the same concern
that interests match here and they thus find a temporary solution.

Decentralization of resources is a vital need. The oligarchic system
can protect its resources only in the legal field since this system
stops being vital in terms of protection of its political and social
interests.

Many people may view “decentralization” as infringement of the right
to property.

But the larger part of the property of the oligarchy is already an
infringement on others’ right to property, consequently it is not
infringement but protection of this right.

The Armenian Defense Ministry on Friday refuted Azerbaijan’s claim
that the Azerbaijani soldier, captured on Thursday, lost his way and
accidentally crossed into Armenian territory.

“At 6:00 in the morning a servicemen should either be sleeping or
performing his military duty. But a serviceman who crosses into enemy
territory with a white flag in his hands does not look like someone
who’s lost his way,” said Artsrun Ovannisyan, a spokesman for the
Armenian defense minister.

Thursday’s incident in the conflict zone triggered a number of
contradictory statements from Armenia and Azerbaijan, which have
been engaged in a territorial dispute over the predominantly
Armenian-populated region of Nagorno-Karabakh since the late 1980s.

The Azerbaijani Defense Ministry initially accused Armenia of
violating the ceasefire in the Nagorno-Karabakh conflict zone,
saying that an Azerbaijani conscript received a gunshot wound near
the Azerbaijani-Armenian contact line in the Gedabek District on
Thursday morning.

Armenia denied the accusations, saying that the 19-year-old conscript,
identified as Firuz Faradzhov, crossed the border and surrendered
without offering any resistance at 6:00 Moscow time [2:00 GMT]
on Thursday.

The Azerbaijani Defense Ministry responded with a statement later
in the day saying that the conscript was captured by Armenian troops
when he lost his way and accidentally crossed into Armenian territory.

The conflict between Azerbaijan and Armenia erupted in the late 1980s,
when Nagorno-Karabakh proclaimed independence from Azerbaijan. It
is estimated to have left more than 30,000 people dead on both sides
between 1988 and 1994. The sovereign status of the Nagorno-Karabakh
Republic is not recognized by any state.

Muscat wines of the world” which took place in France, Armenian Muscat
wine gained the silver medal. Already for 12 years the organizers
of the contest encourage the producing of wines from Muscat types of
grape by gathering together in the end of July the most authoritative
organizations and individuals of wine industry.

“At the first time when we spoke about participation in the contest
there was opinion that Armenia can not take part as it was not
included in the list of participants and had never participated in
such international competitions” said the director of French wine
industry company Jean-Batiste Sula during the press conference on July
28 as Armenpress reports. In his words Armenia once again proved to
the world that the country has such grounds that give opportunity to
produce wine corr3esponding to all international standards.

Muscat wine named “Armenia” was presented in the “Best Muscat wines of
the world” by “Armenia wine” factory. In the contest took part leading
wine producing companies from 24 countries including France, Italy,
Germany, Switzerland, Macedonia, Turkey, Spain and etc. Armenia took
part in the contest for the first time but the participation of our
country will be continuous.

ete tues vendredi dans le sud-est de la Turquie par l’explosion d’une
mine disposee sur leur passage par les rebelles kurdes du Parti des
travailleurs du Kurdistan (PKK), ont affirme des sources locales.

L’engin, dont la mise a feu etait telecommandee, a explose a 06H00
(03H00 GMT) au passage d’un vehicule militaire a Lice, dans la province
de Diyarbakir, tuant deux soldats et en blessant un autre ainsi qu’un
civil, selon ces sources. Les forces de securite ont lance une vaste
operation dans la region pour riposter. Le PKK, qui a declenche un
conflit arme en 1984, est considere comme une organisation terroriste
par de nombreux pays. En près de 30 ans, le conflit a fait plus de
45.000 morts. Le PKK reclame l’autonomie du sud-est anatolien, peuple
en majorite de Kurdes. L’explosion de la mine intervient alors que le
Premier ministre turc Recep Tayyip Erdogan a accuse mercredi soir le
regime syrien de laisser le PKK s’implanter dans le nord de la Syrie,
dans un geste hostile a la Turquie. Lice est situe a environ 180 km
au nord de la frontière syrienne.

