ISTANBUL. – Granting a pardon to Ramil Safarov will impact seriously
on the establishment of mutual trust between Armenia and Azerbaijan,
the Istanbul-based Director of the Europe Program Sabine Freizer told
in an online interview to Turan agency.

Her comments came after the agency asked how Safarov’s extradition
and release will impact on the Nagorno-Karabakh conflict negotiation
process.

If the fact of Safarov’s extradition to Azerbaijan was comprehensible,
granting him a pardon is unacceptable. Relations between Armenia and
Azerbaijan are already extremely tense. In addition, talks regarding
the document on the basic principles, supported by the United States,
Russia and France within the OSCE Minsk Group have appeared in a
deadlock. Besides, incidents on the line of the contact are increasing.

She also added that the sides threaten to unleash military actions
and it seems like both nations are up for it. As for granting a pardon
to Safarov, it will only strengthen this impression.

Senate Foreign Relations Committee, released a statement decrying the
release of convicted axe murderer Ramil Safarov and condemning Azeri
President Aliyev’s decision to pardon, promote, and glorify Safarov
for his heinous murder of Armenian Gurgen Margaryan.

On August 31, Hungary extradited Safarov -who brutally murdered his
colleague, Armenian officer Gurgen Margaryan, in his sleep – to Baku
to serve no less than 25 years of the life sentence imposed by the
Hungarian justice system.

“I am aghast at the decision of President Aliyev to pardon Ramil
Safarov for his heinous crime. I am outraged and disgusted by the
reception that Safarov was given upon returning to Azerbaijan –
a hero’s welcome, a free apartment and a promotion. This blatant
disregard for justice is unacceptable and I condemn Aliyev’s actions
in the strongest way possible. I am also troubled by Hungary’s decision
to extradite Safarov and believe that, given the breach of extradition
agreement, Hungary must now demand the return of Safarov to complete
his life-sentence,” Sen. Menendez commented.

“At this moment, with relations in the Caucasus region as tense as
ever, the highly deplorable actions of President Aliyev undermine
the credibility of his government and his commitment to work toward a
peaceful resolution of differences with Armenia. I call on President
Aliyev to apologize to the family of Gurgen Margaryan and for the
international community to demand Safarov’s return to Hungary to
complete the remainder of his life sentence. It is clear that the
Azeri government cannot be counted on to adhere to its international
or bilateral obligations with respect to this matter.”

Today, President Serzh Sargsyan received the OSCE Ambassadors who
are in Yerevan in the framework of a regional visit. At the meeting,
discussed were issues pertinent to the regional security and the NKR
peace process. At the request of the guests, President Serzh Sargsyan
the steps taken by the Armenian authorities in recent years and
future programs aimed at the safeguarding of the Republic’s security,
implementation in our country of the democratic and institutional
reforms.

Below is Serz Sargsyan’s speech at the meeting with OSCE Ambassadors:

“Distinguished Ambassadors, Ladies and Gentlemen,

I am glad to welcome you to the Presidential Palace, welcome you
to Armenia.

OSCE is a very important organization for Armenia not only because
this Organization has in its framework several institutions – the
Minsk Group, the High-level Planning Group, the OSCE Chairman-in-Office
Personal Representative – all of them dealing with the Nagorno-Karabakh
problem, but also because the OSCE principles and the comprehensive
concept of security is fully shared by our country. It is very
important that in the framework of this Organization, we agreed that
security of one country cannot be ensured at the expense of security
of another country. We fully implement our commitments.

However, recently an event has taken place, which makes us to seriously
reconsider some of our approaches. As you know, in Azerbaijan pardon
was immediately granted to a creature which committed a horrendous
crime; unfortunately, in our view this event was not the last
one. Everything started when in 2007 the OSCE Minsk Group presented
its proposal for the settlement of the Nagorno Karabakh conflict. Many
would remember how Azerbaijan rejected the document; then it made a
declarative statement that the document in general was acceptable,
but afterwards it was trying to give its own interpretations to the
principles enshrined in the document. You remember how they were
trying to interpret the right of self-determination. You remember
how they were trying to interpret the term “referendum.” And then
a spectacle started which was meant to gain time, to accumulate huge
amount of weaponry so that at the opportune moment the Nagorno Karabakh
conflict could be solved through the military means.

