dernières années
mais des Kurdes s’y seraient installés en grand nombre

La République autonome du Nakhitchevan (dépendant de l’Azerbaïdjan) se
dépeuple. Selon le leader politique azéri Ibrahim Ibrahimli qui
l’affirme dans le journal « Yéni Mousavat », le nombre réel
d’habitants du Nakhitchevan est passé de 450 000 à moins de 250 000.
Car plus de 200 000 habitants, essentiellement Azéris, auraient quitté
le Nakhitchevan pour s’installer en Turquie, à Bakou ou en Russie. I.
Ibrahimli affirme également des dizaines de milliers de Kurdes venant
d’Irak, de Syrie et d’Iran se sont installés ces vingt dernières
années au Nakhitchevan où ils viennent de célébrer le 20e anniversaire
de la fondation du PKK (Parti des travailleurs du Kurdistan) au
Nakhitchevan.

Dr. Arby Nahapetian

GLENDALE – Glendale Adventist Medical Center is pleased to announce the
appointment of Arby Nahapetian, M.D., MPH, FACC to the position of
Vice President of Medical Affairs and Quality. A practicing
cardiologist and electrophysiologist, Dr. Nahapetian will play an
integral role in strengthening communication and enhancing the
hospital’s focus on clinical quality among its affiliated physicians.
Dr. Nahapetian joined the staff on August 1, 2012.

`I am proud to be joining the leadership team at such an impressive
hospital,’ said Dr. Nahapetian. `Glendale Adventist is an exemplary
hospital serving the community for more than 100 years. My new
position will bring together my interests in the administrative side
of medicine as well as the clinical side. I look forward to working
with the hospital’s physicians to improve the efficiency and quality
of patient care.’

Dr. Nahapetian comes to Glendale Adventist from Cardiovascular
Consultants Medical Group and serves as Clinical Instructor for
medical students, residents, and cardiology fellows at the UCLA School
of Medicine and the Ronald Reagan Medical Center.

A graduate of Yale University with a Masters degree in Public Health,
Dr. Nahapetian began his career with humanitarian work the World
Health Organization working on meningococcal meningitis in Sub-Saharan
Africa. He later graduated from The UC Davis Medical School and
completed his residency and cardiology fellowship at Harbor-UCLA
Medical Center. He completed his sub-specialty fellowship in Clinical
Cardiac Electrophysiology at the Cedars-Sinai Medical Center in Los
Angeles thereafter. Throughout his career, he has been intrigued by
administrative functions and roles which led to opportunities for
developing his leadership skills in medicine. He is passionate about
clinical quality and evidence-based medicine, and was attracted to
this position through his desire to serve in broader administrative
roles.

Dr. Nahapetian will continue to practice clinical medicine as he
begins his new role as Vice President for Medical Affairs and Quality.
In his new status, he will be part of the executive staff, working
with the medical and administrative staff to drive vital quality
improvement initiatives at GAMC.

`Dr. Nahapetian will lend his insight, energy and skills as GAMC
prepares for changes driven by health care reform. He will be an
integral part of our leadership team as the hospital continues to
provide excellent service to patients and the communities we serve,’
said Kevin A. Roberts, President and CEO at Glendale Adventist Medical
Center.

Dr. Nahapetian has both clinical and administrative expertise which he
brings to this new position. He has served as a member of a local
Accountable Care Organization (ACO) Quality and Outcomes committees,
working to integrate approximately 660 physician strong integration
cost/savings sharing parameters for the ACO as a whole.

Dr. Nahapetian established the Arrhythmia Center of Excellence at
Providence Holy Cross Medical Center as well as the new
Electrophysiology Laboratory at Henry Mayo Newhall Memorial Hospital
and serves as the lead physician for length of stay and quality
improvement protocol for a national health system.

He has published numerous articles on health issues, such as
arrhythmia, pulmonary arterial hypertension, coronary artery disease
and numerous public health topics.

Youth representatives of CIS and Baltic states discuss prospects of
Eurasian integration in Armenia

Yerevan/Mediamax/. Over 60 representatives of youth from 14 countries
have arrived in Armenia to take part in the first Eurasian forum
`Young Eurasia’.

The organizers of the forum are `Prosperous Armenia’ Party, Eurasian
Cooperation Development Foundation and RIA Novosti, Mediamax reports.

Addressing a press conference today, PAP member Vahe Enfiajyan said
that the goal of the forum is to establish contacts between young
journalists, entrepreneurs and political figures from CIS and Baltic
states.