a Erevan, selon laquelle ” les autorites armeniennes suivent
attentivement le developpement de ce projet eurasien et cherchent
a y determiner leur place, sachant que la zone eurasienne permettra
de developper les relations economiques ” (cf. la revue du 25.07),
RFE/RL reproduit l’avis d’experts armeniens, dont Sergueï Minassian,
vice-directeur du Caucasus Institute, estimant que M. Narichkine aurait
juste voulu faire la ” publicite ” du projet propose par Vladimir
Poutine. D’après lui, la Russie se rendrait bien compte que l’adhesion
de l’Armenie a cette communaute eurasiatique ne serait pas realiste,
d’autant que celle-ci a officiellement declare (au niveau du PM)
que cette adhesion ne serait pas economiquement justifiee. Moscou,
de son côte, comprendrait parfaitement que l’adhesion de l’Armenie
lui coûterait cher, car il serait alors engage a lui octroyer des
dotations. ” Moscou est-il pret a accorder tant de fonds a un pays
qui sera un fardeau economique pour lui ? “, se demande-t-il. Or,
les autorites russes ne chercheraient pas a faire pression sur Erevan
pour relancer son adhesion, d’autant que les deux pays coopèrent au
sein d’une structure politico-militaire plus serieuse, a savoir l’OTSC.

Toutefois, ce projet eurasien etant ” l’ambition nostalgique ” du
leadership russe, Erevan devrait choisir soigneusement ses propos
et arguments.

Un autre expert interroge par RFE/RL, Edgar Vardanian, du Centre des
recherches strategiques et nationales, estime egalement peu probable
l’adhesion de l’Armenie a ce projet, celle-ci donnant l’avantage au
Partenariat oriental de l’UE que l’EurAsEc ne saurait concurrencer.

SABAH has acquired the final details on Turkey’s reciprocity law, which
is expected to bring in 300 billion dollars in foreign capital over
the next ten years. The following is the road map to which countries
nationals are allowed to buy property and under what conditions.

What the actual regulations will be in the new real estate reciprocity
law passed by Turkey’s Grand National Assembly in May has been
dependent on a list that has been awaiting approval from the Minister
of Council for two months now.

According to the renewed list, the number of nations that will retain
the unconditional right to purchase property in Turkey will go up
from 53 to 129, while 52 nations will be allowed based on certain
limitations and conditions of approval. Syria, Armenia, North Korea,
Cuba, Nigeria and Yemen were not included in the 181 nations listed,
which basically means nationals from these countries will be unable
to purchase real estate in Turkey.

The new regulations, which are anticipated to result in an explosion
of property sales to foreigners, limits nationals from China, Denmark,
East Timor, Fiji and Israel, with whom relations are at a breaking
point, to the purchase of a single residence. Jordanians on the other
hand, will only be allowed to purchase two domiciles and one place
of business under the new law.

There are special conditions

The most interesting part of the new law is perhaps all of the special
conditions that have been established. For example, Russians will be
able to buy property as long as it is not located along the Black Sea.

Greeks will also be allowed to purchase property just so long as it
is not located along the coast of bordering provinces.

Obstacles lifted

The obstacles posed for nationals from Saudi Arabia, the UAE, Kuwait
and Lebanon, which are expected to bring in the highest revenue,
as well as from the Turkish Republics, has now been lifted.

Citizens from Azerbaijan, Kazakhstan, Turkmenistan, Tajikistan,
Uzbekistan and Kyrgyzstan will be able to freely purchase property
in Turkey. According to information obtained, as the construction
sector excitedly awaits the passing of the new regulations, Arabs
have already begun to make down payments on real estate they have
set their sights on in Istanbul and Antalya.

Restrictions on 31 nations

The memorandum cites restrictions for nationals from 31 different
countries, limiting real estate purchases to plots, residences and
business locations. Based on these criteria, citizens from Morocco,
Egypt, Latvia, Afghanistan and a number of smaller African nations
will never be able to be owners of agricultural land, vineyards or
orchards. Nationals from Albania, another restricted nation, will
only be able to purchase residences or businesses.

Internal Affairs approval required for 16 nations

According to the new regulations, which will go into effect once the
Council of Ministers have signed on, it will be required for nationals
from 16 different countries, including Iran, China, Palestine and
India, to receive permission from the Ministry of the Interior in
order to acquire real estate. Iraqi’s on the other hand, will have
to first apply for permission from the Ministry of Foreign Affairs.

A ten percent limit

The Reciprocity Law also designates a limit on the overall amount of
real estate any foreign national can purchase in Turkey. Accordingly,
the amount of property any one foreign individual can acquire in
Turkey is limited to ten percent of the total area of the province
the plot is located in and to 30 hectares overall throughout Turkey.

Foreign individuals or firms will also be required to present their
project within two years time on purchases of undeveloped plots.

YEREVAN. – The Active Lernagorts Ltd submitted to the Armenian Ministry
of Nature Protection the expert-opinion on the copper-molybdenum
deposit in Ashotahank. The deposit is in the territory of Meghri city,
Armenia’s Syunik Region, and not far from the village Vardanidzor.

According to the project, the deposit will be exploited openly,
while over 500,000 tons of ore is possible to dig daily.

To note, the Agarak copper-molybdenum deposit is already being
exploited in the territory of Meghri.