In our view, pardoning a murderer was not a step to raise Aliev’s
authority at home – it was an attempt to test the response of the
international community to Azerbaijan’s outrageous moves. Cannot be any
other way because in Azerbaijan and among its leadership, there are,
I believe, many people who could soberly see the consequences of such
a move. And that testing of the international community’s patience,
as I said, has started long ago: when Azeris started to violate the
CFT treaty obligations, nobody responded to those blatant violations;
when Azeri president publicly instructed his Academia to write a
history for Azerbaijan where Armenians must not be mentioned at all,
nobody paid attention; when Aliev stated publicly that Yerevan and
the entire territory of Armenia is the Azeri soil, nobody reacted to
that; when Aliev declared publicly that their number one enemy is the
Armenian nation world-wide and that the enemy must be destroyed, again
there was no retort. In response to all our warnings, all requests
we have made to the Co-chairs, to the rest of the world that it was
a beginning of a very dangerous process we were receiving improper
responses that Aliev’s statements were for domestic consumption. Such
a differentiation between the domestic and external audiences simply
cannot be – a person cannot think one way in the morning, and another
in the evening; one way on Monday, and another way on Thursday. Seeing
such a lenience toward these statements, Aliev took up actions. The
first one took place during the regional visit of the US Secretary
of State: subversive actions were instigated not only on the line of
contact but also at the Armenian-Azerbaijani border. And again the
response was a weak one. And unfortunately, this is not the end of it.

You know, I went through the war, that’s why I don’t want a new
war. I personally felt on my own skin what the effects of the war,
its impact. And I am confident that anyone concerned with security
in our region, doesn’t want a war. However, desiring is not enough –
actions are needed and that actions must start when you call spade
a spade. The so called “diplomatic correctness” in this case is
simply detrimental for the security of this region.

Recently, in Armenia a sarcastic joke appeared. It sounds like this:
after these events, the international X organization calls upon Armenia
and Azerbaijan not to axe each other in sleep. And this is not a
joke to cheer you up, this is our people’s attitude towards those
international organizations which are trying to introduce parity
between the victim and the perpetrator; between the guilty and the
innocent. It is extremely bad. I ask you, I urge your governments
and our Organization to deal with this issue.”

received Tobias Billstrom, Sweden’s Minister for Migration and Asylum
Policy and Minister for Employment.

Nalbandian noted that Armenia underscores the development of
comprehensive ties with Sweden. He added that his meetings with his
Swedish counterpart ensure a regular political discourse between the

In his turn, Minister Billstrom noted that Sweden considers Armenia
as an important partner, expressed a satisfaction with the actively
developing bilateral interaction, and stressed that the arrangements
to be reached during his visit will stimulate cooperation in the
migration sector, too.

The interlocutors also discussed Armenia-EU cooperation, and Minister

visa requirements between Armenia and EU.

At a news conference held jointly with NATO Secretary General Anders
Fogh Rasmussen, Azerbaijani President Ilham Aliyev spoke of the
extradition of Ramil Safarov from Hungary to Azerbaijan, where he
was granted a pardon.

The Armenian side is making a lot of noise over the pardon granted to
Ramil Safarov, Aliyev said as quoted by Gun.az. Safarov was extradited
in conformity with a European convention and pardoned in conformity
with Azerbaijan’s laws, he added.

Movement of Hungary said they “learnt with shock and surprise” last
weekend about the extradition of Azerbaijani murderer Ramil Safarov
and his later pardon, which “has offended the Armenian nation greatly.”

“We condemn this provocative step completely, and hereby we apologize
to the Armenian nation on behalf of our members for the offending
action by the government of Hungary. Even though the cabinet
considers the extradition fully aligned with the international law,
not foreseeing this step’s diplomatic and international political
consequences is the certain sign of incompetence in foreign policy,”
the statement says.

“We protest against and reject that President Viktor Orban and his
cabinet would sacrifice Hungary’s honor for the promise of billions
of dollars, or any other real or perceived benefits. Therefore,
we call on Orban to announce the reasons for his or his cabinet’s
decision on extraditing Ramil Safarov,” it says.

The movement also addressed questions to the cabinet, demanding
detailed explanation on the Safarov extradition.

During the Parliamentary Assembly of the Council of Europe (PACE) fall
session, which will get underway on October 1, the Armenian delegation
plans to raise-and on numerous occasions-the matter concerning
Ramil Safarov’s extradition and subsequent pardoning, the Armenian
delegation’s head Davit Harutyunyan told Armenian News-NEWS.am.

In Harutyunyan’s words, during the session all of Armenia’s delegates
will make statements with respect to this incident.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

The statements made public recently in the name of Armenian Secret
Army for the Liberation of Armenia (ASALA) are another manifestation
of Azerbaijan’s false propaganda. As ArmenPress reports, ASALA
stressed with a letter circulated on September 6 that Azerbaijan,
sending a letter to its embassy in Budapest allegedly from ASALA,
aimed to conceal the disgraceful and shameful deal with Hungary.

“The peace loving people of Hungary must know that such threats
voiced in the name of ASALA are another fabrication concocted by
the Azerbaijani regime and are directed to undermining historical
Armenian-Hungarian friendship,” the statement runs.

ASALA blamed the international community and the Hungarian authorities
for encouraging the Azerbaijani regime in giving refuge to the criminal
Ramil Safarov and in making a “national hero” out of him.

Condemning the shameful violation of the international norms of
justice, the statement says: “The criminal action of Aliyev’s clan
more than ever proves Artsakh’s right of self-determination and
independence”.