`Various lectures will be delivered for the participants of the forum
in coming couple of days,’ Vahe Enfiajyan said.

According to him, over 600 young people have applied from Armenia to
participate in the forum.

For his part, Vice President of Eurasian Cooperation Development
Foundation Andrei Smirnov said that the forum will help not only
establish a dialogue between young people but will also create a
platform for discussing issues related to Eurasian integration.

The official opening of the forum was held on August 21. It will last
till August 27. The forum participants are expected to come up with a
final statement.

Eduard Sharmazanov: `It is Turkey and Azerbaijan that hamper the

Yerevan/Mediamax/. It is Turkey and Azerbaijan that hamper the
development of South Caucasus.

Armenian National Assembly deputy spokesman Eduard Sharmazanov said
this today in response to the statement by Turkish Foreign Minister
Ahmed Davutoglu who said that Armenia’s `occupation’ of 20% of Azeri
territories should be ended as it greatly hampers the development of
the South Caucasus region, Mediamax reports.

Eduard Sharmazanov noted that Turkey has been keeping Armenia in
occupation for almost two decades. It pursues a policy of negation and
denies the international commitments it has undertaken. As for
Azerbaijan, this country ignores the efforts of the OSCE Minsk Group
Co-Chair states, continuing the occupation of some Karabakhi
territories.

`If the Turkish official is really concerned about the development of
the South Caucasus, he would better urge upon his own country to
fulfill its international obligations, stop keeping the only closed
border in Europe closed and not interfere in the Karabakh conflict
settlement process,’ Sharmazanov concluded.

PanARMENIAN.Net – Zhoghovurd daily learned from a hospital in
Armenia’s town of Noyemberyan that soldier Arman Hayrapetyan (born in
1993) was wounded in the right foot as a result of careless handling
of the service weapon.

The soldier was transferred to aid post after he offered medical
assistance. Though it’s more than a week since the incident, Armenian
Defense Ministry has released no report on the occurrence, with lack
of information always stirring up doubts, the paper says.

Nikolai Nikulin, a Russian living in the Lori Marz village of Tzater,
has a serious `identity’ problem.

The man has no identity documents of any kind and thus hasn’t been
able to work for the past 22 years.

`All those Armenians living in Russia get good benefits. But Armenia
can’t do a thing for this Russian. It can’t get him identity papers or
any assistance,’ says Asya Andreasyan, Nikolai’s wife.

The two started to live together in 1990. The marriage was never
registered due to the lack of identity papers. Their five kids bear
their mother’s last name.

Given the financial straits of the family, Nikolai and Asya married
off their 16 year-old daughter to a man from the Agarak village near
Stepanavan two years ago.

A few years ago Nikolai suffered a stroke but couldn’t receive any
medical care due to his lack of identity status. The man isn’t in any
shape to work even if someone gave him a job.

The family somehow survives on a monthly allowance of 46,000 AMD
($130). The kids do odd jobs to keep the family afloat.

The parents and their 4 children, ranging from 7 to 16, live in a
trailer on the outskirts of the village near the pasturelands.
Visitors are struck by the neatness and order inside.

When we visited the family, Nikolai was resting in bed. He said he
came to Armenia in 1988 from Kazakhstan.

`I did my military service at the army unit in the Stepanavan village
of Poushkino. I married Asya after being discharged,’ Nikolai says.

Asya relates that Nikolai lost the ability to speak after the first
stroke but that miraculously he regained his speech after a second
stroke three years later.

Nikolai told us that his military service papers and driver’s
license were stolen when he went to work in the nearby village of
Gyoulagarak.

He says that in 1996 he went to see his mother, brother and sister
living in Kazakhstan.

`I went with my wife and the two children at the time but my mother
refused to accept us. She was angry that I had marries an Armenian.’

Recently, Nikolai sent a telegram to the military base in Kazakhstan
where he was conscripted to get a copy of his service record. He
received a reply stating that his relatives no longer reside at the
address he had given.

Nikolai told us that he plans to look for work in the Zoghloushan
forest outside of Stepanavan. His wife said that’s where he fell ill
in the first place. Sergey, the family’s 14 year-old son, now works
there in his father’s spot.

Anna Davtyan, principal of the Tzater village school said that the
children attend class regularly even though they were taken out of
school at the end of the year to help out with taking the livestock to
graze in the mountains.

Hetq asked Gevorg Hakobyan, who runs the Toumanyan District Passport
Division, to comment on Nikolai’s predicament.

`Normally, non-Armenians residing in Armenia for many years with a red
passport without citizenship are granted citizenship by a decree of
the president,’ Hakobyan explained.

The official added that if Nikolai, with his red passport, and Asya,
with her citizenship papers, came to his office it would be possible
to resolve the problem.

Tzater Mayor Bagrat Ghalayan promised he would provide a car to take
Nikolai and Asya to the passport office.

Georgia is an important neighbor and one of the main points for
transit, vacation and tourism for the Armenian citizens. The Armenians
are actively getting used of holiday homes and resorts in Georgia, as
a matter of fact over 400,000 Armenians crossed the Georgian border
over the last seven months. In addition, it is necessary to take into
account the natural-climatic, territorial and other circumstances,
while planning vacation in Georgia. What would you advice to our
citizens while getting prepared for the visit? It is necessary to plan
beforehand and by all means to define certain points for having a rest
during the journey. At the same time, it is better to get to know with
the country prior to the journey, and to take necessary objects
ensuring one’s security as well as consider the first medical aid. How
did the Armenian Embassy and personally you respond to the accidents?
Regarding the recent accidents, the Armenian Embassy in Georgia is in
constant contact with the corresponding department at the Georgian
MFA, as well as the Armenian Consulate General in Batumi. As is known,
an Armenian citizen was hospitalized with gunshots, and later crossed
the Georgian-Armenian border in the ambulance on Aug. 8. A criminal
case was instigated and the Embassy follows the process. The very next
day an alarm was received that an Armenian alpinist climbed the Mount
Ushba and cannot get down due to the lack of equipment. As a result,
necessary means were taken and the alpinist was back to Armenia. In
another case, four Armenians were engaged in an accident in
Yerevan-Kobuleti road on Aug. 18. I personally contacted local
authorities and medical service employees. As a result, the injured
were given the aid and the after-operation assistance was provided for
the child and the woman. What would you like to add? The Embassy once
again calls our compatriots to care for the personal security as much
as possible to avoid unpleasant situations and incidents.

Assembly (NA) MPs’ vacations ended on August 18, it is still a
non-working environment at the NA building.

`Renewal of the heating system has not ended, there is construction
waste at the corridors, the rooms are not furnished yet, and, even if
NA MPs very much wish to carry out legislative work, they will not be
able to.

This shows that the notions about [NA Speaker] Hovik Abrahamyan being
an organizer are exaggerated. Or, he is fully indulged in the local
government elections [to be held in September]. To note, he is the
[ruling Republican Party] RPA’s coordinator for the local government

Growth of wheat price in the world markets was reflected in the
Armenian market as well. Besides consumers and defenders of their
rights, the National Statistics Service also has reported price
increase.

According to official data, in the second quarter of this year,
high-quality bread costs 431 drams per kilogram as compared with 425
drams last year. In the first quarter of this year, the price amounted
to 427. The bread of first grade costs 371 dram in the first half of
this year compared with 370 in same period last year.

The price for high-quality flour increased from 326 to 341 dram from
the first quarter of this year. According to the NSS, price of grain
grew by 2.1% compared with July, and by 1.5% compared with this June.

President of the Association of Consumers Armen Poghosyan alarms
faster growth of prices of grain. According to him, an average citizen
uses 400 grams of bread daily, while the price of bread keeps growing.

According to Armen Poghosyan, 45% of the population are living in
unbearable conditions. He says only 10-12% of the population is
well-off. 45% are on the edge of poverty or extremely poor, says
Poghosyan.

According to the defender of the rights of consumers, 55% of income of
the population of Armenia is spent on food. After paying the bills no
money is left for recreation.

Despite the growing prices of grain, Armenia does not have reserves to
alleviate the negative impact of world markets negative on Armenia.
Moreover, wheat farmers were deceived by the government which
distributed perverted wheat seed. Wheat grown in Armenia supplies only
40% of demand. The rest is imported.

Economist Vahagn Khachatryan says everything has been done recently to
make farmers leave the village. Land is sold to oligarchs, while,
according to Khachatryan, land consolidation does not lead to
increased productivity.

According to him, the promise of the authorities means nothing. The
government does not claim responsible to go on to compensate the
damage it inflicted on farmers. Vahagn Khachatryan says the policy of
the authorities is aimed at boosting imports.

Vahagn Khachatryan says importers cheat and don’t pay taxes at the
same time oushing farmers out of competition. According to him, the
situation with grain repeats for other agricultural products.
